HomeMy WebLinkAbout2013-09-25 CC Minutes - Approved CITY OF CENTERVILLE CITY COUNCIL MEETING September 25, 2013 6:30 p.m. Pursuant to due call and notice thereof, the City of Centerville held their regularly scheduled meeting of September 25, 2013, at City Hall, 1880 Main Street. PRESENT: Mayor Tom Wilharber Council Member Ben Fehrenbacher Council Member Steve King Council Member D. Love ABSENT: Council Member Jeff Paar STAFF: City Administrator Dallas Larson City Engineer Mark Statz Legal Counsel Kurt Glaser PUBLIC COMMENT Mr. Dave Popp, 1657 Hunters Trail gave a brief presentation regarding the proposed reconstruction of Centerville Road/CSAH21 and requested that the item be placed on the agenda for additional discussion. Mr. Ron Hogan, 6892 Centerville and Mr. Robert Peters, 6831 Centerville Road also requested additional time during the regular meeting for commenting on this issue. I. CALL TO ORDER Mayor Wilharber called the meeting to order at 6:50 p.m. II. PUBLIC HEARING(S) 1. None. III. APPROVAL OF AGENDA Mayor Wilharber added Centerville Claims (Check #28241-28251), for consideration this evening along with adding under New Business; Centerville Road (CSAH21) Reconstruction. Motion by Council Member Fehrenbacher, seconded by Council Member Love to approve the Set Agenda as presented with the above stated amendment. All in favor. Motion passed unanimously. IV. APPROVAL OF MINUTES City of Centerville Council Meeting Minutes September 25, 2013 1.August 11, 2013 City Council Meeting Minutes The Mayor provided Council Members with an opportunity to amend the presented minutes. Motion by Council Member Love, seconded by Council Member Fehrenbacher to approve the minutes of the August 11, 2013 City Council Meeting Minutes as presented. All in favor. Motion passed unanimously. V. CONSENT AGENDA 1. City of Centerville September 12, 2013 through September 25, 2013 Claims (Check #28224-28240) & (Check #28241-28251) 2. Centennial Police Department Claims through September 12, 2013 (Check #9592- 9613) 3. Encroachment Agreement, 7070 Eagle Trail – Shed 4. Encroachment Agreement, 1915 Eagle Trail – Fence 5. Res. #13-019 – Authorizing Entering into an Encroachment Agreement with Property Owner(s) of 7112 Brian Drive (PIN #R23-31-22-11-0060) Allowing Construction of a Fence in the City’s Right-of-Way/Drainage Utility Easement Motion by Council Member Fehrenbacher, seconded by Council Member King to approve the Consent Agenda as presented. All in favor. Motion passed. VI. AWARDS/PRESENTATIONS/APPEARANCES 1. Mr. Greg Kieselhorst and Mr. Terry Sweeney, Centerville Lions Mr. Sweeney introduced himself and stated that the Club has submitted applications for their annual fundraising Haunted House event and an Oktoberfest event. Mr. Sweeney explained that both events will take place in October (October 25 & 26 and October 19, 2013 respectively). Mr. Sweeney stated that the Oktoberfest event would involve the sale of liquor and require an On-Sale Temporary Liquor License. Mr. Sweeney requested that Council waive all associated fees as in the past. VII. OLD BUSINESS 1. None. VIII. NEW BUSINESS 1. Special Event Permit Application – Centerville Lions Use of LaMotte Park Warming House & Grounds ~ Annual Haunted House Fundraiser (October 25 & 26, 2013) Page 2 of 5 City of Centerville Council Meeting Minutes September 25, 2013 Item was discussed previously. Motion by Council Member Fehrenbacher, seconded by Council Member King to approve the submitted Special Event Permit Application as presented subject to additional provisions placed by the Centennial Fire District, Centennial Police Department and the Public Works Department and waiving associated fees. All in favor. Motion passed. 2. Special Event Permit Application & Temporary Event On-Sale Liquor License – Centerville Lions Use of LaMotte Park Ice Rink ~ Oktoberfest Fundraiser (October 19, 2013) Item was discussed previously. Motion by Council Member Love, seconded by Council Member King to approve the submitted Special Event Permit Application and Temporary Event On-Sale Liquor License as presented subject to additional provisions placed by the Centennial Fire District, Centennial Police Department and the Public Works Department and waiving associated fees. All in favor. Motion passed. 