CALL TO ORDER Vice - Chairperson Grahek called the February 5, 2014 Meeting of the Parks & Recreation Committee to order at 6:34 p.m. at the City Hall location. Roll Call — see above II. SET AGENDA Motion was made by Committee Member Amundsen seconded by Committee Member Waeghe to set the agenda by correcting the address under VI UPDATES 3 Change address from 7200 to 7212. All in favor. Motion passed III. APPEARANCES — Mr. Tom Lee, 2014 Music in the Parks Coordinator Mr. Lee reported that nine (9) bands have been lined up for the 2014 Music in the Parks event at Hidden Springs Park on Tuesdays, beginning on June 3 rd and ending on July 29 Each show will begin at 6:30pm and run for approximately 90 minutes. There will be no rain dates this year. There was discussion regarding asking the Lions if they would help with the lighting on those nights. The committee discussed the possibility of serving refreshments, i.e. ice cream, popcorn, lemonade, etc. at the first and last shows. The committee & Mr. Lee discussed promotion methods — posters /flyers, website, Facebook, Craigslist, etc. and agreed the advertising should be placed farther in advance of the first event. Mr. Lee suggested having one or possibly two banners made to promote the Music in the Parks with no specific dates but possibly the event name, day, time & location with placement at Hidden Springs Park & possibly the second at Centerville City of Centerville Parks & Recreation Committee February 5, 2014 Road /Main Street. Mr. Lee will obtain information regarding pricing & possibly sponsors to pay for them. Once funds have been approved from the P & R budget, Mr. Lee will be sending contracts to each of the bands. The budget will remain the same as in 2013. Motion was made by Committee Member Waephe, seconded by Committee Member Amundsen to approve $2,200.00 from the P & R budget- for this event All in favor. Motion passed. It was brought up that Centerville needs an agreement with Anoka County for permission to post P & R events on county park property. Motion was made by Committee Member Seeley, seconded by Committee Member Waeghe for Ms. Bender to seek permission to post P & R sponsored events in 2014 in Anoka County parks and also the Hugo P & R. All in favor. Committee Member Amundsen abstained Motion passed. The JAM, which is scheduled for Friday, July 25, has four (4) bands confirmed and Mr. Lee is working on adding additional bands for this event. IV. CONSIDERATION OF MINUTES Motion was made by Committee Member Peterson, seconded by Committee Member Waeghe to approve the minutes of the January 8, 2014 with the following corrections: Committee Business V. 2. Basketball Court(s) — LaMotte Park Hockey Rink: Reword the first sentence of the first paragraph to read as follows: It is anticipated that the cost of the equipment (backboards/hoops, posts, etc. would be approximately $1500.00 each or $3000.00 for the pair; Installation of this equipment would be an additional cost which has not vet been determined. 6. Flap Football/2013 field Damage: change the word in the second line from damage to damaged. 10. Park Property on Mill Road: change address on the first line from 7200 to 7212• change the word in the third line from felt to stated; remove the words either & or in the second line & add a period after park; remove the words from lines five & six "proceeds ...... the community ". All in favor. Committee Member Amundsen abstained. Motion passed. V. COMMITTEE BUSINESS 1. Basketball Court(s) — LaMotte Park Hockey Rink Public Works Director Palzer reported that this project is on hold to a later date pending funds availability. The cost for the equipment is approximately $3,000 plus installation costs. This project will be revisited during the summer, or sooner if funds become available. Ice Skating/Hayride Event — February 8, 2014 It was stated that bulk hot chocolate and popcorn were needed and Committee Member Bettinger again offered the use of his popcorn machine for this event. Any excess unopened popcorn oil will be return. Pallets will be picked up prior to the event. Music will be playing for the skating. In the future if stargazing, snowshoeing and /or cross country skiing are to be included as a part of this event these need to be scheduled at least one to two months in advance. All Committee Members who are able to attend will be meeting at the warming house between 5:00 p.m. to 5:30 p.m. 3. National Honor Society Spring Park Cleanup — email from Elizabeth Olson An email was received from Ms. Elizabeth Olson, who is a member of the CHS National Honor Society inquiring about members of the NSH helping with park cleanup this spring as a part of their volunteer services to the community. Ms. Olson responded by stating that April 19, April 26 or May 4 were possible dates. Committee Chairperson Branch responded by stating that Hidden Springs Park would be his preference and if they have enough volunteers that Cornerstone Park could also be cleaned up. This will be finalized at a future date. 4. Centennial Lakes Little League — use of fields A request was received from the Centennial Lakes Little League for the use of LaMotte Park ball fields (fields 3,4 & possibly 5) from April 1 through August 1, 2014; Monday through Friday from 4:00 pm to dark. The committee would like to invite a representative from the Little League (possibly Pat Mahr) to discuss their long term intentions, including moving the lights and the scoreboard. This item is tabled to the March meeting. 