PARKS AND RECREATION COMMITTEE
Wednesday, March 5, 2014 — 6:30 p.m.
Pursuant to due call and notice thereof, the Parks & Recreation Committee of the City of
Centerville held a scheduled meeting on Wednesday, March 5, 2014 at City Hall location.
Present: Vice - Chairperson Jon Grahek

Vice - Chairperson Grahek called the March 5, 2014 Meeting of the Parks & Recreation
Committee to order at 6:36 p.m. at the City Hall location.
Roll Call — see above
II. SET AGENDA
Motion was made by Committee Member Amundsen, seconded by Committee Member
Seeley to set the aEenda by removing Representative from Centennial Little LeaEue (see
emails) from APPEARANCES, adding Item #6. Movies in the Park, 2014 under
COMMITTEE BUSINESS. All in favor. Motion carried.
III. APPEARANCES — Mr. Teng Moua and Mr. Yar Moua
Mr. Teng Moua and Mr. Yar Moua stated that they are the individuals who organized the
unauthorized flag football tournament last year which damaged the turf at Laurie
LaMotte Memorial Park. They both stated that they desired to organize three events
(June, July and August) utilizing the field again this year in an attempt to provide
restitution to the City per their settlement agreement.
The Committee requested the following information from the brothers: a submitted
Special Event Permit Application, number of playing fields desired, tournament dates,
start and finish times, estimated players and spectators, hiring of law enforcement,
insurance liability coverage, player waivers which will include parental signatures for

minors, providing rubbish removal and port-a -pot services, rain dates, alternative
locations, parking requirements and their responsibility for player conduct.
The brothers stated that last year their event encompassed 11 teams, reviewed the process
for participation in the tournaments, desired to schedule the first tournament for Saturday,
June 7 and Sunday, June 8, 2014, estimated that they needed approximately 85 feet by 40
feet of space and requested to schedule a second tournament tentatively for Saturday,
August 9 and Sunday, August 10, 2014. They stated that each team will pay an entry fee,
discussed imposing an admission fee versus a parking fee and the use of wristbands. The
brothers have discussed scheduling volleyball tournaments in the future along with the
potential for serving food.
The Committee stated that the use of the facilities at Laurie LaMotte Park by the brothers
has been discussed at Council; however, Council would consider one event to determine
whether to grant the usage of another. The Committee also stated that for serving certain
types of food products, additional permits would need to be secured.
Discussion ensued regarding the brothers' appearance at the April meeting, submission of
a completed Special Event Permit Application, Chairperson Branch's assistance in
completing the application, and thanked the brothers for their eagerness to comply with
City requirements.
Subsequent to the meeting, Mr. Teng Moua has requested that they be allowed to hold
tournaments on May 31 and June 1, 2014 via email to Chairperson Branch. Chairperson
Branch requested that this item be added to the April agenda for consideration.
IV. CONSIDERATION OF MINUTES
Motion was made by Committee Member Amundsen, seconded by Committee Member
Waeghe to approve the February 5, 2014 minutes with the following corrections: Under
III. APPEARANCES, the second motion and Under IV. CONSIDERATION OF
MINUTES, the last line - remove the word abstained and replace it with "out of room for a
personal telephone call ": Under VII. ACTION ITEMS REVIEW — seventh line — delete
"These include item numbers: 13- 033 ". All in favor. Motion carried.
V. COMMITTEE BUSINESS
1. Centennial Lakes Little League — use of fields
The Centennial Little League submitted a request in November, 2013 to utilize ball fields
#3, #4 and possibly #5 from April 1 through August 1, 2014, Monday through Fridays
from 4:00 p.m. to dark. The Committee has tabled their request until such time that an
appearance from a representative of the Little League could attend a meeting to discuss
their intention of moving the lights and scoreboard at LaMotte Park. The Committee has
requested their appearance at several meetings but to no avail, they have been unable to