3. Centerville Road Reconstruction Several residences who either reside or own property along Centerville Road appeared before Council expressing their concerns regarding the proposed reconstruction; tree loss, street widening, proposed turn lanes, and storm drainage. Many of the residents felt that there was no need for turn lanes and desired that Council represent their constituents’ opinions to Anoka County on their behalf. Residents expressed their understanding of the roadways need for reconstruction, repairing storm drainage, adding municipal utilities and pedestrian sidewalk/bike path. Among those residences that spoke were Mr. and Mrs. Dave Popp, 1697 Hunter’s Trail, Mr. Robert Peters, 6831 Centerville Road, and Mr. Ron Hogan, 6892 Centerville Road. Discussion ensued regarding costs, potential assessments, the importance of storm sewer drainage, ponding, the County’s possible repercussions with removing the proposed turn lanes (complete mill and overlay only or apply the funding elsewhere within the County), and resident’s need to communicate with their County Commissioner also. Consensus of the Council was that the City Engineer should inquire of Anoka County as to whether the turn lanes would be a requirement of the reconstruction. 4. Ord. #XX, Second Series – Fee Schedule 2014 Motion by Council Member Fehrenbacher, seconded by Council Member King to table the proposed ordinance All in favor. Motion passed. 5. Res. #13-020 – Approving Changes to Utility Billing Procedures Page 3 of 5 City of Centerville Council Meeting Minutes September 25, 2013 Administrator Larson stated that he is suggesting that commencing 2014, the City utilities be billed on a bi-monthly basis, subcontract a portion of the meter reading and bill issuing process and provide the billing in post-card format rather than current practices. Administrator Larson stated that he felt that this would provide residents with a more accurate usage allowing for water conservation provide integration with Bill pay, secure set up for ACH payments, receipt of e-mail billing if desired and removal of convenience fees for on-line payments. Discussion ensued regarding monthly billing and Mr. Statz stated that where he lives he is billed monthly and he feels that it fits in with their other billings. Council Member Love questioned if the proposed bi-monthly billing would save the City money and Administrator Larson stated that it would not with postage and labor costs, however, it would assist residents with additional options for payments, lower payments due to the frequency and save the City in paper costs. Motion by Council Member Fehrenbacher, seconded by Council Member Love to Adopt Res. #13-020 – Approving Changes to Utility Billing Procedures as presented All in favor. Motion passed. 6. Stantec Engineering Presentation of Feasibility Report, Engineer Mark Statz – Royal Meadows Street & Utility Improvement Project Engineer Statz presented Council with the preliminary feasibility analysis for discussion. Engineer Statz reviewed several different options for the project: Option 1: Open Cut installation of water main in the street, patch half of the street with 1A 1.5” overlay - $610,000; : Open Cut installation of water main in the street, reclaim and pave entire street - $619,000 or Directional Drill the installation of water main in the street, patch at service taps and fittings, 1.5” overlay - $533,000. Option 2: Open cut installation of water main in the boulevard, patch driveway, 1.5” 2A overlay - $540,000; : Directional Drill the installation of water main in the boulevard, (no driveway impact), 1.5” overlay - $523,000. Option 3: Open cut installation of water main in back yards, 1.5” overlay - $543,000; 3A : Directional Drill the installation of water main in back yards, 1.5” overlay - $537,000. Following discussion, the consensus of the Council was that the water main should be installed in the boulevard by directional drilling which would not disturb existing driveways. Mr. Statz will prepare the feasibility report for that option. IX. ANNOUNCEMENTS/UPDATES Page 4 of 5 City of Centerville Council Meeting Minutes September 25, 2013 Council Member King stated that the North Metro Telecommunications Commission remains in discussions with the cable company/FCC regarding equipment fees. Council Member Fehrenbacher commented on the volleyball game that was played between the Council, Planning & Zoning Commission and the Parks and Recreation Committee on Sunday, September 22, 2013. Several members from both boards participated. Attorney Glaser reported on the Camp-Barron nuisance matter. He reported that recently the police issued a citation to the residents for illegal burning. Mayor Wilharber reported that items that were being stored across the street are being removed. Council supported the criminal prosecution of the nuisance matter in hopes that the site will be cleaned up. Mayor Wilharber stated that Anoka County forwarded a postcard to residents alerting them about an opportunity for recycling hazard waste materials and list of items that will be accepted. The event will take place at St. Genevieve’s Community Center Parking lot on October 12, 2013 from 9:00 a.m. to 1:00 p.m. X.