5. Centennial Youth (Flag) Football — use of fields A request was received from the Centennial Youth (Flag) Football for the use of LaMotte Park Fields 1 & 2 from August 12 through October 3, 2014, Mondays and Thursdays from 5:00pm to 7:30pm and Saturdays from 10:00am to 4:00pm. 6. Centennial Soccer Club — use of fields A request was received from the Centennial Soccer Club for the use of Acorn Park (south area of open grass areas) and LaMotte Park Fields 1, 2 & 11 from April 1 through July 26, 2014 from 5:30pm to Sunset and also from August 1 through October 30, 2014 from 5:00pm to Sunset. 5/6. Because both groups would like to use the same fields on some of the same days and times, the Committee suggested that an email be sent to each of the Page 3 of 7 City of Centerville Parks & Recreation Committee February 5, 2014 representatives of these groups requesting they gy to coordinate their playing schedules and then re- present their requests to the committee. If they cannot agree then the Committee would request a representative from each group to appear at the March Committee Meeting. 7. P & R Special Event 5k & 8k runs — use of park trails A Special Event Permit request has been submitted to the P & R Committee for the 5K & 8K Runs in July. A Special Event Permit request has also been submitted to the Anoka County Parks and Recreation for approval. Motion was made by Committee Member Grahek, seconded by Committee Member Amundsen to recommend to the City Council to approve the Special Event Permit requested by the P & R Committee for the use of LaMotte Park and Rice Creek Chain of Lake Regional Park Trails on July 26, 2014 for the 5K & the 8K Runs. All in favor. Motion passed. 8. Purchase of popcorn machine The Committee has been considering the purchase of a second popcorn popper. The City of Mendota Heights has a large popcorn machine that is for sale (by auction which ends on February 14th). The ad states it is about 12 years old, in good condition and working order, not having been operated for the last few years. A new popper could cost around $500.00 (similar to Committee Bettingers' popper that he has let the committee use for the past few events). Motion was made by Committee Member Seeley, seconded by Committee member Waephe to recommend to the City Council to allocate a maximum of up to $100.00 to bid on the auction for the large popcorn machine by February 14th. All in favor. Motion passed. VI. UPDATES 1. Council Updates — Council Member Steve King — NO UPDATE. 2. Purchase of Benches — P. Palzer Public Works Director Palzer reported that the eight foot benches are no longer available. An order has been placed for an additional two (2) six foot benches, in addition to the other three (3) for a total of five (5) six foot benches. Delivery should be around May 1, 2014. Also discussed was the placement of some of the benches in relation to snow plowing hazards and possibly installing posts for visibility. City Sale of 7212 Mill Road At the previous meeting, the property located at 7212 Mill Road was brought to the attention of the committee that this property was for sale by the City of Centerville. There have been maps where it is designated as park property, but through staff research no references have been found that it was designated as park land. After further research, Committee Member Seeley informed the committee members that she reviewed the Met Council Comprehensive Plan from 2010 through 2030 which was submitted in 2007 and can be found on the City Website. She found five (5) references to this address: page 24 Parks & Trails map; page 31 Existing Growth Management Plan; page 44 "the policy of the city of CV to encourage & accept land gifts & forfeitures in area with potential recreational development opportunities "; page 58 Future Land Use Plan; page 70 the first paragraph, last sentence: "two small parks have not been developed at this time, Mill Road and Cedar Street. She also researched the Anoka County data base and found the legal description o£ "Petersons Old Homestead Addition, Lot 4, Block 2 ", PIN #143122430013 and also the date acquired by the City of Centerville was September 13, 1971. Mr. Palzer mentioned a cost of $600.00 regarding this property. During the meeting Committee Member Amundsen looked in the Centerville Surface Water Management Plan for the City of Centerville, 2030 Future Land Use Plan which shows this parcel as park land. It also shows an easement from the cul de sac to this property; a committee member mentioned he was told that this easement was to be a trail to access this property. Figure 7 V:\ 1938 active \193802237 \GIS\Projects\2030flu mxd. This plan was published in August of 2012 by Stantec. The Committee members agreed they would like to look at the original deed, review the City Council minutes from 1971 and any other pertinent documentation. The concern is: was it the intent of the previous owners that this was to be future park property and possibly was deeded incorrectly? Motion was made by Committee Member Seeley, seconded by Vice Chairperson Grahek to recommend to the City Council to request that further research be done on the property at 7212 Mill Road and for the Committee to be provided with a copy of the deed dated 9- 13 -71, with any other documentation associated with the acquisition of this parcel by the Citv of Centerville. Any minutes from previous City Council meetings referencing the property on Mill Road prior to the acquisition would be helpful in determining the intent at the time this property changed ownership All in favor. Centennial Lakes Little League Park Clean -up This clean-up at LaMotte Park is tentatively scheduled for either Saturday, April 5 or Saturday, April 12. 