Pursuant to due call and notice thereof, the City of Centerville held their regularly
scheduled meeting of September 25, 2013, at City Hall, 1880 Main Street.

PUBLIC COMMENT
Mr. Dave Popp, 1657 Hunters Trail gave a brief presentation regarding the proposed
reconstruction of Centerville Road /CSAH21 and requested that the item be placed on the
agenda for additional discussion. Mr. Ron Hogan, 6892 Centerville and Mr. Robert
Peters, 6831 Centerville Road also requested additional time during the regular meeting
for commenting on this issue.

Mayor Wilharber called the meeting to order at 6:50 p.m.

Mayor Wilharber added Centerville Claims (Check #28241- 28251), for consideration this
evening along with adding under New Business; Centerville Road (CSAH21)
Reconstruction.
Motion by Council Member Fehrenbacher, seconded by Council Member Love to
approve the Set Agenda as presented with the above stated amendment. All in
favor. Motion passed unanimously.

Motion by Council Member Fehrenbacher, seconded by Council Member King to
approve the submitted Special Event Permit Application as presented subiect to
additional provisions placed by the Centennial Fire District, Centennial Police
Department and the Public Works Department and waiving associated fees. All in
favor. Motion passed.
2. Special Event Permit Application & Temporary Event On -Sale Liquor License —
Centerville Lions Use of LaMotte Park Ice Rink — Oktoberfest Fundraiser
(October 19, 2013)
Item was discussed previously.
Motion by Council Member Love, seconded by Council Member King to approve
the submitted Special Event Permit Application and Temporary Event On -Sale
Liquor License as presented subject to additional provisions placed by the
Centennial Fire District, Centennial Police Department and the Public Works
Department and waiving associated fees. All in favor. Motion passed.
3. Centerville Road Reconstruction
Several residences who either reside or own property along Centerville Road appeared
before Council expressing their concerns regarding the proposed reconstruction; tree loss,
street widening, proposed turn lanes, and storm drainage. Many of the residents felt that
there was no need for turn lanes and desired that Council represent their constituents'
opinions to Anoka County on their behalf. Residents expressed their understanding of
the roadways need for reconstruction, repairing storm drainage, adding municipal utilities
and pedestrian sidewalk/bike path. Among those residences that spoke were Mr. and
Mrs. Dave Popp, 1697 Hunter's Trail, Mr Robert Peters, 6831 Centerville Road, and Mr.
Ron Hogan, 6892 Centerville Road.
Discussion ensued regarding costs, potential assessments, the importance of storm sewer
drainage, ponding, the County's possible repercussions with removing the proposed turn
lanes (complete mill and overlay only or apply the funding elsewhere within the County),
and resident's need to communicate with their County Commissioner also. Consensus of
the Council was that the City Engineer should inquire of Anoka County as to whether the
turn lanes would be a requirement of the reconstruction.

Motion by Council Member Fehrenbacher, seconded by Council Member King to
table the proposed ordinance All in favor. Motion passed.

Council Member King stated that the North Metro Telecommunications Commission
remains in discussions with the cable company/FCC regarding equipment fees.
Council Member Fehrenbacher commented on the volleyball game that was played
between the Council, Planning & Zoning Commission and the Parks and Recreation
Committee on Sunday, September 22, 2013. Several members from both boards
participated.
Attorney Glaser reported on the Camp- Barron nuisance matter. He reported that recently
the police issued a citation to the residents for illegal burning. Mayor Wilharber reported
that items that were being stored across the street are being removed. Council supported
the criminal prosecution of the nuisance matter in hopes that the site will be cleaned up.
Mayor Wilharber stated that Anoka County forwarded a postcard to residents alerting
them about an opportunity for recycling hazard waste materials and list of items that will
be accepted. The event will take place at St. Genevieve's Community Center Parking lot
on October 12, 2013 from 9:00 a.m. to 1.00 p.m.

adiourn the regularly scheduled Council Meeting of September 25. 2013 at 8.55
p.m. All in favor. Motion passed.

Sewer Charges will include two components The first is a flat fee covering the City's fixed and variable costs
for sewer collection (Collection Rate). The second fee is to cover the variable charge for wastewater treatment
(Treatment Fee). The Treatment charge will be the Treatment Fee rate multiplied times the water meter use for
the billing riod. To account for summer irrigation water not being treated, the charge for the July and
9ew billings shall not exceed the average use during the first billing Mriod quaHer of that year and
the chguar+fffmal billing period of the prior year (winter average). If the home is unoccupied during a
significant part of the winter period, the average shall be manually calculated using other reasonable means to
determine the anticipated sewer treatment volume.

EXHIBIT C
PLUMBING AND HEATING PERMITS
I . Plumbing Permits
A. The charge shall be five dollars ($5.00) for each plumbing fixture, device or connection to the
sewer or plumbing system, with a mmimum charge of forty dollars and zero cents ($40.00)
B. For any alteration, repair or extension to an existing plumbmg system, where the work is of
such a nature that the permit fee charge cannot be determmed from the above schedule, the
permit fee shall be forty dollars ($40.00) first five- hundred dollars ($500.00) or fraction
thereof, plus fifteen dollars ($15.00) for each additional five - hundred dollars ($500.00) or
fraction thereof of the total market value of such alteration, repair or extension
The charge for commercial, industrial or institutional plumbing shall be:
Two percent (2 %) of the total cost of labor and materials or a minimum of $40.00 whichever
is greater.
Work commenced without first obtaining a permit shall be charged an investigative fee equal to permit
fees.
2. Mechanical Permits
The charge for a residential dwelling shall be twenty dollars and zero cents ($20.00) for each
of the following units but not to exceed $140 00. A mmmium charge of forty dollars and zero
cents ($40 00):

GRADING FEES
General. Fees shall be assessed in accordance with the provisions of this section or shall be as set forth
in the fee schedule adopted by the jurisdiction.
Plan Review Fees. When a plan or other data are required to be submitted, a plan review fee shall be
paid at the time of submitting plans and specifications for review. Said plan review fee shall be set forth in
Table A33 -A. Separate plan review fees shall apply to retaining walls or major drainage structures as required
elsewhere in this code. For excavation and fill on the same site, the fee shall be based on the volume of
excavation or fill, whichever is greater.
Grading Permit Fees. A fee for each grading permit shall be paid to the City as set forth in Table A33 -13.
