Pursuant to due call and notice thereof, the Parks & Recreation Committee of the City of
Centerville held a scheduled meeting on April 1, 2015 at the City Hall location.

I. CALL TO ORDER
Chairperson Grahek called the April 1, 2015 Meeting of the Parks & Recreation Committee to
order at 6:35 p.m. in the Council Chambers at City Hall.
Roll Call—see above
II. SET AGENDA
Motion was made by Committee Member Peterson seconded by Committee Member
Waeghe to set the agenda with one addition: Cub Scout Rocket Launch and Picnic#lb All
in Favor. Motion carried.
III. APPEARANCES—None
IV. CONSIDERATION OF MINUTES
Motion was made by Committee Member Peterson seconded by Committee Member
Reinhardt to approve the March 4, 2015 as written All in favor with the exceptions of
Committee Member Peterson and Committee Reinhardt due to their absence at this
meeting. Motion carried.

1. Request for use of LaMotte Park
a. Wu Long Karate, LLC has requested the use of LaMotte Park on Saturday,
June 6, 2015 from Sam until 12 Noon for a`Bootcamp". The committee
noted there was not a copy of insurance included with his request form nor
was a rain date indicated.
b. Cub Scouts have requested the use of LaMotte Park on Saturday June 6, 2015
from 8:00am until 12 Noon for their annual Rocket Launch and family picnic.
Motion was made by Committee Reinhardt, seconded by Committee
Member Waeghe to have Ms Teresa Bender write a letter to the Cub Scouts
indicating they may use Fields 1 and 2 plus the Pavillion at Hidden Springs
Park and also request the application be amended to include a rain date and
a second letter to Wu Long Karate requesting a copy of insurance and a rain
date, if applicable. Both letters should include information about the road
construction and alternate routes. The committee recommends to the City
Council that both applications be approved. All in Favor with the exception
of Committee Member Peterson who abstained from voting. Motion carried.
c. The Centennial Youth Football Association has requested the use of the open
fields by the parking lot at LaMotte Park for Flag Football on Tuesday and
Thursday from 5:00 pm to 9:00 pm and Saturdays from 8:00 am to 1:00 pm
from August 11, 2015 through September 26,2015. This item was tabled
pending further information on the coordination of all the youth organizations
requests for the same areas.
2. Centennial High School Baseball
An application has been received from the Centennial High School Baseball
Boosters for the CHS Diamond in the Rough: 5k& l Ok Run/Walk to benefit the
Centennial High School Baseball Program.
Motion was made by Committee Member Waeghe,seconded by Committee
Member Bettinger to recommend to the City Council to approve this
application. All in Favor. Motion carried.
3. BikeMN—Bicycle Alliance of Minnesota
Information was received regarding April 1St is National Walking Day and the
kick off to 30 days of Biking—a challenge to walk and/or bicycle during the
month of April.

Council Member Steve King presented a copy of the 2015 City Focus Goals of
which the Parks and Recreation goals were as listed:
a. Identify and completed missing trail links (July 30);
b. Repairs and updates to Hockey Rink Fencing(June 1);
C. Identify Funding sources such as grants and donations (November 1);
d. Park Dedication Fees—review fee schedule and align with code(Sept. 30)
The Improvement Projects on the P &R 5 year plan are as follows:
a. Basketball Court;
b. Irrigation systems in Hidden Spring, Acorn Creek, Cornerstone&
McBride Parks;
C. Drinking fountains in LaMotte,Acorn and McBride Parks
d. Electrical Improvements in LaMotte Park
These projects were reviewed and Public Works Director Palzer was asked to
check into the cost of a drinking fountain at the warming house.
5. Parks Spring Clean up
The committee members will evaluate the needs for each park. A tentative date
of April 11, 2015 at 9:00 am was set with a rain date of April 18, 2015.
6. Recognition Plaques for Donors
Previously the committee members had talked to the Lions about placing a plaque
on one of the park benches. This needs to be followed up.
VI. UPDATES
1. Council Updates—Council Member Steve King
Council Member Steve King spoke with Heidi from North Metro TV and will
provide her with a list of upcoming Park and Recreation events for them to record
some of them for future presentations on the local TV.
2. Music in the Park
Mr. Tom Lee has secured three additional bands for this event. In addition,he
plans to do some additional marketing of his own for this event. The committee
discussed various types of signage: i.e. larger reusable signs,banners, sandwich
board, laminate, etc.
3. Purchase of St. Paul Regional Water Property(abutting Trailside Park)
In March,the City purchased the above mentioned property in the amount of
$7,500. The City will receive$2,500.00 from the Water Ski Club in September.

4. Flyer/Poster placement in Anoka County
No response has yet been received from Anoka County to the P and R request to
place flyers/posters within Rice Creek Regional Park,Wargo Nature Center and
Chomonix Golf Course.
VII. OTHER
There was discussion regarding the purchase of a projector for the "Movie in the Park" or
continue to rent one annually.
There were no updates regarding the Request for the Festival of the Lakes regarding
the number and location of portable toilets or date change.

