A transit study is underway to analyze bus and rail transit alternatives between Forest Lake and Union Depot in St. Paul. The study builds upon previous work completed for the corridor and will identify a Locally Preferred Alternative. The transit study is a joint local and regional planning effort conducted by the Rush Line Corridor Task Force and led by the Ramsey County Regional Railroad Authority. Mr. Chris DuFresne,Board President,Hugo Good Neighbors Food Shelf- Overview for Centerville City Council Mr. DuFresne introduced himself to Council and gave a brief overview of services offered to those that reside in the 55038 zip code area, mission statement, history, governance structure, statistics of those served over the past year, volunteers, previous housing and new facility, funding and their non-capital funding campaign. Mr. DuFrensne stated the hours of the Food Shelf are Monday, Tuesday & Thrusdays from 4:00 p.m. —7:00 p.m. and Mayor Wilharber thanked him for the presentation. IV. PUBLIC INPUT 1. None. V. Council Member Fehrenbacher requested that Item #5 be pulled from the Consent Agenda as a typographical error had been made in the amount ($417) instead of($17). Motion by Council Member fehrenbacher, seconded by Council Member King to approve the Consent Agenda Items 1-4 & 5-7 as presented All in favor. Motion carried Motion by Council Member Fehrenbacher, seconded by Council Member Paar to approve Item #5 with the Request being $417 rather than $17 as presented All in favor. Motion carried. VIII. OLD BUSINESS 1. Res. #15-029—Approving Preliminary 2016 Budget and Tax Levy Finance Director Paulseth provided Council with a proposed levy schedule for the upcoming year, debt services schedule, cash balances and capital project fund balances through August, 2015 and debt service forecasts through 2018-2029 respectively. Ms. Paulseth reviewed the documents with Council and answered questions that they had. Discussion ensued regarding final expenses associated with the CSAH21/Centerville Road Project, sewer and water fund balances, interfund loans and payments, park fund balance, park justification,justification for interfund loans and practice for accrual of dedication fees and their interest, anticipated franchise fees and levy increase funding of road project fund, storm water fund, minimal infrastructure needs for sewer and water, Engineer's proposed street project plan and debt service reduction in 2018. Discussion also ensued in regards to optimal times for bidding street projects and the ability of the City to limit the parameters of the bid depending upon funding needs and availability. Council questioned whether there was a possibility of refinancing any of the debt service funds and Ms. Paulseth stated that not at this time as Northland Securities advises the City as to optimal times for doing so. Finance Director Paulseth stated that she had budgeted $200,000 in the road project fund as directed by Council and reiterated that state aid and fiscal disparity figures have yet to be received from the County. Ms. Paulseth stated that the proposed budget would increase the levy by 7% or approximately$60-$80 per home. Page 3 of 6 5 City of Centerville Council Meeting Minutes September 9,2015 Additional discussion took place regarding the withdrawal of the City of Lino Lakes from the Centennial Fire District and its effects on the budget along with increases in crime associated with the Centennial Lakes Police Department budget computation. Council Member Paar stated that once the City approves and certifies to the County the preliminary budget it cannot be increased but could be decreased. Motion by Council Member Fehrenbacher, seconded by Council Member Paar to adopt Res #15-029 Approving the Preliminary 2016 Budget and Tax Lew as presented. Council Member King questioned whether the increase would be enough to take care of unforeseen expenditures and discussion ensued regarding franchise fees and resident's inability to write them off versus property taxes on their Federal taxes. All in favor. Motion carried. IX. NEW BUSINESS 1. Res. #15-OXX — Approving Joint Powers Agreement Between the City of Lino Lakes and Centerville Regarding West Cedar Street Paving Administrator Ericson stated that the item is being brought before Council subsequent to the work being completed, the item was briefly discussed with Council in October, 2014 by the previous City Administrator stating that an agreement would be forthcoming and the completion of the project precipitated the research for the agreement and its approval. Both the Public Works Director Palzer and Engineer Statz felt that $10,000 for the paving of the roadway was a more than fair price due to cleanliness of vehicles,building and vehicle repairs. City Attorney Glaser stated that assessments could be made to benefiting properties after the fact and that the City of Lino Lakes may have a legal recourse against the City for this matter along with an ill working relationship for any future project. Motion by Council Member Fehrenbacher, motion failed due to lack of second. Brief discussion was had regarding the procedures taken by Staff on this matter and the City of Lino Lakes' responsibility for securing an agreement prior to commencing the project. 2. Res. #15-OXX — Approving Joint Powers Agreements Between the City of Lino Lakes and Centerville Regarding Maintenance of West Cedar Street Motion by Council Member King, seconded by Council Member Love to table Items #1 & #2 until the next reeularly scheduled meeting of September 23 2015. All in favor. Motion carried. Administrator Ericson was directed to provide Council with information regarding agreements for maintaining joint roadways such as Mound Trail, 21s' Avenue and LaMotte Drive/Circle for the next meeting. Page 4of6 6 City of Centerville Council Meeting Minutes September 9,2015 X. COUNCIL & ADMINISTRATION ANNOUNCEMENTS 1. Administrator Ericson Administrator Ericson stated that utility billing was recently mailed out to residents along with a newly revised City newsletter. Mr. Ericson stated that Staff had completed both of the projects and feels that Council took steps to ensure a better delivered product. 