Met Council member Sandy Rummel notified me that she's planning to attend an upcoming City Council meeting,and I wanted to check in with you for any key talking points we should prep,and/or any questions or concerns we can be prepped for. My mental list based upon our informal discussion earlier this year is: - Comprehensive Plan update(2o16-2o18)and Met Council resources/roles; - The Downtown Redevelopment Plan and any opportunities to collaborate/facilitate in implementation; - Transportation issues/opportunities(CSAH 21 reconstruct, Rush Line planning for example) - Regional groundwater issues I'd be happy to prepare as much material as you think is necessary, but would like to understand better the expectations of you/the council. CALL TO ORDER Mayor Wilharber called the meeting to order at 6:30 p.m. IL PLEDGE OF ALLEGIANCE III. APPOINTMENTS/PRESENTATION Mr. Terry Sweeney, 7154 Brian Drive and Ms. Laura Weise, 7135 Brian Way were both present and requested to speak with Council regarding a recent meeting held with neighborhood residents regarding drainage issues in their rear yards, the City's current policy is to participate in correcting the issue with residents paying a share of the costs. Mr. Sweeney provided photographs of his backyard, a recent addition and Ms. Weise's backyard for Council consideration, stated that the City has caused these issues due to improper installation (too high) of a drainage culvert and other neighbors filling in their backyards with lack of City enforcement. Both Mr. Sweeney and Ms. Weise stated that the City has openly admitted that the culvert is too high to provide proper drainage but at the time of the 2009 Street Improvement Project it was not addressed due to funding or a mistake. Both residents felt that they should not be financially responsible for the City's mistake, that other areas of town experiencing the same issues were remedied by the City at no cost to the residents, that the City should bare all costs associated with correcting the drainage problems due to property taxes paid and fees for storm sewer that are charged to all residents through their utility billings. 2 City of Centerville Council Meeting Minutes July 8,2015 Subsequent to the discussion provided by Mr. Sweeney and Ms. Weise, Mayor Wilharber requested that staff and Council review submitted bids for repairs, the City's policy regarding private storm drainage problems, history of problems, and engineering associated with the 2009 Street Improvement Project. Mayor Wilharber stated that he and Council Member King were not serving the community at the time of the 2009 Street Improvement Project and were unfamiliar with the issues surrounding the problems. Both Mayor Wilharber and Council Member King stated that they would appreciate a meeting with staff regarding the drainage issues prior to proposed remedies and neighborhood meetings. Council concurred and stated that subsequent to additional review by Council, another meeting would be held with residents and they would be notified via mail of the meeting. IV. POTENTIALLY DANGEROUS DOG APPEAL 1. Ms. Mary Hennessey, 1682 Lakeland Circle, was present and requested that Council reconsider Centennial Lakes Police Chief Coan's designation of Potentially Dangerous of her dog Ty. Ms. Hennessey stated that she recognizes that there was a bite incident on May 12, 2015 where a child suffered injuries and stitches due to Ty's behavior but stated that she has been in contact with the child's parents regarding recovery, has followed all requested requirements of the Police Department, has been in contact with Ty's veterinarian and behavioral specialist/trainer along with addressing additional allegations of additional bites suffered by her own children. Ms. Hennessey stated that officers that have interacted with Ty have stated that he seems to be well-mannered, quiet and a friendly dog. Community Service Officers Beaman and Wressell were present and gave a review of events leading up to Chief Coan's designation. Lengthy discussion ensued regarding City Code, requirements of the owner of a Potentially Dangerous Dog, liability concerns, and six (6) month reconsideration following behavioral modifications, spay/neutering, etc. V. APPROVAL OF AGENDA Mayor Wilharber added Claims Page 55a, Check #29565-29574 w/Voided Check #29390 under Consent and Under New Business, Item#2. Potentially Dangerous Dog Appeal. Motion by Council Member Love, seconded by Council Member Fehrenbacher to approve the Agenda with the above stated amendments. All in favor. Motion carried. VI. APPROVAL OF MINUTES 1. June 24, 2015 City Council Meeting Minutes Mayor Wilharber provided Council Members with an opportunity to amend the presented minutes. Centennial Lakes Police Department Claims through June 25, 2015 (Check #10426- 10444) Mayor Wilharber provided Council Members an opportunity to pull items from the Consent Agenda for additional discussion. Motion by Council Member Fehrenbacher, seconded by Council Member King, to approve the Consent Agenda as presented. All in favor. Motion carried. VIII. OLD BUSINESS 1. Parks & Recreation Committee Recommendation (Tabled/No New Info.) a. Sledding Hill b. Electrical Installation at