NOTICE IS HEREBY GIVEN, that the Planning & Zoning Commission of the City of
Centerville will consider a request from the City of Centerville to plat/split 7087 — 201h Avenue
South (PIN #R23-31-22-14-0004) to be divided into two (2) separate lots. The hearing is
scheduled for Monday, November 4, 2014 at 6:30 p.m. or shortly thereafter. The purpose of the
meeting is to obtain public comment regarding the above request.
The City Hall is ADA accessible. Requests for hearing assisted devices or a sign language
interpreter must be received before 4:00 p.m. October 31, 2014. All persons interested are
invited to attend and to be heard, verbally or in writing. You may call City Hall (651) 429-3232

Dear Members of the Planning Commission,
This letter of explanation is for the attachments that show our concept for the property at 7087 20th Ave South
in Centerville, Minnesota.
The attachments include a Bird's Eye view, a Street Level view, and a material list.
Starting with the Bird's Eye view, it is our intent to install an asphalt area for our employee parking. We plan
to install a 6 feet high wood fence (see material list slide 1). The wood fence will continue along the south side
property line until it connects to the city's chain link fence. A rolling privacy chain link gate (see slide 2) will be
installed from the South East corner of the maintenance building to the area behind the wood fence. The
wood fence constructed on the North side of the property will be the same style (slide 1) and 8 feet tall. The
fence will continue along the west property line connecting to the chain link fence of the city's water tower
parcel. The area behind the fence and the maintenance building our plan is to install a dustless clear rock
product. This is a %to 11/2" angular rock (slide 3). The Bird's Eye view also depicts our plan for equipment
parking and storage bins for landscape materials. These bins will be installed on top of concrete or asphalt
pads.
The Street Level view depicts our concept for landscaping and building color. This portrays our beautiful
landscaping talents showing our high quality work and high end materials. These enhancements will run along
the entire frontage of the property. The maintenance shop will be painted in a Taupe color blending with the
office building and other surrounding properties. The employee parking area, our thoughts are to plant trees,
shrubs, and grasses to soften the appearance. In front of the office our plan is to landscape installing mulch,
shrubs, flowers, and grasses (see the material list of suggested items).
This letter is a brief overview of our intentions of improvements at 7087 20th Avenue South. The items will be
discussed further at the Planning Commission meeting on November 3, 2014.

I. CALL TO ORDER. The meeting was called to order at 6:30 p.m. by Commissioner
Wood.

PUBLIC HEARINGS—

The meeting was opened to public comment, no one was present to speak with regard to
the request.
After everyone who wished to do so was given an opportunity to speak in regard to
the project, a motion was made by Commissioner Koski, seconded by Commissioner
Wood to close the public hearing. All present voted in favor. The motion was declared
passed.
The Commissioners discussed the project and asked a number of questions of the
applicant. Administrator Larson presented a draft conditional use permit. It was suggested
that item 3, (a) may be too stringent at 72 hours. Consensus was to change the requirement
to three business days.
Motion made by Commissioner Haiden to recommend approval of the Conditional
Use Permit in the form of the draft Report and Recommendation. The motion was
seconded by Commissioner Koski, all present voted in favor. The motion was
declared passed.

IV. OLD BUSINESS - None
V. NEW BUSINESS
1. November meeting date conflicts with General Election.
The Commission discussed possible alternative dates for the November meeting to
avoid the General Election and the Veterans Day holiday. Consensus was to meet on
Monday, November 3, 2014.
2. Proposed Plat—Lake Area Utilities.
The Commission reviewed a proposed plat for property owned by Lake Area Utilities.
The lot sizes and minimum setbacks to property lines are met in the proposed plat.
Motion by Commissioner Wood, seconded by Commissioner Montain to schedule a public
hearing for November 3, 2014, at 6:30 p.m., on the proposed plat for Lake Area Utilities.
All present voted in favor. Motion carried.
3. Proposed Plat—City of Centerville property at 7087 20th Avenue
The Commission reviewed a sketch plat for the property at 7087 20th Avenue, owned
by the City of Centerville. The plat would allow the property to split into two lots,
one including the water tower, the other with the remainder of the property and
buildings.
Motion by Commissioner Koski, seconded by Commissioner Montain to schedule a public
hearing for November 3, 2014, at 6:30 p.m., on the proposed plat for Lake Area Utilities.
All present voted in favor. Motion carried.
VI. DISCUSSION ITEMS
The Commission reviewed a concept plan for a development in Lino Lakes north of Main Street
and east of 201h Avenue. The subdivision contains over 800 lots and has a street connecting 21"
Avenue over to 73rd Street. The Commission was very concerned with the street connecting with
73rd.
Motion by Commissioner Koski, seconded by Commissioner Wood to direct staff to send a
letter to Lino Lakes expressing opposition to the street connecting 21St Avenue to 73r Street.
All present voted in favor. Motion carried.
