PARKS AND RECREATION COMMITTEE Wednesday, September 3, 2014—6:30 p.m. Pursuant to due call and notice thereof, the Parks & Recreation Committee of the City of Centerville held a scheduled meeting on Wednesday, June 4, 2014 at City Hall location. Present: Chairperson Patrick Branch Vice-Chairperson Jon Grahek Committee Member Kevin Amundsen Committee Member Chris Bettinger Committee Member Brian Peterson Committee Member Charles Reinhardt (In-coming) Committee Member Suzanne Seeley Committee Member Nick Twohy(Out-going) Also Present: Council Member, Steve King Public Works Director, Paul Palzer Mr. John Russell, Resident Absent: Committee Member Kevin Waeghe Linda Neudecker, Recording Secretary 1. CALL TO ORDER Chairperson Branch called the September 3, 2014 Meeting of the Parks & Recreation Committee to order at 6:30 p.m. at the City Hall location. Roll Call—see above 11. SET AGENDA Motion was made by Committee Member Grahek, seconded by Committee Member Bettin2er to set the agenda as amended and indicated below. All in favor. Motion carried. The following items were added to the"Committee Business" section of the agenda: 6. New event idea- Snowman building contest 7. 2015 8K Run race director 8. Annual Swann Center skating party 9. YMCA Cooperation 10. Budget Status III. APPEARANCES 1. Mr. Charles Reinhardt was sworn in as a new committee member. 2. Mr. John Russell, Centerville resident made a presentation requesting authorization to display, promote and sell children's books at the September 13, 2014 Movie in the Park event. The Russell's own Russell Books a business that sells USborne Books and More, which focus on educational books and materials for children. The Russell's want to set up a table in the park to provide promotional material to parents. They are not expecting to receive orders but would like approval to do so, if that opportunity comes up. After hearing the presentation and reviewing the books presented, the Committee recommends Council approval with one caveat. Committee Member Grahek wants assurance that City retains the authority to approve or disapprove similar request in the future. The Chair took an action item to raise the issue with the City Administrator. 3. Mr Nick Twohy out-going committee member stopped by to thank the committee for their hospitality and warm welcome. Mr Twohy is leaving the Parks and Recreation Committee to join the Centerville Planning and Zoning Committee. He was with Parks and Rec for one year. IV. CONSIDERATION OF MINUTES Motion was made by Committee Member Grahek, seconded by Committee Member Petersen to approve the August. 2014 minutes with the following corrections: Page 4. paragraph 2 Movies in the Park change the time from 7.15 to 7.30 V. COMMITTEE BUSINESS 1. Nomination for Chair and Vice Chair. Chairperson Branch announced that he was vacating the Committee Chairman position affect with this September 3 meeting and would be resigning from the committee effective after the October 2014 meeting. Committee Member Grahek was nominated and elected to the position on Committee Chairperson. In his absence, Committee Member Waeghe was selected to be the Vice- Chairperson contingent upon his concurrence. Committee member Branch will contact Committee Member Waeghe. 2. Special Event Permit - Cub Scout Pack 232 requested permission to use Laurie LaMotte Memorial Park for the annual rocket launch. The Committee concurs and recommends City Council approval. 3. Tree Maintenance: Committee members have noticed that the trees in Hidden Spring Park need to be trimmed. This is a major undertaking and should be done following the guidance of an arborist. The trim of trees in Eagle park has been a continuing challenge for several years. Public Works summer hires have repeatedly tried to correct the problems in Eagle Park. An arborist services are need here as well. After discussion, the P&R Committee recommends that while determining the 2015 budget, the City Council should create a budget item for the maintenance of park trees. 4. Committee Membership: The following changes to committee membership: Chairperson Branch and Committee member Twohy are leaving the committee. Mr Charles Reinhardt has joined the committee. After these changes, the committee will have the prescribed seven members. There is a full committee; seeking additional volunteers is not necessary. 5. Estimates for installation of a basketball court on the LaMotte Park hockey rink: Mr. Paul Palzer, Director Public Works,provided his estimate on the cost of installation of the basketball standards on the hockey rink as $800 to $1500. The estimate for equipment is $3,000 for a total estimate of$3800 to $4500. A review of the budget show that there is adequate funds to proceed with the purchase of the basketball equipment and installation. Recommend the city proceed with adding a basketball court to LaMotte Park. 6. Estimates for installation of water fountains in LaMotte and Acorn parks: Mr Palzer also provide estimates for installing water fountains in LaMotte park at$10,000 and Acorn park at$9500. The committee members were shocked at the high cost for what we expected to be a rather simple installation. These estimates are beyond the committee's fund raising capability. The committee had also asked for an estimate for adding electrical drops in the pavilion in LaMotte park. However, that estimate was not yet available. 7. New event idea: Committee Chairperson Branch suggested adding a snowman making contest to the winter activities. No decision was made. The committee will not be able to make a decision until they see what the snow conditions will be this coming winter. Perhaps if there is adequate snow this event could be added to one of the traditional ice skating parties. 8. Swan Center Skating Party: Each year in September, Centerville is entitled to one free hour of ice time at the Swan Center in Blaine. The years when the committee has organized an event to take advantage of this opportunity have been very poorly attended. In 2013,the City granted that privilege to the Centerville Elementary School PTO. There has been no follow up by the PTO to use the time this year. Committee member Peterson thought that the two cub Scout Troops in this area may make better use of the time. Committee Member Peterson has an action item to work with the Cub Scouts. 9. YMCA Cooperation: Ms April Stewart, Healty Youth Program Director, Lino Lakes YMCA, send an e-mail note to Committee Chairperson Branch. She is looking for areas of mutual cooperation on park programs. 10. Budget Status: The discussion on the budget was deferred to the October meeting. VI. UPDATES 1. Council Updates - City Council Member King, after hearing the committee discussion and concern over the high estimates to put water fountains in the parks and the discussion regarding the need to trim park trees, suggested that the committee should request the City Council to add to the annual budget a line item for park improvements. He asked the committee for an estimate on the amount needed in such a line. Committee Chairperson Branch suggested the amount of$15,000 annually. The number suggested reflects the high cost of the water fountains, the cost of the sand volleyball court, the cost of the adding a basketball court and the desire to add irrigation systems to Hidden Springs, Cornerstone and Acorn parks. 2. The Committee pasted a motion to ask the City Administrator to raise the issue of a continuing park improvements line in the City Budget. 3. The Committee request that the Committee's Recording Secretary attach the prioritized list of proposal park improvements to each months committee meeting minutes.SEE THE NOV 2013 MINUTES.
