CALL TO ORDER Chairperson Grahek called the January 7, 2015 Meeting of the Parks & Recreation Committee to order at 6:39 p.m. in the Council Chambers at City Hall. Roll Call—see above II. SET AGENDA Motion was made by Committee Member Seeley, seconded by Committee Member Amundsen to add the following item to the agenda: under Committee Business — add #4 Safety&other issues at skating rink&warming house. All in favor. Motion carried. III. APPEARANCES—NONE IV. CONSIDERATION OF MINUTES Motion was made by Committee Member Waeehe, seconded by Committee Member Bettinger to approve the December 3. 2014 minutes as written. All in favor. Motion carried. 1 V. COMMITTEE BUSINESS 1. Shake Your Shamrock 5K, 8K Runs & Kids' 1/3K Walk/Run— A Special Event Permit Application, including a route map, was received for this event being held on March 15, 2015. After discussion, motion was made by Committee Member Peterson, seconded by Committee Member Reinhardt to recommend to the City Council to approve this application All in Favor. Motion carried. A request has been made to Anoka County for permission to place flyers for the 2015 Centerville activities in the Anoka County Parks i.e. Wargo, Campground, Beach & Chomonix Golf Course. 2. Drinking Fountain—Tabled to March, 2015 meeting 3. Centennial Lakes Little League—requesting use of LaMotte ball fields A letter was received from Mr. Patrick Mahr, President of the Centennial Lakes Little League requesting the use of the baseball and softball fields and facilities at Laurie LaMotte Memorial Park from April 1 through August 1, 2015; Mondays through Fridays from 4:OOpm until dark. After discussion, motion was made by Committee Member Peterson, seconded by Committee Amundsen to recommend to the City Council to tentatively approve the use of the fields at LaMotte Park contingent upon the receipt, by the City of Centerville, of a final schedule. In addition that a response letter be sent to Mr. Mahr stating the approximate wording of the motion and also informing them of possible Centerville road construction this summer. All in Favor. Motion carried. The Little League volunteers have scheduled a park clean-up day for Saturday, April 11th with a rain date of Saturday,April 1881H 4. Hockey Rink& Warming House Safety Issues Committee Member Reinhardt has identified several safety&maintenance issues pertaining to the hockey rink and warming house, including but not limited to: Immediate Re aip rs Suggested: sted: a. Warming house—replace incandescent and CFL bulbs with LED lights b. Rink—screw busted off of east side of rink wall 2 c. Rink—increase height of fence & cover gap between the boards & fence on north end of rink d. Rink—increase amount of fencing on the south end Can be done in the spring; a. Rink—replace door on south side of rink;bottom is being destroyed by rust b. Need more rubber mats from warming house to rink. It was suggested to have Mr. Palzer or a member of his department to do a complete safety check of the area. VL UPDATES 1. Council Updates—Council Member Steve King — No Additional Updates The lot, adjacent to the water tower, has been sold. A landscaper will be moving his operations to the site, but the City will still have access through there for park maintenance. The request by this Committee to transfer any remaining unspent funds from the 2014 P & R budget to the 2015 budget was approved. 2. Skate Nights—Saturday, January 10, 2015 & Saturday, February 7, 2015 This event will be held, even with the unusually cold temperatures. The rink is now being flooded in the evenings rather than in the mornings to allow it time to freeze harder. The refreshments that will again be offered to participants will be hot cocoa and popcorn. Committee Member Peterson inventoried the supplies of popcorn, oil, bags and hot cocoa and purchase additional items as necessary prior to or the day of the event.. An article has already been placed in The Citizen, and information was included in the weekly Friday Flash school newsletter the last Friday before the winter break and will be included in the first Friday before the event. In addition it will be requested that the event information be placed on the city website, city hall reader board and by posting flyers. Committee Member Waeghe presented the flyers for the January Skate Night and will modify it for the February Skate Night/Hayride event. These flyers can be posted in area day care centers, area business, in the Kiosks and on the warming house door, in addition to other suggested locations. He will revise the information to include the Hay/Sleigh Ride on February 7th 3 The Skate Night with Hay/Sleigh Ride information will be listed in the Citizen, Friday Flash school newsletter the week prior to this even, along with posting in locations as stated in the above paragraphs. The Recording Secretary was requested to email staff regarding displaying on city hall sign the info regarding the upcoming skate night on Saturday. 3. Bunker Stables—deposit has been paid for February 7`h Hay/Sleigh ride 4. Purchase of Basketball Equipment—Tabled to February, 2015 meeting VII. OTHER 2015 Budget—Committee requested a copy for the next meeting. The Recording Secretary was requested to email staff regarding requesting copies of the 2015 Budget& copies of the Long range Planning for P &R as they would like to review them monthly. There was no update regarding the request for the Festival of the Lakes regarding the number and location of portable toilets or date change. There was no update regarding the Playground Fall Zone Material There was no update regarding the P &R Committee Member Reappointments VIII. The proceeds from all city owned property were earmarked for the refinancing of a bond and bond payments by Council. Dallas was under the impression that because our requirements within our ordinance all commercial/industrial properties that are platted, the developer/landowner pay park dedication fees. In this situation, Staff has secured the opinion of Legal Counsel who has stated that the city does not have to pay itself these fees. Staff also believes that it would be best to put this item before Council for their direction. Staff will keep you informed of their decision. At last evening's Council meeting they scheduled budget work session(s)and they will be taking place on February 11, 2015—Council only and February 25, 2015-Joint work session. The work sessions will take place following their regularly scheduled meetings, it is anticipated that it will be a short Council meeting so the Joint work session will take place approximately at 7:00 p.m. Parks & Recreation Committee Liaison King has informed Council that the Committee desires to be informed of their funding allotment in anticipation that this will assist in prioritizing Park Improvement Projects for the upcoming years. Staff will immediately forward to you this information once Council makes this decision. Park fees would normally be required.. Council can choose to waive them if the wish,but I would not presume to make that call for them. I don't recall the amount,but take that times the acreage and it should be the amount that was listed in the approving action. Not sure what Ellie is saying about nothing left.
