Present: Chairperson Jon Grahek Vice Chairperson Kevin Waeghe Committee Member Chris Bettinger ):. Committee Member Charles Reinhardt rI Committee Member Kevin Amundsen - Committee Member Brian Petersonk; Committee Member Suzanne SeeleyN, ' = Also Present: Council Member Steve King City Administrator Mike Ericson Public Works Director Paul Palzer Absent: Linda Neudecker, Recording Secretary 1. CALL TO ORDER Chairperson Grahek called the September 2, 2015 Meeting of the Parks & Recreation Committee to order at 6:35 p.m. in the Council Chambers at City Hall. Roll Call—see above II. SET AGENDA Committee Members requested that Movie in the Park—The Lego Movie be added under Committee Business Item#4, Thank Yous/Recognitions for Mr. Pat Branch and Mr. Tom Lee under Updates Item#3, Safety Bases, Shoreline at Trailside Park & Fete des Lacs Run be added under Other Items, Items#6, 7 and 8. Motion by Committee Member Wamhe seconded by Committee Member Amundsen to amend the agenda as stated above. All in favor. Motion carried III. APPEARANCES 1. Terry & Brigid Thompson, Midwest Events Terry & Brigid Thompson where invited to present to the Committee information regarding their company and professional expertise to coordinate the Fete des Lacs runs/walk in the future and they provided an outside perspective on suggestions for improvements for the event. City of Centerville Parks&Recreation Committee Meeting Minutes September 2,2015 The spoke about the Shake Your Shamrock Run which they own and provide timing, marketing and registrations for. They briefly discussed fees, provided information about their organization, marketing and stated that they have known Administrator Ericson for several years due to other events that they have overseen. They stated that at this time they cannot be the run coordinators but they would be happy to assist. IV. CONSIDERATION OF MINUTES Chairperson Grahek provided members with an opportunity to amend the presented minutes. Committee members requested that on page 1 of 6 under Appearances that the first sentence in the last paragraph"14.5 miles"be modified to"3 miles"and page 5 of 6 under Updates,Item#2 second sentence,modify the dollar amount to"$450"rather than"$250". Motion by Committee Member Peterson seconded by Committee Member Seeley to approve the August 5, 2015 with the above stated amendments. All in favor. Motion carried. V. COMMITTEE BUSINESS 1. Use of Laurie LaMotte Memorial Park, October 3, 2015 w/Alternative Date October 10, 2015 from 8:00 a.m. — 5:00 p.m. (Cub Scout Pack 232) — Rocket Launch The Committee noted that there were no additional requests for the same time period. Motion by Committee Member Grahek, seconded by Committee Member Peterson to approve the above stated request. All in favor. Motion carried. 2. Use of Laurie LaMotte Memorial Park, August 30, 2015 from 1:00 p.m. — 5:00 p.m. (B-Day Party)—Pre-Approved Administrator Ericson stated that due to the timing of the event and the meeting, staff approved the item as there were no additional requests for the same time period. 3. Tour de Hugo,2015 Administrator Ericson stated that he has been attending meetings regarding the event, placed event flyers in the City's kiosk and stated that with the trailways within the community and throughout Anoka County's Rice Creek Regional Park, the Committee may be interested in participating in the planning of this event anticipating that it may enlarge to our community or planning a similar event in Centerville. 4. Movie in the Park—September 12,2015, 7:30 p.m. (The Lego Movie) Page 2 of 4 City of Centerville Parks&Recreation Committee Meeting Minutes September 2,2015 The Committee reported that the flyers had been completed, placed in the kiosk and forwarded to the school for inclusion with the Friday Flash. Committee Member Peterson felt that supplies on hand where sufficient for the event. VI. UPDATES 1. Council Updates—Council Member Steve King Council Member King again discussed volunteers for clean-up of the parks and the utilization of members of the County's Sentence to Service Program as an option. 2. Electrical Improvements at LaMotte Park, Paul Palzer Public Works Director Palzer reported that all of the improvements had been completed. 3. Thank Yous/Recognitions (Pat Branch, Fete des Lacs 5K/8K Run/Walk Coordinator& Tom Lee, Music in the Park Coordinator) The Committee discussed ideas associated with thanking outgoing Race Coordinator Branch for his dedicated services associated with the Fete des Lacs 5K/8K Run/Walk, creative venues and Administrator Ericson volunteered to obtain a #1 race bib for members' signatures. The Committee also discussed ideas for Mr. Lee and it was determined that a thank you would be in order. The Committee requested that both items be presented to the individuals at the September 23, 2015 Council meeting. VII. OTHER/ON-GOING 1. Popcorn Machine Purchase—Tabled This item was again tabled for discussion. 2. Short/Long Term Planning—Tabled This item was again tabled for discussion. 3. Playground Areas—Replacement w/Woodchips (3 Parks Completed)/Rubber (LaMotte Not Completed)—Tabled 4. Blue Bird Houses- Deleted 5. Basketball Court Line Markings—Table 6. Safety Bases 7. Fete des Lacs 5K/8K Walk/Run Administrator Ericson stated that this item would be discussed further at a part of the 2016 Fete des Lacs Festival Committee meeting. VIII. A revised Action Item List, as of the September 2, 2015 meeting will be included with the minutes to be approved. Many individuals seemingly otherwise cautious think nothing of sliding down a hill or sending their small children down(a hill)without investigating for dangerous conditions or obstacles. Foolhardy rashness is so prevalent as to be almost the rule. An extreme amount of care and caution by the designers,builders and operators of winter sports facilities is needed to overcome this attitude of the public." Purpose of Guide This guide will help municipalities,community groups and schools who want to increase sledding safety as they review existing sliding hills,identifying safe and unsafe sliding areas,equipment and sliding activities,or renovate unsafe slid- ing hills or construct new and safe ones. The information presented here will help your team: • recognize and avoid hazardous hill characteristics that make sliding unnecessarily risky, • avoid the use of dangerous sliding equipment, • encourage appropriate sledding behaviour, • locate helpful resources,and • keep the fun in sledding,while keeping it safe. A safe sliding hill is not enough,by itself,to reduce sliding injuries. Adult supervision is a critical part of encouraging safe play and offering help if injuries occur. The challenge for all of us is to provide excellent sledding opportunities for children with safety in mind. A Community Resource Guide page 1 Check Out The HIIII -Sled Safe . I I I Why Should We Be Concerned About Sledding , Safety? , At 5o kph,a speed easily reached on sliding hillsr any fall or collision can cause serious injury and death • The majority of sliding related injuries occur to the 5 to 9 and 10 to 14 year age groups(injury statistics are recorded separately for these