Dear Dallas:
Recently, Anoka County sent their latest version of the proposed improvements to CSAH 21 (Centerville
Road) to us for review. The following is a summary of the main points of interest which should be discussed
with the City Council.
Road Design
The geometric design of the roadway now appears to incorporate all of our suggestions, to this point, along
with a few other amenities which the County has deemed appropriate.
In general, the proposed improvements consist of:
• Main Street to Heritage Street
• Mill and overlay
• Addition of southbound right turn lane at Heritage
• Heritage Street to Dupre Road
• Full Reconstruction with Urban Section
• Shallow ditches behind curb where necessary
• Left and Right Turn Lanes at all City Streets
• Dupre Road to Southern City Limits
o Reclaim and Pave
Storm Sewer
The County's proposed design now incorporates the City's planned 42 -inch pipe from the Downtown to the
ditch along the south side of LaMotte Park. The storm sewer also picks up the two storm sewer systems
(City and County) at the intersection of Centerville Road and Sorel Street, meaning they will no longer have a
direct discharge to the lake.
Sidewalk /Trails
A 5 -foot wide concrete sidewalk is shown between Dupre Road and Meadow Lane on the east side of the
road. There are no trails or sidewalks shown on the west side or south of Dupre on either side of the road.

Costs
The county is currently estimating the construction costs of the project (excluding design engineering, land
acquisition and other soft costs) to be in the range of $1.86 Million. Of this, Centerville would be responsible
for approximately $528,000. It is important to remember that these are very preliminary estimates, based on
the layout and design that exists today. We are a long ways from final plans. The breakdown of estimated
costs distributed to the City per County policy is as follows:
• $88,000 — Storm Sewer
o Costs here are based on the typical cost -split policy of each agency paying their share based
on contributing drainage areas. In this case, the city would pay 82% of the cost because
82% of the drainage area is from outside the county right -of -way.
o While these numbers don't seem too far out of line, the large cost probably makes it worth
our while to take a closer look at their calculations for the cost split.
• $42,000 — Street Improvements
• City pays 50% of curb and gutter costs
• County pays for sidewalk replacement, if necessary.
• $10,000 — Construction Engineering
o Standard policy is for each agency to pay a fee for construction engineering of 8% of their
respective construction costs. This fee covers inspection and surveying costs.
• Optional Costs - $280,000 —Trunk Storm Sewer — 48 -inch
o Most of this cost is wrapped up in the large pipe (which has been upswed to a 48 -inch from a
42 -inch to squeeze Ina the County's drainage). The County is paying their share of this pipe
and we are paying ours.
• Optional Costs - $78,000 - Sidewalk between Heritage Street and Dupre Road
o City pays 1009yo of new sidewalk
• Optional Costs - $29,000 - Construction Engineering
o Standard policy is for each agency to pay a fee for construction engineering of 8% of their
respective construction costs. This fee covers inspection and surveying costs.
