HomeMy WebLinkAbout2015-04-01 P & R Minutes - Approved PARKS AND RECREATION COMMITTEE Wednesday, April 1, 2015 ~ 6:30 p.m. Pursuant to due call and notice thereof, the Parks & Recreation Committee of the City of Centerville held a scheduled meeting on April 1, 2015 at the City Hall location. Present: Chairperson Jon Grahek Vice Chairperson Kevin Waeghe Committee Member Kevin Amundsen Committee Member Chris Bettinger Committee Member Brian Peterson Committee Member Charles Reinhardt Also Present: Council Member, Steve King Public Works Director, Paul Palzer Linda Neudecker, Recording Secretary Absent: Committee Member Suzanne Seeley I. CALL TO ORDER Chairperson Grahek called the April 1, 2015 Meeting of the Parks & Recreation Committee to order at 6:35 p.m. in the Council Chambers at City Hall. Roll Call – see above II. SET AGENDA Motion was made by Committee Member Peterson, seconded by Committee Member Waeghe to set the agenda with one addition: Cub Scout Rocket Launch and Picnic #1b. All in Favor. Motion carried. III. APPEARANCES ~ None IV. CONSIDERATION OF MINUTES Motion was made by Committee Member Peterson, seconded by Committee Member Reinhardt to approve the March 4, 2015 as written. All in favor with the exceptions of Committee Member Peterson and Committee Reinhardt due to their absence at this meeting. Motion carried. V. COMMITTEE BUSINESS 1.Request for use of LaMotte Park City of Centerville Parks & Recreation Committee April 1, 2015 a.Wu Long Karate, LLC has requested the use of LaMotte Park on Saturday, June 6, 2015 from 8am until 12 Noon for a “Bootcamp”. The committee noted there was not a copy of insurance included with his request form nor was a rain date indicated. b.Cub Scouts have requested the use of LaMotte Park on Saturday June 6, 2015 from 8:00am until 12 Noon for their annual Rocket Launch and family picnic. Motion was made by Committee Reinhardt, seconded by Committee Member Waeghe to have Ms Teresa Bender write a letter to the Cub Scouts indicating they may use Fields 1 and 2 plus the Pavillion at Hidden Springs Park and also request the application be amended to include a rain date and a second letter to Wu Long Karate requesting a copy of insurance and a rain date, if applicable. Both letters should include information about the road construction and alternate routes. The committee recommends to the City Council that both applications be approved. All in Favor with the exception of Committee Member Peterson who abstained from voting. Motion carried. c.The Centennial Youth Football Association has requested the use of the open fields by the parking lot at LaMotte Park for Flag Football on Tuesday and Thursday from 5:00 pm to 9:00 pm and Saturdays from 8:00 am to 1:00 pm from August 11, 2015 through September 26, 2015. This item was tabled pending further information on the coordination of all the youth organizations requests for the same areas. 2.Centennial High School Baseball An application has been received from the Centennial High School Baseball Boosters for the CHS Diamond in the Rough: 5k & 10k Run/Walk to benefit the Centennial High School Baseball Program. Motion was made by Committee Member Waeghe, seconded by Committee Member Bettinger to recommend to the City Council to approve this application. All in Favor. Motion carried. 3.BikeMN – Bicycle Alliance of Minnesota st Information was received regarding April 1 is National Walking Day and the kick off to 30 days of Biking – a challenge to walk and/or bicycle during the month of April. 4.Park Improvements to be prioritized Council Member Steve King presented a copy of the 2015 City Focus Goals of which the Parks and Recreation goals were as listed: Page 2 of 5 City of Centerville Parks & Recreation Committee April 1, 2015 a.Identify and completed missing trail links (July 30); b.Repairs and updates to Hockey Rink Fencing (June 1); c.Identify Funding sources such as grants and donations (November 1); d.Park Dedication Fees – review fee schedule and align with code (Sept. 30) The Improvement Projects on the P & R 5 year plan are as follows: a. Basketball Court; b.Irrigation systems in Hidden Spring, Acorn Creek, Cornerstone & McBride Parks; c.Drinking fountains in LaMotte, Acorn and McBride Parks d.Electrical Improvements in LaMotte Park These projects were reviewed and Public Works Director Palzer was asked to check into the cost of a drinking fountain at the warming house. 5.Parks Spring Clean up The committee members will evaluate the needs for each park. A tentative date of April 11, 2015 at 9:00 am was set with a rain date of April 18, 2015. 6.Recognition Plaques for Donors Previously the committee members had talked to the Lions about placing a plaque on one of the park benches. This needs to be followed up. VI. UPDATES 1. Council Updates – Council Member Steve King Council Member Steve King spoke with Heidi from North Metro TV and will provide her with a list of upcoming Park and Recreation events for them to record some of them for future presentations on the local TV. 2. Music in the Park Mr. Tom Lee has secured three additional bands for this event. In addition, he plans to do some additional marketing of his own for this event. The committee discussed various types of signage: i.e. larger reusable signs, banners, sandwich board, laminate, etc. 3. Purchase of St. Paul Regional Water Property (abutting Trailside Park) In March, the City purchased the above mentioned property in the amount of $7,500. The City will receive $2,500.00 from the Water Ski Club in September. 4. Flyer/Poster placement in Anoka County Page 3 of 5 City of Centerville Parks & Recreation Committee April 1, 2015 No response has yet been received from Anoka County to the P and R request to place flyers/posters within Rice Creek Regional Park, Wargo Nature Center and Chomonix Golf Course. VII. OTHER There was discussion regarding the purchase of a projector for the “Movie in the Park” or continue to rent one annually. There were no updates regarding the Request for the Festival of the Lakes regarding the number and location of portable toilets or date change. VIII. ACTION ITEMS REVIEW – Items that have been completed will be removed; some are still open and additional items discussed at this meeting will be added. A revised Action Item List, as of the February 4, 2015 meeting will be included with the minutes to be approved. Items that have been completed as of April 1, 2015 will be removed:  These include item numbers: 14-027, 14-028, 14-029, 15-002, 15-003. 15-004, 15-005, 15- 006, 15-007, 15-008, 15-009 Items that are to be deleted as of April 1, 2015 will be removed: NONE Corrections/Revisions: 12-013a & b: need to update and replace inserts 14-001: Assigned person – T Bender to develop letters for J. Grahek to sign & change date to: On-Going & Open 14-022: add: ASAP 14-024: Assigned person – follow up email to Andy Stedvolt re: permission to place info 15-010: Do a follow-up & send list of upcoming events to North Metro TV regarding covering future events such as the 5k & 8k Runs, Music in the Park, etc. Items to be added are: 15-012: Plaque for Lions Bench @ LaMotte Park; Jon Grahek, ASAP 15-013: Purchase of popcorn Machine: Chris Bettinger, ASAP 15-014: Signage for Music in the Park 15-015: Electrical improvements at LaMotte Park Please add these last 4 items to the May agenda.
