Pursuant to due call and notice thereof, the Parks & Recreation Committee of the City of
Centerville held a scheduled meeting on October 1, 2014 at the City Hall location.

Chairperson Grahek called the November 5, 2014 Meeting of the Parks & Recreation Committee
to order at 6:45 p.m. in the Council Chambers at City Hall.

1. No One Left Hungry 5K& 8K Runs & Kids Run/Walk—September 19, 2015
A Special Event Permit Application has been submitted by Patrick Bench.
Motion was made by Committee Member Peterson & seconded by
Committee Member Seeley to recommend approval of this event to the Citv
Council with one correction on nage 1 to change the submission date from
10-29-15 to 10-29-14 AR in favor. Mo inn CarrlerL
2. Skate Night—Saturday,January 10, 2015 & Saturday, February 7, 2015
Strategy for Promotion of these events:
Suggestions included the City website, Community Reader Board (in front of city
hall),post flyers/posters in area day care centers & area businesses, in the Kiosks,
Warming house door, include information in the Friday Flash(school
information) about 2-3 weeks in advance (prior to Winter Break), contact The
Citizen for placement in their Community Activities section. The Committee will
look at other options for maximum dissemination of information for this event.
Committee Member Waeghe offered to make a draft for a poster for these events.
3. Drinking Fountain— Tabled to December.
4. Promotion of Music in the Park
Mr John VonDeLinde & Mr. Andy Soltvedt, Anoka County, had requested to see
flyers, prior to approval for placement, by February, 2015. There was some
miscommunication and misinformation regarding this request. They were
requesting this information for the Anoka County sponsored "Music in the Park"
program held at the Coon Rapids Dam.
Centerville needs permission from Anoka County to place flyers for Centerville
activities in the Anoka County Parks i.e. Wargo, Campground, Beach &
Chominix Golf Course.

Park and Recreation Committee Fete des Lacs Events
Submitted October 25, 2015
1. TITLE, PURPOSE, AND BRIEF DESCRIPTION OF EVENT:
,Festival of the Lakes 8K/5K Run/Walk and Kids Running events.
• These three events are a subset of the Centerville City's Fete de Lacs celebration.
• All events take place July 25, 2015.
• These events will be coordinate with the Centerville parade and Lions Club events. In
2015,the Centerville Lions Club will hold their main fund raising events one week
earlier on July 17 - 19, 2015, including the softball tournament and street dance. July
17 - 19 is a more favorable week-end for the softball tournament. This separation also
eliminates any conflict between the runners and softball players for parking or access to
the park.
• These events are a Centerville Parks and Recreation Committee activity. Their purpose
is to promote the use and enjoyment of Centerville's Parks and Trails.
The three Festival of the Lakes(Fete des Lacs) running events are:
1) Five mile (8 kilometer) competitive run using US Track and Field standards.
2) Three mile (5 kilometer) competitive run and non-competitive walking event.
3) Children's run(approximately 0.4 mile). The kids run is free to the participants and is
fully funded by a team of sponsors. At this early date, I anticipate that Metro Dance
and Apple Academy will sponsor the kids run.
There are a few restrictions based on cost and the method of timing the races.
1) The Run/Walk are limited to a total of 300 people. This is a limited based on our
method of timing. There will not be an issue as we generally draw about 130 people.
2) The events are open to everyone - all ages and all fitness levels. In past years we have
not been called upon to accommodate special needs athletes. However, our course is
suitable and we are prepared to do so.
3) There is a users fee for these events; $20 (adults) for those who pre-register and$30
for those who register the day of the race. This is a common practice to encourage
early registration. Our fee is in keeping with the common scale for similar events. We
expect children to run in the event describe below. However, if a young athlete 15
years old or younger want to run the longer distance,they are welcome to do so. Their
fee is $10.
4) Last year (2014) we began an effort to reduce trash generation and increase recycling.
We think that effort was a success and we will do the same again in 2015.
The children's run is fully sponsored event and therefore is a free event open to any child
ten(10) years old or younger. For safety reasons this event is within Laurie LaMotte
Memorial Park.