attend, however, communication has been provided via email that they are no longer
interested in moving the above stated items.
Motion by Committee Member Bettinger, seconded by Committee Member Waeghe
to recommend to Council approval to allow Centennial Lakes Little League use of
LaMotte Park ball fields #3 #4 and possibly #5 from April 1 through August 1,
2014, Monday through Friday from 4:00 p.m. to dark excluding Julv 25, 26 and 27
All in Favor. Motion carried.
2. Centennial Youth (Flag) Football — use of fields
A request has been received from the Centennial Youth (Flag) Football for the use of
LaMotte Park Fields 1 and 2 from August 12 through October 3, 2014, Monday and
Thursdays from 5:00 p.m. to 7:30 p.m. and Saturdays from 10:00 a.m. to 4:00 p.m.
Staff was directed to contact both the Centennial Youth Football League and Soccer Club
to request that they work with each other to develop an amicable schedule of usage for
LaMotte Park fields as their requests overlap and if an amicable schedule could not be
arrived at to appear before the Committee. No additional information has been provided
since the February 12, 2014 request.
Staff has contacted both organizations via email, one response was received stating that
no discussions have been held to date, both organizations were informed that no action
would be taken on their items until such time as an amicable schedule was submitted for
consideration.
3. Centennial Soccer Club — use of fields
A request has been received from the Centennial Soccer Club for the use of Acorn Park
(open grass areas) and LaMotte Park Fields 1, 2 & 11 from April 1 through July 26, 2014
from 5:30 p.m. to sunset and also from August 1 through October 30, 2014 from 5:00
p.m. to sunset.
See above.
Discussion ensued regarding the best possible way to alert the public that the fields
should or should not be used. Consensus of the Committee was to purchase signage that
states "Fields Closed /Open" and to also contain language that the "City reserves the right
to close the park/fields due to ............ ". Staff member Palzer was requested to
determine language and placement of signage.

The Committee reviewed the submitted plan, Committee Members Seeley, Amundsen
and Waeghe stated that they were interested in attending the upcoming Open House on
Tuesday, March 25, 2014 from 4:30 p.m. to 6:30 p.m. at City Hall to gain additional
information. Chairperson Branch made several suggestions via email.
Item was tabled to the April meeting.
6. Movies in the Park - 2014
Committee Member Peterson suggested the dates of Saturday, September 13 with a rain
date of Saturday, September 20, 2014 be considered for this annual event. The movie
would begin at 7:30 p.m. Committee Member Peterson stated that he would research
popular movies for the event, however, suggestions would be accepted. Committee
Member Peterson stated that he desired to purchase a projector and inquired whether the
City could rent his projector versus a private vendor believing that the City would receive
quite a cost savings. The Committee requested that Administrator Larson be questioned
regarding this.
Administrator Larson has suggested that a vendor be utilized rather than a Committee
Members personal equipment.
VI. UPDATES
1. Council Updates — Council Member Steve King
Council Member King stated that a joint work session has been scheduled for April 9,
2014 at 7:00 p.m. for Committee /Commissions to meeting with City Council. Council
Member King briefly stated that Council discussed the parameters of issuing a Special
Event Permit for a flag football tournament.
2. Ice Skating/Hayride Event — February 8, 2014
Recap: It was felt that over 200 individuals participanted in the annual event and the
Committee received very positive feedback. The Committee felt that there was some
confusion on the part of Bunker Stable and their hire times due to the fact that they arrive
a half hour prior to the event and stated that they were hired til 8:00 p.m. but could stay a
half longer if the Committee desired.
The Committee discussed the provided haydde times for future events being 6:30 p.m. to
8:30 p.m.
Committee Member Seeley reviewed with Staff that in the past, Bunker Stables has been
contracted for 6:00 to 8:00 p.m. with one year differing (2010) 6:30 to 8:30 p.m.

