Present: Chairperson Jon Grahek Vice Chairperson Kevin Waeghe Committee Member Kevin Amundsen Committee Member Chris Bettinger Committee Member Brian Peterson Committee Member Charles Reinhard Committee Member Suzanne Seeley Also Present: Council Member, Steve King Public Works Director,Paul Palzer City Administrator,Mike Ericson Absent: None I. CALL TO ORDER Chairperson Grahek called the June 3, 2015 Meeting of the Parks & Recreation Committee to order at 6:33 p.m. in the Council Chambers at City Hall. Roll Call—see above 11. SET AGENDA Motion made by Committee Member Amundsen, seconded by Committee Member Seeley to amend the agenda by adding Mr. Tom Lee and Mr. Pat Branch under appearances, #8 Park Permit&#9 Running Ventures,Inc. All in favor. Motion carried. 111. APPEARANCES— Mr.Tom Lee-Music in the Park Mr. Lee provided a review of the first week of this event stating that approximately 45 people were in attendance. He also stated that he may not be in attendance to coordinate this event on June 16 and July 21, 2015 and asked for volunteers to assist in placing the audio equipment in preparation for the performances. He stated there needs to be a police presence for the fireworks. Also there will be no Jam in 2015. After his report there was discussion about possibly having an ice cream social with root beer floats at the last performance. It was suggested to do a review of this event and place it on the agenda for August. Page 1 of 5 Mr. Pat Branch—Festival of the Lakes (Fete de Lacs) and Out Run Homelessness Runs Mr. Branch provided information for the Festival of the Lakes 5K, 8K and Kids Runs at the Laurie LaMotte Memorial Park on July 25,2015. Additional volunteers are needed as well as sponsors for this event. He provided additional information to the committee members and also stated the Lions event is on another day. Mr. Branch provided information for the 5K and 8K Out Run Homelessness Run scheduled for September 19, 2015 at Laurie LaMotte Memorial Park. Their goal is 1,000 runners. Mr. Branch provided flyers for both events to the committee members. IV. CONSIDERATION OF MINUTES Motion made by Committee Member Waerhe,seconded by Committee Member Amundsen to approve the March 4. 2015 with one correction: Page 3 under#8. replace "needs"with "hopes"in the last sentence AND one addition: Page 4 under#4 add"Cub Scouts"between additional&volunteers in the first sentence. All in favor with the exceptions of Committee Members Peterson and Reinhardt abstaining due to their absence at the May Meeting. Motion carried. V. COMMITTEE BUSINESS 1. Popcorn Machine Purchase No update; requested this item be placed on the agenda for the July meeting. 2. Signage for Music in the Park Discussion regarding signage/flyers and placement in the kiosk located at Cornerstone Park ensued and it was determined that the Public Works staff would place these items when made available. 3. Electrical Improvements—LaMotte Park Motion made by Committee Member Grahek, seconded by Committee Member Amundsen to recommend to Council to approve the bid of$3.418 from Rivard Electric for two electrical services and a LED light with a photo cell with installation as soon as possible. All in favor. Motion carried. The item was placed before Council at their regularly scheduled meeting of June 10, 2015. Council tabled the item until such time as additional quotes are obtained and working in conjunction with the Centerville Lions regarding their Page 2 of 5 electrical needs and willingness to monetarily contribute for any upgrades needed to provide their request.. 4. Drinking Fountain—LaMotte Park An estimate was received from Hugo Plumbing & Pump Service, Inc. to install a used drinking fountain on the east wall of the warming house in the amount of $1,000. Motion made by Committee Member Bettinger, seconded by Committee Member Reinhardt to recommend to the City Council to approve the estimate of $1,000 from Hugo Plumbing & Pump Service, Inc. for the installation of a used drinking fountain on the east wall of the warming house at Laurie LaMotte Memorial Park. All in favor. Motion carried. There was also discussion about installing a drinking fountain at Acorn Park sometime in the future. 5. Blue Bird Houses The post and two bird houses that are missing have not yet been located. 6. Sledding Hill Motion made by Committee Member Amundsen, seconded by Committee Member Waeghe to recommend to the City Council to move the existing dirt pile in the Southeast corner of Laurie LaMotte Memorial Park to near the hockey rink developing a sledding hill. All in favor. Motion carried. The item was placed before Council at their regularly scheduled meeting ofdune 10, 2015. Council tabled the item until such time as quotes were received for the request to relocate the existing dirt pile. 7. Fete des Lacs—Mr. Pat Branch See report under Appearances 8. Park Permit Application An application was received for the use of Laurie LaMotte Memorial Park for a birthday party on June 13, 2015 from noon until 6:00 p.m. Staff approved the permit due to the submittal timing. 9. Running Ventures,Inc. Page 3 of 5 A signed contract has been received for the Festival of the Lakes 5K and, 8K runs. VI. UPDATES 1. Council Updates—Council Member Steve King Council Member Steve King provided an update on the status of the road construction. 2. Music in the Park—Mr.Tom Lee See report under Appearances 3. Flyer/Poster placement in Anoka County Once flyers/posters are received by staff they will forward them to Anoka County for their approval and placement. To prevent delay in posting, Ms. Seeley has agreed to place the flyer/posters in the previously discussed areas upon staff s acknowledgement of the County's approval. VII. OTHER Portable Toilets @ Festival of the Lakes - There were no updates regarding the request for the Festival of the Lakes regarding the number and location of portable toilets. Short/Long Term Planning—add to agenda for July Basketball hoops—may be installed by the end of June County Trail Mark Sign — this sign has disintegrated; Committee Member Amundsen originally made this sign and will replace it. Meeting Date Change: Motion made by Committee Member Grahek, seconded by Committee Member Waezhe to change the date of the July, 2015 P !& R Committee Meeting from Wednesday,July 1 to Wednesday,July 8.2015: to be held in the offices of City Hall. All in favor. Motion carried. VIII. ACTION ITEMS REVIEW— Items that have been completed will be removed; some are still open and additional items discussed at this meeting will be added.