5. Warming House (this was added just before adjourning) Public Works Director Palzer informed the committee that the warming house was going to be open only through February 17 Motion was made by Committee Member Grahek, seconded by Committee Member Amundsen to recommend to the City Council to have the city to allocate funds to keen the warming house open through March 2 nd All in favor. Motion passed. Mr. Palzer also reminded everyone to leave the water running slowly in the mop sink so the pipes don't freeze. VII. Below are his note and my reply. The basic concept of using a tournament to pay off the damages done last year, came up during the negotiations between the City and Mr. Moua. When the committee discussed this item at our Jan meeting we realized that it was extremely unlikely that Teng could raise enough money in one tournament to pay for all of the 2013 damages. You will see in his note, Teng is thinking about having 3 tournaments. For Teresa: Please add this item to the March agenda. For the Committee: this is one of those situations where we need to be mindful of Minnesota's Open Meetings law. We will hold any decision or open discussion until the publicly announced meetings. If you have an important issue to raise before the meeting, you may send a note to Dallas, Teresa, or myself. Do not use Reply all or send a note to multiple committee members. The Park and Recreation Committee did discuss the idea of a flag football tournament at our January meeting. They are open to the idea, but did not consider the possibility of having 3 tournaments. I will let the others know what you are thinking and will put this on the agenda for March. We will have to think about the dates and times, as there are several regularly scheduled youth sport activities in that park. Here are some other facts that we will want to know: 1) How many playing fields do you need. Last year you used two playing areas. 2) Will the tournaments be on Saturday, Sunday or both days 3) What will be the likely start and finish times. 4) How many people will be there - both players and watchers. 1 I am asking these questions to determine if your tournaments will be the sole users of the parks or if you could share the parks with another activity. It would be helpful if you could attend the March 5th meeting of the Parks and Recreation Committee. The committee meets the first Wednesday of every month at 6:30 p.m. in the City Hall. Thanks for starting this discussion early in the year. If you are willing to work with us and meet with us, I think we can make this happen. Here are some other facts that we will want to know: 1) How many playing fields do you need. Last year you used two playing areas. 2) Will the tournaments be on Saturday, Sunday or both days 3) What will be the likely start and finish times. 4) How many people will be there - both players and watchers. 1 I am asking these questions to determine if your tournaments will be the sole users of the parks or if you could share the parks with another activity. It would be helpful if you could attend the March 5th meeting of the Parks and Recreation Committee. The committee meets the first Wednesday of every month at 6:30 p.m. in the City Hall. Refer to Figure 3 for extent of trail construction. The draft layout for the project is illustrated in the Appendix of this report. Any additional right of way needed for this reconstruction project will be acquired as part of the road project and will not be considered for reimbursement through a future Metropolitan Council's Regional Parks Capital Improvement or Parks and Trails Legacy grant funding request. The remaining proposed trail will be completed when the rest of Centerville Road south of Dupre Street is reconstructed and expanded. Right of way acquisition for this segment of the trail would affect 22 parcels. A list of potentially affected parcels is shown in Table 1. Straight right of way acquisition is estimated to be $294,000, but, once this Master Plan is approved, the County will work with the cities to require future development of these parcels to include enough rights of way for the trail or to provide trail easements across the parcels to keep acquisition costs to a minimum. While it is not anticipated that right of way or easement acquisition will be an issue, if the small amounts of right of way or easement cannot be dedicated when development occurs or • acquired, the County would then purchase the entire impacted parcel, designate the • • needed right of way and sell the remainder of the parcel at market value. If whole parcel acquisition is required, the estimated cost is approximately $4,367,800 based on the •; current assessed