2. Council Attorney Glaser thanked staff for their assistance during his recent illness. Engineer Statz stated that he would a street plan for Council's next meeting. Council Member King reported on the recent retiring of previous Parks & Recreation Committee Chairperson Branch from being the Fete des Lacs 5K/8K Walk/Run Coordinator and the need for the Committee to consider alternative resources. Council Member King stated that Administrator Ericson had invited Mr. & Mrs. Terry Thompson, owners of Midwest Events, to appear before them and provide a presentation of their services for the run coordination. Council Member King stated that the Committee feels that a new avenue for services may provide alternate revenue sources and larger participation for the event. Council Member Paar reminded the audience that an upcoming Out Run Homelessness 5K& 8K was scheduled for September 19, 2015 at Laurie LaMotte Memorial Park commencing sharply at 8:00 a.m. Council Member Paar stated that there was a $30 registration fee prior to same day registration will all proceeds will go to the No One Left Hungry Foundation. Council Member Paar stated that the same certified courses that were utilized for the Fete des Lacs 5K/8K Walk/Run will be used. Council Member Love stated that the Planning & Zoning Commission discussed the downtown moratorium, the need to hold a public hearing regarding the item, scheduling a public hearing for October 6, 2015 to consider amending Chapter 156, Section 156.166 regarding parking regulations for the industrial or warehousing requirements. Council Member Love also stated that Ruffridge Johnson's architect had met with Staff recently and has submitted a draft site plan. Administrator Ericson reported that Fire Chief Glen Olson has announced his retirement as of October 1, 2015 and there would be a gathering following the next Council meeting from 6:00 p.m. — 8:00 p.m. at Station 1. Administrator Ericson stated October 1, station 2 Glen Olson and open house 6-8 p.m. 30 years of service after next meeting. Administrator Ericson also reported that he has spoken with representatives from Connexus Energy and Xcel regarding the potential for the City placing franchise fees onto residential billing. Mayor Wilharber suggested that an article regarding nitrates in well water for the next Centerville Bulletin. Mayor Wilharber reviewed upcoming events (MS Fundraiser, Movie in the Park, etc.)with Council and the audience. XII. The scope of services is based on our understanding of Centerville's original Wellhead Protection Plan and the information provided by the MDH during the August 18, 2015 scoping meeting. Wellhead Protection Plannina The City of Centerville is currently in the process of amending its existing Wellhead Protection Plan to bring the plan up to date before it expires.The wellhead protection plan has a 10-year lifespan, meaning that once it has been approved, it must be updated before the 10-year lifespan is over or whenever the City adds a new water supply well,whichever comes first. The Part 1 Wellhead Protection Plan includes a delineation of the wellhead protection capture zone for the City's water supply wells, along with a delineation of the drinking water supply management area (DWSMA), which is an expression of the capture zone using overlying land parcels and roadways as boundary lines. The capture zone is determined by using a computer groundwater model to simulate flow within the aquifer(s) and determining the properties of the aquifer itself, such as conductivity, porosity, flow boundaries, and recharge. The Part 1 Wellhead Protection Plan also identifies the vulnerability of the wells and the vulnerability of the aquifer supplying them. The aquifer's vulnerability to contamination can range across the DWSMA, depending on the amount of geologic protection overlying the aquifer(s). This data is a necessary element that is to be incorporated into the delineation analysis in Task 2. To the extent possible, Stantec will utilize the data already collected for the existing Part 1 Wellhead Protection Plan. However, certain changes in MDH data collection requirements over the past decade will likely necessitate a more extensive collection and analysis of data. Categories of data to be assembled include: Physical Environment Data-This includes data relating to precipitation, geology, soils, and water resources that may be applicable to the Centerville wells and water supply system. Land Use Data-This includes maps that may be used to delineate wellhead capture zones based on real surveyed boundaries, such as parcel maps and political boundary maps. Water Quantity Data - This data is used to determine the volume of water to be modeled in Task 2, both from the City's own wells and from nearby wells that may impact the size and shape of the capture zone. Water Quality Data -This data includes tests that may indicate the age of the water supplying the City's wells.Specific age dating testing is typically sought, but any data that shows the presence of recently infiltrated water is useful. In particular, any data that demonstrates interconnection between groundwater and surface water will be needed. Task 2: Delineatina Wellhead Protection Areas The delineation of the wellhead protection areas will comprise the largest portion of work to be done for the Part 1 Wellhead Protection Plan.The end result of this task is a scientifically delineated wellhead protection area for each of Centerville's primary water supply wells. Other travel times can be modeled and mapped for little extra cost, if desired. • Flow boundaries - Hydrogeologic boundaries, such as extents of aquifer formations, rivers, lakes, etc. impact the size and shape of wellhead protection delineations. • Daily volume -The amount of water pumped from the aquifer(s) will also impact the size of the delineated area. Accurate, up-to-date data regarding water usage is essential. Planned water usage over the next five years must also be considered. • Groundwater flow field - Any relevant information regarding groundwater flow within the aquifer must be considered and incorporated into