HomeMy WebLinkAbout2015-07-08 P & R Minutes - Approved PARKS AND RECREATION COMMITTEE Wednesday, July 8, 2015 ~ 6:30 p.m. Pursuant to due call and notice thereof, the Parks & Recreation Committee of the City of Centerville held a scheduled meeting on July 8, 2015 in Administrative Offices of City Hall. Present: Chairperson Jon Grahek Committee Member Kevin Amundsen Committee Member Brian Peterson Committee Member Suzanne Seeley Absent: Vice Chairperson Kevin Waeghe Committee Member Chris Bettinger Committee Member Charles Reinhardt Council Member, Steve King Public Works Director, Paul Palzer City Administrator, Mike Ericson I. CALL TO ORDER Chairperson Grahek called the July 8, 2015 Meeting of the Parks & Recreation Committee to order at 6:40 p.m. in the Administrative Offices of City Hall. Roll Call – see above II. SET AGENDA Motion was made by Committee Member Amundsen, seconded by Committee Member Seeley to amend the agenda by adding Mr. Pat Branch under appearances, #9 Issues with lakeshore at Trailside Park & #10 Upgrades to audio equipment. All in favor. Motion carried. III. APPEARANCES ~ Mr. Pat Branch – Festival of the Lakes (Fete de Lacs) and Out Run Homelessness Runs Race Coordinator Mr. Branch provided updated information for the Festival of the Lakes 8K, 5K and Kids Runs at Laurie LaMotte Memorial Park scheduled for July 25, 2015. The Kids runs are free with pre-registration or $5.00 the day of the event. Mr. Branch has found an official who will certify the 5K run; the 8K had been previously certified. Committee Member Amundsen will be helping at a water station; Committee Member Reinhardt will be helping with registration and City Administrator Ericson has been asked to help also. Additional volunteers are still needed. City of Centerville Parks & Recreation Meeting Minutes July 8, 2015 Mr. Branch suggested the runners should be handed a bottle of water at the finish line. WiseGuys will be providing pizza and it was suggested to purchase watermelon for the participants. There will be Free Comfort Yoga at 3:00 p.m. at Hidden Spring Park which will be a part of the day’s events. Mr. Branch notified the Committee Members that he will be stepping down as coordinator after the 2015 events. A new volunteer coordinator needs to be found or possibly hire a coordinator. He suggested Mr. Randy Fulton and suggested that Mr. Fulton should be invited to a P & R meeting in the fall to see if he might be interested in coordinating this event in 2016. Mr. Branch provided brochures to the committee members for distribution IV. CONSIDERATION OF MINUTES Motion was made by Committee Member Seeley, seconded by Committee Member Grahek to approve the June 3, 2015 as written. All in favor. Motion carried. V. COMMITTEE BUSINESS 1.Popcorn Machine Purchase - TABLED No update; request this item be placed on the agenda for the August meeting. 2. Short/Long Term Planning - TABLED Discussed some possible additions to the 5 year Park Improvement Projects: a.Arborist for City Parks b.Upgrade landscaping c.Shoreline restoration for Hidden Springs Park & Trailside Park d.Professional tree trimming for Hidden Springs & other parks e.Sledding Hill f.Upgrade audio equipment g.Remodel or replace Warming House h.Facelift for Cornerstone (fountain) Request this item be placed on the agenda for the August meeting 3. Playground Areas – Replacement with woodchips or rubber – TABLED Two proposals have been received to date. Request this item be placed on the agenda for the August meeting & notify Mr. Palzer in advance that this item will be discussed in August. 4. Electrical Improvements – LaMotte Park – TABLED Page 2 of 5 City of Centerville Parks & Recreation Meeting Minutes July 8, 2015 Request this item be placed on the agenda for the August meeting. This issue is before the Council at this time (July 8, 2015). 5. Blue Bird Houses – TABLED No update – Request this item be placed on the agenda for the August meeting. 6. Sledding Hill This item was placed before Council at their regularly scheduled meeting of June 10, 2015. Council tabled the item until such time as quotes were received for the request to relocate the existing dirt pile. This item is currently on hold due the fact that the Committee learned that some of the dirt had been removed to be used elsewhere. 7. Park Facility Permit Application Request Motion was made by Committee Member Peterson, seconded by Committee Member Grahek to recommend to the City Council to approve the use of Hidden Spring Park on August 8, 2015 from 12:00 p.m. to 6:00 p.m. for a wedding ceremony. All in favor. Motion carried. 8. Park Dedication Fees The City received $3,806 for Park Dedication Fees and the P & R Committee would like to have that amount added to their budget for future projects. 9. Lakeshore Issues at Trailside Park There is severe erosion on the lakeshore due to removal of trees. The Committee discussed possible solutions to correct this problem, if any grants might be available, checking into obtaining DNR permission and if the Water Ski Club could help with this problem. 10. Upgrades to Audio Equipment Mr. Tom Lee, Organizer of Music in the Park, suggested to the Committee to consider some upgrades to the audio equipment. Motion was made by Committee Member Grahek, seconded by Committee Member Seeley to purchase needed upgrades to the P & R audio equipment, not to exceed $500. All in favor. Motion carried. 11. Basketball Court Line Markings - TABLED Page 3 of 5 City of Centerville Parks & Recreation Meeting Minutes July 8, 2015 Discussion ensued regarding free-throw and out-of-bounds markings, appropriate court markings and similar court markings in adjacent communities. Request this item be placed on the August agenda. VI. UPDATES 1. Council Updates – Council Member Steve King There was no update due to Council Member Steve King’s attendance of the Council meeting. 2.P & R Projects Completed - Basketball Hoop, Hockey Rink Backstop Fencing & Drinking Fountain. There was no update due to Mr. Paul Palzer’s attendance of the Council meeting. VII. OTHER Portable Toilets @ Festival of the Lakes - There were no updates regarding the request for the Festival of the Lakes regarding the number and location of portable toilets or date change. VIII. ACTION ITEMS REVIEW – Items that have been completed will be removed; some are still open and additional items discussed at this meeting will be added. A revised Action Item List, as of the August 5, 2015 meeting will be included with the minutes to be approved. Items that have been completed as of July 8, 2015 will be removed:  These include item numbers: 14-023, 14-024, 15-01a, 15-01b; 15-01c, 15-01f, 15-011, 15-014, 15-016, 15-017, 15-018 Corrections/Revisions: 14-001: add Send photos of projects with letter for donations, under Items & change date from July to August 14-025: change open to ongoing Items to be added are: 15-020: Promotion for Music in the Park – Request to place flyers in Anoka County Park (Wargo, Campground & Beach) for 2016 15-021: Promotion for Music in the Park – Distribution of flyers in Anoka Country Park (Wargo, Campground & Beach) & Centerville Parks, Chomonix Golf Course & Chauncey Barrett Senior Living for 2016 15-022: South side of Rink – Door to Warming house should be replaced 15-023: Replace faded trail map sign next to maintenance garage/P.P./ASAP/OPEN Page 4 of 5 City of Centerville Parks & Recreation Meeting Minutes July 8, 2015 15-024: Replace burned out light in Pavilion in Hidden Springs; check on photo sensor as light is always on 15-025: Request staff to add Music in the Park & Fete de Lacs activities to the exterior sign and also website 15-026: Invite Randy Fulton to attend a meeting in the fall (Sept, Oct., Nov.); obtain information from Pat Branch Items that are priority items and need to be done ASAP are item numbers: NONE Change dates to Ongoing: NONE IX.
