Present: Vice-Chairperson Jon Grahek Committee Member Kevin Amundsen Committee Member Chris Bettinger Q Committee Member Brian Peterson O O Committee Member Suzanne Seeley 4 O Committee Member Nick Twohy O Committee Member Kevin Waeghe Also Present: Public Works Director,Paul Palzer Council Member, Steve King Absent: Chairperson Patrick Branch I. CALL TO ORDER Vice-Chairperson Grahek called the April 2, 2014 Meeting of the Parks&Recreation Committee to order at 6:30 p.m. at the City Hall location. Roll Call—see above II. SET AGENDA Motion was made by Committee Member Peterson, seconded by Committee Member Amundsen to set the agenda. Under COMMITTEE BUSINESS: by changing number 4 to 3, number 5 to 4 and adding number 5 — Park Facility Permit Application from Jaci Smetana. All in favor. Motion carried. III. APPEARANCES 1. Ms Jessica Hull, Secretary of Bald Eagle Water Ski Club The P & R Committee requested that a representative of the water ski club attend this meeting to confirm their water ski practice and show schedule. Their dates will be May 1 through the beginning of September and planned practices would be Tuesdays and Thursdays. Ms Hull stated that the club was working with City Administrator Larsen regarding the water ski club contributing to the purchase of the land from the St. Paul Board of Water. The Committee was unaware of any negotiations regarding the purchase of this property, which the city currently leases from the St. Paul Water Board of Water. 2. Mr. Teng Moua—Flag Football Tournaments City of Centerville P&R Meeting Minutes April 2,2014 Mr. Moua attended this meeting to request a change of dates for the first tournament and to ensure his Special Event Permit application was filled out correctly. He gave his signed application to Committee Member Grahek to turn into the city offices. Motion was made by Committee Member Amundsen seconded by Committee Member Bettinger to recommend to the City Council to approve the change of dates for the first tournament from June 8 and 9 to May 31 & June 1 All in favor. Motion carried. IV. CONSIDERATION OF MINUTES Motion was made by Committee Member Waeghe seconded by Committee Member Peterson to approve the March 5.2014 minutes as written All in favor. Motion carried V. COMMITTEE BUSINESS 1. Park Facility Permit Application- Centennial Youth (Flag) Football The Centennial Youth (Flag) Football has submitted an application for the use of the ball fields at Laurie LaMotte Park, Fields 1 & 2, from August 12 through October 3, 2014, Tuesdays and Thursdays from 5:00pm to 7:30pm and Saturdays from 10:00am to 4:00pm. 2. Park Facility Permit Application- Centennial Soccer Club The Centennial Soccer Club has submitted an application for the use of Acorn Park (south area of open grass areas) and Laurie LaMotte Park Fields 1, 2 & 11 from April 1 through July 26, 2014 from 5:30pm to sunset and also from August 1 through October 30, 2014 from 5:00pm to sunset. The Committee is unsure if these dates include weekends. Motion was made by Committee Member Bettinger, second by Committee Member Waeghe to recommend to the City Council to approve the dates of April 1 through July 26, 2014 from 5:30pm to sunset for the Centennial Soccer Club All in favor with the exception of Committee Member Grahek who abstained Motion carried Staff will be requested to again contact both the Centennial Youth Football League and Centennial Soccer Club to request that they work with each other to develop an amicable schedule of usage for the LaMotte Park fields for August, September and October as their requests overlap and, if an amicable schedule cannot be worked out, to appear before the Committee for a resolution. These two items are tabled until the May committee meeting. 3. Special Event Permit Application—5K& 8K Run on September 27, 2014 The Centennial Baseball Boosters submitted an application for a 5K & an 8K run on September 27, 2014 for the use of the trails and Laurie LaMotte Park. They will provide their own police, trash, port-a-potties, first-aid, etc. They have asked that the "fees" be Page 2 of 5 City of Centerville P&R Meeting Minutes April 2,2014 waived; the only fee on this application is a refundable deposit of$500.00 for clean-up and restoration. The Committee unanimously concluded that the deposit should not be waived. This group has also submitted an application to Anoka County for a Rice Creek Chain of Lakes permit. Motion was made by Committee Member Peterson, seconded by Committee Member Waeghe to recommend to the City Council to approve this application for Centennial Baseball Boosters for the use of the Trails and LaMotte Park for a 5K and an 8K run on September 27, 2014 from 6:30am to 11:OOam, but without waiving the deposit. All in favor. Motion carried. 4. Special Event Permit Application—Easter Egg Hunt on April 19, 2014 Mr. John Ficcadenti of All Around Rental submitted an application for an Easter Egg Hunt on April 19, 2014 at either the Laurie LaMotte Park ball fields or, if the ball fields are not usable due to excess moisture, then the hockey rink. They have asked that the "fees" be waived; the only fee on this application is a refundable deposit of$500.00 for clean-up and restoration. The Committee unanimously concluded that the deposit should not be waived. Motion was made by Committee Member Grahek, seconded by Committee Member Peterson to recommend to the City Council to approve this application for Mr. Ficcadenti for the use either the ballfields at Laurie LaMotte Park or the hockey rink, but without waiving the deposit. All in favor. Motion carried. 5. Park Facility Permit Application—Exercise Group Ms. Jaci Smetana submitted an application for the use of Laurie LaMotte Park from April 28 through October 31St, 2014, Monday through Thursday from 5:30am to 6:30am and from 6:OOpm to 7:OOpm. She used Hidden Springs Park in 2013 and the committee was not sure if she indicated the correct park. She stated in her application that they use the parking lot, football fields and picnic shelter area. The evening hours do not need to be approved as they can meet where there is space available. Motion was made by Committee Member Peterson, seconded by Committee Member Bettinger to recommend to the City Council to approve this application for Ms Smetana for the use of Laurie LaMotte Park from 5:30am to 6:30am contingent upon that no noise complaints are received, pending requirement of insurance and notification to them that the sprinklers turn on automatically. The committee declines to approve the evening times as they may used any other parks that are not in use by others. All in favor. Motion carried. VI. UPDATES 1. Council Updates—Council Member Steve King There will be a joint meeting (work session) of the City Council, Planning & Zoning Commission and the Park and Recreation Committee on Wednesday, April 9 at 7:OOpm Page 3 of 5 City of Centerville P&R Meeting Minutes April 2,2014 in the Council Chambers. Mr. King reported on the status of the potholes on Centerville Road and that the Fire Chief Jerry Streich had resigned. 