age groups). In these age groups 60-70%percent of the injuries are to males. Between August 1995-March 1996,133 children under the age of 17 pre- sented to Emergency Departments in Edmonton area hospitals(Capital Health Authority). This does not include the children who may have pre- sented at a medi-center or a private physician's office with injuries. Fourteen children of the 133,required inpatient hospitalization for their injuries (e.g.fractures,concussions). • Sledding injuries appear to have a higher hospitalization rate than most injury causes(Rowe,1994). • In Ontario,one death per year is attributed to sledding(unpublished data, Ontario Chief Coroner's Office,Wynne,1994). • In Calgary in January'1995,a 4year-olddied fence.Thelchild who wan asefirst and two other children were riding strucksuffered brain damage on the toboggan,and who was a helmet,s wearing and the third child and died. The second child had a fractured thigh, walked away. The incident occurred with parental supervision. . The Alberta Children's Hospital in Calgary reports that,since 1990,50%of sledding injuries have been to the head. 1 The law is extremely protective of children. • When a sliding injury occurs,parties named in a lawsuit are likely to be held at least partially responsible for the consequences. • The incidence of claims for sledding injuries is increasing-including the incidence of claims for minor injuries. Approximately$4.0 million has been paid out or set aside to cover future settlements for claims matte against municipalities,as a result of sliding injuries on municipal property over the past 8 years. These claims have been paid by the insurance industry who is funded by municipalities and ultimately the tax payer. Page 2 Check Out The H1111—Sled Safe • Municipalities,which provide the majority of sliding opportunities,are generally under the misconception that if they post"No Sliding"signs,or simply do not designate a sledding area within their community,they will have no legal responsibility for sliding accidents. This belief is not accurate. A municipality must take every reasonable pre- caution to ensure that sliding does not occur in unsafe areas,especially if they know sliding already occurs in these areas. Given the legal responsi- bility esponsibility to limit sledders'use of unsafe areas,the wisest action may be to develop and provide safe sliding hills. Children sleddeW skill levels and judgement cannot be counted on as pro- tection against collisions. • Even on steerable equipment children aged 6-12 have been proven unable to avoid hazards 30-50%of the time(Ridenour,1989). • The sliding hill behaviour of 16-to 19-year-olds and of adults suggests a lack of awareness of the risks associated with sliding. The vast majority of sliding injuries result from collisions with other objects. • Canadian Hospitals Injury Reporting and Prevention Program(CHIRPP) data shows that: 71%involved a collision with a fixed or moving object 15%were hit by a moving object More specifically(based on discussion with the injured parties): 48%lost control of their equipment 22% collided 19%fell off or fell down while sliding 5%responded to proximity to danger 2%slipped or tripped 4% other • Deaths also have been attributed to sleds being towed behind motorized vehicles,e.g.,all-terrain vehicles or cars,where riders have inadvertently been slammed into fixed objects or into the path of oncoming vehicles (Shugerman,1992). • Individuals who have been sledding in,on,and across streets have a much higher incidence of serious injury and death resulting from being hit by moving vehicles,slamwning into street furniture(lamp posts,garbage bins,hydrants),or running into the sides of moving vehicles(Shugerman, 1992). A Community Resource Guide Page 3 Check Out The Hill!-Sled Safe You Can Reduce Your Children's Sliding Risk Risk Awareness —While Keeping it Fun The public is not aware of the hazards involved with sledding,the speeds that can be attained and the forces upon impact,which are very high. For exam- ple,a parent would not normally allow a child(or anyone)to sit on the hood of a car travelling at 50 kph. This would be considered an extremely hazardous prao- tice. However,parents allow and encourage their children to hurtle down slopes with no protection at speeds up to 50 kph. Parents have the greatest influence on children's behaviour by setting appro- priate examples. like most sports,sledding is a learned and practised skill that requires snow and ice assessment skills,fast perception and reaction time,and knowledge of hazard avoidance. It is like learning how to tricycle or bicycle. We start slow and,as our confidence and skills increase,we gradually face bigger chal- lenges. Insurance records-and observations at sliding hills in the Edmonton area- indicate that parents often expose their children to unnecessary hazards,forget- ting that their youngsters do not have the judgement or the skills needed for con- trolling their equipment or reacting to sledding problems. Parents,wanting their children to experience the thrill of a good slide down a hill,often overlook how risky the activity can be. Municipalities and others who provide sliding areas may want to ban certain types of sliding equipment,i.e.,inner tubes,plastic mats and plastic disks,which are not controllable and can contribute to very serious injuries. Protective Equipment - Helmets and Clothing Warm clothing worn while sledding should be the type that stays dry. Winter boots that come partway up thg leg provide better protection;they may also give support to feet and ankles,helping reduce sledding injuries to this area(Heiss, 1978;Dershewitz,1990). Padded mitts can also protect hands and wrists (Heiss, A Community Resource Guide page 4 1 1 Check Out The Hilll-Sled Safe r 1 1978). Scarves that dangle or clothing cords that alight become tangled or ridden over by sledding equipment are a hazard(Health Canada,Product Safety Bureau). i Warm hats or jackets with hoods reduce heat loss and protect against frostbite. Clothing designed for downhill skiing is an appropriate model for determining clothing for sledding. Wear a hehr►et. Wear a hat or hood. Leave long dangling Do not use inner tubes. scarves at home or wear them inside your jacket • Wear padded mitts. carefully tucked in. Wear a good quality wind/waterproof jacket. Leave the dog at home. No sweat pants,wear warm wind/waterproof 1 pants- Wearwarm waterproof '-r-` boots that come part way .JJI� up the leg. Figure 1—Improperly Dressed Sledder Very few individuals wear helmets or ipsist that their children wear helmets, when sledding. Of the sports helmets available,an appropriate one for sledding is a bicycle helmet because it is designed for a higher speed,one-time impact. Hockey helmets are designed for slower force repetitive impacts(Dr.R.Van Masterigt),and are not recommended. Note,however,that bicycle helmets are designed to withstand only small forces,i.e.,equivalent to falling off one's bicycle at 20 kph. This provides only a minimal level of protection when sliding,and should not be misinterpreted as being sufficient protection in medium or high speed impacts. The