value for 2014. Market rate appraisals have not been conducted to , date, but will be conducted prior to any acquisition or funding request to the Metropolitan Council. The populations in the City of Centerville and Lino Lakes are anticipated to grow steadily, as is the overall population in Anoka County. Outdoor recreation reached the highest participation level in five years. Outdoor recreation added three million participants in 2011 — a significant improvement over the past few years when participation either dropped or remained stagnant. r _ I In addition, the Statewide Health Improvement Program QQ"� (SHIP) is promoting living longer, healthier lives through the reduction in obesity and increased physical activity. The trail corridor currently follows CSAH 21 /Centerville Road and the development concept for this trail is similar to Figure 8, which illustrates the roadway, a grade separation and then the paved trail and Figure 10 illustrates what the completed project could look like. The County will work closely with the City of Lino Lakes to incorporate a trailhead at their proposed future recreation facility, which is approximate at the mid -point of the trail. Way- finding directional signs will be posted along the trail as well. No other development will be associated with this trail project. The schedule for construction of this trail will depend on right of way acquisition, roadway reconstruction, future development along the trail corridor and funding availability; therefore, no schedule for trail development has been determined. The Parks and Recreation Department will continue to work with local cities and the Anoka County Highway Department to implement this trail as development and redevelopment occurs. Conflicts Conflicts related to trail redevelopment will be kept to a minimum through proper planning and community involvement. With any new development or redevelopment in existing residential areas, there are common concerns among the area residents that are adjacent to the trail. One of these concerns is the effect the increased usage of the trail will have on their safety, security and privacy. Generally, regional trails in the metropolitan area do not have a high number of criminal activities related to use. A typical concern is vandalism and damage to vehicles. The County provides Park Ranger patrols and works with the • local police and the Anoka County Sheriff's Office to ensure the regional trails are safe and secure. Privacy is also a concern and Anoka County typically works with affected residents to • minimize the perceived impacts. Because the majority of the trail is adjacent to county roads, development of this trail will most likely occur when the roadways are upgraded and resident concerns regarding the trail can be addressed with any concerns regarding the roadway construction. Anoka County does not anticipate there to be conflicts with the area residents. If issues do arise, a variety of methods for mitigation techniques can be utilized, with the best methods being determined by Anoka County. Conflicts between pedestrians and vehicular traffic will be kept to a minimum by working with the County Highway Department and the local cities to ensure safe crossings at road intersections and driveways for pedestrians and bicyclists. In addition, signing along the trail will alert users of potential conflict areas, i.e. street crossings, driveway crossings, pedestrian cross - traffic, etc., and will provide way- finding and interpretive information. Public Services There are no new non - recreational related public services that will be required for the completion of this trail. Both local and regional parks in the north segment of the trail and the local and regional parks in Ramsey County will provide the necessary facilities required for trail users, i.e. parking lot, restrooms, drinking fountain and benches. Limited services will also be available at retail establishments near downtown Centerville. Operations The Anoka County Park Ordinance, dated January 24` 2012 regulates parks and trails under the jurisdiction of Anoka County. Education and enforcement is provided through • the Anoka County Park Rangers, the local police departments and the Anoka County Sheriff's Department. Anoka County typically partners with the local cities through either a Memorandum of Understanding (MOU) or a Joint Powers Agreement (JPA) to provide for the maintenance of regional trails. Typically, the MOU or JPA is executed prior to trail • construction and outlines what agency is responsible for general routine maintenance of ; the trail and what agency is responsible for capital improvements to the trail in their jurisdiction. ' • The County is typically responsible for the daily and general routine maintenance of trails within regional or county parks. This includes mowing, sweeping, plowing, clearing, debris removal, etc. Outside of regional and county park facilities, the local cities are responsible for daily trail maintenance. Solid waste is typically collected from trash receptacles located along the trail at regular intervals by the local agencies. Anoka County will inspect the trail annually and will provide the capital improvements that are needed and will provide the long -term maintenance required, such as bituminous