CITY OF CENTERVILLE
CITY COUNCIL MEETING
June 26, 2013
6:30 p.m.
Pursuant to due call and notice thereof, the City of Centerville held their regularly
scheduled meeting of June 26, 2013, at City Hall, 1880 Main Street.

I. CALL TO ORDER
Mayor Wilharber called the meeting to order at 6:30 p.m.
II. PUBLIC HEARING(S)
1. None.
III. APPROVAL OF AGENDA
Mayor Wilharber added Centerville Claims (Check #28057-28062), for consideration this
evening.
Motion by Council Member Love, seconded by Council Member Paar to approve
the Set Agenda as presented with the above stated amendment. All in favor.
Motion passed unanimously.
IV. APPROVAL OF MINUTES
1.June 12, 2013 City Council Meeting Minutes
The Mayor provided Council Members with an opportunity to amend the presented
minutes.
Motion by Council Member Paar, seconded by Council Member Fehrenbacher to
approve the minutes of the June 12, 2013 City Council Meeting Minutes as
presented. All in favor. Motion passed unanimously.

The Mayor provided Council Members with an opportunity to amend the presented
minutes.
Motion by Council Member Paar, seconded by Council Member King to approve
the minutes of the June 12, 2013 City Council Work Session Meeting Minutes as
presented. All in favor. Motion passed unanimously.
V. CONSENT AGENDA
1. City of Centerville June 13, 2013 through June 26, 2013 Claims (Check #28029-
228056) & (Check #28057-28062)
2. Centennial Police Department Claims through June 13, 2013 (Check #9484-9511)
3. Centennial Fire District Claims through June 7, 2013 (Check #5834-5855)
Motion by Council Member Fehrenbacher, seconded by Council Member King to
approve the Consent Agenda as presented. All in favor. Motion passed
unanimously.
VI. AWARDS/PRESENTATIONS/APPEARANCES
1. None.
VII. OLD BUSINESS
1. Ordinance #65, Second Series Amending City Code Chapter 51, Section 51.08
Relating to Mandatory Connection to Public Systems
Administrator Larson reported that this was a housekeeping item. Council informally
passed a motion to increase the amount of repairs to private well, before mandatory hook-
up to city water is required, from $500 to $1,000.
Motion by Council Member Love, seconded by Council Member Paar to approve
Ordinance #65 Second Series Amending City Code Chapter 51, Section 51.08
Relating to Mandatory Connection to Public Systems as presented. Council
Member King opposed. All in favor. Motion passed.
VIII. NEW BUSINESS
1. Ordinance #XX, Second Series Amending City Code Chapter 92 Relating to
Permits for Use of Parks – Table Until P & R Committee Review

Administrator Larson stated that this ordinance would allow the City/Police Department
latitude to enforce non-permitted uses of the park or cease damages being sustained due
to negligence of a permitted or non-permitted user.
Motion by Council Member King, seconded by Council Member Fehrenbacher to
table consideration of this item until such time as reviewed by the Parks &
Recreation Committee. All in favor. Motion passed unanimously.
2. Mr. Ron Hogan, 1784 Meadow Lane – 6892 Centerville Road Sewer Connection
Special Assessment Request
Administrator Larson stated that he had requested that Mr. Hogan provide cost estimates
prior to the meeting and Mr. Hogan failed to do so.
Motion by Council Member Love, seconded by Council Member King to table Mr.
Hogan’s request until such time as he presents costs estimates for the installation of
sewer at 6892 Centerville Road. All in favor. Motion passed unanimously.
IX. ANNOUNCEMENTS/UPDATES
Administrator Larson reported that the six (6) cities have been collaborating on the
possibility of a joint utility for water services, participated in meetings with local
representatives and legislative staff, League of Minnesota Cities and the Met. Council.
Administrator Larson stated that Metropolitan Council desires to provide approximately
$50,000, for the technical and financial analysis study. Met. Council will complete a
Request for Proposal (RFP) and contract a consultant on behalf of the group; however,
the work plan utilized will be that of the group and the group will manage the work.
Administrator Larson stated that it is believed that Met. Council is excited to see such
cooperative efforts by Cities.
Council Member King reported that the NMTC has filed another grievance with the FFC
against Comcast.
Council Member Paar stated that recently he participated in the League of Minnesota
Cities Conference and received, on behalf of the City, a City of Excellence award for the
Ticket Education Program. Council Member Paar reported that the program is an on-line
educational tool for individuals that receive minor traffic tickets in exchange for
insurance reporting, driving history records and fees being kept locally rather than passed
through to the State.
Council Member Paar stated that individuals can register for the 8K/5K Run/Walks and
parade on-line and recommended early registration. Council Member Paar felt that
registration was still taking place for the softball and kickball tournaments and to see
Corner Express for those registrations.

Mayor Wilharber thanked Council Member Paar for his accepting of the award and stated
that the City has received this award in each of the last two (2) years with the other award
for the storm water irrigation system at Laurie LaMotte Park.
X. ADJOURNMENT
Motion by Council Member Fehrenbacher, seconded by Council Member King to
Adjourn the regularly scheduled Council Meeting of June 26, 2013 at 6:40 p.m. All
in favor. Motion passed unanimously.