use of bicycle helmets is especially appropriate for young children who are learning to slide on beginner hills. On small,short slopes a sled has minimal speed,within the 20 kph scope of protection given by a bicycle helmet. For dul- dren under six,the head and face dre the most frequently injured part of the body. Given that sledders often reach speeds of up to 50 kph,the motorbike and ski- doo helmets might be more appropriate protection for most people. (To date there is no winter all sports helmet). A Community Resource Guide Page 5 I 1 Check Out The HIIII —Sled We 1 A Equipment Selection I Provide Your Children With Safe Sliding Equipment—with the Following Safety Features: � • has space to safely tuck in hands and feet,and with secure,protected hand-holds, � • is designed to carry the rider down the hill facing forward, i • can carry single or multiple riders without overloading, • can be ridden only when the siedder is seated and their centre of gravity is at its lowest possible position, • is difficult or impossible to be ridden in a prone position dying on one's stomach,head first), • is constructed with some rigidity so the sled bottom holds its shape when sliding over rough areas, • has smooth,curved or rounded parts and no protruding parts that could create more serious injury in case of a collision, • is easy for children to carry or pull, • can have a pull cord fastened to it or comes with a tow rope that will break away easily if it becomes wound around a body part(preferably with a loop that can be easily slid over a child's arm when it is covered by �i winter clothing). • makes obvious any damaged or fatigued areas,so the equipment can be repaired or thrown away before being used again,and I • steerability is a valuable optional feature,but is no guarantee of increased safety. Experiments completed for the Safe Sledding Dynamics Report(1996),have shown that plastic is the slipperiest and n�tionsre �Wood and rubber aretest sliding and its not as speed is not affected by changing snow o I slippery and their speed slows in response to wetter snow conditions. Metal was not tested. Choosing equipment appropriate to a child's skill level,and to the sliding hill, can help reduce risks. 1 . �+_..,........�+..Qasenurce Guff Page 6 1 Check Out The Hllll -Sled Safe r Characteristics of Common Sled Equipment • Plastic mats are very popular because they are inexpensive and easy to transport. However,they are not easily controlled unless ridden in a dan- gerous face-down position,and,being plastic,they ' are capable of high speeds. Together,these factors o C= make the mat a dangerous piece of equipment. If i used,the mats should be restricted to low short hills —i.e.,beginner slopes. • Plastic disks are controlled by dragging the hands and feet. As a disk slides downhill,it rotates until the rider is descending backward,or rotates through a number of revolutions and ends with the rider travelling backward in the run-out area. The disorienting rotation,inability to see oncoming hazards, potentially high speeds(due to the plastic mate- rial)and the need to steer by dragging a foot or hand makes this a more hazardous piece of CZ) equipment. If used,the disks should be restrict- ed to low,short hills or beginner slopes with supervision. • Inflated inner tubes are controllable by hand and foot dragging if the snow surface can be reached when seated. (Some inner tubes are so large that the snow surface cannot be reached.) They require a fairly steep take- off slope to start moving;otherwise a running jump-on start is needed. Tubes exaggerate the bounce of any bump or dip in the sledding track. Tubes are often overloaded,carrying too many riders in unsafe positions. If ! tubes are used at all,they should be ! small,capable of carrying only one rider in a seated position,and should be used on a very smooth sledding track. Tube use should be restricted to older children and adults with good sliding skills. No lubrication of tube surfaces should be allowed. • Plastic tub sleds,wood toboggans and ski bikes represent the most desirable sledding equipment characteristics,meeting most of the equip- ment selection criteria listed on page 6. i A Community Resource Guide Page 7 J Check out The Hilll -Sled Safe "i i ' f Riding Position: Sit Down or Kneel Sit down on the equipment with feet facing forward or kneel, moping your knees far apart and buttocks down as low as possible. Ips The way a person sits or lies on , a piece of equipment can contribute to injuries. In addition,the bouncing '+ t as one goes down the hill,and the • landing jolt after being airborne over bumps,can create significant damage to internal organs (I.Andsman,1987). i I Pick Safe Sliding Hills I A hills height,slope and run-out area are the three factors controlling speed and,therefore,safety. A Sliding Bill: • Must be of sufficient height and slope to provide a challenge to the sled- ders,but must also have a safe run-out area. • Must be smooth-i.e.,no lumps,jumps,walls,or any hazards or changes in grade that might cause a sled to become airborne or go out of control. • Must have smooth transition slopes at the top and especially at the bottom of the hill,so that there are no imperfections to cause a moving sled to go out of control at the point that it reaches its maximum speed. • Must not have any fixed collidable hazards-trees,racks,walls,sign Posts, picnic tables,garbage containers,etc. . ^---N NMI*%#CA&MMIrem Guide Page 8 1 1 Check Out The Hilll-Sled Safe 1 1 • Must have a level area at the top of the hill to allow for safe gathering and 1 seating on the sled prior to take-off. Many hills have sloped take-off areas, 1 where the sliding device cannot be held in place while loading. This area 1 is crucial to the safety of the ride and keeping people on their equipment, because it takes time to properly tuck in feet,legs and hands before shov- ing off. If the hill is popular,the take-off area should also allow room for 1 at least one other party to wait at the top of the sliding lane. 1 1 • Must have an orientation 1 that does not face into pre- i wailing winter winds. Beginner Hill: Children 4-b yrs:So that maximum speed does not exceed 11 kph, and to respond to novice downhill skier recommendations: slope angle 7.5%,maximum 40m slope length slope angle 10%,maximum 15m slope length slope angle 15%,maximum 5m slope length. Intermediate Hill: Children 7-9 yrs:So that maximum speed does not exceed 25 kph,and to respond to intermediate downhill skier recommendations: slope angle 15%,maximum 40m slope length slope angle 20%,maximum 20m slope length slope angle 25%,maximum 15m slope length. Advanced Hill: Children 10 years and older: So that maximum speed does not exceed 50 kph. slope angle 25%,maximum 100m slope angle 30%,maximum 50m slope length slope angle 40%,maximum 40m slope length. A Community Resource Guide Page 10 1 1 Check Out The Hill!—Sled Safe I 1 I 1 Is Your Hill Safe? i The following section lists questions one i should ask about an existing or proposed sliding ' hill. Answers which explain why the questions should be asked,follow. r • Are there any dangers not clearly visible? The entire sliding area should be easily visible from the top of the hill. • Is the safe sliding area(take-off,slope and run-out)identified with signs, fences,flags,etc.?