Present: Chairperson Patrick Branch Vice - Chairperson Jon Grahek Committee Member Kevin Amundsen !� Committee Member Chris Bettinger Committee Member Mark Haiden Committee Member Brian Peterson n Committee Member Suzanne Seeley �J Committee Member Kevin Waeghe Also Present: Council Member, Steve King Linda Neudecker, Recording Secretary Nick Twohy Absent: Public Works Director, Paul Palzer L CALL TO ORDER Chairperson Branch called the August 7, 2013 Meeting of the Parks & Recreation Committee to order at 6:35 p.m. at the City Hall. Roll Call — see above Chairperson Branch welcomed Mr. Twohy to the meeting as an observer and gave him an overview of the Committee. 11. SET AGENDA Motion was made by Committee Member Amundsen, seconded by Committee Member Waeghe to set the agenda as presented with the following additions: to Committee Business add #5. "Farewell to Mark Haiden" & #6. "Grand Opening of Volleyball Court (to be completed by the end of August) "; To Updates add #4 Volleyball Court. All in favor. Motion carried unanimously. III. APPEARANCES — Mr. Wayne LeBlanc was present and reported on the conditions of water quality of Peltier Lake and the Heron population. Mr. LeBlanc stated that "Peltier Lake has some of the worst water quality in the State" and is listed as having "Impaired Water ". He advocated the continuance of the no -wake zone on the northern half of the lake, the use of rain gardens and respect for wetland Page 1 of 5 restrictions. He spoke about the decline of the Herons beginning a decade ago and the slow regrowth of the colony over the past few years. Mr. LeBlanc shared his concerns about the decline and slow regrowth of the aquatic plants over the past 14 years and provided information for review. Consensus of the Committee was to place the item on their next agenda for additional discussion. IV. CONSIDERATION OF MINUTES A request was made to amend the meeting minutes as follows: Under Roll Call, Vice - Chairperson Grahek was listed as present, when he was absent. Under Committee Business: • #3 - Centennial Soccer League, delete the last sentence and replace with "There was discussion of not utilizing the irrigation system to relieve the water issues during time of high rain volume" • #6 — Prioritize Park Improvement Projects, change wording under #7 from "Indian" to "Native American Burial" & also the same for #2 under addition of research projects. Under Updates: • #2 — Citizen Articles, the entire paragraph should be reworded as follows: There were two articles of interest in the local Citizen newspaper: 1. The first was about the author involved with the 5K/8K run. Chairperson Branch submitted this information to the Citizen and will also submit a press release to other newspapers. 2. The second was about the hole in the ground discovered at Hidden Spring Park and speculated on its original purpose as it was brick line, so possibly for ice storage. Four of these have been found in Centerville. • #3 — Festival of Lakes, replace "city" in the second line with "Rice Creek Regional Park ", correct spelling of Susan to Suzanne, add duties for Kevin Waeghe to lead 5K runners & will be 5K marshal at the 5K turnaround and add Mark Haiden & his duties to man water station 2 and awards program announcer; #4 — Damages in LaMotte Park — delete verbiage in its entirety. • On -Going Items — Change from "None" to "Research Projects" (Park Benches) Motion was made by Committee Member Branch seconded by Committee Member Haiden to approve the minutes of the July 10, 2013 meeting as amended All in favor. Motion carried. Committee Member Grahek abstained. V. COMMITTEE BUSINESS 1. Use of Laurie LaMotte Park Motion was made by Committee Member Branch, seconded by Committee Member Seeley to recommend to the City Council to approve the permit application submitted by Ms. Stephanie Gavin for use of LaMotte Park on August 18, 2013 from 10 a.m. to 2 p.m. All in favor. Motion carried unanimously. Page 2 of 5 2. Amendment of City Code Chapter 92 The Committee reviewed the presented proposed code amendment. Motion was made by Committee Member Branch, seconded by Committee Member Grahek to recommend to the City Council the following proposed amended wording: 92.30 — second line: delete the word "private" and change "fifty" to "thirty" 93.31— add subparagraph (6): "The applicant must be at least 18 years or older" 92.34 — first sentence (additional wording): "to park property" between the words "damage" and "or" 92.35 - #2: delete the word "his" and replace with "Administrator's "' 92.41 — second line: change "City Celebration" to "City Events" All in favor. Committee Member Seeley nay. Motion carried. 3. Condition of LaMotte Park playing fields The Committee had concerns regarding the restoration of the fields and potential for inability to offer these fields for use for the fall playing season. 