PARKS AND RECREATION COMMITTEE
Wednesday, April 4, 2013 — 6:30 p.m.
Pursuant to due call and notice thereof, the Parks & Recreation Committee of the City of Centerville
held a scheduled meeting on Wednesday, April 4, 2012 at Centerville City Hall, 1880 Main Street.

1. CALL TO ORDER
Vice - Chairperson Jon Grahek called the April 4, 2013 Parks & Recreation Committee Meeting
to order at 6:30 p.m.

Motion was made by Committee Member Haiden, seconded by C Member
S eele y, to set the agenda as presented with one addition: add #7 Ea rth Day u nder #V.
Committee Business All in favor. Motion carried unanim
III. APPEARANCES
1. Ms. Jessie Hull, Secretary of Bald Eagle Water Ski Club
Ms. Hull presented a Park Facility Permit Application and requested the Committee to allow the
Ski Club the following:
a. use of the same area of the lake and the lakeshore at Trailside Park, as the past 2 years;
b. practice on Tuesdays and Thursdays with the possible addition of Wednesday practices;
also a potential for several weekend practices, if needed;
C. potential for additional shows as opposed to previous years;
d. they would be requesting a permit from Anoka County /DNR for the ski jump placement.
Ms. Hull stated that the Ski Club remains interested in treating their use area either by chemicals
or cutting. Ms. Hull also stated that they have received estimates for chemically treating 15

acres at $250 to $300 per acre. The Ski Club is looking into finance options including the
Department of Natural Resources Grant. The Ski Club feels that the City would have to apply
for this grant. There was concern that cutting the milfoil as a removal option would allow for
additional growth at a much faster pace. Ms. Hull stated that she would have an update for the
Committee at their next meeting.
Discussion ensued regarding the City's current agreement with the St. Paul Board of Water
Commissioners and the expiration date of August 31, 2013. The Committee requests that the
City attempt to meet with the Board to determine their willingness to continue allowing the
City /Ski Club's use of the property.
The Committee inquired whether the Ski Club would be providing a port-a -potty on site and
questioned the frequency of servicing. Ms. Hull stated that they would be providing a facility
and it would be serviced twice a week. Ms. Hull also stated that the Ski Club is working on
constructing a fence that would deter individuals from use of their installed dock at the location.
Motion was made by Committee Member Haiden, seconded by Committee Member
Waeghe, to recommend to the City Council to approve the Park Facility Permit
Application with the following amendments: change park name from Cornerstone to
Trailside 04) and delete 2010 and replace with 2012 07). All in favor. Motion carried
unanimously.
Motion was made by Committee Member Haiden, seconded by Committee Member
Waeghe to recommend to the City Council to support the Bald Eagle Water Ski Club's
placement of a port -a -potty at Trailside Park at their expense. All in favor. Motion
carried unanimously.
2. Mr. Pat Mahr, Centennial Little League
The Committee discussed several items with Mr. Mahr based on the 2012 season: a
commitment to utilize the fields throughout the season and a concession stand would be
provided and the moving of games mid - season to alternative fields outside of Centerville. Mr.
Mahr stated that last year the League experienced communication difficulties with the
coordinators and he was unaware of the agreement regarding the concession stand. The
Committee stated that in 2011 the concession stand broke even, in 2012 it lost money and that
the City is reluctant to provide it for the 2013 season. The Committee requested reassurances
that the League would utilize the fields throughout the entire season, provide the City with their
schedules and formally request that the concession stand be provided by the City throughout the
2013 season.
Mr. Mahr stated that the season begins the last Monday in April and goes through the end of
June, possibly into July.
The Committee questioned the League's commitment that was made previously regarding light
pole relocations closer to the fence and scoreboard. Mr. Mahr stated that these items were put
on hold due to wet conditions at the beginning of the season and costs. Mr. Mahr also stated that