—i.e.,how does one know if they are sliding in a safe area? Perimeter marking should clearly define the limit of a safe sliding area. This zone needs to be reviewed routinely to ensure that these warn- ing arning devices are in place and visible. • Are there any collidable hazards,such as trees,picnic tables,benches, fences,posts,tree stakes,rocks,lamp posts,culverts,hydrants,mail boxes, garbage containers,sportsfield equipment (goal posts,backstops),power transformers,walls? If so,remove them,or change the sliding area loca- tion,or place hay bales around the base of any fixed object on the uphill face and sides. • Are there any changes in grade that could cause a sled to go out of con-, trol? Even the smallest bumps or irregularities in the track can cause a sled to veer off course. Remove jumps that children build to increase the challenge of their sliding experience. The most crucial areas for removal Of bumps (either natural or intentionally built)is at the toe of the hill where the sleds approach the run-out space. It is in this area that the high- est speeds are attained,and loss of control and landing force are the most severe. • Is the hill run-out area either level or sloped uphill? Run-out areas with downhill slopes require longer areas for stopping. • Is there any possibility that the sled might run out into a parking lot,or street or onto a sidewalk? If so,change the sliding area location,or make the slope flatter and shorter to slow the sled speeds so that the hazardous area cannot be reached. • Is the run-out onto a lake? Be sure the area connecting the hill with the lake does not have any stormwater or stream inlets or outlets nearby, these melt much earlier than the lake ice,and their ice is not as thick because of the warmer air in the pipes and constant water movement. Do not sled onto stream or river ice. A Community Resource Guide page 11 Check Out The Hill —Sled Safe • Is the shape of the sliding slope either flat or convex,so sledders do not cross tracks at the bottom? Do not use concave-shaped hills- See Figure 3 on page 9. 1 • Are there hill areas suitable for different age groups and skill levels? How f are these areas identified? A variety of hill heights and slopes should be provided. See Figure 6 on page 41. • Who reviews the hills to check for unsafe conditions? Who is responsible for remedying unsafe conditions,or controlling use of the hill? Hill slid- ing conditions change frequently in response to use and weather condi- tions. See Appendix A for review checklists. I • Is sledding in twilight conditions common in your area? Do you allow or encourage sledding at night? Provide night lighting(preferably with lamp posts located at the top of the hill or outside the hill and run-out areas). • Is the hill checked before and after intensive use periods,particularly weekends and holidays(i.e.,Christmas holidays,Family Day,weekends and spring break)? Increased use often Creates icy tracks,as well as ' depressions and bumps in the sliding surface that could cause later injuries. It is important that these conditions be removed from a sliding hill. • Is the hill and/or run-out area icy? Be aware that ice causes increased speed,and therefore increases the safe run-out distance by up to 40%over that for normal snow conditions. Ice is a very serious safety concern and needs to be dealt with by. 1) controlling the height of the take-off to anticipate the increased speed with the icyconditions, 2) fencing across the slope to prevent further sliding, 3) spreading straw,sand or gravel,or some other material on the surface to discourage and inhibit sliding,or 4) breaking up the icy surface. • Is there a phone close by for emergencies? Provide a public telephone if houses are not dose by. • Is there a parking area close by where parents/supervisors can park? Adult supervision of sliding activities is very desirable. When reviewing hills for preparation of the Safe Sledding Dynamics Report(1996),a parking area dose to a hill(i.e.,within 50m),was very influential to attracting fam- ilies. • Is there signage to identify safe sledding etiquette,hill areas suitable for different skill levels,and a phone number for reporting problems? Sliding often occurs without adult supervision. Providing instruction on safe hill use may save sledders from injury. Hill conditions change frequently in response to weather and use. I + What Makes a Sliding Experience Fun and Safe? , Sledding fun and safety goes , beyond the use of a safe sliding hill. An individual's behaviour and sled- i ding equipment selection,is important. o o + Adult supervision at popular sliding O hills and especially of young children (novice sledders)is an equally impor- tant factor. Site: • A site that has been evaluated and developed specifically for winter sled- ding(man-made or naturally occurring). • A variety of hill lengths and slopes to accommodate different skill levels and equipment types. See Figure 7 in Appendix D. • A flat take-off area,smooth transition slopes at top and bottom,and a smooth continuous surface on the hill and run-out area. • Ample run-out space for all snow and ice conditions,and all sled equip- ment and multiple sledder possibilities. • No grade changes or objects a sledder can collide with or fly over. • A site that is visible from adjacent residences and/or well-used public areas. • • Located a safe distance from roads,parking lots and sidewalks. Behaviour: • Use of sliding equipment that is appropriate to the person's height, weight,age and sliding skill, (refer to Section 3.3 in Safe Sledding Dynamics Report). • wearing good quality winter clothing(without loose scarves,strings, buckles,etc.),high winter boots,and head and hand covering,at least a bicycle helmet on 4-to-6 year old children. • Not overloading equipment with too many people. • Being seated with hands and feet tucked in before take-off. • Figuring out beforehand how to stop or get off the sled in an emergency. • Allowing a minimum of 10 seconds between sledders in the same or immediately adjacent tracks;even better,waiting until sledders in the same and adjacent tracks have reached the bottom and are seen to be in control. I • Sledding only when healthy and in good physical condition. I • Sledding only when visibility is good. • Sledding with another responsible person. I • Having an adult on the hill to supervise children 6 years and younger. Equipment: Not allowing the use of large truck and tractor inner tubes. Allowing vinyl mats only on the smallest or shallowest hills (less than 10%slope and 10m length). Allowing plastic disks only on the smallest or shallowest hills (less than 10%slope and 10m length)with supervision. ` Checking all equipment prior to use for breaks or worn parts,and repair- ing or replacing as required. Not applying lubricants to any sliding equipment. • Not using snow boards or downhill or cross-country skis at the sliding hill. Supervision/Education: • Having responsible adult supervision at the beginning of the