(Please note that insurance requirements depend upon the risk level of the event. Also,if your event can be
classified as first amendment expressive activity, insurance requirements can be waived under certain
circumstances.)
6. SANITATION:
Attach your "Plan for clean-up/Material Preservation". Include number, type and location of trash
containers to be provided for the event. Indicate who and how man will be responsible for emptying and
cleaning up around containers during the event. Indicate who and how many will be responsible for
cleaning up after animals if they are present during the event. Indicate who and how many will be
responsible for cleaning up after the event. Describe the number,type and location of portable toilets to be
provided for the event (or permanent toilets to be used in the event.) Include any other plan you have for
ensuring post-event cleanliness and material preservation of city facilities,equipment,premises and streets_
A deposit of$500 will be required for clean-up and restoration If premises are left in satisfactory
condition,this deposit will be refunded in full following inspection.

Sanitation Plan: These events will start and finish in Laurie LaMotte Memorial Park The
sanitation plan will be coordinated with the Lions Club Fete de Lacs activities in the same park We
will want to open the rest rooms in the park and to take advantage of the portable toilets that are
already in the park. In additional two(2)portable toilets will be place near the start line
Waste Management is expected to be an event sponsor. They will place additional waste and recycle
containers as necessary.
We have a volunteer who is a trained environmentalist. Under his auidance we expect to recycle
95%of the waste generated by this run.

Please describe all of the activities of your event for which a license is required, for
example: a cabaret license, etc. Attach all required licenses to this application. Please
note that certain licensing may be required by City, County and State agencies, such
as a Large Assembly License for gatherings over 1,000 people, some types of food
handling licensing, Gambling License, Cabaret License, etc. It is Your responsibility
to check with the City Clerk or local authorities to determine what licensing is

Food item: We anticipate that Wiseg_uys Pizza will again agree to be an event sponsor
and will provide pizza as a post race treat. All other foods and drink will be pre-
packaged. We will provide water to the runs at three locations on the race course and at
the finish line. No food prgparation will be necessary

9. SECURITY AND SAFETY PROCEDURES:
Describe your proposed procedures for set up, operation, internal security and crowd
control: Security and crowd control will be worked out with the Centennial Lakes
Police Department. Following the pattern of the previous years, there will be a written
contingency plan coordinated with police and fire departments prior to the event. Set up
and clean up will be accomplished by volunteers under the supervision of the Parks and
Recreation Committee.
If the event is to occur at night, describe how you are going to light the event area in
order to increase the safety of participants and spectators coming to and leaving the
event:
The event will not be at night.
If your event includes vehicles or animals, describe the minimum and maximum speeds
of the event and the minimum and maximum intervals of space to be maintained between
units: _
We will use a lead and follow up vehicle,possibly a 4-wheeler. The lead
vehicle will be traveling approximately 15 miles and hour the follow up vehicle will be at
the slowest walkers pace. The Anoka Radio Club will support this activity yproviding
communications necessary for emergency response and routine race management. They
will use a John Deer Gator when setting up the course andop ssibly during the event.
Attach to this application a copy of your building permit(s) if you are installing any
electrical wiring on temporary or permanent basis and/or if you are building any
temporary or permanent structures such as bleachers, scaffolding, a grandstand, stages or
platforms.
Attach a copy of your fire department permit(s) to this application if you will use parade
floats; an open flame; fireworks or pyrotechnics; vehicle fuel; cooking facilities;
enclosures (and tables within those closures); tents, air supported structures, canopies, or
fabric shelters.

10. VENDORS OR CONCESSIONAIRES:
Describe what vendors/concessionaires you will allow in conjunction with the event, and

We will not have vendors in the sense that is implied in this section . We will have water
and sports drink to provide to the runners and walkers. We intend to have a small amount
of energy foods at the end of the event.
11. CITY SERVICES/EQUIPMENT:
Describe city services and/or equipment requested for this event: City barricades, cones,
signs,picnic tables and other equipment which may be borrowed on an as-available basis.
You should make advance arrangements to pick up and return this equipment. If you or
any volunteers cannot pick up and return this equipment, please attach a letter requesting
these services and explaining why your organization cannot perform them. This will be
reviewed,then approved or denied by the public works foreman.
City Services will be coordinated with Centerville Public Works. We will need a couple
of tables at the finish line. Traffic cones at critical intersections. Traffic control will be
coordinated with CLPD.

If there is a fee or donation required as a condition of attendance or participation of this
event, please describe the amounts to be collected from various categories of participants

The primary cost will be covered by sponsors. The pre-registered participants
will be charged a fee of $ 10 for children under 15, and $20 for adults. Race day
registration is at the rate of$30. This is to encourage early registration and is a common
practice in such events. The fee is described on our website and race registration form.