Laurie LaMotte Memorial Park Pavilion Mayor Wilharber stated that the excess dirt that had been stored at LaMotte Park and that the Parks & Recreation Committee desired to have for a sledding hill has been utilized by the road work associated with the CSAH21/Centerville Road Project. Discussion ensued regarding whether Anoka County would be replacing or paying for the excess dirt from the City's project that occurred at the same time and Engineer Statz stated that he would be looking into the matter, however, the City should be mindful of the next occurrence of a similar project and potential for excess dirt that may need to be paid to get rid of. Public Works Director Palzer stated that he is continuing working on obtaining quotes for electrical services at the park pavilion and would be providing them to Council for consideration shortly. IX. NEW BUSINESS 1. Purchase Agreement, 2065 Commerce Drive — Ruffridge-Johnson Equipment Company (Jon & Sophie Pederson) Lou Suski from Gaughan Companies stated that he has a full purchase price offer of$950,000 from Jon & Sophie Pederson, owners of Ruffridge-Johnson Equipment, Legal Counsel has reviewed the agreement and found it to be in order except for Section 8, o. Zoning, should state that the current zoning of the property is B-1, Commercial rather than "the present zoning of the Property permits the Buyer's intended use" and he felt that $10,000 for earnest money was low due to the purchase price. Mr. Suski stated that Mr. Pederson desires to relocate his current heavy equipment business to Centerville from Minneapolis, anticipates constructing a new Page 3 of 7 4 City of Centerville Council Meeting Minutes July 8,2015 building and closing on his existing property by April 10, 2016. Mr. Suski also stated that Mr. Pederson is utilizing an 1031 Exchange which somewhat dictates the closing date and during this timeframe they will be completing due diligence regarding additional permits for storage tanks, Rice Creek Watershed permits, etc. and architect/engineer. Lengthy discussion ensued regarding the amount of earnest money, regular contract language and reasons for termination, concern for non-marketing of the property during the timeframe proposed by agreement and tax revenue. Mr. Pederson was present and introduced himself to Council. He stated that barring any unforeseen issues with his buyer, he is extremely eager and motivated to move his business to Centerville, does not anticipating terminating the purchase agreement for any reasons and understands Council's concerns. Mr. Pederson stated that they need time to work with a contractor, engineer, RCWD, Planning & Zoning, EPA and additional agencies besides the timeframe for the other company to purchase his existing building. Mr. Pederson also stated that he desires to become a part of the small town community and has missed that where his exiting building has been located. Additional discussion ensued regarding lost time on the market if the sale where to fall through, the economy continuing to improve, welcoming a new business owner, and whether the For Sale sign would remain in place during the purchase agreement. Motion by Council Member Love, seconded by Council Member Paar to approve the submitted purchase agreement with Section 8, o. Zoning. The present zoning of the parcel is B-1, Commercial. All in favor. Motion carried. 2. Potentially Dangerous Dog Appeal Motion by Council Member Fehrenbacher, seconded by Council Member Paar to reaffirm Centennial Lakes Police Department Chief Coan's designation of Ty, 6 year 9 month old male, beagle/mix, DOB 09/23/2008, residing at 1682 Lakeland Circle being deemed Potentially Dangerous Dog. All in favor. Motion carried. X. COUNCIL & ADMINISTRATION ANNOUNCEMENTS 1. Council & Staff Reports Administrator Ericson was on vacation so no report was given from the Administrator. Public Works Director Palzer stated that the basketball hoop had been installed at Laurie LaMotte Park along with the backstop fencing and hockey rink fencing. Mr. Palzer also stated that the crack filling project would commence during the upcoming week. Council Member Paar questioned whether the streets that had received the recent Mill and Overlays would be included in the project and Mr. Palzer stated not this year. Engineer Statz stated that the City was in receipt of FEMA's determination letter regarding the revised floodplain that the previous City Administrator and Rice Creek Watershed District had Page 4 of 7 5 City of Centerville Council Meeting Minutes July 8,2015 been working on and it is anticipated that once the City approved the new maps and updates its current ordinance the process would be completed by December, 2015 with new maps being available to the City within two months. Engineer Statz also reported that the City's Wellhead Protection Plan (dated 2007/2008) is required to be updated by the Minnesota Department of Health and Staff will commence working with them to comply with their requirement. Discussion ensued regarding requirements, amount of modifications that need to be made due to the Royal Meadows water connection project and removal of the majority of wells within that area which is in the Wellhead Protection Area