winter and during winter holiday periods,to control inappropriate behaviour and to beach safe sliding skills and etiquette. • One-to-one adult supervision for children 6 and younger on any hill larger than a beginner hill. • Teaching sliding techniques-stopping,steering,take-off readiness,and safe time delays between sliding parties-to children 7 to 9 years of age. • Where possible,Parks and Recreation departments should request local radio stations,newspapers and schools to undertake a short public safety awareness campaign to remind sledders of safe sledding etiquette,appro- priate clothing and protective gear. This should be repeated prior to the Christmas holidays,before any other winter long weekend,and before special events. The public should also be notified of sliding areas that are not sanctioned. • Parks and Recreation departments,community service organizations, school physical education programs,day cares and health units should undertake safe sledding education programs,preferably at a popular slid- ing hill. • Municipalities should select,develop and/or build appropriate sliding hills and make their locations known to the public. • Non-sanctioned areas should be fenced or otherwise controlled to elimi- nate use. A Community Resource Guide Page 15 Check Out The HIM—Sled Safe All Parties' Responsibilities for Safe Sledding The majority of sledders are children—often without supervision,participat- ing articipating in a potentially hazardous activity,in an uncontrolled environment. Everyone who makes sliding opportunities available,or who takes part in them,has some responsibility for making a fun sport safe. Safe sledding requires: • A safe sliding hill and environment. • Appropriate behaviour from sledders and their supervisors. • Using safe sliding equipment,riding in a safe position,and wearing good quality winter clothing and accessories. If you are a sliding hill owner/operator you are responsible for. ❑ informing the public of designated areas, ❑ planning and constructing a safe facility, ❑ controlling the use of non-sanctioned sliding areas, ❑ reminding people of appropriate sliding hill etiquette, ❑ making the hill as safe as it can possibly be for the authorized sledding activity, ❑ making sure there are no objects,on or near the slope that could create a collision accident, ❑ supervising the sliding hills at the beginning of the sliding season,and during popular holiday periods over the winter, ❑ doing safety inspections, ❑ making repairs, ❑ carrying public liability insurance coverage, ❑ posting instructions for safe use of the hill, ❑ keeping injury records,and ❑ keeping maintenance reports. Sledders are responsible for their own safety and that of others: ❑ playing without hurting others, ❑ knowing their limitations, ❑ following instructions, A Community Resource Guide Page 16 1 1 Check Out The Hilll —Sled Safe 1 1 ❑ obeying parents and other adult supervisors, 1 ❑ not walking up the sliding runs, 1 ❑ sliding down and getting off the bottom of the slope as quickly as possi- ble, ❑ understanding the influence of speed and the types of injuries that can result from inappropriate behaviour(e.g.,from building jumps at the bot- toms of slopes,or from steering in ways that cause collision,rollover,or ' falling off),and ❑ not participating in gang sliding(where a number of people join hands or equipment to slide down together)- parents and other adult supervisors at a sliding area are responsible for: ❑ supervising children to assure safe play,and teaching them safe sledding skills, i ❑ mediating conflicts that may occur between different sledders and sled- ding Pales, I ❑ selecting equipment within the children's skill level and checking equip- ment's condition before use, ❑ making sure the children are dressed warmly and safely, I ❑ educating older children who supervise younger siblings to undertake 1 this responsibility seriously,given the opportunity for very serious i injuries to occur at the sliding hill, I ❑ choosing appropriate and safe sliding areas that are suitable to their chil- dren's ages and skill levels,and l ❑ monitoring their children for wet clothes,chilling,frostbite and fatigue. i 1 1 I I 1 1 I I I I . I 1 1 A Community Resource Guide Page 17 Check Out The HIIiI—Sled Safe Operations and Hill Monitoring A survey of northern Alberta communities,completed in March,1996,for the Safe Sledding Dynamics Report project,indicated that many municipalities reviewed their sliding hills only in response to complaints from the public or as a result of injuries. Some municipalities indicated that they reviewed their hills before the snow flew and checked them periodically during the winter season,but no more frequently than once a week. A few respondents indicated that service organ=- tions operate and maintain their sliding hills. Regardless of who undertakes this work,the following is the minimum recommended sliding hill monitoring pro- gram: Sliding Hill Monitoring • Before the beginning of the sliding season,walls the entire sliding hill to identify any changes since the previous season. • Watch sliders using the hill(s),to identify any unforeseen problems and correct them. • Remove or level snow piles from adjacent parking lots,do not stockpile snow near a parking lot or hill(s). • Every Friday and Monday during the sliding season,check all sliding hills,repair problems,and remove bumps and jumps(especially at the bottom of the slope). Do so againlduring heavy use periods and before special events. • Reset or resupply hay bales,placed around immovable hazards. • Check to be sure bales have not become frozen into the snow,dislodge any frozen-in bales. • Place snow on any bare patches on the sliding hill,remove debris,reposi- tion moved furniture. • Check that all signage remains and that hill fencing is intact. • Check barriers on non-sanctioned popular sliding areas,and reinstall as required. • Be sure the hill is as safe as it can possibly be for the sanctioned activity. Be sure there are no objects(loose,fixed or otherwise)that could cause a collision accident. • Post safe-use instructions and remind people of appropriate sliding hill etiquette. Risk Management With the first winter snows,sliding facility owner/operators can perform one simple test to ensure appropriate identification of sliding lanes and an appropriate run-out distance: • Take a plastic disk to the top of the hill,load it with sand bags to replicate an adult ride,(100 kg). • Let it go down the slope,and watch the course it takes. A plastic disk loaded to approximately 100 kg weight is representative of a typ- ical ride with the average weightuf one adult or two to three children. The run- out length would need to be increased if heavily loaded toboggans or inner tubes are common at the sliding areas,or if sliding conditions become icy. A Community Resource Guide Page 19 Check Out The Hill!—Sled Safe i Although,there is a great deal that can be done to improve and maintain safe sliding opportunities,injuries will still happen. To reduce exposure to litigation,the owner/operator of a sliding area should stay up to date with respect to new informa- tion,new equipment,and the sliding practices of the public Operators should docu- ment all of their activities and practices that are undertaken to ensure safety at their hill(s). (This is important defence material should a claim be made for an injury.) 