CITY OF CENTERVILLE
PLANNING AND ZONING COMMISSION
Pursuant to due call and notice thereof, the Planning and Zoning Commission held its regular
meeting on April 2, 2013, at 6:30 p.m.

I. CALL TO ORDER.
The meeting was called to order by Chairperson Mosher at 6:30p.m.

1.Keeping of Chickens in the city.
The Commission reviewed a new draft of proposed language to amend the City Code allowing
chickens to be kept in residential areas, subject to limitations. The city has been working with its
partner cities served by the Centennial Lakes Police Department to have common ordinance
language. The recent changes reflect suggestions by the City of Circle Pines. Consensus was that
the changes are fine. It was suggested that the code be moved forward to Council with the
understanding that additional minor changes may be made to coordinate with Circle Pines and
Lexington over the next month and thereafter submitted to the City Council for adoption.
Motion by Commissioner Lee, seconded by Commissioner Larson recommend that council
adopt the amendments to allow chickens to be kept in residential neighborhoods, with the
understanding that minor changes may still be made. All in favor. Motion carried
unanimously.
IV.NEW BUSINESS

1.Request for Conditional Use Permit ~ 7093 – 21 Avenue North (King Core &
Metals), Core & Scrap Dealer Mr. John Haluptzok/Building Owner Craig
Kozar
After review, consensus of the Commission was that the recycling business is not currently
permitted as a conditional or permitted use in the I-1 or B-1 zones. There was support to allow a

recycling business to operate in an industrial zone, provided all of the activity would be in a
building.
Motion by Commissioner Larson, seconded by Commissioner Lee that a public hearing be
scheduled to consider an amendment to the City Code, Chapter 156, Table 156-A.1 to insert
“Recycling and Waste Processing Entirely Within a Building” as a Conditional Use. All in
favor. Motion carried unanimously.
It was understood that consideration of the application of Mr. Haluptzok would be deferred until
after the Code amendment is finalized.

VI. CONSIDERATION OF MINUTES
1. Planning & Zoning Commission Meeting Minutes of February 5, 2013
Motion by Commissioner Larson, seconded by Commissioner Mosher to approve minutes
from the February 5, 2013, meeting. All in favor. Motion carried unanimously
VII. PLANNING AND ZONING COMMISSION MEETING ADJOURNMENT
Motion by Commissioner Larson, seconded by Commissioner Lee to adjourn the meeting at
7:25 p.m. All in favor. Motion carried unanimously.