and the 2015 capping of those wells that remained from the 2014 project. Council Member King questioned whether there were additional change orders associated with the CSAH21/Centerville Road project. Engineer Statz stated that Anoka County will be asking Council to reapprove a previous change order but nothing else. Council Member King stated that the Parks & Recreation Committee was currently meeting in the Administrative Offices and he was unable to attend due to his attendance at this evenings meeting. Council Member King also reported that there was no new information from North Metro Telecommunications Commission. Council Member Fehrenbacher stated that there was no police meeting this past month. Council Member Paar stated that the Centennial Lakes Fire Steering would be holding interviews for a Fire Chief and discussing budgeting items at its regularly scheduled meeting tomorrow evening. Council Member Paar also reported that the Fete des Lacs Celebration was fast approaching and listed all of the events: Lions' softball and kickball tournaments taking place at LaMotte Park on July 17, 18 and 19, 2015 with a live band at Kelly's Korner on the evening of July 18, 2015. Council Member Paar stated the following weekend, July 25, 2015 would be the 5K, 8K and Kids Fun Runs at LaMotte Park, the parade down CSAH14/Main Street at 11:00 am. and fireworks at dusk at LaMotte Park. Council Member Paar also stated that there would be Free Comfort Yoga at Hidden Spring Park at 3:00 p.m. on the 25th also. Council Member Paar requested if individuals or businesses were still interested in participating in the parade to register on the City's web site. Council Member Love reported that the Planning & Zoning Commission meeting had been cancelled due to the Independence Holiday and lack of items of discussion. Mayor Wilharber stated that the City of Circle Pines has experienced a significant number of dog bites and their Council has appointed the City Administrator as their Appeal Officer and requested that Administrator Ericson discuss this issue with Administrator Keinath as it may be something that Centerville would like to consider. Attorney Glaser stated that the Appeal Officer hears the appeal, incorporates evidence provided by the Police Department and drafts a recommendation for Council to consider. Page 5 of 7 6 City of Centerville Council Meeting Minutes July 8,2015 Mayor Wilharber reported that some businesses and residents were confused as to what events were taking place this upcoming weekend and what events would take place next weekend. Staff has created a flyer to assist publicizing the event and placed them at local businesses and discussed the information with owners/operators. Mayor Wilharber provided that Anoka County continues to work diligently on CSAH21/Centerville in preparation of the final lift of asphalt and reported that Anoka County Project Manager Mr. Bruce Luikart has been wonderful to work with. Mayor Wilharber also requested that vehicle traffic be kept to those that reside along the roadway for the safety of the workers and that there is a regular police presence. Mayor Wilharber recessed the regularly scheduled meeting at 8:32 p.m. to the scheduled Closed Executive Session XI. CLOSED EXECUTIVE WORK SESSION 1. 1691/1695 Main Street Purchase Agreement Council discussed the status of the agreement. Mayor Wilharber closed the Closed Executive Work Session at 8:47 p.m. Mayor Wilharber re-opened the regularly scheduled Council Meeting at 8:48 p.m. XII. Background In 2009, the City constructed a number of trail links throughout the City. Some of these trail links necessitated impacts to wetlands. Per Wetland Conservation Act (WCA) rules, those wetlands impacted need to be mitigated. The approved wetland mitigation plan called for the necessary credits to be purchased through a wetland bank. A bank purchase was made to cover the permitted impacts at the required 2:1 ratio. At the conclusion of construction, it was discovered that the actual wetland impacts were greater than the permitted amount. The RCWD required the City to either remove those impacts and restore the wetland area or purchase wetland bank to cover the overage. In 2013, the City removed fill from wetlands that were impacted to the extent practicable. The result of this effort is that the amount left to be mitigated through bank purchase is significantly reduced, but not eliminated. Further efforts could be made to eliminate impacts over the permitted amount, but it is our belief, at this time, that those efforts would exceed the cost of purchasing the credits through a bank. Recommendation The remaining amount of wetland to be mitigated is 1729 square feet. This must be mitigated at a 2:1 ratio. We have prepared the necessary documents to purchase the remaining mitigation credits from an approved wetland bank. The cost of this purchase, including taxes and fees, is $4,600.66. The City should purchase these credits and notify the RCWD. This action will allow the RCWD to close out their permit for this project. INTRODUCTION AND PURPOSE The I-35E Corridor Final AUAR was prepared for the City of Lino Lakes in accordance with Minnesota Rules Chapter 4410 in 2005. The AUAR was subsequently updated in 2010. Pursuant to Minnesota Rules 4410.3610 Subp. 7, for the AUAR to remain valid as the environmental review document for the area,the document needs to be updated every five years until all development in the study area has received final approval. Since undeveloped areas still remain in the study area and the AUAR will expire in October 2015,the purpose of this document is to update the AUAR pursuant to Minnesota Rules. The I-35E Corridor AUAR study area is approximately 4,500 acres and is located in the northeastern portion of the city as shown in Figure 5-1,Appendix A. The AUAR included a review of three development scenarios. These three scenarios are being carried forward with this AUAR Update. 