Home My WebLink About2015-05-06 P & R Minutes - Approved PARKS AND RECREATION COMMITTEE Wednesday, May 6, 2015 ~ 6:30 p.m. Pursuant to due call and notice thereof, the Parks & Recreation Committee of the City of Centerville held a scheduled meeting on May 6, 2015 at the City Hall location. Present: Chairperson Jon Grahek Vice Chairperson Kevin Waeghe Committee Member Kevin Amundsen Committee Member Chris Bettinger Committee Member Brian Peterson Committee Member Suzanne Seeley Also Present: Council Member, Steve King Public Works Director, Paul Palzer Administrator Mike Ericson Linda Neudecker, Recording Secretary Absent: Committee Member Charles Reinhardt I. CALL TO ORDER Chairperson Grahek called the May 6, 2015 Meeting of the Parks & Recreation Committee to order at 6:35 p.m. in the Council Chambers at City Hall. Roll Call – see above II. SET AGENDA Motion was made by Committee Member Seeley, seconded by Committee Member Amundsen to set the agenda with one addition: #10 under Updates ~ Bluebird Houses. All in favor. Motion carried. III. APPEARANCES ~ Ms. Robin Moore Ms. Moore appeared before the Parks & Recreation Committee regarding her concerns of the use of herbicides which can cause synthetic nitrogen and pesticides within the community and wanting to help raise awareness of the dangers of and long term consequences with continued use. Some of these pesticides include Round up and Scotts Turf Builder which use Glyphosate; and that there are studies that indicate a link with a higher rate of autism. She informed the Committee members about House Bill 221 sponsored by Lori Halvorson and several websites that provide information about Monsanto & GMOs. There was some discussion of various means of natural weed control. She had requested that an ordinance be passed to restrict these chemicals in the city. The Committee requested additional information and resources be provided prior to making 1 any recommendation to the city council to develop an ordinance. The Committee would like to see information provided to residents. IV. CONSIDERATION OF MINUTES Motion was made by Committee Member Anderson, seconded by Committee Member Waeghe to approve the May 6, 2015 with one correction – under roll call remove Committee Member Suzanne Seeley as being present. All in favor. Motion carried. V. COMMITTEE BUSINESS 1.P & R Financials - Year Ended 12-31-14 To clarify the motion made in December which did not include a dollar amount. Motion byCommittee Member Amundsen, seconded by Committee Member Peterson to recommend to City Council to carry the 2014 reserve balance of $8,471.76 to 2015. All in favor. Motion carried. The March 31, 2015 financials were presented to the committee for their review. 2.Anoka County Chain of Lakes Regional Park Visit Anoka County Parks and Community Services newsletter, The Connection, was included in Committee information packet. Administrator Ericson stated the City website was going to be revamped and the City newsletter would be re-introduced. 3.Cub Scout Rocket Launch This event is scheduled for Saturday, June 6, 2015 with an alternate date of Saturday, June 13, 2015. 4.WuLong Karate Boot Camp – June 6, 2015 Upon requesting an alternate date for this event and requesting a certificate of insurance naming the city as an additional insured, the organizer cancelled the event. 5.Centennial Soccer/Centennial Flag Football Centennial Youth Soccer, via Mr. Matt Koehn, has requested the use of Laurie LaMotte Memorial Park and Acorn Creek Park for the Summer dates of April 1 through July 31 and for the Fall dates of August 1 through October 30. From 5pm through sunset for both seasons. 2 Centennial Flag Football, via Mr. Jared Sampson, has requested Fields 1 & 2 at Laurie LaMotte Memorial Park on Tuesdays and Thursdays from 5pm to sunset and Saturdays from 8am to 2pm from August 11 through September 26. Since both groups have requested the use of some of the same space, it has been requested that both gentlemen work out an equitable time schedule for each group. Motion by Committee Member Grahek, seconded by Committee Member Amundsen to recommend to the City Council to approve both of these applications. All in favor. Motion carried. 6.Centennial Lions Donation A donation in the amount of $500 was received from the Centerville Lions Club, by Administrator Ericson, to be used towards expenses/programs associated with park and recreation. 7.Special Event Permit Application - Anoka County Radio Club This is for a Field Day Exercise and is scheduled for June 26, 2015 from 5 pm through 3pm on June 28, 2015. They will be utilizing the parking lot for two nights and will be using electric or battery power. This event has already been approved by the City Council. Committee would like to have neighborhood notified. Motion by Committee Member Grahek, seconded by Committee Member Seeley to enthusiastically endorse this event. All in favor. Motion carried. 8.Purchase of Popcorn Machine Ms. Moore suggested that the committee contact Darren at Affordable Inflatables at 612-743-6418 to obtain a price for a new machine. Prior prices found have been around $500. Purchase hopes to be finalized by July. 9.Signage for Music in the Park Committee Members Amundsen and Peterson are currently working on signs for the Music in the Park. Upon completion they will be distributed to the kiosks and other locations to promote this event. 10.Electrical Improvements – LaMotte Park Mr. Palzer has requested bids for this project and upon receipt of them, will present them at a future meeting. 3 VI. UPDATES 1.Council Updates – Council Member Steve King - NONE 2.Music in the Park – see number 9 below 3.Drinking Fountain – LaMotte Park Warming House Mr. Palzer has requested a quote from Hugo Plumbing and will present it to the committee at a future date. 4.Spring Clean Up The committee members that were available, plus two additional Cub Scouts th volunteers, did a spring park clean up on April 11. There was some graffiti at McBride Park, a hole in the fence at Royal Meadows and some issues with the basketball hoop not being up to specifications. 5.Recognition Plaques The Lions previously placed a recognition plaque on one of the park benches in memory of Mr. Lynn Johnson. 6.Anoka County Placement of Flyers/Posters Flyers/Posters will be sent for approval and display. 7.Rice Creek Chain of Lakes Regional Park Trail – Gravel/Temp A culvert has been replaced and will be adding bituminous surface. 8.Letter to Anoka County Sheriff Department A letter was sent to the Anoka County Sheriff’s Department requesting them to provide the Bald Eagle Water Ski Club a permit to place their ski jump on Centerville Lake for their water ski shows. 9.Music in the Park – 8 signed Contract received need 7-21 booking Signed contracts from 8 of the acts booked have been received; need to book for the st July 21 slot 10.Blue Bird Houses 4 Committee Member Amundsen is currently maintaining the remaining bluebird houses that were installed as part of an Eagle Scout Project a few years ago. Currently four are missing and need to be replaced. It was suggested building and installing additional bluebird houses in other parks. OTHER: It was suggested by Committee Member Amundsen to move the dirt pile in Laurie LaMotte Park to another location within the park and make a sledding hill. There were no updates regarding the request for the Festival of the Lakes regarding the number and location of portable toilets or date change. VII. ACTION ITEMS REVIEW Items that have been completed will be removed; some are still open and additional items discussed at this meeting will be added. A revised Action Item List, as of the May 6, 2015 meeting will be included with the minutes to be approved.