1 1 Operators should have a defined policy to inspect sliding hills on a regular basis. 1 Each inspection should be documented,including dates,inspector's name,deficien 1 cies,and corrective measures taken. These records should be maintained for three to 1 five years. (See sample in Appendix A.) 1 1 1 1 1 1 1 i I I I A Community Resource Guide Page 20 I 1 Check Out The HIM-Sled Saie 1 1 Legal Responsibility and Case Law Examples 1 Although,most sliding hills are provided by municipalities,other parties can 1 be drawn into litigation over sliding injuries. The builders and designers,owners 1 and operators,and employees of a sliding facility can be included in such a claim 1 as can members of community league boards. Supervisors of children-parents, 1 guardians and group leaders-can also be named in statements of claim,as well as parties who may have caused an injury to other sledders. All need to be aware of 1 the risks involved with the thrill of winter sledding. 1 There is no widely recognized body of knowledge regarding sledding dynam- ics for courts to draw on in determining how much risk is reasonable. Who is responsible for an injury therefore is up to the interpretation of the judge or jury in 1 that case,and thus may differ significantly from what an owner/operator or a 1 group leader might assume. Given that,the most prudent action is to be overly cautious when providing or supervising sliding. A safe guideline is to assume that the individuals sledding are risk takers or stuntfrs,that they will try anything and know nothing. Although this is a very harsh threshold from which to approach sledding,such an approach to the risks involved may save people from serious I injury. I Case Law Examples I Crocker v.Sundance Northwest Resorts Ltd.is a case P j I in negligence,but it deals with a limitation of liability I provision. Al signed an application form to take part in a tubing competition at the ski resort. The applica- tion form suggested that the ski resort was released I from all liability for any injuries or damage,but Al did I not read it and did not realize there was a waiver on the form. At the time of the competition Al was intox- icated and the ski hill manager was aware of this,but allowed him to take part in the competition. Al was 1 seriously injured as a result. The court said that the 1 waiver in the application form was not good enough 1 because it had not been drawn to Al's attention. 1 In Hewitt v. Etobkoke (Toronto)two adults were injured when 1 their toboggan struck a lighting standard located near the bottom of 1 a toboggan hill. The injured people sued the City for failing to act 1 responsibly as required by the Ontario Occupiers'Liability Act. 1 1 1 1 1 A Community Resource Guide Page 21 I I Check Out The HIIII -Sled Safe '1 The lighting standard was unguarded and the hill was particularly slippery at the time of the accident. The accident occurred in the evening and there was a sin- y gle light at the top of the hill. The court referred to a coroner's inquest report con- cerning oncerning a fatal toboggan accident in Toronto,which stated: 4. Sloped areas,suitable for winter play such as tobogganing and the like,should be located and landscaped so as to be free of obstacles. 5. Sloped areas unsuitable for tobogganing and the like should ' be marked and fenced or landscaped to prevent such use and insure safe alternative use. The court also referred to a portion of the Parks Department's 1977 Manual of Policies and Procedures: All potential tobogganing hills are to be identified and either made safe or impossible to use. Protection should be given to tobog- ganers who are unable to control their units and may possibly strike a tree or a fixed structure. Picnic tables should be moved out of the path of tobogganing,and care should be taken to remove any haz- ardous objects such as tree stumps,park benches,barbecue stands, T rails,or removable concrete curbs. Bales of straw should be tied to trees or structures such as drinking fountains or projecting culverts to minimize injury. A considerable amount of maintenance is neces- sary as bales deteriorate,are set on fire,and if left unattended,disap- pear under accumulations of snow,or freeze into solid blocks. The court concluded that the City had not acted properly because no protec- tive barrier had been placed around the light standard. The court also said that because the hill had become so slippery,the City should have sanded it. Then the court considered whether the injured parties had voluntarily assumed the risk when they decided to go tobogganing at night. The City argued that the_parties had assumed the risk because there was a sign posted at the bot- tom ottom of the hill which stated'Tobogganing or sleigh riding at your own risk". However,the injured parties had approached the hill from the top and not from the base and therefore did not pass by the sign;also,only a part of the light pole was visible from the top of the hill,so the injured parties could not tell that the base was unprotected.Therefore,the court said,the injured parties could not be held to have assumed the risk The court did not determine that the injured parties had been contributonly negligent. Whether they should have noticed that the hill was icy and been cap- able of determining that it posed a hazard was not addressed by the court—sug- gesting that this was not expected of them. A Community Resource Guide Page 22 Check Out The Hill!—Sled Safe In Mottishaw v. Vancouver School Board a 19-year-old student,Susan, sued the school authorities for negligence in injuries she suffered in a tobogganing accident. (Note that this case discusses the foreseeability of a sliding hill accident.) A group of twenty-four students and four staff members took part in a tobog- ganing outing. Susan rode a toboggan with her friend. When it reached the base of the hill,it continued up and over a berm which had a sharp drop-off into a ` parking lot. The.hill was a designated tobogganing and tubing hill owned by the provin- cial government. There was a rope of red pennants at the top of the berm which were visible from the top of the sliding hill. There were also three signs on the top of the berm stating"Danger—Stay Back". The court indicated that school authorities,when supervising students,must 1 provide care equal to that of a careful or prudent parent,and determined that the school had met that standard as there were sufficient staff to supervise and the hill was a designated tobogganing hill. The court concluded that this accident was not foreseeable. The court said that if it had found the school authorities liable,it would also have found Susan contributonly negligent. She had kept her eyes closed while riding the toboggan,and this prevented her from perceiving the pos- t sibility of an accident and falling off the toboggan prior to its falling into the park- ing lot. In Kotke v. Sutherland