I have a scout Rob Bacon that would like to come before Park & Rec to discuss potential eagle projects for the city. He has emailed Paul about discussion of one project that had been on the radar in the past, but I am not even certain if it is still a need and that would be working with a forester to thin out the tree growth in Eagle Park. If there is still a need for this to be completed I feel it would qualify as an eagle project due to it being a conservation project verses a maintenance project. I know from the past Pat Branch has sent several ideas to the scoutmaster but the majority of them would have been consider to be more to be maintenance and that type of project would not qualify. If it hasn't already been done would you be able to add Rob Bacon under appearances to the next Park & Rec agenda, I would attend the meeting as his eagle mentor to assist with any clarification of any potential project. Rob will be turning 17 next week so a project that can be approved and completed within a year would be what he would need. Thanks for your assistance and below is Rob's contact information. Present: Chairperson Patrick Branch Vice - Chairperson Jon Grahek Committee Member Kevin Amundsen Committee Member Brian Peterson Committee Member Nick Twohy Committee Member Kevin Waeghe Also Present: Council Member, Steve King Public Works Director, Paul Palzer Linda Neudecker, Recording Secretary Absent: Committee Member Chris Bettinger Committee Member Suzanne Seeley I. CALL TO ORDER Chairperson Branch called the November 6, 2013 Meeting of the Parks & Recreation Committee to order at 6:34 p.m. Roll Call Committee Chair Branch welcomed Mr. Nick Twohy as the newest member of the Parks and Recreation Committee and explained Committee procedures. II. SET AGENDA Motion was made by Committee Member Branch, seconded by Committee Member Waeghe to set the agenda as presented. All in favor. Motion carried. III. APPEARANCES —NONE IV. CONSIDERATION OF MINUTES October: there were no minutes as the meeting was cancelled due to lack of a quorum. Motion was made by Committee Member Branch, seconded by Committee Member Grahek to approve the minutes of the September 4, 2013 meeting as presented. All in favor. Committee Member Twohy abstained. Motion carried. V. COMMITTEE BUSINESS City of Centerville Parks & Recreation Committee November 6, 2013 1. Disposition of Lions Donation & proceeds of Festival of Lakes Run (Park Bench Update — Chairperson Branch) There was discussion of how best to use the proceeds of the Festival of Lakes 5K/8K runs, $2,541.26 and a $500 donation received from the Centerville Lions. The Committee has previously discussed the purchase of several park benches and subsequent to research it has been determined that the best option would be benches constructed from recycled plastic. Five would be purchased from Minncor, and installed by the Public Works Department along the park trail at Trailside Park (2), with one (1) each adjacent to the tennis court, volleyball court and the playground equipment at LaMotte Park. The estimated cost is $500 per bench with an additional $200 per bench for installation. It was anticipated that if they were purchased soon, they would arrive in the spring of 2014. Motion was made by Committee Member Branch, seconded by Committee Member Amundsen to recommend to the City Council to authorize the expenditure of $3,041.26 for the purchase of five (5) park benches with locations of installation to be determined. All in favor. Motion carried. 1. Basketball Courts — LaMotte Park The Committee has been discussing options for installing a basketball court on the hockey rink for off season usage and has been looking at the possibility of placing the pole outside the boards and cantilevering the hoop over the boards. Mr. Palzer has suggested an alternative solution of mounting the basketball goal post in a jersey -wall like base. The base would weigh approximately 1,500 pounds and would be removable with a bobcat. With Mr. Palzer's suggestion, additional research will continue; however, with the new suggestion it is felt that the installation would be more economically feasible. 2. Update of Volleyball Game Challenge — Committee Member Peterson The "Grand Opening" of the new volleyball court commenced with a challenge game between the Parks and Recreation Committee, City Council and City Staff on Saturday, July 14 at 6:00 p.m. It was held just prior to the Movie in the Park event. 