CALL TO ORDER 1. Roll Call Vice Chairperson Jon Grahek called the March 6, 2013 Parks & Recreation Committee Meeting to order at 6:38 p.m. II. SET AGENDA Motion was made by Committee Member Amundsen, seconded by Committee Member Waeghe, to set the agenda as presented. All in favor. Motion carried unanimously. III. APPEARANCES 1. Mr. Thomas Kohl, Bald Eagle Water Ski Club (Benches, Portable Toilets and Grant for Invasive Aquatic Plant Management Permit) Mr. Kohl did not appear before the Committee. Mr. Kohl will again be invited to attend the next meeting of the Committee. Mr. Kohl is being requested to attend to discuss benches, portable toilets and potential financial assistance in treating Centerville Lake for milfoil. 2. Mr. Brian Nelson, Centennial Soccer The Committee discussed the Clubs responsibility to provide nets and striping if desired and to be mindful of abutting property owners curb space. Motion was made by Committee Member Amundsen, seconded by Committee Member Seeley, to recommend to the Council to approve the 2 Id part of the summer /fall soccer schedule. Vice Chairperson Grahek abstained. Motion carried. Parks & Recreation Committee Meeting Minutes March 6, 2013 IV. CONSIDERATION OF MINUTES 1. Consideration of the February 6, 2013 Parks and Recreation Committee meeting minutes. Requests were made to make the following revisions, under Appearances, Item #2 change the word "chords" to "cable ", under Consideration of Minutes, note that Vice Chairperson Grahek abstained, under Committee Business, Item #1 replace "alter" with "tabled to the March meeting ", Item #3 add P & R between " -" and "5K" and under Updates, Item #7 add "P & R Topics" between "Forwarding & Lisa ". Motion was made by Committee Member Waeghe, seconded by Committee Member Haiden, to approve the February 6, 2013 meeting minutes as amended. All in Favor. Motion carried unanimously. V. COMMITTEE BUSINESS 1. Grant — Invasive Aquatic Plant Management Permit & Grant Application Mr. Thomas Kohl (Permit & Fees Needed Prior to Grant Application Submission). This item was tabled until Mr. Kohl's appearance. 2. Invasive Blitz — Volunteer Training Workshops — U of M Extension Committee Member Amundsen stated that the workshop would provide attendees with training on identification, removal /treatment and follow -up management and monitoring of invasive species such as buckthorn, garlic mustard and wild parsnip. Committee Member Amundsen suggested that a member of the Committee attend to assist in weeding projects within the parks and providing assistance to the Public Works Department. Committee Member Amundsen volunteered to attend on behalf of the Committee. Motion was made by Committee Member Seeley, seconded by Committee Member Haiden, to recommend the attendance of a Committee Member of the May 4, 2013 East Bethel session. Committee Member Amundsen abstained. Motion carried. 3. Water Supply Sustainability in the North Metro Meeting — League of Women Voters No Committee Member was available to attend. 4. Bald Eagle Water Ski Club — City Use of Lakeshore @ Trailside Park Until such time as an application for use has been submitted or Mr. Kohl's appearance at the next meeting this item will be tabled. Page 2 of 5 Parks & Recreation Committee Meeting Minutes March 6, 2013 VI. UPDATES 1. Council Updates - Council Liaison King Council Member King stated that the Council had discussed the Goals & Objectives and they felt that they were too lengthy and should be scaled back. An additional joint meeting would be scheduled in the near future. The Committee desired to request assistance from the Council in obtaining parking at Acorn Creek Park. Council Member King also stated that Council approved the "Shake Your Shamrock" event subject to modification of the starting line and police and fire recommendations. 2. Skate Party /Hayride — February 9, 2013 The Committee felt that the event was very successful and well attended by both the public and volunteers. The Committee desired to forward "Thank You" letters to the school and volunteers. Committee Member Grahek will provide names and addresses to staff for this task. 3. Kiosk Inserts — K. Amundsen Ongoing project. 4. Purchase Lockbox for Restrooms @ Laurie LaMotte Park — P. Palzer This item will be completed by the next meeting. 5. "Shake Your Shamrock" 5K & 8K Walk/Run & Kids Run Sponsored by Kelly's Korner The date of the event is Saturday, March 16, 2013. The Start/Finish locations have been revised, they will be using a PA system, permit for school parking has been received, Police and Fire Department approval has been received. The City is waiting for the Certificate of Insurance and Anoka Country Park Permit. 6. Centennial Youth Football Association The Association is not interested in utilizing LaMotte Park, due to size. 7. Request forwarded to Anoka County for Permission to Post Information @ Rice Creek Permission has been granted from Mr. Jeff Perry, Operations Manager, Anoka Country P & R Department for 2013. 8. Maintenance of Monument Signs Page 3 of 5 Parks & Recreation Committee Meeting Minutes March 6, 2013 It had been previously suggested to contact area schools (secondary & beyond) to find volunteers to help with this project. The Committee would like to get a listing of all the plants that have been planted in the parks. This item was tabled to the next meeting. 9. Weeding in Hidden Spring Park & Spring Clean -up To be scheduled in the spring. VII. It is actually Spring there. The next Park and Rec meeting is that following Wednesday. I will miss that meeting, but do intend to be back for the May meeting. Jon and I had a lengthy discussion this week, so there is nothing new in this know for him. But there are a couple of items I want the Committee to discuss at the April meeting. 