Present: Vice-Chairperson Jon Grahek Committee Member Kevin Amundsen Committee Member Chris Bettinger p Committee Member Brian Peterson rn Committee Member Suzanne Seeley Committee Member Nick Twohy Committee Member Kevin Waeghe Also Present: Public Works Director, Paul Palzer Council Member, Steve King Linda Neudecker, Recording Secretary Absent: Chairperson Patrick Branch I. CALL TO ORDER Vice-Chairperson Grahek called the August 6, 2014 Meeting of the Parks & Recreation Committee to order at 6:36 p.m. in the Council Chambers at City Hall. Roll Call—see above II. SET AGENDA Motion was made by Committee Member Seeley, seconded by Committee Member Amundsen to set the agenda. Under UPDATES: by adding number 2 Movies in the Park All in favor. Motion carried. III. APPEARANCES—Tom Lee See Committee Business #4 - Music in the Park&Jam 1 IV. CONSIDERATION OF MINUTES Motion was made by Committee Member Amundsen, seconded by Committee Member Waezhe to approve the July 2 2014 minutes, as amended—VI Updates 1. Council Updates add "the third revision of between the words "adopted" & "the" of the last sentence. All in favor, with the exceptions of Committee Members Grahek, Seeley and Bettinger who abstained. Motion carried. V. COMMITTEE BUSINESS 1. Centennial High School Baseball Booster Request for Sponsorship This request was reviewed and it was declined due to the fact that this Committee does not have budgeted funds to donate money to other organizations. 2. Special Event Permit Application for Tri Fitness "My First Tri"—requesting use of trails It was moved by Committee Member Grahek, seconded by Committee Member Amundsen to recommend to the City Council to approve this application to use the trails through Laurie LaMotte Park and around the Lake. All in favor. Motion carried It was moved by Committee Member Grahek, seconded by Committee Member Seeley to state: to include contacting the Lino Lakes &Centennial EMS &police departments & apply appropriate fees and damage deposit as deemed necessary. All in favor. Motion Carried. 3. Festival of the lakes 5K,8K and Kid Free % Mile Runs (ReCap) Approximately 150 people were in attendance; the men's restroom was vandalized; there is still a$200 sponsorship that has not yet been received. Additional updates to be provided at the September 3rd meeting. 4. Music In The Park/Jam Recap—Tom Lee Music In The Park: Nine bands were contracted to play; some were local and/or had a resident as a member. The cost for the bands was $2200.00. There were no rain-outs this summer. Jam: This was held at the warming house and there was no stage. There was discussion of possibly incorporating a talent show into this activity. The committee would like to focus more towards the children of the community. 2 Street Dance: Mr. Lee stated he would like to coordinate the street dance in 2015. Equipment: Mr. Lee stated that 6 additional 20' length XLR cords will be needed for the 2015 event. Also discussed was the purchase of cases to store the cords and equipment and also that all the equipment should be stored in the city garage, not the warming house. Lights for the stage were rented at a cost of $298.20. It was moved by Committee Member Seeley, seconded by Committee Member Peterson to recommend to the council to reimburse Tom Lee in the amount of$298.20, for the rental of lights for Jam, 2014. All in favor. Motion carried. 2015 Planning: Purchase of cases for storage of equipment (per Tom Lee) and one or two 8' banners for promotion. Promotion: In February make the annual request to Anoka County for permission to put up flyers for P & R events. These flyers need to be up by the end of May. Also, it was suggested to hand out flyers at each of the water ski shows. Additional means of promotion as in 2014 will continue to be utilized. 5. Special Event Permit/Park Facility Usage Form—Private Birthday Party Aug 2 noon to 3pm at LaMotte Park Pavilion—Staff approved 6. Estimates for: (Paul Palzer) a. Installation of Basketball Court/Hoops/Backboards at LaMotte—no new or additional information has been received b. Water Fountains at LaMotte & Acorn Creek Park—there was review and discussion on the types and number of drinking fountains and possible locations. There are bubblers, single and double fountains with various price ranges. Laurie LaMotte Park may have two or three near the ball fields and/or by the warming house. Acorn Park may have a free standing single bubbler near the trail by the play area, not by the road. Will need bids for installation at each location. c. Electrical Services at LaMotte Pavilion—bids have not yet been received VI. UPDATES 1. Council Updates—Council Member Steve King Mr. King reported that there were complaints about the noise levels for the Street Dance at Kelly's Bar. It was suggested that a decibel meter be available for the 3 future and also to add specific language to the permit application regarding decibel levels for this or other similar events. Mr. King also made the suggestion that instead of spending $4,000.00 for the fireworks each year that those funds are transferred to the P &R budget. 2. Movies in the Park—Brian Peterson This activity is scheduled for 7:15pm on September 13, 2014 with a rain date of September 20th. The movie selected is Frozen and it was discussed to have karaoke for the attendees before the movie begins. Free popcorn will be werved. The license fee to show this movie is $400.00. Committee Member Peterson has a 3000 lumens projector that he will loan to the committee to show this movie, thus saving the cost of renting a projector. Flyers will be placed in the Anoka County Parks. VII. OTHER 1. Flag Football Tournament/Reimbursement Owed for 2013 damage- STATUS To date, none of the waivers have been turned in for the May/June tournament and no money has been received to cover the cities expenses. Committee Member Branch and City Administrator have emailed Mr. Teng Moua on several occasions requesting an update and to date neither has received a response; the City Attorney will now be contacting Mr. Teng. VIII. ACTION ITEMS REVIEW Items that have been completed will be removed; some are still open and additional items discussed at this meeting will be added.