2. Surplus City Owned Property for Sale—7212 Mill Road City Administrator Larson submitted a report to the Committee regarding the history of the parcel, along with copies of minutes and legal documents. His report concluded that "The records are not completely clear on why or how the City came into ownership". The Committee will be requesting some additional documentation, including minutes from the 9-4-79 Planning and Zoning meeting. 3. Chain of Lakes—Bald Eagle Regional Trail Master Plan Committee Members Seeley and Amundsen attended an Open House on Tuesday, March 25th from 4:30pm to 6:30pm at the Centerville City Hall. This item will be tabled until the May committee meeting. 4. Flag Football Tournaments—Mr. Teng Moua— SEE APPEARANCES (pg 3) 5. P & R Budget There is $1,039 remaining from the 2013 Parks and Recreation segment of the city budget. A recommendation had been made by Committee Chair Branch, via email, to place these funds in a reserve account with the committee making a decision on how best these funds should be used. Motion was made by Committee Member Amundsen, seconded by Committee Member Peterson to request the City Council to place $1039 in a reserve account for Parks and Recreation. A portion of these funds would be used to pay the remainder of the cost of the installation of the benches — approximately $500 (Park Utility Improvements), with the remainder of the funds kept in this account to be used for a basketball court. All in favor. Motion carried. 6. Ball Field Signage Mr. Paul Palzer informed the committee that the signs have been made that designate whether specific fields are open or closed and have been installed. 7. Hidden Springs Park Clean-up - Saturday, May 3, 2014 Representatives of the National Honor Society have volunteered to clean up Hidden Springs Park on Saturday, May 3rd. Public Works will provide garbage bags and gloves for the volunteers. Committee Members Grahek, Amundsen and Peterson are also planning to be in attendance. VII. Let's see if we can really narrow down the usage of the fields, say Mondays, Wednesdays and Fridays or something rather than exclusive rights to everyday. I have no problem sharing the park with you and definitely will work with you on the spot you will need depending on the wind that day. We will likely use the remaining portions of the park that you will not be using. The only caution I would have is the parking depending on how many people you are looking to have there, and which times. We are planning on 150 people and would be starting around l Oam going till around 2pm. Your boys scouts are more than welcomed to watch or even participate if they would like. THE BAD After a long conversation with John Thill, I was informed that the Lions will NOT be doing a street dance this year,just the soft ball tournament. They are focusing all of their energy on what makes money. The street dance, has been a loser most years because of weather. (and way, way over paying for talent) THE UGLY There will also be no Lions support for the JAM. Without their help, there is no stage, no canopy, no power,no lighting, no seating or tables, no food or beer sales. When I pressed for "something", Mr. Thill told me that if I held the JAM and was able to attract a decent crowd, the Lions MIGHT be willing pull a keg or maybe even after the ball games,the beer trailer down to the rink,but that'd have to be "worth their while". Otherwise the beer trailer and concession stand will be up by the ball fields, closing when the games are over. 1 I did my best to convince them to reconsider, even offered to find them "affordable" talent, offered to get my band to play FREE of charge except an occasional beer. They apparently just don't see it as worth while,having not made much money for several years, proffering to use there limited man power where they usually make money. And with the passing of Lynn Johnson,who did most of the street dance work,there is no inclination by anyone else to step up. At this point, I'm not sure it's something I can pull off on my own or even want to try. I really wanted to GROW the Jam into something special, focusing on attracting talent,but I'm pretty discouraged by this kick in the nuts. I'll let you know what I decide to do, soon. Thomas A. Several items were mentioned: 1 . Did not agree with location of the four lots on Main Street 2. Coordinate streets with Rehbein Estates 3. Soil problems within plat 4. No park land dedication within plat 5. Rezoning all except "exception" to residential Park plan for Centerville was discussed, small parks for children, large park for being considered City Park. Possibilities for park area at the end of Heritage Street and also sharing school property on a joint basis. Park Committee' s recommendation was to look into the Heritage Street property for possible park site . P & Z consensus was to look into both sites. P & Z went over the Prkland Dedication Summary presented by Mr. Short. Mr. Short presented review on the land use chapter of the city plan. After much discussion on various land uses, the subject of duplexes, tri-plex, etc. , was discussed. Ray Murray made a motion for the City Council to consider for purposes of discussion, their enforcement in cases of duplexes being restricted to lot size of 22,500 square feet or our equivalent of a lot and one-half, Jerry Sunderberg seconded it, motion carried. P & Z also recommended having a moratorium on the building of multiple dwellings of 3 or more family units for one year. I Flood Plain ordinance was discussed. Jerry Sundberg made a motion to go along with the HUD minimum level requirement, Bob LaMotte seconded it, motion carried. P & Z will hold special meeting on Tuesday, September 18 at 7100 pm at City Hall. Mr. Short will be in attendance at the October 2nd P & Z meeting.