3. Surplus City Owned Property for Sale — 7212 Mill Road
To date, no response has been received from Staff regarding this item. The Committee
felt that maybe some confusion was had regarding the request due to the incorrect address
on previous documentation.
Administrator Larson continues to research this item and will be forwarding all
information that the City has on record regarding the item of interest.
4. Centennial Lakes Little League Park Cleanup
Cleanup is scheduled for Saturday, April 5 or rain date, Saturday, April 12, 2014..

Yes, you did send it back then. The Committee would request that you provide the days that are desired along with
coaches. Also, the Committee is concerned that we already have two requests (yours for fields 1 & 2 and the Centennial
Lakes Little League); however, the little league does not use those fields, but the Committee is concerned about having
the ability to provide the use of the fields to others that may desire to utilize them also. Let's see if we can really narrow
down the usage of the fields, say Mondays, Wednesdays and Fridays or something rather than exclusive rights to
everyday.

Boundaries and Acquisition Costs
The proposed Chain of Lakes-Bald Eagle Regional Trail
corridor is approximately 3 miles long and follows CSAH
21/Centerville Road north/south through the cities of
Centerville and Lino Lakes.
The trail provides a critical link between the counties of
Anoka and Ramsey and the regional parks and trails
system. The Chain of Lakes-Bald Eagle Regional Trail
connects to the Central Anoka County and the Bunker-
Chain of Lakes regional trails, as well as the Ramsey
County bikeway system, Bald Eagle-Otter Lakes Regional
Park and ultimately to Tamarack Nature Center. Refer to

The northernmost portion of the trail, as shown in Figure 3, Exhibit A,
provides an aerial view of the proposed trail route connecting to
Bunker-Chain of Lakes Regional Trail on Heritage Street, two blocks
south of CSAH 14/Main Street. This trail segment provides a link
between numerous city trails, parks and regional facilities.

The central portion of the trail, as shown in Figure 4, Exhibit B,
illustrates the proposed city trails the regional trail will connect once
constructed. The regional trail will also provide a valuable
connection to a future recreation facility the City of Lino Lakes is
proposing.

The southern portion of the trail, as shown in Figure 5, Exhibit C, again
illustrates the proposed city trails the regional trail will connect once
constructed. The regional trail will also provide a future connection to
the proposed Birch Lake Regional Trail via Otter Lake Road and ultimately
to Bald Eagle-Otter Lake Regional Park and Tamarack Nature Center in
Ramsey County, as shown in Figure 7.

Anoka County will be building a portion of the Chain of Lakes-Bald Eagle Regional Trail in
2014/15 as part of a road reconstruction project along CSAH 21 between Dupre and
Heritage Streets in Centerville. Refer to Figure 3 for extent of trail construction. The
draft layout for the project is illustrated in the Appendix of this report. Any additional
right of way needed for this reconstruction project will be acquired as part of the road
project and will not be considered for reimbursement through a future Metropolitan
Council’s Regional Parks Capital Improvement or Parks and Trails Legacy grant funding
request.
The remaining proposed trail will be completed when the rest of Centerville Road south
of Dupre Street is reconstructed and expanded. Right of way acquisition for this
segment of the trail would affect 22 parcels. A list of potentially affected parcels is
shown in Table 1. Straight right of way acquisition is estimated to be $294,000, but, once
this Master Plan is approved, the County will work with the cities to require future
development of these parcels to include enough rights of way for the trail or to provide
trail easements across the parcels to keep acquisition costs to a minimum. While it is not
anticipated that right of way or easement acquisition will be an issue, if the small
amounts of right of way or easement cannot be dedicated when development occurs or
acquired, the County would then purchase the entire impacted parcel, designate the
needed right of way and sell the remainder of the parcel at market value. If whole parcel
acquisition is required, the estimated cost is approximately $4,367,800 based on the
current assessed value for 2014. Market rate appraisals have not been conducted to
date, but will be conducted prior to any acquisition or funding request to the
Metropolitan Council.

Demand Forecast
Regional parks and trails have been increasing in popularity, and as the population grows
the need for additional recreation sources and amenities grow as well. The populations
in the City of Centerville and Lino Lakes are anticipated to grow steadily, as is the overall
population in Anoka County.

