CITY OF CENTERVILLE
CITY COUNCIL WORK SESSION MEETING
August 26, 2015
6:30 p.m.
Pursuant to due call and notice thereof, the City of Centerville held a work session meeting of
August 26, 2015 at City Hall, 1880 Main Street.

I. CALL TO ORDER
Mayor Wilharber called the meeting to order at 7:06 p.m.
II. DISCUSSION ITEMS
1. 2016 Budget
Finance Director Paulseth discussed with Council the proposed 2016 city budget originally
presented at the August 12 City Council meeting.
Council discussed funding issues with the budget, debt services, street improvement program
funding and franchise fees. Council requested that the budget be presented at the next meeting
with $200,000 included in the Road Fund (not including State Aid funding). This represents a
7% increase in the budget. The previously proposed budget allocated $160,000 in the Road
Fund. Council directed Staff to move forward with developing a plan for implementation of gas
and electric franchise fees with a suggested fee of $4/service/household ($8 total). Estimated
revenue generation would be $125,000 to $150,000 and the funds would be dedicated to the
maintenance of roadways. Several members of Council stated that many other municipalities are
utilizing similar fees and acknowledged that it could be perceived as a tax; however, the fees will
not be considered when prospective residents or commercial/industrial businesses compare tax
rates. Several members of Council stated that they would rather be straightforward with
residents and businesses regarding revenue needs and preferred that taxes can be tax deductible
while franchise fees cannot.

Council discussed the backyard drainage issues within both developments and reviewed the
comprehensive stormwater pond(s) and raingarden(s) information that was presented. Council
discussed funding a Stormwater Capital Improvements Projects (CIP) with city Storm Water
Utility Fund. Council reiterated its current policy that they are willing to participate in the cost
of backyard drainage issues at a 25% cost sharing rate if all residents agree to pay 75%
3. Downtown Master Plan
Council discussed the Downtown Master Plan, moratorium and agreed that it is outdated and the
City needs to consider the redevelopment of other properties which may affect the downtown
redevelopment staging.
III. ADJOURNMENT
Motion by Council Member Fehrenbacher, seconded by Council Member Paar to Adjourn
the Schedule Work Session at 8:50 p.m. All in favor. Motion carried.