Professional Corp. a seven-year-old girl, Amanda,had been injured at the Rabbit Hill Ski Area in Edmonton. The hill kept a stockpile of artificial snow in a mound near the visitor parking lot and children were allowed to play on it. EMI The court commented that: the mound was never fenced or roped off,there was no sign forbidding its use;it was obviously attractive to children;the facility I didn't consider children playing on the mound as dangerous;and no supervision I for this area was provided by the facility. Amanda had been warned by her mother to stay away from the snow pile,as her mother felt it looked too slippery. However,just before leaving the area, Amanda was standing with her back to the mound and was struck by a boy slid- ing down the mound. i The court noted that the facility had records of previous accidents involving the snow pile. The court found that the facility had not acted responsibly as required by the A Community Resource Guide Page 23 I Check Out The HIIII—Sled Safe , Occupiers'Liability Act,and stated: i The facility knew children,some as old as 14,were attracted i to the mound and played on it. It knew or ought to have known that the day before Amanda's accident three accidents to children had occurred on the mound. It knew or ought to have known that on the day in question the mound was particularly icy and there was a risk that children playing and sliding on the mound might lose control and run into other children. The facility should have provided supervisors at the mound or roped it off or to warn children. I The court also found Amanda contributonly negligent for going the I mound after she had been warned by her mother not to. Determine whether emergency medical services are required; if so,call emergency services. 4. This age group tends to play rather than slide,and repeat- ed epeated sliding occurs only when directly super- vised by an adult. Extremely unsafe hill behaviour,—being oblivious to the risks and placing themselves in extreme hazard— is common. This age group should have one-to-one adult accompaniment at popu- lar or larger sliding hills. Very small hills (less than 3m high with a slope angle of up to 10%)without hazards and located beyond the risk zone of a larger hill would -M-PF r: satisfy the play focus of this age group. i Some degree of sliding skill and actual interest in the activity is exhibited by the 7 to 9 age group. Although playing on the hill rather than slid- ing is still common,this age group tries differ- ent approaches to sliding and different equip- went,and tests steering with their hands and f feet. This age group often has a parent or older sib- ling teaching them sliding skills. MDang this age group with more aggressive,skilled sledders could create hazards. Their skill and confidence levels are not well developed and they fiend to slide with hesitation. A medium-sized and sloped hill away from older,more skilled and aggres- sive sliders would suit their development needs in a safe environment. 1 The 10 to 14 age group exhibit considerable sliding skill,are confident and practise and test different techniques. This group is predominantly male and generally in a small group of siblings or friends. Their sliding preference is to be located away from other sliders,so they search out less popular hills or the quieter areas of larg- er hills. The young adult group,18-25,participate in sliding as a social event. Their equipment selection —typically larger inflated inner tubes and toboggans—accommodates multi- ple riders. This group exhibits the least safe sliding practices: jumping on passing sled- ders at bottoms of hills,multiple riders in unsafe positions,and take-off times and loca- tions that are too close together. Appendix C—Sliding Skills and Behaviour page 36 Check Out The HIM-Sled Sade Sliding Hill Attributes and Design Criteria The most important criterion for a sliding hill is a safe but challenging sliding opportunity,with slopes of different heights and steepness to meet the varied skill levels of the people who participate in sledding. Requiremerits: 1) A sliding hill must have sufficient height and slope to provide a challenge to the sledders,but also provide a safe run-out area. 2) The hill must be smooth,i.e.,no lumps,jumps,walls or any hazards or changes in topography that could cause a sliding device to become airborne or go out of control. There must be smooth transition slopes at the top and,most importantly,at the bottom of the hill,so that there are no imperfections to cause a moving sled to go out of control at the point where it reaches its ma)dmum speed. 3) The hill and run-out must not have any fixed collidable haz- ards-trees,rocks,walls,sign posts,picnic tables,garbage containers,etc. 4) The sled run lane must be six to seven metres wide down the length of the slope. If this dimension is not possible,then pack a sliding line into the face of the hill,using a snow machine(ski-doo)early in the snow season to create a wide track(gully)that will guide sledders to the bottom of the hill safely. . 5) The hill must be oriented so as to prolong snow cover and reduce icing. Hills that are south facing lose their snow very quickly and are subject to icy conditions because of daytime melting. 6) A sliding hill must not face into prevailing winter winds. Wind can limit sledders'comfort,contributes to frostbite,and blows snow off of the hill. 7) There must be a level area at the top of the hill to allow for safe gathering and seating prior to takeoff. Many hills have sloped take-off areas,where the sliding device starts moving before it is properly loaded. This area is crucial to safety because it takes time to properly tuck in legs,feet and hands before shoving off. If it is a very popular hill or sliding lane, the take-off area should also allow room for at least one other party at the top of the sliding lane. Appendix D-Sliding Hill Attributes and Design Criteria Page 37 i Check Out The Hip! —Sled Safe Recommendations: 1) There should be one approach to the hill from the bottom, causing sledders to walk up the hill beside the sliding lane. This accomplishes two things: I: (i) It gives a chance to view the hill and its conditions before sliding down it. (ii) It helps sledders warm up,thereby decreasing the chance of injuries to tense,upstretched muscles. 2) The hill should be fenced off,along the sides to designate the sliding area,and to enclosing the safe run-out area at the bot- torn. ottom. Fencing typically can be accomplished with steel T bars and plastic snow fence,with hay bales placed along the sled- ding side of the fence. 3) Fencing should also designate the safehill climbing areas. These climbing areas should allow access from a variety of locations at the base of the hill and in the run-out space. Location of the climbing area(s)should provide for access with as few crossings of sledding lanes as possible. A slope of 40%>is too steep for any one to walk on;slopes of 20-25% are easily managed. 