1. Scenario One was consistent with the city's comprehensive plan adopted in 2002 and allows for an additional 2,237 housing units, 2,985,733 square feet of commercial uses, and 11,175,035 square feet of industrial uses(see Figure 6-2,Appendix A). The city has subsequently adopted an updated Comprehensive Plan in 2011. 2. Scenario Two is based on known development plans of property owners within the AUAR area and has a commercial and industrial emphasis(Figure 6-3,Appendix A). Scenario Two allows for an additional 5,715 housing units, 5,617,890 square feet of commercial uses, and 9,570,045 square feet of industrial uses. This scenario is more consistent with the 2030 Comprehensive Plan adopted in 2011. 3. Scenario Three has a residential emphasis and allows for an additional 8,659 housing units, 4,141,554 square feet of commercial uses, and 5,829,722 square feet of industrial uses(Figure 6-4,Appendix A). Some elements of this scenario are in the 2030 Comprehensive Plan. There has been some development since the 2010 update. A Park-and-Ride has been constructed in the northwest quadrant of I-35E and CSAH 14. A McDonald's restaurant has been constructed east of 1-35E on CSAH 14. The NorthPointe development, located in the southern portion of the AUAR study area,has been approved. A few other developments were approved, but were not constructed. Appendix A has been updated to show these new developments. Other updates include that the Rice Creek Watershed District(RCWD)updated their rules in November 2014. The 2010 AUAR Update included the addition of the Lino Lakes Resource Management Plan and the subsequent RMP-3 rule support the "Conservation Design Framework"that formed the foundation of the AUAR's Mitigation Plan. The November 2014 RCWD rules will assist in achieving the RMP goals. Additionally, the City of Lino Lakes adopted the 2030 Comprehensive Plan in September 2011. This update is discussed further in Section II. This report is intended to serve as an update of the 2010 AUAR Update and includes a review of the areas that have developed, an update to the environmental analysis as needed, and a review of the mitigation measures. Items in the original AUAR that have not changed are not discussed, and the information in the AUAR or the October 2010 AUAR Update for those items remains as written. II. 2030 COMPREHENSIVE PLAN The City of Lino Lakes adopted the 2030 Comprehensive Plan in 2011. The Future Land Use element of the Comprehensive Plan shows much of the AUAR area as"Urban Reserve", or not projected to be developed until after 2030. Scenario One of the AUAR has some similarities to the future land use plan map in the Comprehensive Plan showing the Urban Reserve area. In addition to the future land use plan map,the Plan also includes a"full build-out"future land use plan which describes the planned uses for the AUAR area(Figure 3-2 of the Comprehensive Plan http://www.ci.lino-lakes.mn.us/vertical/sites/%7B92EFCBF5-B800-4B28-AD6A- B8C3B7009FB0%7D/uploads/Chapter 3 Land Use Plan(1).pdf). The future full build out land use map generally includes elements of Scenarios Two and Three of the AUAR. This 2030 Comprehensive Plan incorporated land uses of the AUAR analysis and is substantially similar to Scenario Two. Both Scenario Two and the full build-out future land use plan show a mixture of medium density residential, commercial and industrial uses over most of the AUAR area. The differences between Scenario Two and the Comprehensive Plan relate to some residential areas that are shown as medium-to-high density residential in the AUAR and medium density residential or mixed use in the Comprehensive Plan. UPDATE TO THE ENVIRONMENTAL REVIEW A. Traffic and Transportation System The AUAR included preparation of a detailed traffic impact analysis to fully investigate the effects of the proposed land use scenarios on the local and regional roadway systems (AUAR Item 21,Traffic). The 2010 AUAR Update contained information about transportation projects that had been completed since the original AUAR. Since 2010, the I-35E Interchange at CSAH 14 has been completed. The mitigation plan has been updated based on implementation of the plan. A Traffic Impact Study was completed with the Northpointe development. The study updated the traffic data and evaluated the roadway system adjacent to and through the site. The study identified roadway improvements and access configuration consistent with the AUAR Mitigation plan. Therefore the