City Council 2013-01-23 7:10 p.m.
Minutes of Work Session
Present were Mayor Tom Wilharber, Council Members D Love, Jeff Paar, Steve King,
and Ben Fehrenbacher. Also present were Mark Statz, Stantec and Public Works Director
Paul Palzer.
1. Centerville Road (CSAH 21).
Engineer Mark Statz, reviewed the road segments of CSAH 21 in order to get consensus
on the feedback to be given to Anoka County.
a.Main Street to Heritage Street. Anoka County plans a mill and overlay in this
section along with storm sewer improvements. Statz suggested that the city
could ask the county to leave this section as is, in order to get future
participation from Anoka County in the more complete improvements as the
Downtown Redevelopment project moves forward. After discussion, the
consensus was to allow the mill and overlay, since the timing of future
redevelopment is so uncertain.
b.Heritage to Meadow Lane. Anoka County plans significant improvement to
this section with curb and gutter along with storm sewer improvements.
Consensus was to concur with the proposed level of improvement.
c.Meadow Lane to Center Street. County plan is for full reconstruction to rural
section roadway with four-foot shoulders and right turn lanes. Consensus was
that the city will request a cost to modify the plan to include curb and gutter
with a shallow ditch. The plan would be compromise between a full urban
section and the current proposal.
d.Center Street to Hunters Trail. County plans for full reconstruction with rural
section, four-foot paved shoulders and right turn lanes. Consensus was to
request a cost estimate to modify the plan in similar fashion to what was
requested for Meadow Lane to Center Street.
e.Hunters Trail to Dupre Road. County plan is for mill and reclaim with shape
and pave type improvement, rural section roadway with four foot paved
shoulders and right turn lanes. Consensus was to agree to proposed
improvement.
f.Dupre Road to South city limits. Same improvement is panned as for Hunters
Trail to Dupre. Consensus was to agree to proposed improvement.
g.Trunk Storm Sewer/ Stormwater Treatment. The city’s downtown stormwater
redevelopment necessitates construction of a 42 inch storm sewer from the
downtown southerly to the ditch along the south side of LaMotte Park,
approximately 2000 feet. Since the county will need storm sewer and
stormwater treatment, they can be expected to share in the cost of this line if
constructed at this time. Consensus was that this should be included with the
improvement, but the council wishes to have more detailed cost information to
make a final decision.
h.Sidewalks and trails. County is not planning any trail construction, but will
replace any trails or sidewalks that are impacted by the project. Consensus
was that new trails or sidewalks would not be requested with the project.
2.Sale of city property on Peltier Lake, purchased from Anoka County
.
Administrator Larson asked the Council how they would like to proceed to sell the
property acquired from Anoka County. It was suggested that the city might solicit
proposals to build a minimum value home as a condition of sale. Consensus was to
proceed without a realtor, by directly soliciting builders in the area to submit proposals,
and to put a “For Sale” sign on the property.
3.Outlot E, Pheasant Marsh. Allowed uses.
Administrator Larson requested clarification on how adjoining property owners are to be
allowed to use Outlot E in Pheasant Marsh. The neighboring property owners attended
the meeting on November 14, 2012, to complain of the condition of the property, and
volunteering to do some maintenance if they would be permitted use of the lot. Larson
expressed concern that to allow dumping of leaves and lawn clippings on the property
opens the door to others in the city to do the same. This has caused problems in other
areas of the city where dumping interfered with drainage. Consensus was that the
neighbors should be allowed to mow the lot, if they wish, and may remove any stumps
but would not be allowed to dump anything on the property and would not be permitted
to cut trees. The City will not treat the property as a typical park but more like a nature
area where access will be allowed, but the city will do only minimum maintenance. Staff
will convey this information to the neighborhood.
4.Business Outreach Survey.
Council reviewed a staff summary of the Business Outreach Survey completed by the
Council last summer. Some of the items that the council will consider for future follow-
up are:
a.Flashing yellow left-turn arrow. A business has requested that Anoka

County modify the traffic signal at 20 Avenue and Main Street to allow
left turns on a flashing yellow left turn signal. Anoka County is warming
to this idea and this may be possible in the future.
b.Business Directory. While it was clear that most business wanted to be
included in a business directory, the cost is a significant factor. The
directory can continue on the City’s website without significant cost, but
printing and mailing a paper copy to all the residents may not be the best
use of city resources. Focusing more resources on the internet might be
considered.
c.Business Appreciation Picnic. Consensus was that some funding for this
should be considered in the 2014 budget. The format would be determined
later and could be a picnic in a city park or a buffet in a local restaurant.
d.Other items that were discussed that could be considered were need for
assisted-living/memory care facility, additional community events or
festivals to promote business and doing some kind of business spotlight to
bring attention to business.