According to preliminary Metropolitan Council forecasts for 2040, the metro regional
area is anticipated to grow by 31% between 2010 and 2040 and in the metropolitan area,
seniors are expected to equal one-half of the total population growth. As the population
increases and ages demand for easily accessible outdoor recreation opportunities and
open spaces will increase.
The outdoor recreational use patterns in the metropolitan area have also been growing
steadily. Recreational visits to Anoka County regional trails have increased from 583,600

to just over 870,000 in 2012.
In addition, according to the Outdoor Foundation:
Outdoor recreation reached the highest participation
level in five years. Outdoor recreation added three
million participants in 2011 — a significant
improvement over the past few years when

participation either dropped or remained stagnant.
In addition, the Statewide Health Improvement Program
(SHIP) is promoting living longer, healthier lives through the
reduction in obesity and increased physical activity. Anoka

County has received past SHIP grants to increase access to parks and trails and increase
education regarding health, wellness and outdoor recreation. Refer to Figure 16 for an
example of a SHIP funded project. This project, in cooperation with the Blue Cross Blue
Shield “Do” campaign, provided park and trail wayfinding and healthy lifestyle
information.
In addition, user demand and the SHIP program has allowed the County to create the Go
Anoka County website (goanokacounty.org),
which is a site created to provide information
related to parks and recreation facilities,
promote access to those facilities to make is
easier to recreate outdoors.
Development Concept

The trail corridor currently follows CSAH 21/Centerville Road and the development
concept for this trail is similar to Figure 8, which illustrates the roadway, a grade
separation and then the paved trail and Figure 10 illustrates what the completed project
could look like.

Trailhead signs, as illustrated in Figure 9, are proposed at a
few of the major intersections along the trail. The County will
work closely with the City of Lino Lakes to incorporate a
trailhead at their proposed future recreation facility, which is
approximate at the mid-point of the trail. Way-finding
directional signs will be posted along the trail as well. No
other development will be associated with this trail project.

There may be some cost savings on this estimate, if this trail can be constructed as part
of a future roadway reconstruction project or if right of way can be dedicated as part of
the future parcel development.
The schedule for construction of this trail will depend on right of way acquisition,
roadway reconstruction, future development along the trail corridor and funding
availability; therefore, no schedule for trail development has been determined. The Parks
and Recreation Department will continue to work with local cities and the Anoka County
Highway Department to implement this trail as development and redevelopment occurs.
Conflicts
Conflicts related to trail redevelopment will be kept to a minimum through proper
planning and community involvement. With any new development or redevelopment in
existing residential areas, there are common concerns among the area residents that are
adjacent to the trail.
One of these concerns is the effect the increased usage of the trail will have on their
safety, security and privacy. Generally, regional trails in the metropolitan area do not
have a high number of criminal activities related to use. A typical concern is vandalism
and damage to vehicles. The County provides Park Ranger patrols and works with the
local police and the Anoka County Sheriff’s Office to ensure the regional trails are safe
and secure.
Privacy is also a concern and Anoka County typically works with affected residents to
minimize the perceived impacts. Because the majority of the trail is adjacent to county
roads, development of this trail will most likely occur when the roadways are upgraded
and resident concerns regarding the trail can be addressed with any concerns regarding
the roadway construction. Anoka County does not anticipate there to be conflicts with
the area residents. If issues do arise, a variety of methods for mitigation techniques can
be utilized, with the best methods being determined by Anoka County.
Conflicts between pedestrians and vehicular traffic will be kept to a minimum by working
with the County Highway Department and the local cities to ensure safe crossings at road
intersections and driveways for pedestrians and bicyclists. In addition, signing along the
trail will alert users of potential conflict areas, i.e. street crossings, driveway crossings,
pedestrian cross-traffic, etc., and will provide way-finding and interpretive information.