the League was unsatisfied with the grass condition of the field; however, with the installation of
the irrigation system this issue has been resolved. Mr. Mahr stated that he would obtain
estimates for the relocation of the light poles, scoreboard and present them to the Board for
consideration. The Committee requested that Mr. Mahr also include the League's status of the
relocation in the same letter as the request for the concession stand.
The Committee addressed the League's utilization of the Park's restroom facilities with the
caveat that the League be responsible for locking them at the end of each evening. Mr. Mahr felt
that this was too large of a responsibility for their volunteers. The Committee stated that an
alternative option may be to request that the police ensure the locking at the end of each evening.
Mr. Mahr stated that the League is willing to place a port-a -potty at the park from May through
June /July at their expense leaving the City of Centerville's responsibility for providing a port-a-
potty throughout the remaining season. The Committee suggested that the City consider a
collaborative effort for these services.
The Committee felt strongly that the City Council may reconsider providing a concession stand
for the 2013 season if the League committed to holding all of their games at LaMotte Park. The
Committee felt strongly that it was a benefit to all individuals that utilize the park during their
operating hours.
Motion was made by Committee Member Seeley, seconded by Committee Member
Waeghe that the Committee recommend to Council, the rental of one handicap accessible
port -a -potty for the months of July, August, September and October All in favor. Motion
carried unanimously.
IV. CONSIDERATION OF MINUTES
1. Consideration of the March 6, 2013 Parks and Recreation Committee Meeting
Minutes.
A request was made to amend the meeting minutes as follows:
Under Committee Business, Item #2 — Invasive Species Seminar Offered by the U of M, add the
words "and /or City Staff' between Committee and attend. Also, within the motion add the
words "to Council to fund the $50 cost for" between the words recommend and and. Also,
remove "of' and replace it with "to" between the words Member and the ".
Motion was made by Committee Member Grahek, seconded by Committee Member
Amundsen, to approve the March 6, 2013 meeting minutes as amended All in favor.
Committee Member Peterson abstained. Motion carried.
V. COMMITTEE BUSINESS
1. Cancellation of In -Line Skate & Addition of 5K Walk/Run
Subject to the recent running of the 2nd Annual Shake Your Shamrock run sponsored by Front
Runner /Midwest Events, Chairperson Branch strongly felt that the Committee should discuss the
possibility of cancelling the 10 Mile In -Line Skate which is extremely labor intensive and

substituting a 5K Run/Walk which may yield more participation for 2013. Lengthy discussion
was had regarding a separation of the two events, additional course and its certification, different
shirts, numbers, etc.
Motion was made by Committee Member Peterson, seconded by Committee Member
Amundsen to cancel the In -Line Skate and to add a 5K Run/Walk to the Fete des Lacs
activities. All in favor. Motion carried unanimously.
2. Revenues (Park Benches/Irrigation)
a. Proceeds from 2013 Walk/Runs
The Committee felt that this item should be discussed at an upcoming Joint Work
Session with Council.
b. $500 Donation from Lions received January 9, 2013
Motion was made by Committee Member Seeley, seconded by Committee Member
Peterson to expend these funds for the purchase and installation of park bench(es)
with their installation determined at a later date. All in favor. Motion carried
unanimously.
The Committee requested that Mr. Palzer obtain prices for the purchase(s).
3. Fete des Lacs — Band(s) for Friday
Mr. Tom Lee forwarded an email stating that he has five (5) of the eight (8) events
confirmed for Music in the Park and that he would be providing additional information
to the Committee in May.
Consensus of the Committee was to table this item until their May meeting.
4. Blue Bird Houses
Committee Member Amundsen gave a short report on the status of the Blue Bird Houses,
stating that some of them need to be moved and provided a spread sheet detailing the
birdhouses, their maintenance and needed maintenance.
5. Thank You Letters (Skate Night Volunteers)
Committee Member Grahek will provide the names of the volunteers to City Staff so
that letters may be sent to them.
6. Bike Repair Station — Eagle Project or Donations/Excess Funds from Run?
The Committee felt that this item should also be discussed at the Joint Work Session.

The Committee discussed completing park cleanups, scheduling and the Centennial
Little League's cleanup being scheduled for April 20, 2013 and that the Committee
Members would be responsible for:
Royal Meadows Park — Peterson & Waeghe; Eagle Park — Grahek & Bettinger; Acorn
Creek & Tracy McBride Memorial Park — Amundsen; Hidden Spring — Haiden;
Cornerstone & Trailside Parks — Seeley; Laurie LaMotte Memorial Park/ fields —
Centennial Little League, The City will provide bags and gloves. Individual Committee
Members will determine their own cleanup schedule, items needing repair or
maintenance at each park and Mr. Palzer will be provided that information for correction.
VI. UPDATES

Motion was made by Committee Member Amundsen and seconded by Committee Member
Grahek to adiourn the April 4, 2013 Parks and Recreation meetinp. at 8.50 p.m. All in
favor. Motion carried unanimously.

I received this note from Tom Lee this morning, so we missed last night's meeting.
The two points to take away from this exchange are:
1) Park and Rec, under Tom's leadership, is responsible for the Fete de Lacs Friday night music event. The Lions will not
have a band that night, but will run their beer tent. Proceeds from the beer tent will go to the Lions.
2) at the P &R May meeting we will discuss the Committees financial backing of the Jam session.
Committee members should not reply to this note. Please hold comments until the May meeting.