FROM THE DIVISION MANAGER :
This past weekend I was putting away a few suitcases and it got me thinking about the services offered in
the Passport Centers in Anoka County I thought you might enjoy a quick history of passport application
processing by the County
The License Bureau took over the function of passport acceptance near the end of 1998 The process was
previously done by Court Administration In 1999, the County accepted roughly 2500 passport transactions
2004 was a game changing year in the passport industry The Western Hemisphere Travel Initiative was
passed by Congress The law required all travelers to show a valid passport or other approved secure
document when traveling to the U S from areas within the Western Hemispheie. To further enhance
security, in 2010 the U S Department of State-Passport Services implemented passport acceptance
restrictions. Passports applications could no longer be processed in an office where first-time driver's
license applications or birth records were processed As a result, the Columbia Heights, Coon Rapids, and
Ham Lake License Centers were decommissioned as passport acceptance facilities
In 2013, additional federal restrictions requiring complete physical separation of the passport offices
resulted in the Ramsey license Center discontinuing passport acceptance Fortunately, the Blaine and
Coon Rapids License Centers were built to include space that could be converted into passport centers
They were also in strategic locations on the two main traffic corridors in Anoka County,- one in Blaine on
Hwy 65 and one in Coon Rapids on Hwy 10.
On November 1, 2013, in full compliance with U.S Department of State-Passport Services requirements,
the Blaine Passport Center opened During peak times, demand exceeded ability to provide services As a
result, the Parks and Community Services Committee discussed the feasibility of remodeling under-utilized
space at the Coon Rapids License Center to allow for the opening of an additional passport center After
careful examination, a decision was made to proceed The new office opened on October 23, 2014
Recently, both offices received a glowing review from the annual audit conducted by the Federal Acceptance
Facility Inspector Comments stated that the offices demonstrate best practices, manage a well-organized
appointment system, have high standards in employee development, and feature a well-designed office
space
Thanks to a great staff and solid leadership in the License Bureau, the County passport centers exceeded
expectations in 2014
• Estimated applications 5,646, actual 7,856
• Estimated passport photos 3,702, actual 6,482
• Net County revenue projection $207,786
• Net actual passport revenue $313,076
• Total revenues exceeded 2014 budget by $105,290
1 am proud to be associated with the Anoka County License Bureau and Passport Services Office- They are
innovative, efficient, and clearly have a vision for the future

WINTER FACILITY IMPROVEMENTS
During the winter, the Park Maintenance Unit focuses on interior building renovations and repairs
Currently crews have been focusing on the Chomonix Golf Course Clubhouse "Blue Heron" room. Work
has included general repairs, cleaning, and painting
Improvements are also being made at the Coon Rapids Dam Regional Park Visitor Center These will
include upgrading staging areas for seasonal rental equipment, new interpretive displays, painting, and
general repairs The restroom facilities are scheduled for renovations, which will take place in the fall.
The Maintenance Unit is currently evaluating each facility within the park system ensuring they are ready
for the busy 2015 spring and summer season Thank you to all crew members responsible for providing
great facilities for our guests

Day event took place at Wargo Nature Center
on Saturday, January 31 Parks and Recreation
SNOW ®/'1Y Department staff at Wargo Nature Center
collaborated with the cities of Lino Lakes and
Blaine to host the event
EVENTOutdoor activities available included kick-
sledding, ice fishing, a bonfire with s'mores,
and snowshoeing Inside, there were live animal
presentations by the Wildlife Science Center,
winter crafts, face painting, and refreshments
All activities were free and open to the public
1 he idea behind the event is to give people an
opportunity to try the many outdoor recreational
activities available in Anoka County The event
Y is a wonderful opportunity for people of all ages
- and abilities to experience a wide variety of winter
activities, receive instruction from Waigo staff,
and enjoy a winter day with their family.

Tornadoes: Crossing Paths:
The Art of Remembering Linda Deg Lee and Mary Lingen
The May exhibition will be a commemoration From February 28 to March 21 the galleries
of the Fridley tornadoes that tore through at Banfill-Locke will feature nature-
the community 50 years ago. In recognition inspired work by two area artists. Mary

No crowds expected. Individuals are welcome to see and even participate in our event but
typically we have between 5-15 visitors to the site outside of radio club members. Typical
total attendance over the whole weekend may be up to 60 people but never more than 20 at once.
If the event is to occur at night, describe how you are going to light the event area in order to
increase the safety of participants and spectators coming to and leaving the event: All
radio operating stations will be in RVs with outdoor lighting capability.
If your event includes vehicles or animals, describe the minimum and maximum speeds of the
event and the minimum and maximum intervals of space to be maintained between units:
We will be parking RVs in the parking lot, no movement is planned for the duration of the
activity. Visitors and members would also use the parking lot and normal park ammenities.
Attach to this application a copy of your building permit(s) if you are installing any electrical
wiring on temporary or permanent basis and/or if you are building any temporary or permanent
structures such as bleachers, scaffolding, a grandstand, stages or platforms.
Attach a copy of your fire department permit(s) to this application if you will use parade floats;

request use of the soccer fields, outfields, etc. at the same time as your request. In the

System Link is by far the easiest.
Login into the panel and retrieve the latest programming under the "Panel"tab. Once retrieved, under the "Program"
tab, select"User Codes". Enter a new user number(typically next on the list) and supply the "internal' #that comes
with the cards, the name and profile. Make sure you hit the Apply button on the bottom to enter the new card/user.
Look in the user guide I sent you. It is pretty easy.