3. Update of Movie in the Park — Committee Member Peterson Committee Members felt that the September event was well received. The Committee has been working with the Centennial Fire Department to host a movie. The event is tentatively scheduled for Dec 7, 2013 to be held in the fire station and is free to the public. A meeting has been set up this coming Friday to work out the details. A motion was made by Committee Member Branch, seconded by Committee Member Amundsen to recommend to the City Council to expend $327 for an additional movie prior to the end of the year. All in favor. Motion carried. Page 2 of 5 City of Centerville Parks & Recreation Committee November 6, 2013 Additional discussion ensued regarding alternative locations if the fire hall is determined to not be conducive to the showing, parking, beverages, seating, donations of food items or toys, etc. The Committee stated that viewing of the moving is free but any donated items would be optional. 4. 2014 Iee Skating Parties There will be two Ice Skating Parties in 2014; the first scheduled for January 11, 2013 and the second scheduled for February 8, 2013. The February event will include hayrides provided by the Bunker Hills Park Stable. Additional discussion took place regarding needed supplies and offering hot chocolate and popcorn. 5. Thank you letter to former Committee Member Haiden Chairperson Branch offered to compose a letter for signing by the Mayor. 6. Drinking Fountains A suggestion was made that the installation of water fountains should be considered as additions to Laurie LaMotte Memorial Park and Acorn Park, near the athletic fields and possibly by the warming house. A proposed "Potential Park Improvement Projects List" was presented by Chairperson Branch. This list included various park improvement projects, including purchase of park benches, installation of a basketball court at LaMotte Park (utilizing the hockey rink), adding electric and water outlets at the LaMotte Pavilion, adding water fountains near athletic fields and warming house at LaMotte and Acorn Creek Parks, irrigation systems at Cornerstone, Acorn Creek, Hidden Spring and McBride Parks. All the above items are listed for completion in 2014 with the exception of the irrigation which has a date of 2015. These items still need to be prioritized. This list also included a volleyball court at LaMotte Park which was completed in September, 2013. The Committee estimates that by the end of the year there will be in excess of $1,000 from the difference of true expenditures versus budgeted amount and requests that Council consider placing this amount into a dedicated fund for park improvements for 2014 (drinking fountains, electrical upgrades, programmable locks, etc. This item along with a "projects list" is tabled until the December meeting. 7. Applications for Special Events — Administrative Staff and Council previously approved the following events due to time and meeting cancellations. a. October 25 & 26, 2013: Centerville Lions Annual Haunted House Fund Raiser & Hayrides at Laurie LaMotte Memorial Park Warming House and Grounds. Page 3 of 5 City of Centerville Parks & Recreation Committee November 6, 2013 b. October 19, 2013: Centerville Lions Oktoberfest Fundraiser at Laurie LaMotte Memorial Park Hockey Rink and Grounds. 8. Applications for Park Facility Permits — Administrative Staff approved the following events due to timing and meeting cancellations. a. October 7, 2013, 6:30 p.m. to 8:00 p.m.: Cub Scouts introduction to soccer at Laurie LaMotte Memorial Park, Outfield #3. b. October 12, 2013: Cub Scouts Annual Rocket Launch at Laurie LaMotte Memorial Park Grounds with a rain date of October 19, 2013. C. October 23, 25 & 28, 2013, 5:30 p.m. to 6:30 p.m.: Laurie LaMotte Memorial Park Hockey Rink. 9. Special Event Permit Application — "Shake Your Shamrock" "Shake Your Shamrock" is a 5K/8K run scheduled for March 15, 2014 and sponsored by Midwest Events and Kelly's Bar. This is the second year for this event. Motion was made by Committee Member Branch, seconded by Committee Member Waeghe to recommend to the City Council to approve the Special Event Permit Application for the "Shake Your Shamrock" event All in favor. Motion carried VI. UPDATES 1. Council Updates — Council Member Steve King Council Member King updated the Committee by stating that Council is discussing a watermain project for the Royal Meadows Development which would be offset by Grant Funding that has been obtained by the City if residents meet certain financial guidelines and Anoka County's reconstruction of Centerville Road/CSAH21.