1) 1 strongly recommend that we make a change to our Festival of the Lakes events for 2013. 1 want to add a 5 K Run to the schedule and drop the In -Line Skate race. This past weekend Midwest Events held their first Shake Your Shamrock 8K and 5K runs. They used our course. Their 5K was a simple out and back starting at the same time as the 8K run around the lake. About twice as many people did the 5K as ran the 8K. We can do that as well. but we can not do the 5K and the In -Line skate event. I want to drop the In -Line Skate event. It is a high risk and low return event. The speed and drafting techniques of serious skaters makes accidents likely. We have had minor accidents on both of the events we have sponsored. Secondly, we get a very low turn out. About 35 skaters each of the two years. I have learned that this is normal for the skating events. We should get a much better return on our investment by sticking to what we know best - that is running. Please approve my recommendation to add the 5K run and drop the in -line skate race. 2) Please talked about what the Committees priorities are for the proceeds from the 2013 Festival of the Lakes events and the $500 Lions donation. As of now, we have not asked the Council to set that $500 away in a reserve account for a specific use. There are two areas that I think should be considered. !) Park benches and 2) Park irrigation. There are three locations that would benefit from having a park bench. The tennis courts and along Main Street in the area we have called Lakeside park. There are two parks where irrigation would go a long way toward protecting the investment the City has already made in landscaping those parks. They are Cornerstone Park and Hidden Spring Park. I tend to favor setting money away in a reserve account for the irrigation projects. It will take us a few years to accomplish that goal, but that is just the way it is. 3) You should also have in your packages a copy of a note that I sent to Jeff Paar and to the Lions regarding the musical jamboree. This came up as a discussion item in a meeting Jeff held to begin planning the Festival of the Lakes Parade. The discussion covered all of the Festival of the Lakes events. Please read that note for background information. I don't think that there are any open decisions that need to be made at this time. I included it in this note so that we all have the same information and so that this discussion will become part of the official record. If the Committee has an concerns, questions, or suggestions now is good time to bring them up. This note is a follow -up to your meeting last Tuesday. Parks and Rec sponsors a Music in the Parks program Tuesday nights during the summer. Tom Lee coordinates this program for the Committee. As a highlight of that program, last summer at Fete de Lacs we held a music Jamboree. Last year we had our first Jamboree early Friday evening before the Lions paid band came on. The Jamboree participants are not paid. However, most of them are professionals and they objected to being essentially a warm up band to whoever the Lions selected as the featured band. This year Parks and Rec wants the Jamboree to be the main feature of the evening. We would like the Lions to run the Beer Tent like then have done in the past. If Tom does the Jamboree. And the Lions run the Beer Tent. We all make out well. The Lions get the benefit of the fund raiser without paying for a band. They are fully supportive and on board. They like the idea of being identified with this event. They have one other co- sponsor in mind. I told that was fine. They could bring on an additional sponsor they chose. Also promised them we would help with whatever they need in the way of support. We also talked about t- shirts. I am steering them toward Randy Fulton. That should save them about a $1.50 per shirt. No action for you on this note. Just keeping you in the loop. Pat 1 iporU i IEitnets f ouldoorr MI DWEST EV EnT S EYElVTS March 18, 2013 On behalf of Midwest Events and FrontRunner Events we wish to thank the City of Centerville, MN for your hospitality in allowing us to conduct this year's Shake Your Shamrock 8K and 5K run /walk. The event was a huge success with the runners and it couldn't have happened without the support and cooperation from everyone involved with the race, the City of Centerville, Parks and Recreation Department, Centennial Lakes Police and Fire Department and the many volunteers that were there. A special thanks to Teresa Bender for taking the time to work with us on the final details of the event, Suzanne with the Parks Department for the help on the course and ensuring all the runners came to the finish line, the police and fire department members that were on site keeping the runners safe and the many plow operators who ensured the route was plowed despite the late snow. Many runners came up to tell us what a great running trail this is. They were impressed with the trail conditions and the support of the safety officers. We look forward to next year's race and with any luck some better weather. I met some nice people and payed out our flyers. I thought they did nice job. And the people all seemed to be enjoying themselves. They did both a 5k and 8k run. By starting them at the same time in opposite directions. They had about 150 runners. Mostly 5k. SO. I am thinking about doing that. Would have to drop the skating event which isn't profitable anyway.