4) A sliding hill should have a fairly steep short slope immedi- ately after the loading and take-off point at the top,in order to help speed up the ride. A slope angle of 40-45%creates immediate acceleration,whereas 20-25% slopes are too shal- low—causing sledders to resort to flying jump starts,pushing by a third party,or hand and-foot push-starts. The objective at the takeoff area is to gain enough speed without having to push;the sledder should have all arms and legs tucked in as the sled takes off. 5) Given our short winter days,sliding areas should have night lighting. The light post should be placed at the top of the sliding hill to avoid any potential collision with it. Because snow reflects light,metal halide lamps provide better lighting than sodium vapour lamps do. 6) The sliding hill should provide a variety of challenges for dif- ferent skill levels,either through its height or length,and/or 1 the slope of the sliding surface. The hill(s)should be large enough to allow sledders to select an area they feel wmfort- able with. 7) The sliding hill should have parking close to the base of the hill. This seems to be very influential to whether groups and families use the sliding area,and whether or not children are supervised. Appendix 0—Sliding Hill Attributes and Design Criteria Page 38 Check Out The Hiill-Sled Safe 8) There should be a telephone available for emergency calls in a case someone is injured. This may be an on-site emergency phone,or may be in a nearby support building or residences within a short distance. 9) There should be an area adjacent to but outside the fencing, ' where snow can be stockpiled for covering up bare patches. Be sure that the stockpile is not a hazard,or more attractive for sliding than the designated hill. 7 10) Sliding hills should have signs at key entry points that remind sliders of safe sledding etiquette,hours of operation, location of the dosest phone,and any banned sledding equip- ment. Areas of the sliding hill suitable for different age groups and skill levels should be labeled and/or shown on a map of the area. 11) The sliding area should be visible from well-used public areas and/or nearby residences. Surveillance tends to keep unde- sirable activities more under control,and allows fast response to emergency situations. = 12) The sliding hill should also have a well located spectator area with picnic tables and benches,sheltered from the wind and ` possibly with a warm-up fire pit. This should be safely sepa- rated from the sledding area but with a dear view of it,and should be outside the hill's perimeter fencing. 13) Community sliding areas should have support services, including- washrooms ncludingwashrooms • warm-up area • a place to change out of wet clothing. r Beneficial Options: Additional services would be a great benefit to a winter sliding area. For example,there could be: 1) a support building with washrooms and a warmup/change area. ► 2) a food concession. 3) rental equipment. 4) storage for equipment and material used in maintaining the ► sliding hill. ► 5) a staff area for supervision and education personnel during i busy periods at the sliding hill and for administering emer- gency first aid. Appendix D-Sliding Hill Athibutes and Design Criteria Page 39 i Check Out The Hill! -Sled Safe Sliding Area Layout Figure 6 shows some of the sliding hill features discussed above: • orientation of the hill, • parking close to the base of the hill(with access to the bottom of the hill), and i • a variety of hill lengths and slopes to accommodate different skill levels and age groups. The other important feature of a sliding hill,particularly,in a man-made situa- tion,is that it have a convex slope in order to guide the sliding lanes away from I one another. A flat sliding surface that allows for parallel runs is acceptable. A I convex slope that concentrates runs into one small area at the base of the hill is unsafe. I 1 Support services should be close to the sliding area,but not close enough to be I a hazard. 1 The hill's ascent lane(s)should offer the shortest return route to the top of the 1 hill. The lane should be in an area with less slope(20-25%)so that climbing back up is relatively easy;alternatively,a zigzag or switchback layout for the lane will help. Do not provide stairs,unless they can be kept free of snow and ice at all 1 times. 1 Night lighting is best located at the top of the slope. If it is in other locations,it 1 should be outside the sliding area's perimeter fencing. 1 The slope and length guidelines given below for beginner and intermediate 1 hills are based on maximum speed correlation to other sports(downhill skiing) and on children's playground standards. I Beginner Hill: 1 1 Children 4-6 yrs: So that maximum speed does not exceed 11 kph,and to cor- respond to novice downhill skier recommendations and playground guidelines: 1 slope angle 7.5%,maximum 40m slope length 1 slope angle 10%,maximum 15m slope length 1 slope angle 15%,maximum 5m slope length. So, a 4:1 slope for 100', gets you a 25' high cone. Volume of a cone is 1/3 area of the base times the height. 100x100x3.14x25 = 785,000 cf / 27= 29,000 CY. That might be overdoing it a bit. The material I saw on the internet also said at a 4:1 to limit the slope distance to about 50'. Here, we're talking about over 100'. To build a smaller hill, keeping the 4:1 and limiting the slope distance to 50 feet, you'd have a vastly different answer= 50x5Ox3.14*12.5 = 98,000 cf= 3,600 CY In the end,you probably don't want to build a perfect cone. You want to have a hill with different slopes for different ages. So, maybe we've concluded that you need a minimum of about 4,000 CY to start and you certainly don't want any more than 30,000 CY. I have attached the list of feedback and suggestions. Our big news is that this is the first year we turned a profit with the Tour de Hugo. $2200.00 in profit. That is amazing and great!!! Thanks for all of your help. Here are a few things that were discussed and that came out of our meeting yesterday: 1) Targeted event date for next year—September 24,2016. A lot of the feedback from the riders was that they loved the beauty of the routes(thus, "Bike the Beauty)and that these routes are the best kept secret. We want to keep that enthusiasm going and by moving the event date a few weeks later,the routes will even get more stunning with the turn of the leaves. 2) Many of us thought that for this year,we should hold off on securing a designated charity and to put our profit back into the event for next year. Let's keep the event growing and when we get to possibly$5000.00 or more in profit then we can re-evaluate our charity options. 3) Much discussion was done on securing more corporate teams for next year and inviting contacts from those companies to attend one of our planning meetings. This is a great way to gain exposure and to gain riders. 4) Our next meeting will be Thursday October 29`h at Sam at Hugo City Hall. We will be spending the majority of our time targeting those companies we want to approach about attending our Team Planning meeting. Plus, we'll put a plan together as to who will contact who. Please let me know if you can make it. If anyone else has anything they want to share with the group, please do so. We are already off to a great start with initial plans for 2016.
