In recent years there seems to be a persistant pattern of 4 to 2 voting, with the two Lino Lakes members in the minority. This has become a concern to the Lino Lakes delegation, especially because Lino Lakes contributes nearly 70 percent toward the Centennial Fire District budget. Tonight I am asking the Steering Committee to support a motion to begin the process of revising the voting procedures so that Lino Lakes' authority matches its contributions to the District. Essentially, the intent would be for the three member cities to renegotiate the terms laid out in Article 2.6 of the JPA. 2.6 Voting. Each committee member present at the meeting other than ex officio administrative staff members shall be entitled on one vote. Unless otherwise provided in the agreement the committee may take the action on any issue by a 51 percent of greater vote of those members present and entitled to vote at a duly called meeting, subject to the quorum requirement of section 2.5. However, for approval of the annual budget, approval of the capital expenditure budget, and authorizing unbudgeted expenditures, an affirmative vote of at least one Lino Lakes member shall be required for passage. In the absence of the designated elected committee official, the designated elected official alternate of that municipality shall become a voting member of the committee. There shall be no voting by proxy. Votes must be cast at a committee meeting by a committee member.
