CITY OF CENTERVILLE
PLANNING AND ZONING COMMISSION
Pursuant to due call and notice thereof, the Planning and Zoning Commission held its regular
meeting on April 7, 2015 at 6:30 p.m.

I. CALL TO ORDER.
The meeting was called to order at 6:30 p.m. by Chairperson
Mosher.

1.Request for Conditional Use Permit – 6995 – 20 Avenue South – (Mechanical
Air Systems, Inc.)
Motion by Commissioner Wood, seconded by Commissioner Koski to open the public
hearing at 6:31 p.m.
Chair Mosher stated that proper notice was given and no members of the public were present to
provide input regarding this item.
Mr. Mike Brass, Colliers International, introduced himself to the Commission and stated that Tim
McNamara is interested in purchasing the property to operate his HVAC company from the
location. The current owners are in the process of platting the property in preparation for the sale
to Mr. McNamara and the current tenant, Miller Mobile Marine would be leaving as of May 1,
2015. Mr. Brass stated that it is anticipated that Mechanical Air Systems, Inc. would commence
their operations at the location as of May 1, 2015 if closing, financing, and filing of the plat can be
completed by that time.

Mr. Tim McNamara, owner Mechanical Air Systems, Inc., introduced himself to the Commission,
stated that he operates a reputable commercial and residential heating and air conditioning
business currently in Blaine but they are currently renting and desire to own a building. Mr.
McNamara also stated that he has reviewed the proposed conditions that would be placed on his
business and is agreeable to them and that he currently employs 14 individuals.
Mr. McNamara also stated that he is both eager to work with the City and to become a thriving
business in Centerville.
Motion was made by Commissioner Wood, seconded by Commissioner Koski to close the
public hearing at 6:47 p.m. All in favor. Motion carried.
IV. OLD BUSINESS – None
V. NEW BUSINESS
1)Draft Report and Recommendation for approval of Conditional Use Permit –

6995 – 20 Avenue South, Mechanical Air Systems, Inc.
The Commission discussed the proposed permit and draft documents. Lengthy discuss
ensued regarding the proposed timeframe for paving a 20 foot (minimum) asphalt access to
the existing parking lot and the Commission concurred that the presented Conditional Use
Permit, Item 3, c. be modified to require completion upon the southerly parcel (Outlot A)
being sold and Code requirements regarding the necessity of issuance of a Conditional Use
Permit due to the property being zoned B-1 Commercial but being similar in operation to
the existing business which is operating under a Conditional Use Permit also. The
Commission also felt that the proposed use was consistent with the Comprehensive Plan.
Mr. McNamara concurred.
Motion by Commissioner Haiden, seconded by Commissioner Wood to adopt the findings
and decision, the proposed Conditional Use Permit as amended and to forward their
recommendation for approval of these documents to Council for their consideration. All in
favor. Motion carried.
2) Metropolitan Council Draft Water Resources Policy Plan – Review & Comment
Administrator Ericson gave a brief overview of all issues centered around water
conservation, the White Bear Lake Lawsuit, DNR requirements and permitting, legislation
and new legislation, assistance and activeness of State Representative Linda Runbeck and
State Senator Roger Chamberlain and requested that the Commissioners review the
presented document and provide feedback.
Administrator Ericson stated that he felt that the Commissioners should be informed of the
issues facing the City, its residents and local businesses. The Commissioners expressed
their gratitude for Administrator Ericson’s inclusion of reviewing the report and updates.
VI. DISCUSSION ITEMS

Administrator Ericson briefed the Commissioners on economic development issues and
challenges the City is facing, progress with securing agencies that will assist the City with
strategies for attracting commercial enterprises and updating them on current items before
Council.
The Commissioners thanked Administrator Ericson and requested continued participation
in all facets of issues that the City faces and believes that they can provide a wealth of
input and knowledge.
VII. CONSIDERATION OF MINUTES
1.March 3, 2015 Planning & Zoning Commission Meeting Minutes
Motion by Commissioner Koski seconded by Commissioner Mosher to approve minutes
from the March 3, 2015, meeting as presented. All in favor. Motion carried.
VIII. ADJOURNMENT
Motion by Commissioner Wood, seconded by Commissioner Koski to adjourn the meeting at
7:43 p.m. All in favor. Motion carried.
