A RESOLUTION MODIFYING THE DATE FOR A PUBLIC HEARING
WHEREAS, on February 26, 2014, the City Council adopted Res. #14 -012, which set a date for
a public hearing to consider amending the special assessment on the improvements of 21
Avenue from a point of approximately 600 feet south of Main Street to a point approximately
1,400 feet south of Main Street and continuing on Commerce Drive parallel to Main Street
westerly to 20 Avenue, by installation of water main, sanitary sewer, street pavement, curb, storm
sewer and related drainage improvement, and
WHEREAS, A hearing was ordered to be held on March 26, 2014, at City Hall, at 6:30 p.m., to
pass upon the execution of the unpaid amounts of the special assessment and /or interest, and
WHEREAS, the newspaper was not able to publish the notice within the required time, making it
necessary to postpone the hearing to allow for notice to be published as required by statute.
NOW THEREFORE, BE IT RESOLVED BY THE CITY COUNCIL OF
CENTERVILLE, MINNESOTA,
1. The hearing shall date shall be postponed to April _, 2014, at City Hall, at 6:30
p.m., to pass upon the execution of the unpaid amounts of the special assessment
and /or interest, and at such time and place all persons owning property affected by
such improvements will be given an opportunity to be heard.
2. The City Administrator is hereby directed to cause a notice of the hearing on the
unpaid amounts of the special assessment and/or interest, to be published in
the official newspaper at least two weeks prior to the hearing and he shall state in the
notice the total cost of the special assessment, interest and unpaid amounts. He shall
also cause mailed notice to the owner of each parcel described in the
assessment roll not less than two weeks prior to the hearing.

RESOLUTION #14 -017
A RESOLUTION PETITIONING RCWD FOR ASSISTANCE WITH FLOOD
PLAIN STUDY
WHEREAS, the Federal Emergency Management Agency (FEMA) has undertaken a
study to update flood insurance rate maps (FIRMs) for Centerville as well as other parts
of Anoka County, and
WHEREAS, Rice Creek Watershed District completed a flood study in 2011 which
shows flood protection elevations along portions of Clearwater Creek should be as much
as four feet lower than the findings of FEMA, and
WHEREAS, the lowered regulatory elevations if accepted by FEMA could save
Centerville property owners and residents thousands of dollars in flood insurance
premiums as well as substantially lower development costs for unimproved properties
near Clearwater Creek, and
WHEREAS, FEMA as indicated that it may be able to use the RCWD study findings, if
certain additional work is completed and the data is submitted, and
WHEREAS, RCWD, apparently believing that it may be burdensome on staff to
participate with the city, has been reluctant to assist the city with securing the additional
work requested by FEMA, even though the most cost effective way of gathering the
required data would be to have RCWD consultant engineers do the additional work.
NOW THEREFORE BE IT RESOLVED BY THE CITY COUNCIL OF
CENTERVILLE, MINNESOTA,
1. The City hereby petitions the Board of Managers of Rice Creek Watershed
District to assist in securing the additional engineering work to sustain the
regulatory flood elevations of RCWD's previous study.
2. The City would enter into a written agreement to pay consultant fees to do the
additional flood plain study and would reimburse reasonable costs incurred by
RCWD for its assistance.