Public Services
There are no new non-recreational related public services that will be required for the
completion of this trail. Both local and regional parks in the north segment of the trail
and the local and regional parks in Ramsey County will provide the necessary facilities
required for trail users, i.e. parking lot, restrooms, drinking fountain and benches.
Limited services will also be available at retail establishments near downtown Centerville.
Operations
th
The Anoka County Park Ordinance, dated January 24, 2012 regulates parks and trails
under the jurisdiction of Anoka County. Education and enforcement is provided through
the Anoka County Park Rangers, the local police departments and the Anoka County
Sheriff’s Department.
Anoka County typically partners with the local cities through either a Memorandum of
Understanding (MOU) or a Joint Powers Agreement (JPA) to provide for the
maintenance of regional trails. Typically, the MOU or JPA is executed prior to trail
construction and outlines what agency is responsible for general routine maintenance of
the trail and what agency is responsible for capital improvements to the trail in their
jurisdiction.
The County is typically responsible for the daily and general routine maintenance of trails
within regional or county parks. This includes mowing, sweeping, plowing, clearing,
debris removal, etc. Outside of regional and county park facilities, the local cities are
responsible for daily trail maintenance. Solid waste is typically collected from trash
receptacles located along the trail at regular intervals by the local agencies. Anoka
County will inspect the trail annually and will provide the capital improvements that are
needed and will provide the long-term maintenance required, such as bituminous
overlays, crack-sealing, etc. Trail signage is provided and maintained by the County.
Annual maintenance costs for the Chain of Lakes-Bald Eagle Regional Trail are estimated
to be about $10,000. This includes dollars for sign replacements, minor bituminous repair
and crack-sealing. Revenue for the operation and maintenance of the trail comes from
the Anoka County Parks and Recreation Department’s annual operations and
maintenance budget, which includes revenues from picnic shelter rentals, room rentals,
programs, parks entrance fees and the County general fund. Supplementary funding is
provided through the Regional Park Operations and Maintenance Grant Program.

Citizen Participation
Anoka County worked is currently working with regulatory agencies and local units of
government in the master planning process of this trail. In addition, an open house is
scheduled for March 25, 2014 to receive public comment on the proposed plan. A notice
advertising the open house will be published in the local weekly newspaper and on the
Anoka County website. Post card invitations will also be mailed out to adjacent residents
and local city and county officials.
Comments received from the public and the local and regulatory agencies will be
incorporated into this master plan.
Refer to Appendix for the public notices, letters requesting comments, comments
received from the public and from the municipal and regulatory agencies that responded.
Public Awareness
Public awareness is an important component to regional park and trail systems. The
County will provide public education efforts through the Metropolitan Council’s regional-
wide awareness program, as well as, public information maps, websites
(www.anokacountyparks.com & www.anokacounty.us), social media, publications and
brochures provided by Anoka County Parks and Recreation Department.
Accessibility
Anoka County continually strives to provide
equal access to all residents of Anoka County
and the region. Park and trail use is open to
any and all citizens. While there is a nominal
parking fee in some of the regional parks,
there is not a fee for trail use. This eliminates
any economic barriers for trail users. A
portion of the trail corridor is located along
the 275 and 285 transit routes, with three park
and ride lots along the trail corridor. See
Figure x for map of transit access. In addition,
the Anoka County Traveler Transit Link and

Metro Transit’s Mobility Link provide
transportation services for a minimal fee. This
service offers rides to specific locations and is available to those in need.
The facilities and amenities along the trail will conform to the standards mandated by the
Americans with Disabilities Act.
Joint Powers Agreements
Since regional trails cross multiple jurisdictions, a Joint Powers Agreement (JPA) or
Memorandum of Understanding (MOU) is generally executed prior to construction of the
trail. The JPA or MOU addresses who has control over the trail right-of-way, how that
control is exercised, who will operate and maintain the trail and how operations and
maintenance will be accomplished. The JPA outlines that the trail is open and available to
all users (not restricted by residence) with only controls on the type of use and
timing/season of the permitted use(s). JPA’s are in place for the duration of the trail’s life
cycle.