overlays, crack - sealing, etc. Trail signage is provided and maintained by the County. Annual maintenance costs for the Chain of Lakes -Bald Eagle Regional Trail are estimated to be about $10,000. This includes dollars for sign replacements, minor bituminous repair and crack - sealing. Revenue for the operation and maintenance of the trail comes from the Anoka County Parks and Recreation Department's annual operations and maintenance budget, which includes revenues from picnic shelter rentals, room rentals, programs, parks entrance fees and the County general fund. Supplementary funding is provided through the Regional Park Operations and Maintenance Grant Program. Citizen Participation Anoka County worked is currently working with regulatory agencies and local units of government in the master planning process of this trail. In addition, an open house is scheduled for March 25, 2014 to receive public comment on the proposed plan. A notice advertising the open house will be published in the local weekly newspaper and on the Anoka County website. Post card invitations will also be mailed out to adjacent residents and local city and county officials. Comments received from the public and the local and regulatory agencies will be _ incorporated into this master plan. 1 Refer to Appendix for the public notices, letters requesting comments, comments received from the public and from the municipal and regulatory agencies that responded. Public Awareness •' Public awareness is an important component to regional park and trail systems. The County will provide public education efforts through the Metropolitan Council's regional- •' wide awareness program, as well as, public information maps, websites ( www.anokacountyparks.com & www.anoka_county-.us), social media, publications and brochures provided by Anoka County Parks and Recreation Department. , Accessibility Anoka County continually strives to provide j equal access to all residents of Anoka County and the region. Park and trail use is open to any and all citizens. While there is a nominal 1 -� parking fee in some of the regional parks, 285 there is not a fee for trail use. This eliminates i 275 any economic barriers for trail users. A portion of the trail corridor is located along the 275 and 285 transit routes, with three park and ride lots along the trail corridor. See Figure x for map of transit access. In addition, the Anoka County Traveler Transit Link and Metro Transit's Mobility Link provide transportation services for a minimal fee. This w CHAIN OP LAKE"ALO EAGLE REGIONAL TRAIL CORRIDOR Transd Access service offers rides to specific locations and is available to those in need. The facilities and amenities along the trail will conform to the standards mandated by the Americans with Disabilities Act. Joint Powers Agreements Since regional trails cross multiple jurisdictions, a Joint Powers Agreement (JPA) or Memorandum of Understanding (MOU) is generally executed prior to construction of the trail. The JPA or MOU addresses who has control over the trail right -of -way, how that control is exercised, who will operate and maintain the trail and how operations and maintenance will be accomplished. The JPA outlines that the trail is open and available to all users (not restricted by residence) with only controls on the type of use and timing /season of the permitted use(s). JPA's are in place for the duration of the trail's life cycle. &unning Y entures, , nc- Contract for Race Timing Services This Contract for Race Timing Services ( "Contract ") is made effective as of March 1, 2014 by and between Running Ventures, Inc. and Centerville Parks & Recreation Committee ( "Race Sponsor"). 1. Description of Services. Beginning on the effective date of this Agreement, Running Ventures will provide to Race Sponsor the following Race Timing Services (collectively, the "Services ") in connection with the Festival of the Lakes 8K and 5K to take place on July 26, 2014: a. Provide individual race timing for all participants using bib /spindle timing system. b. Produce results in format suitable for posting on web. C. Provide results for award purposes onsite if desired by Race Sponsor. Race Sponsor will provide runner registration information to Running Ventures in csv format. Running Ventures will create race database, assign and print bib labels, attach labels to bibs, and make available to Race Sponsor in alpha order for packet pick up. 2. Additional Equipment. Race timing includes use of Time Machines and Spindles for determining results. The following additional equipment will be provided to race: a. Finish Line Display Clock b. Finish Chute C. Megaphone 3. 8K Course Certification. Running Ventures will measure in the 8K course in accordance with USATF procedures and obtain a USATF Certificate for the course. 4. Fees. In consideration for the Services provided by Running Ventures under this Contract, Race Sponsor agrees to pay Running Ventures: a. A race timing fee of $1.50 per registered participant. b. Equipment Fee of $75. C. Course Measurement Fee of $225 (includes $25 certificate fee) Race Sponsor will be invoiced following the race. 4. Entire Agreement. This Contract is the entire agreement between the parties and supersedes all earlier and simultaneous agreements regarding the subject matter.