analysis conducted with the 2005 AUAR and the 2010 updated AUAR remains valid for this AUAR Update. Regional Sanitary Sewer The AUAR included preparation of a sewer analysis to fully investigate the effects of the proposed land use scenarios on the systems. Sewer capacity was noted as an issue in the original AUAR. The 2010 AUAR Update discussed the Lino Lakes Relief Interceptor (MCES 70-29)that was constructed to address capacity for the area. Additionally,the sewer was extended along 21"Avenue as well as other trunk improvements to serve development within the study area in conformance with the AUAR and the Comprehensive Plan.No other regional sewer projects have occurred since the 2010 AUAR Update. This study remains valid for this AUAR Update. C. Regional Water System The AUAR included an analysis of the city's water system as it related to possible development in the AUAR Study Area. The city is currently in the process of updating its Wellhead Protection Plan. Part 1 of the plan has been approved by the Minnesota Department of Health and Part 2 is currently under review. This update process is in conformance with the AUAR mitigation plan. D. Potential Environmental Hazards Item 9 in the original AUAR included a review of past land use in relation to potential environmental hazards. This section was updated and includes a review of the Minnesota Pollution Control Agency's "What's in My Neighborhood"database. The results are in Appendix C.No significant changes occurred and the mitigation plan remains valid for the AUAR Update. E. Stormwater Management On November 12,2014,the RCWD adopted revised rules that affect the I-35E Corridor study area. These rules became effective December 1, 2014. These rules supersede past rules or requirements that were in the 2010 and 2005 AUAR and also incorporate the Resource Management Plan that was added in the 2010 AUAR Update. These rules are now in effect for development in the study area and the mitigation plan has been updated accordingly. F. Ecologically Sensitive Areas The AUAR included review and analysis of the ecologically sensitive areas within the study area. For this update,the DNR Natural Heritage Database information was updated and is included in Appendix B. This update contains additional known occurrences of rare species or natural communities within a one-mile radius of the study area as compared to the data from the original AUAR. The mitigation plan is adequate to address these sensitive ecological areas and the remaining AUAR analysis remains valid for this update. Cultural Resources Information from the SHPO database was obtained to update the AUAR. There were more areas identified within the original AUAR than in the SHPO database update (Appendix B). The mitigation plan is adequate to address these resources and the remaining AUAR analysis remains valid for this update. IV. MITIGATION SUMMARY AND UPDATE The mitigation plan from the original AUAR and AUAR Update(2010)has been reviewed and updated based on changes since 2010. The mitigation plan is included in Appendix D. Sites of Biodiversity Significance have varying levels of native biodiversity and are ranked based on the relative significance of this biodiversity at a statewide level. Factors taken into account during the ranking process include the number of rare species documented within the site, the quality of the native plant communities in the site, the size of the site, and the context of the site within the landscape. These particular Sites contains several high quality native plant communities and, as noted above,several rare plants. (Please see attached map; GIS shapefiles of MBS Sites of Biodiversity Significance and MBS Native Plant Communities can be downloaded from the DNR Data Deli at http://deli.dnr.state.mn.us.) The Natural Heritage Information System (NHIS), a collection of databases that contains information about Minnesota's rare natural features, is maintained by the Division of Ecological and Water Resources, Department of Natural Resources. The NHIS is continually updated as new information becomes available, and is the most complete source of data on Minnesota's rare or otherwise significant species, native plant communities, and other natural features. However,the NHIS is not an exhaustive inventory and thus does not represent all of the occurrences of rare features within the state. Therefore,ecologically significant features for which we have no records may exist within the project area. If additional information becomes available regarding rare features in the vicinity of the project,further review may be necessary. The enclosed results include an Index Report and a Detailed Report of records in the Rare Features Database, the main database of the NHIS. Date: January 29,2015 Re: Lino Lakes I-35E Corridor Contamination Review Lino Lakes,MN WSB Project No.:2029-950 WSB reviewed available public Minnesota Pollution Control Agency(MPCA) database information to identify verified or potentially contaminated sites located within or adjoining the Lino Lakes I-35E Corridor located in Lino Lakes, MN (see Figure 1). The following regulatory databases were reviewed on January 28,2015 as part of this investigation: • MPCA"What's in My Neighborhood?" website search • MPCA Storage Tank Leak site website search Project Area Listings Thirty five (35)total database listing were identified within the proposed project area(see Figure 2). The majority of these listings were for stormwater permits (17 construction and 2 industrial) indicating permits are in place to reduce surface water erosion and pollution during and after construction. Nine (9) of the project area listings were for small quantity hazardous waste generators, which means the site generates 0-1,000 kilograms of hazardous waste per year and seven (7)project area listing were multiple activities indicating the sites are listed on more than one MPCA database. None of the identified project area listings indicate a hazardous material spill or release except for the following: • Site 1 — Eagle Trucking (7087 20th Avenue, Centerville, MN) was identified on the leak database. The identified leak(ID 13133)was discovered in 1999,consisted of diesel,and was issued site closure by the MPCA in 2000. Site closure does not mean that the site is free of contamination. • Site 15 —Clearwater Creek Convenience Center (7090 21St Avenue South, Lino Lakes, MN) was identified on the leak database. The identified leak (ID 13380) was discovered in 2000, consisted of gasoline type unknown, did not impact groundwater, and was issued site closure by the MPCA in 2003. The identified leak (ID 15707) was discovered in 2003, consisted of diesel,did not impact groundwater,and was issued site closure by the MPCA in 2006. • Site 27—Acton Construction(2209 Phelps Road, Lino Lakes,MN)was identified on the leak and voluntary investigation and cleanup (VIC) databases. The identified leak(ID 1284) was discovered in 1989, consisted of fuel oil 1 & 2 and leaded gasoline, impacted groundwater, and was issued site closure by the MPCA in 1992. The site was reportedly entering into the VIC Program(ID VP3340)from 1992 to 1997. Adjoining Property Listings Six (6) database listings were identified on sites adjoining the project area within 500 feet (see Figure 2). Three (3) of the adjoining listings were for small quantity hazardous waste generators, one (1) listing was for a construction stormwater permit, one (1) listing was for a leak, and one (1) listing was for a multiple activity. None of the identified adjoining listings indicate a hazardous material spill or release except for the following: • Site 17 —Mcneely Residence (6687 20th Avenue South, Lino Lakes, MN) was identified on the leak database. The identified leak (ID 15090) was discovered in 2003, consisted of fuel oil 1 & 2, and was issued site closure by the MPCA in 2005. Site closure does not mean that the site is free of contamination. • Site 19—Jim Stevens Construction(7007 20th Avenue, Centerville, MN)was identified on the leak database. The identified leak (ID 9694) was discovered in 1996, consisted of diesel and gasoline type unknown,and was issued site closure by the MPCA in 1998. Conclusion Thirty five (35) database listing were identified within the project area and six (6) adjoining listings were identified within 500 feet of the project area. Based on the this review, all identified project area leaks(Sites 1, 15, 16, and 27)and adjoining leak/VIC listings(Sites 17 and 19)pose a contamination risk if future redevelopment involves excavation in the vicinity of these sites. Prior to redevelopment in the vicinity of the identified leak/VIC sites, it is recommended that subsurface environmental investigations be conducted to determine if contaminated soil and/or groundwater will need to be managed during redevelopment. We will be housing an ambulance at the Hugo Fire Department from 0800-2000 seven days a week. This ambulance will be included in our status management plan to provide optimal coverage for the primary service area. During this time we will be posting to the Centerville area at times when our other ambulances are on emergency responses. After 2000 we will shift the Hugo Ambulance to the Centerville area until 0800 the next morning. North Ambulance is requesting that we be given the opportunity to park our ambulance at the Centennial Fire Department in Centerville during these posting times. We are also requesting that we have the opportunity to let our crews have access to the day room located in the Fire Department so they do not have to sit in the ambulance during the posting times throughout the day and night. We are currently looking at this to be temporary, until approximately December of 2015. Information will be presented regarding Anoka-Washington JD #3, including a discussion on how the RCWD is proposing to correct the drainage system record, which includes the functional alignment, dimension and grade of this public drainage system. You are receiving this letter because your property drains to and/or has this public ditch system actually on your property. The information presented will deal only with the historical background of the drainage system, including the location, depth, grade and dimension. This is an opportunity to present information about the current functionality of this drainage system and to ask questions about how these ditches affect your land.
