CALL TO ORDER. The meeting was called to order at 6:30 p.m. 1. Roll Call IL APPEARANCES—None PUBLIC HEARINGS - None IV. OLD BUSINESS - None V. NEW BUSINESS 1. Proposed use of Waterworks Property Greg Johnson appeared before the Commission again to share more details of his proposed development of a senior's coop on the Waterworks property. He presented a site plan of three and four story buildings. He indicated that he preferred the four-story as it leaves more site available for green space and site amenities. He also reviewed possible unit layouts as well as an elevation depicting what the building might look like from the front. The Commission liked the plan, but suggested that the ends of the building be stepped down to three stories to provide more architectural character and to reduce the apparent mass of the structure. Mr. Johnson reiterated that the project investment would be around $20 million and that units would likely be $300,000 and higher. He requested that the Commission set a public hearing for the next meeting so he can move toward approvals. They would like to begin marketing as soon as possible with the idea of construction in the spring/ summer of 2015. He indicated that the banks and HUD require 70% presales before financing will be committed to construction. Mr. Johnson will submit updated drawings in about two weeks, including elevations from front and Page 1 of 2 City of Centerville Planning and Zoning Commission August 5,2014 back and comparing the before and after. The Administrator will forward copies to the Commission members as the information is received. The Commission questioned what might be intended for use of the lake. Mr. Johnson stated that he would like to have a few boat slips available for the residents of the property. The Commission asked that Mr. Johnson be prepared with more specifics for the public hearing. Motion by Commissioner Koski, seconded by Commissioner Haiden to schedule a public hearing for September 2,2014, at 6:30 p.m., on the proposed Planned Unit Development and subdivision for the Waterworks site. All present voted in favor. Motion carried VI. DISCUSSION ITEMS The Commission discussed a proposal of B&R properties for a temporary building. The code allows permits for temporary buildings in conjunction with construction of new or remodeled buildings. B&R is planning to build in another community, but even so, the Commission did not object to issuing a permit for a temporary building. VII. CONSIDERATION OF MINUTES 1. It was noted that the regular meeting of July 1, 2014, was cancelled. 2. Planning &Zoning Commission Meeting Minutes of June 3, 2014. Chairperson Mosher provided Commissioners with an opportunity to amend the presented minutes. Motion by Commissioner Montain, seconded by Commissioner Koski to approve minutes from the June 3, 2014, meeting as presented. All present voted in favor. Motion carried VII.
