CALL TO ORDER. The meeting was called to order at 6:32 p.m. 1. Roll Call II. APPEARANCES - None III. PUBLIC HEARINGS - None IV. OLD BUSINESS - None V. NEW BUSINESS 1. Chain of Lakes—Bald Eagle Regional Trail Master Plan City Clerk Bender stated that this item was placed in the Commission's packet for review and if the Commission desired to have comments forwarded to the County, Staff could complete that request. Clerk Bender stated that at least one member of the Parks & Recreation Committee and the Mayor attended a recent meeting held at City Hall by Anoka County to discuss the plan. Commissioners Koski and Montain also stated that they attended the meeting. Clerk Bender stated that the Parks & Recreation Committee Chairperson Branch has provided comments that included alternative routes, however, there is concern that the City has already agreed to construct a portion of the proposed trailway (Heritage Street to Dupre Road) within the agreements associated with the CSAH2 1/Centerville re-construction project that would be eligible for 50%reimbursement once the County secures the grant. Page 1 of 3 City of Centerville Planning and Zoning Commission April 1,2014 Discussion ensued regarding the City' expenditures associated with the agreement to construct the trailway from Heritage Street to Dupre Road ($80,000 - $90,000) and the potential for 50% reimbursement of the City's cost to complete the trail (Dupre Road to Birch Street). Anoka County will pay for costs of securing right-of-ways for the proposed trail. It was noted that the City of Lino Lakes' is not willing to assist in trail construction at this time. VI. DISCUSSION ITEMS 1. Metropolitan Council 2040 Draft Forecasts Administrator Larson stated that the Metropolitan Council recently completed new forecasts for the entire metropolitan area their new forecasts are much less than contained in the City's 2030 Comprehensive Plan, not every community received reductions similar to Centerville's and state aid for roadways is contingent upon population levels that are at 5,000 or above. Clerk Bender briefly reviewed Met. Council's figures by stating that they are estimating a slightly higher than 400 in populations for 2040 with 385 more households and 91 more jobs. Administrator Larson stated that these figures should be considered for future planning; however, the actual growth will be dependent on the economy. 2. Joint Council Work Session Scheduled for April 9,2014 @ 7:00 p.m. Clerk Bender stated that a public hearing is scheduled for the same evening, however it is not anticipated to be as lengthy as in previous years. Commissioner Montain is unable to attend. VII. CONSIDERATION OF MINUTES 1. Planning&Zoning Commission Meeting Minutes of January 7,2014 Chairperson Mosher provided Commissioners with an opportunity to amend the presented minutes. Commissioner Montain requested the removal of the word "November" from the second line of the first paragraph of the submitted minutes. Motion by Commissioner Koski, seconded by Commissioner Montain to approve minutes from the January 7, 2014, meeting as modified. Commissioner Haiden abstained. Motion carried. The Commission extended an opportunity for an update from the City Administrator. Administrator Larson stated that he recently spoke with representatives from Mortenson Construction regarding their desire to construct an additional free standing building on their current site and also received an inquiry from a realtor regarding the construction of an 80,000 square foot building. Page 2 of 3 City of Centerville Planning and Zoning Commission April 1,2014 The Commission questioned the commencement of construction associated with the planned park and ride and whether any buildings would be constructed on the same site. Administrator Larson stated that construction has been slated for mid-summer and no buildings would be constructed, however, with the additional traffic flow to the area may encourage development nearby.