First skate night is scheduled for January 10, 2015 and February 7, 2015. These generally take place at Laurie LaMotte
Memorial Park, 6970 LaMotte Drive from 6:00 p.m.to 9:00 p.m. Generally the Committee offers hot cocoa and popcorn
(free). On February 7, 2015 Bunker Stable will be on hand to offer free hayrides from 6:30 p.m.to 8:30 p.m.
Both of these events are weather and ice dependent and are subject to change.

Findings and Decision
The Planning & Zoning Commission met on December 2, 2014, to hold a public hearing
to consider a request of Alex's Lawn & Turf, LLC for a conditional use permit for
property located at 7087 20th Avenue.
FINDINGS:
1) The Planning and Zoning Commission heard and considered all testimony of
interested persons submitted in writing prior to and in person during the public
hearing.
2) The proposed use may be operated in the B-1 zoning district subject to a Conditional
Use Permit with reasonable conditions.
3) The proposed use is consistent with the Comprehensive Plan.
4) The applicant is willing to conform to conditions in the draft Conditional Use Permit
attached hereto.
RECOMMENDATION:
The Planning Commission finds that the standards for granting a Conditional Use Permit
have been met and recommends that the City Council approve the Conditional Use
Permit, subject to the conditions contained in the draft CUP attached hereto.
CITY COUNCIL DECISION:
Findings and recommendation are adopted by the Council this 10th day of December,
2014.

APPROVAL OF CONDITIONAL USE PERMIT
1. Permit. Subject to the terms and conditions set forth herein, the City of Centerville
hereby grants approval of a conditional use permit for:
Alex's Lawn and Turf, LLC to operate a landscaping business and subject the
conditions of this permit.
2. Property. The permit is for the following described property:
7055 21st Avenue
3. Conditions. This permit is issued subject to the following conditions:
a) This permit anticipates owner will use the site in conformance with the site plan
attached hereto and identified as Exhibit A.
b) Applicant will pave with asphalt the front 60 feet of the lot for employee and
visitor parking.
c) Applicant will pave the balance of the site with clear, 3/ -1 '/2 inch angular lime
rock (not crushed) to provide a dust free,but permeable surface.
d) Applicant will fence the portion of the property back of the front line of the
building with wood privacy fence, except that the easterly portion shall be six foot
chain-link with privacy slats.
e) Applicant shall provide a movable gate to allow access for the city, its employees
and agents to access the water tower and related facilities.
f) Applicant shall be permitted to have up to ten bins, installed on asphalt or
concrete surface, with open storage of landscape materials in conformance with
the site plan, Exhibit A.
g) Fertilizers, salt and similar chemicals shall be stored only within the building, or
on an asphalt or concrete paved surface and shall be covered with a roof or tarp,
in compliance with City Code, when not in active use. Any spilled materials shall
be promptly cleaned up and properly disposed of.

h) Vehicles with damaged or missing body parts and inoperable vehicles, shall be
stored only inside a building.
i) No parking of vehicles shall be permitted on the street at any time.
j) Bulk gasoline or other fuels shall not be stored on site and there shall be no
exterior storage of containers of lubricants or other chemicals.
k) Vehicles with leaking oils or other fluids shall be promptly repaired and any
spilled oils and fluids shall be immediately cleaned up and properly disposed of.
Any spills of fuels, lubricants of more than one gallon, and spills of any toxic
chemical shall be promptly cleaned up and properly disposed of and shall be
reported within twenty-four hours to the City.
1) The site shall be landscapted and buildings shall be painted in accordance with the
application letter dated October 30, 2014.
m) Limits on the noise emitted at the property line shall conform to the noise
regulations contained in City Code Section 91.09 and the use is subject to other
nuisance regulations contained in Chapter 91.
n) Landowner and the business operator shall jointly and individually be responsible
for the continuing conformance with the permit and that if the proposed use is not
initiated within six months of this date, the permit shall be void.
i) Grantee will follow the applicable standards and requirements of the City of
Centerville, Rice Creek Watershed District, Anoka County, Army Corp of
Engineers, FEMA, Minnesota DNR and any other agency having jurisdiction over
the property and shall secure and file with the City, any permits required by
outside agencies.
j) The City reserves the right to annually review this permit for compliance with the
conditions and may impose additional conditions to mitigate unforeseen
problems.
4. Criminal Penalty. Violation of the terms of this permit is a criminal misdemeanor.
