CALL TO ORDER. The meeting was called to order at 6:30 p.m. by Commissioner Wood. 1. Roll Call 2. Newly appointed Commissioner,Nick Twohy was sworn in and welcomed to the Commission. H. APPEARANCES—None PUBLIC HEARINGS— Mr. Greg Johnson, Nottingham Construction/Hearth Development— Redevelopment of 7281 & Portion of 7265 Main Street(Old Waterworks Site & Parking Lot) Subdivision & Planned Unit Development (PUD) Administrator Larson explained the purpose of the hearing and stated that the notice was published and mailed to nearby property owners to encourage their input. The applicant, Greg Johnson explained the project and provided several graphical representations to show what is planned on the site. He gave examples of other projects they have done in other communities. The meeting was opened to public comment, the following persons expressed their views on the proposal: Cheryl and Jim Nesseth. They think the project would be good for the community and would be happy to have the old Waterworks building removed. Page 1 of 3 City of Centerville Planning and Zoning Commission September 2,2014 Cathy LeValle. A little apprehensive over the height of the building but happy to see something new on the property. She also questioned access to Main Street by the home of Rich Defoe. It was suggested that resolving the driveway matter is a subject that the PUD agreement can cover. Mr. Johnson indicated that he could try to broker an arrangement where Defoe would use LaValle Drive, which is currently a private shared road. It was suggested that Mr. Defoe could contribute property to add to the existing drive and create a public street. After everyone who wished to do so was given an opportunity to speak in regard to the project, a motion was made by Commissioner Montain, seconded by Commissioner Koski to close the public hearing. All present voted in favor. The motion was declared passed. The Commissioners discussed the project and asked a number of questions. It was pointed out by Administrator Larson that the project will require a PUD agreement. The agreement will commit the developer to all aspects of the project and may not be changed without an amendment to the agreement approved by the City. The agreement will cover things like number of units, building height, landscaping, use of the lake and shoreline, and other relevant things. Motion made by Commissioner Koski to recommend approval of the preliminary subdivision and preliminary plan for the planned unit development. The motion was seconded by Commissioner Mosher, all present voted in favor. The motion was declared passed. IV. OLD BUSINESS - None V. NEW BUSINESS 1. AK Auto Sales,LLC Request for Conditional Use Permit(7055 2151 Avenue) Mr. Austin McKinzie explained their proposal to operate an auto repair and used car sales business at 7055 21" Avenue. They would share the property with the owner, Matt Vessel, who has a paving business at that location. McKinzie would rent the front part of the building and the paved area in front of the business. Used cars would be displayed on the paved area in front of the building. The Commission expressed concern that the business be neat and not acumulate dismantled and junk cars. A conditional use permit would regulate many aspects of the activities that could become a nuisance. Motion by Commissioner Koski, seconded by Commissioner Montain to schedule a public hearing for October 7, 2014, at 6:30 p.m., on the proposed conditional use permit for AK Auto. All present voted in favor. Motion carried. Page 2 of 3 City of Centerville Planning and Zoning Commission September 2,2014 2. Miller Mobile Marine Request for Interim Use Permit(7087—20th Avenue South) Administrator Larson explained the proposal of Miller Mobile Marine to lease the city building at 7087 20th Avenue for boat storage. They have run out of space at their other location in Centerville and need space through April of next year. The Commission reviewed the allowed uses in the B-1 zoning district and determined that this use requires a conditional or interim use permit. Motion by Commissioner Montain, seconded by Commissioner Koski to schedule a public hearing for October 7, 2014, at 6:30 p.m., on the proposed interim use permit for Miller Mobile Marine. All present voted in favor. Motion carried. VI. DISCUSSION ITEMS The Commission discussed sign regulations in particular regulations on sandwich board signs.