4. Movie in the Park Committee Member Peterson reported that if the movie "Despicable Me" is available that would be the proposed movie. The event would take place on September 14 with a rain date of September 21, 2013 commencing at 7:30 p.m. Additional discussion took place regarding publicity through the school district, City's web site and sign, posters, and items such as popcorn and hot cocoa or ice cream being served. It was stated that volunteers would need to arrive at 5:30 p.m. 5. Farewell to Committee Member Mark Haiden Committee Member Haiden has been appointed to the Planning & Zoning Commission. Chairperson Branch thanked Committee Member Haiden for his dedicated service for the past five years. Mr. Haiden stated that serving on the Committee had been a wonderful experience and that the City has been well served by them. 6. Grand Opening of Volleyball courts The Laurie LaMotte Memorial Park sand volleyball court is scheduled for completion by August 30, 2013 and the Committee felt that an attempt to provide a challenge to both the Council and the Planning & Zoning Commission to play a "Grand Opening" volleyball game. It was felt that the game should be scheduled as soon thereafter the completion of the court. Page 3 of 5 VI. UPDATES 1. Council Updates — Council Member Steve King 2. Recap of Festival of the Lakes 8K/5K/kids run /walk events Race Coordinator Branch updated the Committee by stating that there were 168 registered runners and 156 finishers; the kids run drew 64 runners and the new 5K drew 84 runners /walkers. Income from sponsors and registration fees totaled $4,195 with expenses to date being $1,795. Race Coordinator Branch stated that all contributions from sponsors had yet to be received and several expenditures were still outstanding. He felt that the expected net revenue would be between $2,200 - $2,400. 3. Recap of Music in the Park Mr. Tom Lee was not present at the meeting. 4. Volleyball Courts — see #6 under Committee Business On -going Items: 1. Research Projects (Park Benches) Chairperson Branch has been researching the types and costs of park benches and found they range in price from $200 up to around $800 each. Discussion ensued regarding the type(s) of bases that the different bench styles may require. Three (3) benches are needed; however, with specific styles, a quantity price break could be obtained. Continued research will be completed by both Chairperson Branch and Public Works Director Palzer with a proposal being available for the September meeting. VII. ACTION ITEMS REVIEW Items that have been completed will be removed; some are still open and additional items discussed at this meeting will be added. A revised Action Item List, as of August 7, 2013 meeting will be included with the minutes to be approved. I would rather run a circular route rather than an out and back. We will talk about this at the next P &R meeting, which is why I am drawing course lines in August. Teresa: Please put this discussion on the agenda. I know the graphic shows the 5K on 20th Ave. There is a trail along 20th and we will keep the runners on the trail as they turn off of Center Street. I do not want to approach the PD until we talk about it in committee and have a firm plan. The police concern that I see is that there would be a 3rd crossing of Centerville Road. We would have to have at least 3 officers, one at Main, Meadow and where the trail crosses Centerville Rd near the mayor's house. Ben: We are going to keep the 8K. We have done it for 5 years and I do not think doing a 7K would impress many new runners. Unless the committee objects (they won't) we will also keep a 5K. That was pretty popular this year and may be our best chance for growth. I do agree that capitalizing on the lake is our trump card. Some other communities also have lakes, but we are doubly fortunate to have the lake and so much park land. So a circular or out and back course remains the issue. Thanks to both of you for your ideas. We will see what happens with P &R. It is a combination of Centerville streets and park trails. As the race coordinator, I do prefer the out and back course around the lake. The one I had planned for this year; not the exactly the course the runners took. Ben you and a few others had asked about a circular course. this one will work. It is the right distance. But it will take 3 Or 4 more volunteers. We need to do more research and don't believe we can get it done this year but ... it is a project we are considering. The committee wanted to go with new park benches first, because we think that we can accomplish that objective still this year. What we are considering is putting a basketball court on the hockey rink. The standard holding the basket maybe just outside the rink with the basket cantilevered over the rink. There are two basketball hoops now, one in McBride and one in Royal Meadows. On the outside of the hockey rink boards. The people would use the rink as the shooting area. The hoop could be put on the north or south end, or even east or west side. Acorn park.