I forgot about the licensing arrangement fee, ugh, glad I asked. No worries, just need to keep the belt
cinched. Six of the eight days are booked and confirmed, there are a few options for the remaining two
days, not counting playing myself, just waiting to see how things shake out. I'm looking at maybe having
a 40 piece brass band for one of them, but we'd need to set them up at Lamotte..... among
other challenges.
$500 would be more than enough for the JAM, still looking at FREE entertainment, just wanted to know
what options I might have. I haven't made any arrangements at all for the JAM yet, just got word from
the Lions yesterday that the Friday night would be open so....
I guess I better get busy, time is short.

Here is the budget. This attachment just came in from Mike.
You will see in the attached that we have budgeted 2200 for MITP and have spent 375. That must have
been for the licensing arrangement. Spend the balance on the Tuesday nights.
We also have the park programs line. For the past three years we have not spent all of that money. So
let's apply some of that on the Jam. Tell me what is reasonable and I will run that through the
committee. Would $500 be enough?

last evening. The Council very much desires to have a path along the roadway; however, cost is of vital concern. I
spoke with Dallas regarding this issue this morning and he said that Staff /Council continues to wait for the cost
differential for sidewalk versus path. Dallas reassured me that he will keep everyone informed when information is
provided.

Terry,
You have made a very interesting proposal. As a runner, I find your accomplishment to be almost
surreal.
The Festival of the Lakes 8 K is put on the Centerville Parks and Recreation Committee, which I
chair. We have a meeting next week. I will present your proposal to the committee and reply back to you late
next week. In the mean time, I will view My Run.
Centerville is a very small town with a very modest Parks and Recreation budget. In fact, we use the
proceeds from the run to make improvements in our parks. The run has been pulling about 150
participants. This year we will add a 5K hoping to increase the participation. We are a committee of
volunteers. All decisions are made by the City Council. So with that as a back ground - here is my initial
reaction to your proposal
1) We simply do not have the budget for even a reasonable speakers fee. I don't think that will work.
2) Selling copies of you book is an attractive idea. The proceeds would help us and the causes you have
outlined are very worth.
3) Regarding showing the film with questions and answers. We do have a very popular Movies- in -the-
Park program. I will keep that in mind as I view My Run. Do you charge a speakers fee or a copy write fee for
showing the film? Without getting into negotiations - can you give me a ball park figure of what the fees might
be
4) Can you expand on selling signed copies of My Run. I assume the film is on a DVD. What is the
cost and would Centerville receive any part of that cost?

The plan set will show the original planting plan. Most of those upland plants are still there. The in -water stuff was
replaced by the "Gregg Thompson" Recommendations with some modification. I think the "Natural Shore" quote is what
we used, except that we used a 2'x2' gabion rather than a 3'x3' gabion. I just don't remember for sure.

I have talked with Kelsey Huntington. She is a student. a senior at Centennial High School. She says
they may have as many as 20 students. I have her e-mail address and will send copy you on the notes that I
send to her.
I have asked her for the name and email address of an adult advisor. I also asked her to determine how many
students are interested in volunteering. If we have a large group we will split up into smaller size groups and
take on more parks. My order of priority is Hidden Spring, Cornerstone, Acorn, Mc Bride and Eagle, but I will
run that priority through the committee at the May 1 st meeting.

Kelsey,
Congratulation on your membership in the National Honor Society. That fact tells everyone that you are both very
intelligent and active in community.
It was a pleasure to talk with you this afternoon. On behalf of Centerville's Park and Recreation Committee, thank
you for volunteering to help the City care for our parks and trails. Please pass our appreciation on to the other members
and advisors of the Centennial High School National Honor Society.
Here are my request of you:
1). Please share this note with your parents and advisor at school. They may have some suggestions that we did
not think about. They should also know that we are having this discussion.
2). 1 would also like to know the name and email address or telephone number of your advisor at school. I would
like to contact him or her.
3). Please this discuss our proposal with the other members of National Honor Society. Please determine how
many of they want to participate and what dates work out well for you as a group.
Proposal: This is a summary of what we talked about this afternoon.
1). We will meet on a Saturday afternoon in May in one or more of Centerville's parks.
2). The work to be preformed is to get the park ready for the 2013 growing season. Specifically to remove the
old growth from last season and to pull what obvious weeds we find in the park gardens.
3). If we have a large group, we will form teams and clean more parks. After the volunteers gather the old
growth, Centerville Public Works will pick up the bags of material and take them to the County compost site.
4). We will document your volunteer hours so that everyone gets credit for their work. Our committee knows
that this documentation is important.
I travel a bit and Spring has yet to arrive, so depending on the date we select, I may not be there. But someone
from our committee will be. Like yourself, the committee members are all volunteers.
