PARKS AND RECREATION COMMITTEE
Wednesday, July 10 2013 ~ 6:30 p.m.
Pursuant to due call and notice thereof, the Parks & Recreation Committee of the City of
Centerville held a scheduled meeting on Wednesday, July 10, 2012 at Hidden Spring Park.

I. CALL TO ORDER
Chairperson Branch called the July 10, 2013 Meeting of the Parks & Recreation Committee to
order at 6:35 p.m.
Roll Call – see above
II. SET AGENDA
Motion was made by Committee Member Haiden, seconded by Committee Member
Waeghe, to set the agenda as presented with one addition to V. Committee Business: add #8
“Eagle Pass Town Home Association/Eagle Park” and three additions to VI. Updates: add
#2. Citizen Article, #3 update on Festival of Lakes (volunteer plan and t-shirts) and #4
Damage to Laurie LaMotte Park. All in favor. Motion carried unanimously.
III. APPEARANCES
Eagle Pass Town Home Association Representatives:
Dave Fleming, Jim Halstrom, Don
Trudeau & Ron Parrucci.
A Porta-Potty was placed in Eagle Park, a few feet from the street, and the Association would like
it moved about 80 feet up the trail, where it had previously been placed, for accessibility to the
park and tennis courts. The cul-de-sac is owned by the Association, but will give the City written
permission to use the road to service the porta-potty. They will also assume the responsibility to
repair any damage to the road.
Motion by Committee Member Branch, seconded by Committee Member Haiden to accept
the Eagle Pass Homeowners Association recommendation to move the porta-potty from the
street further up the trail with the stipulation they provide, in writing, access to the
Association owned street and trail to service the porta-potty and they will take
responsibility for repair of any future damages, by the City, to the street and/or trail. All in
favor. Motion carried unanimously.
They also asked about having the pine trees trimmed and/or removed to discourage continued use
by young people who hang out there and leave trash behind.
Also discussed was what do people do in the case of a tornado when they have no basements.
Someone had purchased a storm shelter that was bolted to the floor of their garage.
IV. CONSIDERATION OF MINUTES
A request was made to amend the meeting minutes as follows:
Under Call to Order, second paragraph, add the words “was unavailable due to” between the
words Secretary and family. Also under V. Committee Business, Item #4 change the work
migrate to mitigate in the motion.
Motion was made by Committee Member Amundsen, seconded by Committee Member
Branch to approve the minutes of the June 5, 2013 meetings as amended. All in favor, with
Committee Member Haiden abstaining. Motion carried.
V. COMMITTEE BUSINESS
1. Boot Camp Fitness Class
Ms. Jaci Smetana, Wu Long Karate, has requested the use of the picnic shelter at Laurie
LaMotte Memorial Park from July 15 through September 30, 2013, from 5:30 am to 6:30
am. The City Code, Chapter 92, Section 92.07 Hours, states non-use between the hours
of 10:00 pm through 7:00 am.
Motion by Committee Member Seeley, seconded by Committee Member Bettinger to
recommend to City Council to approve the permit application for the Boot Camp Fitness
Class to be held at Laurie LaMotte Memorial Park at 5:30 am until 6:30 am from July 15
through September 30, 2013,.contingent upon the City receiving no noise complaints from
the neighborhood during this time. All in favor. Motion carried unanimously.
2. Centennial Football League – use of fields
Motion was made by Committee Member Branch, seconded by Committee Member
Waeghe to approve the use of the Laurie LaMotte southernmost soccer field for the 5 and 6
year old teams. All in favor. Motion carried unanimously.
3. Centennial Soccer League – use of fields
This was regarding the use (or lack of use) of the fields for soccer due to the condition of the
soccer fields from excess water from the rain and the unusually high water table. There was
discussion of not utilizing the irrigation system to relieve the water issues during time of high rain
volume.
4. Planning & Zoning Commission Opening
There is an opening on the Planning & Zoning Commission. Committee Members Branch
and Haiden indicated a possible interest in this position.
5. Sponsorship of 8K/5K Run/Walk
Wu Long Karate has indicated an interest in becoming a sponsor.
6. Prioritize Park Improvement Projects ETC
The Committee reviewed the list of projects to be considered and prioritized them as
follows:
1. Placement of a park bench at the Eagle Park tennis court
2. Placement of two park benches at the Trailside Park (by completing the Trailside
park with the addition of the benches and upgrade the landscape design) Discussion
of length of lease by the city.
3. Irrigation of Cornerstone Park
4. Irrigation of Hidden Spring Park
5. Basketball court at LaMotte Park
6. Irrigation of Acorn Park
7. Addition of signage (history and significance of) at the Native American Burial
Mound (needs to be done by December, 2014)
Also discussed was the possibility of adding a fountain that would coordinate with the
irrigation system by flipping a switch the water would be pumped through the irrigation
system and when water was not needed to irrigate, it would flow at the fountain.
The committee recommends adding the following research projects:
1. a plan to upgrade Trailside Park
2. a plan to address the signage for Native American Burial Mound
3. a plan for parks irrigation
Amendment to City Code Chapter 92 (relating to permits for use of parks – Ord. #XX,

second series.
Copies of this amendment was provided to the committee members.

VI. UPDATES
1. Council Updates – Council Member Steve King - NO UPDATE
2. Citizen Articles
There were two articles of interest in the local Citizen newspaper. The first was about the
author involved with the 5K/8K run. Chairperson Branch submitted this information to the
Citizen and will also submit a press release to other newspapers. The second was about the
hole in the ground discovered at Hidden Spring Park and speculated on its original purpose
as it was brick lined, so possibly for ice storage. Four of these have been found in
Centerville.
3. Festival of Lakes
The race begins and ends at Hidden Springs Park with registration from 7 am to 8 am.
Small water bottles purchased for runners, the Rice Creek Regional Park mileage signs need
to be covered to avoid confusion for runners, the in-line skating event has been dropped for
this year, t-shirts purchased only for those who have signed up for the event and there has
been communication with the police department regarding traffic control, runner assistance,
porta potties, emergency vehicles stand by and emergency weather shelter.

Kevin Amundsen – water station & move supplies as needed
Suzanne Seeley – Park Ranger
Pat Branch – in charge of handouts
Kevin Waeghe – lead 5K runners & 5K marshal @ 5K turnaround
Mark Haiden – man water station #2 & awards program announcer

VII. ACTION ITEMS(S) REVIEW
Items that have been completed will be removed; some are still open and additional items
discussed at this meeting will be added.
A revised Action Item List, as of July 10, 2013 meeting
will be included with the approved minutes. The committee did not have a current action item
list, so the due dates for most of the items would be changed to 8-7-13. There were only three
items that were added:
13-27 a plan to upgrade Trailside Park
13-28 a plan to address the signage for Indian Mound
13-29 a plan for parks irrigation
VIII. ADJOURNMENT
Motion was made by Committee member Amundsen, seconded by Committee member
Haiden to adjourn the meeting. Meeting was adjourned at 8:08pm. All in favor; motion
passed unanimously.
