BievdeIPedestrian TrAil.
The City has prepared a trails plan that identifies a system of bik~ys, trails and
sidewalks connecting City parks and major bicycle/pedestrian traffic generators. These
include schools, the downtown are&s and Chain of Lakes Regional Park. The
bikeway/pedestrian system will include trails, on-street bike lanes (striped and signed), on-
street bike routes (signed only) and sidewalks.

Proposed trails in the City are identified on the Growth Management Plan (Figure #11).
They include the following routes or corridors:
.. CSAH-14, fto~ the north boundary of the City to the eastern bo~ of
the City;.
· CSAH 21; from the south boundary of the City to CSAH 14, and CSAH
14 to a proposed road approximately 1/2 mile north ofCSAH 14;
· Pettie( Lake Drive, form CSAH 14 connecting to Acorn Creek P~
· Clearwater Creek, from Peltier Lake to the western boundary of the City;
. County Road 54 from the southern boundary of the City to CSAH 14;
· A proposed' collector street, from the' southern -boundary of the City to
CSAH 14; and
. A proposed collector street, from CSAH 21 connecting to and including
East Cedar street.

Proposed. corridors in areas being platted will be dedicated to the City as part of.the City's
park dedication requirements. Implementation of the trails system will be incllJded in the
Capital Improvements Program .ofthe City.

Centerville, Lino Lakes, Hugo, Anoka Parks, Anoka County, Washington County, Ramsey County, and the
surrounding Metro area benefit from. the trail pIan in Figure 1. The trails connect the Hugo trail that will
apparently go to Duluth to other trails connected to the Chain of Lakes Park and south to Otter Lake Park including
a future recreational park at Birch Street and Centerville Road. The trails in and around Centerv.ille are designed to
promote safe pedestrian and bicycle routes to parks, commercial areas, other trails, homes, and places of interest.
In addition, loops in the design enhance t1exib~ and appeal.

Area C: CommeM.) Trail
Area C is within Centerville and is currently zoned commercial. A trail through this area will accommndate
pedestrians and bicycles and provide a route to either Main Street to the north or a route to parlcs to the west by
going through area 1. It would also provide a route to businesses like the Dairy Queen located in the area.
Area D: M.ID Street
AreaD is Main Street, well traveled by automobiles, pedestrians, and bicycles. Pressure for a pedestrian route from
downtown Centerville to the developing commercial area by 3SE will grow and something will need to be.done to
protect pedestrians and cyclists. The Minnesota Design Team suggested a phased approach here with areas marked
offfor pedestrians and bicycles in the interim, and complete separation from automobile traffic in the future. If
Main Street is redone, perl1aps a trail could be included without affecting existing property owners. If one side bad
to be chosen, the north side of Main Street appears better for a trail as there is vacant property, a strip maD, and a

Area E: "SDIUIAt Park" Ovel"lanldno CenterriDe T ..ak~
The Minnesota Design Team suggested this area could be" the "Town Square" of Centerville. A park and pier on
Centerville Lake could coexist with a circular trail around Centerville Lake. The sketeh in Figure 2 shows one
idea. The tmil continuing around Centerville Lake also fits with the Anob County Park plan.

Area F: Clft!1ll.r Trail around Centerville T ,AD
The best route for a circular trail around Centerville Lake is on the south side of County 14. Property in and around
Waterworks may be developed and a trail could be designed and built with the development. Other property just

south of Mound Trail on County 14 is in development and' a trail is planned there. The urgency here is to estab1i!llh .

shown. Note that a combination fishing pier walkway in Centerville Lake just weSt of Waterworks would keep the .
trail separate from the road and also provide great fishing.
Area G: W8I'IlO Nature Center .
Anoka County Parks already has a plan to construct a trail from area H to the Wargo Nature Center in'phase 2 of
their park plan. Anoka Parks also plans to move the fishing pier to the boat landiTlg area.
Area H: Trail Connections
Area H shows the Anoka Chain of Lakes trail connecting to Lino Lakes to the west and eventually connectina to
other trails that will run throughout the Metro area and beyond!
Area I: Lamotte Park Connections
The largest park in Centerville is Lamotte Park located at Area I wbere a trail from Anoka Park and Hunters
Crossing connects.
A trail could run from Lamotte Park to Meadow Lane where there is also a sidewalk and this could provide a much
safer route for children to get to and from Lamotte Park. There is an easement along most of the route. In addition,
in a mee$g on Dee 22, 2002, Father Fitzgerald did not see any problem with a trail to Meadow Lane and he also
thought there would be no problem with a trail on the west edge of the chlU'Ch property. His main concern was that
trails not go through the middle of the chlU'Ch: ProPertY there which might hamper future development of the
property. He also said, with the vacation of Go.i1fon Road, that there could be an accommodation of some sort for a
trail to get to Main St He suggested there might be a posSibility that it could run by the lake. .

Farther in the future, it would be worth considering a trail along the east side of Centerville Road wh<n there is
currently an easement Centerville Road is not pedestrian friendly and, in fact, quite dangerous. Anoka Highway
~ no current plans that would alleviate the sitUation. Anoka Highway, with a 4 lane Main St may go. 1 or 2 blocks
south on Centerville Road with an equivalent 4 'liine Road:'
Area J: Centerville T~ South
A current easement through Area J is perfect fora trail to be cons1ructed as this land is developed. A trail from I to
, Centerville Road is complete through the Hunters Crossing development A trail through area J would complete a
loop through the heart of Centerville. Construction is in progress in the Pheasant Marsh development to complete
the trail halfway from Center\li1le Road to 20th Ave.
Area K. L and M: Water UtiIitv Easement Trail to Future Lino T al(M Recreational Park
Area K has a St Paul Water Utility easement that could provide a trail between Lamotte Park and a possible future
LiD.o Lakes Recreational area at Area L. The,St,P.au1 Water Utility would allow such a trail with certain conditions.
This trail could continue south on the Water Utility easement to parks and trails to the south, and the advantage is
the trail is separate from the road. A wildlife area offers potential at Amelia Lake, in addition.
Area N: 20th Avenue to 80th Sf (170th Sf N in H1I2o) "
A trail running north on 20th Ave then rwining east on 80~ St (170th St N in Hugo) could connect with the Hugo
trail making another very nice loop. In additio~ as the, north area develops, the trail could provide pedestrian and
bicycle routes to possible commercial and residential areas along 35W.

Summarv :, . .
As a follow on to the Minnesota Design Team'visit in Centerville in 1998, a "Trails, Parks, and Lakes" committee
formed and considered numerous alternatives. 'The plan described is essentially the result of more than a year's .
'worth of citizen discussions and participation. The plan then went to the City of Centerville and is now being
coordinated with surrounding communities and other governmental units. Centerville, Hugo, Lino Lakes, Anoka
Co~, and Washington County are poised to 'proVide a fabulous trail system with great destinations that provide
swimming, fishing, and a Nature Center, with other possibUities to follow.
