Present: Chairperson Jon Grahek 14 Committee Member Kevin Amundsen r>; Committee Member Brian Peterson Committee Member Suzanne Seeley Also Present: Council Member Steve KingT City Administrator, Mike Ericson k Linda Neudecker, Recorder �. CALL TO ORDER Chairperson Grahek called the August 5, 2015 Meeting of the Parks & Recreation Committee to order at 6:40 p.m. in the Council Chambers at City Hall. Roll Call—see above II. SET AGENDA Motion was made by Committee Member Peterson, seconded by Committee Member Amundson to amend the agenda by adding Mr. Pat Branch under appearances and #10 Movie in the Park. All in favor. MOTION CARRIED. III. APPEARANCES— 1. Ms. Karen Blaska—Anoka County Park Planner Ms. Blaska gave a presentation of the Chain of Lakes Regional Trail Master Plan which includes Boundaries and Acquisition Costs, Demand Forecast, Development Concept, Conflicts, Public Services, Operations, Public Engagement and Participation, Public Awareness and Accessibility. The current trail connects Blaine, Lino Lakes and Centerville with three (3) gaps totaling 14.5 miles in the trail yet to be constructed with an estimated construction cost of 3.5 to 6 million dollars. A longevity study is needed to determine the cost per mile for maintenance and replacing trails as needed. If grant money is available it could be used City of Centerville Parks&Recreation Committee Meeting Minutes August 5,2015 to rebuild/maintain as there are no funds in the budget for regular maintenance and/or charge a usage fee for use of the trail that could be earmarked for ongoing maintenance. Suggestions and comments from Committee Members: • Extra signage would be/is needed for cars to yield on state roads; • Location maps at various places on the trail with "You Are Here" posted on the maps; • Notification signage may be needed for the portion of trail that runs under the Lake George bridge as it is usually muddy and sometimes underwater, or possibly raise that section of the trail; • May need rubber mats and wood chips during the winter for snowmobiles to protect the trails; • Portions of the trail would be ideal for a marathon. Ms. Blaska is seeking feedback from the park boards in the communities the trail goes through and will be requesting a resolution of support from each city after input from the public. 2. Mr. Pat Branch—Festival of the Lakes (Fete de Lacs) Review of the July 25,2015 Festival of the Lakes 8K,5K and Kids Runs at Laurie LaMotte Memorial Park: The runner participation was down 14%; 110 in 2015 vs 135 in 2014. The kids run was not as well attended as in the past, possibly due to a $5.00 day of race registration fee as opposed to no fee if pre-registered. Pizza was provided and the runners liked that. There were no portable toilets on the route. It did not help that Centerville Road was torn up for construction. Mr. Branch provided an updated P &R Financial Report dated 7-31-15 through 8-5-15, which includes the figures for this event. Mr. Branch will not be chairing this event in 2016. It was suggested to hold a Wrap Session within a few weeks with City Administrator Ericson as coordinator and invite members of the Park Board, the Lions and the businesses that were involved. Suggestions/planning for 2016 Fete des Lacs: Following the Wrap Session, City Administrator Ericson would like to schedule an Organization Meeting and invite the P & R members, Lions members and the business community to develop a Committee and put a plan in place for the 2016 event. At this point the event would be tentatively scheduled for August 5 — 7, 2016 to coordinate with the Lions activities, rather than at the end of July. The following items were suggested: • The festival has the potential to expand; Page 2 of 6 City of Centerville Parks&Recreation Committee Meeting Minutes August 5,2015 • City Administrator Ericson is a runner and has had past experience with race coordination and the P &R members believe he would be a huge asset by becoming involved with this event; • Options presented: No run in 2016 (no one was in favor of this option), find a new coordinator or develop a new plan; • Confirm the run date by mid-September; • Find and confirm a new volunteer coordinator or hire a coordinator; • Invite Mr. Thompson of Midwest Events &Mr. Randy Fulton to attend a P & R meeting in September or October to obtain their opinions and to determine if they are interested in working as the coordinator; • Will need to have regular Fete de Lacs Committee meetings with updates reported to the P &R; • Money raised from this event goes back into the community; • Kids runs—find sponsors for their races rather than charge $5.00 the day of the race for not pre-registering; • Try to obtain at least $2000 in sponsorships, plus fees from the adult participants; • Hire out graphics for print advertisements at a cost of approximately$300.00; • Coordination of portable toilets; • Additional signage may be needed; • Additional volunteers will be needed on the day of the race; • Mr. Branch developed and provided a copy to each P & R member present an outline of the event, duties, the volunteers' names and when each facet needs to be done or scheduled. Members would like a copy of this plan provided in the September packet. IV. CONSIDERATION OF MINUTES Motion was made by Committee Member Seeley,seconded by Committee Member Peterson to approve the July 8,2015 minutes as written. All in favor. Motion carried. V. COMMITTEE BUSINESS 1. Review of Chain of Lakes Regional Trail Master Plan—Ms. Karen Blaska See Appearances 2. Popcorn Machine Purchase-TABLED No update; request this item be placed on the agenda for the September meeting. 3. Short/Long Term Planning-TABLED The 8 additions suggested at the July meeting have been added to the Park Improvements Projects, 5 year plan. Blue Bird Houses No update. 6. Basketball Court Line Markings—TABLED Committee members would like to observe other basketball courts to determine what markings should be used. Request this item be placed on the September agenda. 7. 2016 Fete de Lacs—Mr. Pat Branch See Appearances. 8. Storm damage—dead/damaged trees Several trees were damaged during the storm on July 17th. Insurance will pay for workers to clean up and to remove dead trees. 9. Music in the Park Review There were no rainout dates utilized. Approximately 50 to 70 individuals were in attendance each week, even with the road closures. The following items were purchased for use at future P & R events — 2 new microphones at $100 each; 4 new adapters for $20; 1 package microphone wind screens for $10 and 1 additional 50' cable for$40. 10. Movie in the Park—Committee Member Peterson This annual event is scheduled for Saturday, September 12a' at 7:30pm. Movie options include Big Hero 6 or the Lego Movie. This event will be included in the Friday Flash, via flyers, on the city website and the sign in front of City Hall. Popcorn, hot chocolate, lemonade and water will be provided. Volunteers need to be at the park between 4:00 to 5:00 to set up. Confirmed volunteers include Committee Members Peterson, Grahek and Seeley. Additional volunteers for the night of this event would be appreciated. VI. UPDATES 1. Council Updates—Council Member Steve King Page 4 of 6 City of Centerville Parks&Recreation Committee Meeting Minutes August 5,2015 More volunteers are needed to help with clean-up of the parks. Mr. King suggested checking into the possibility of utilizing prisoners. 2. Electrical Improvements at LaMotte Park The Council approved this expense. The Lions will reimburse $250 for the electrical improvements. VII.
