PARKS AND RECREATION COMMITTEE
MEETING MINUTES
Wednesday, October 3, 2012 ~ 6:30 p.m.
Pursuant to due call and notice thereof, the Parks & Recreation Committee of the City of Centerville
held a scheduled meeting on Wednesday, October 3, 2012 at the Centerville City Hall.

Also Present: Council Member Steve King
Absent: Committee Member Brian Peterson
Public Works Director Paul Palzer
I. CALL TO ORDER
Chairperson Branch called the October 3, 2012 Parks & Recreation Committee Meeting to
order at 6:45p.m., at Centerville City Hall council chambers.
II. SET AGENDA
Motion was made by Committee Member Haiden seconded by Committee Member
Amundsen to add number 13 “Schwan’s Skate Night” under Updates. All in favor.
Motion carried unanimously

III. APPEARANCES - NONE
CONSIDERATION OF MINUTES

Consideration of the September 5, 2012 Parks and Recreation Committee meeting minutes:
The voting procedure of the committee was discussed. There are 7 votes allowed and there
are currently 8 members on this committee. If all are in attendance then the chairperson will
not vote; if one person is absent then all may vote. This was done with the consensus of the
Committee members.
Motion was made by Committee Member Amundsen, seconded by Committee Member
Seeley to approve the September 5, 2012 meeting minutes with the following
corrections: 1. Under V. Committee Business #2 & the motion – change spelling of
stripping to striping & under Committee Business #6 remove the words “was present”
and add “via email” between “stated” and “that” & in the motion listed to add

“Grahek” as the person who seconded the motion. All in favor. Motion carried
unanimously.
COMMITTEE BUSINESS
V.
City Council Goals and Objectives – 2012
1.
(Modified Addendum for Parks & Recreation)
Motion was made by Committee Chairperson Branch, seconded by Committee
Member Amundsen to submit the Modified-Proposed Addendum for the
Committee to the City Council for approval and adoption into the City Goals
and Objections for 2013. All in favor. Motion carried unanimously.
2. Park Facility Permit Application: September 22, 2012 for use of pavilion at Laurie
LaMotte Park for a picnic. Permission was given by staff, due to the timing conflict
and the Committee agreed with the decision.
3 Park Facility Permit Application: LaMotte Park Hockey Rink from October 15,
2012 through November 20, 2012, Mondays & Thursdays from 7 – 8 pm for dry land
practice.
Motion was made by Committee Member Amundsen, seconded by Committee
Member Grahek to approve the application as presented. All in Favor. Motion
carried unanimously.
4. Hidden Spring Park or LaMotte Park Clean-Up and Storm Drain Stenciling by Girl
Scouts on October 13, 2012
It was noted that the Girl Scouts had submitted stenciling; however, it did not meet
the City’s existing stenciling pattern and Mr. Palzer stated that all drains had been
previously marked. Chairperson Branch suggested one or more members of the
Committee attend the clean up and thank them for their efforts.
5. Tulip Planting – October 6, 2012 – meet at City Hall at 9:00am
Several members of the Committee are unavailable to participate in this event.
6. Upcoming Events for 2013 and the remainder of 2012

7. Proposed Snowmobile Ordinance
After discussion, this topic was tabled to the November meeting; Chairperson
Branch will obtain additional information.

Generally covers sporting, athletic and music concert events in the residential
districts of the city. After review and discussion, a suggestion was made to add
“racing events” in paragraph (B) (1).
9. Special Use Permit Application – Centerville Lions use of Laurie LaMotte Memorial
Park Warming House for Haunted House on October 19, 20, 26 & 27, 2012.
Motion was made by Chairperson Branch, seconded by Committee Member
Amundsen to approve the presented application. All in favor. Motion carried
unanimously.
10. End of Year Budget Review – Allocation of Reserves for 2013. (Volleyball Court &
Other Items)
Lengthy discussion ensued regarding the best use of reserves for the upcoming year -
including the following purchases: park benches for Eagle Park and Trailside Park;
bulletin board for the exterior of the warming house, larger popcorn machine, etc.
along with the construction of one (1) volleyball court.
Finance Director Jeziorski provided the Committee with reserve amounts or
previously committed funds from the 2011 8K Walk/Run Proceeds, $2,037.71;
Donations, $7,750; Signage, $1,585.53; proceeds from the 2012 8K Walk/Run,
$1,381.82; all totaling $12,755.06. Consensus of the Committee was to earmark all
of existing reserves/committed funds and $1,000 of unspent funds from the 2012
Budget line item Park Programs and request that Council assist in obtaining their
goal in 2013 by providing an additional $5,000 for a total of $16,755.06 allowing
construction of one sand volleyball court.
Motion was made by Chairperson Branch, seconded by Committee Member
Haiden to commit the above stated funds ($11,755.06) and request assistance
from Council ($5,000) totaling $16,755.06 for the construction of one (1) sand
volleyball court at Laurie LaMotte Memorial Park in 2013. All in favor.
Motion passed unanimously.
Additional discussion was had regarding the necessity of irrigating either Hidden
Spring Park or Cornerstone Park. Consensus of the Committee was to continue
discussions regarding this item.

3. Smart Phone Application – Peterson
No update; Tabled
4. Sand Volleyball Court – Palzer & Haiden
See #10 under Committee Business above
5. Rescheduling of Little League games to Lexington
Chairperson Branch will not be contacting the coordinator to determine the reason
the games were moved from Centerville to Lexington; monies were lost due to the
cost of the concession stand not be utilized. There will be no concessions in 2013.
6. Thank You Letters (Music in the Park & 8K Sponsors)
These need to be written as soon as possible.
7. Enhancement Items for Music in the Park (Grahek & Amundsen)
Committee Member Peterson offered to check prices on the headphones and cables.

8. Movie in the Park – Peterson
This event was a huge success with over 200 people in attendance. It was suggested
that volunteers begin making popcorn at least an hour prior to the start of this event.
9. Email Account for people to receive information on community recreation
activities and events on the City web site - Tabled
10. Supplies on hand for Skate Night
Popcorn and hot cocoa mix – need to inventory supplies on hand and purchase
additional popcorn, oil and cocoa mix with milk powder in bulk.
11. Bunker Hills Stable Skate Night, Hayride and Bonfire
Needs to be scheduled.
12. Schwan’s Ice-Skate Night
Only a few people showed up. It was suggested that this hour of free skating be
donated to a youth or community group. Need to research the legalities involved.

Motion was made by Committee Member Bettinger and seconded by Committee
Member Amundsen to adjourn the October 3, 2012 Parks and Recreation meeting at
7:59 p.m. All in favor. Motion carried unanimously.