the delineation process. This data may relate to groundwater elevations, flow direction, flow gradient, recharge, and withdrawals that may affect the delineation. • Aquifer transmissivity -The ability of the aquifer to transmit water to a high capacity well must also be considered. Aquifer transmissivity can greatly affect the size and shape of the delineation, when groundwater flow is simulated on a computer groundwater model.Therefore, aquifer pumping test information is used to determine transmissivity. Pre-Delineation Meeting Once the five delineation criteria have been determined and a conceptual model of the groundwater flow system has been developed, a meeting is held with MDH staff to review the conceptual model. This meeting will enable Stantec and the MDH to agree on how best to proceed with the delineation process, to help see that the end result meets with favorable review from MDH staff. WHPA Delineation A computer groundwater model is utilized to create the wellhead protection area capture zones for Centerville's water supply wells. The criteria determined above are entered into the computer model in order to produce a delineation that meets MDH requirements. While this model is likely the best starting point for the delineation effort, the model will still require updates to reflect current understanding of local geology, current pumping volumes of nearby high capacity wells, current understanding of the recharge and interaction of relevant aquifer units, and current data for model calibration, including groundwater level data from nearby wells. The wellhead protection delineation generated by the model must, at a minimum, show the one-year and 10-year time-of-travel capture zones for all active primary water supply wells. Wellhead protection areas will be mapped on ArcView GIS using UTM NAD 83 coordinates, as required by MDH rules. Other coordinate projections can be provided to Centerville, if requested. Fracture Flow Delineation Since the wells that Centerville uses are in connection with the fractured Prairie du Chien aquifer, an additional delineation step is required to calculate the potentially flow paths within the fractures of the bedrock formation. This calculation efforts typically adds additional area onto the delineations produced by the computer groundwater model. Conuunctive Delineation Aquifers that are highly vulnerable and are in hydraulic connection with surface water require an additional delineation step that calculates the drainage area for storm water around the 10-year capture. This analysis is done using a combination of LIDAR data to map the topography for gravity drainage and using maps of man-made structures that are designed to divert stormwater flow. Where storm water is determined to be draining towards the capture zone, that area is added onto the overall wellhead protection area delineation. DWSMA Delineation The modeled capture zone and fracture flow delineation must then be combined to form integrated management zones. Since the mapped zones cannot be easily identified using surface features, a Drinking Water Supply Management Area (DWSMA) is created to correlate the capture zones with the nearest surface features, such as roads, parcel boundaries, water bodies, and other surveyed features that can readily be identified. Task 3: Vulnerability Assessments Once the WHPA and DWSMA delineations have been determined, the next step is to assess the vulnerability of the aquifers underlying these portions of land. We will review geologic data to determine how rapidly contaminants spilled at the surface might be expected to infiltrate to the aquifer of interest. Geologic layers such as clay and shale that might impede vertical infiltration of contaminants are inventoried to determine approximate travel times for contaminants to reach the aquifer(s). The shorter the travel time, the higher the vulnerability level is assigned to the aquifer. Aquifer vulnerability may vary over the area encompassed by the DWSMA. We will provide a map in the project report showing areas of high, moderate, and low vulnerability within the aquifer. The map will also be provided electronically as an ArcView shape file in UTM NAD 83 coordinates. Task 4: Reporting The project report will summarize the efforts undertaken above in Tasks 1-3. The report will serve as the main deliverable for the Part 1 Wellhead Protection Plan, documenting the data and methodology used to develop the WHPA/DWSMA delineations and aquifer vulnerability assessments. The report will also include all maps generated over the course of the project, both as paper printouts and in electronic ArcView formats. Additionally, any computer groundwater model input and output files will be provided electronically, along with supporting data sets that were used in the delineation process. Two paper copies and an electronic CD-ROM copy of the draft report will be submitted to Centerville for review. Upon approval by Centerville, we will submit the draft report to the MDH for their review and approval. Upon MDH approval, the final report will be presented to Centerville as both a Microsoft Word Document and an Adobe PDF document. Five paper copies of the approved report will be supplied,with additional copies available upon request. Task 5: Meetings We anticipate four meetings will occur over the course of the project. Three meetings will be used to update Centerville staff on the progress of the project. While most meetings will likely be held at Centerville offices, meetings may also be held via telephone if staff prefers this approach. Project Schedule The MDH will provide Centerville with a deadline for completion of the plan amendment. This deadline typically allows for a two-year period in which to complete both the Part 1 and Part 2 amendment. In order to meet this deadline, the amended Part 1 Wellhead Protection Plan should be completed in less than a year to allow sufficient time to complete Part 2. Stantec is proposing to complete the Part 1 plan, including the followup public information meeting by November 2013.The following proposed schedule outlines anticipated completion dates for project tasks.
