Pursuant to due call and notice thereof, the Parks & Recreation Committee of the City of
Centerville held a scheduled meeting on November 4, 2015 at the City Hall location.

I. CALL TO ORDER
Chairperson Grahek called the November 4, 2015 Meeting of the Parks & Recreation Committee
to order at 6:34 p.m. in the Council Chambers at City Hall.
Roll Call—see above
II. SET AGENDA
Motion was made by Committee Member Seeley, seconded by Committee Member
Bettinger to amend the agenda by adding#4 "P& R Equipment" to Updates and adding#1
"Kids Hangout" under Other Items. All in favor. Motion carried
III. APPEARANCES—NONE
IV. CONSIDERATION OF MINUTES
Motion was made by Committee Member Bettinger, seconded by Committee Member
Amundsen to approve the September 2, 2015 minutes with the following corrections:
change spelling of Amundson to Amundsen under II. Set Agenda and V Committee
Business #4: also under VI. Updates #3, motion— replace "a" with "2" and add "s" at the
end of Maker. All in favor. Motion carried.
V. COMMITTEE BUSINESS
1. Short/Long Term Planning(5 year plan for Park Improvement Projects)

The Committee reviewed and modified this list. They also discussed needing
additional storage for the P &R equipment.
2. Playground Areas
Replacement of woodchips has been done in Acorn, Eagle and Royal Meadow
Parks. Additional crushed rubber replacement to be placed at LaMotte
playground area(s).
3. Requests for Donations
The Committee would like the city staff to request donations from Dead Broke
Saddle Club and the Centennial Youth Hockey Association to be used for these
proposed projects i.e. sledding hill, warming house improvements plus others
items on the 5 year Park Improvement Projects Plan. Administrator Ericson
attended the Chain of Lakers Rotary meeting and they are looking to donate $15 —
20 K towards a community project.
4. 2016 Tour des Hugo/The trail of Two Cities
Administrator Ericson will be attending their meeting on November 5, 2015.
5. 2016 Fete des Lac Festival Committee
The Committee would like to see this become a weeklong event with active
participation between the Main Street businesses, the Lions and the City of
Centerville. Committee Members Peterson and Bettinger have volunteered to be
the representatives of the P & R Committee. Administrator Ericson recently
attended a Lions meeting and networked with them regarding the 2016 Fete des
Lacs
Sledding Hill
Committee members Grahek, Seeley, Amundsen, Administrator Ericson & a
Public works employee looked at a sledding hill at Oak Hill Park in the Bald
Eagle Industrial Park in Hugo and also evaluated potential size of Centerville
sledding hill. Approximately 20' to 30' wide by 10' high, utilizing from 700 to
1500 cubic yards of dirt as it needs to be longer than wider. Depending on size,
three trees may need to be removed. Mr. Gerald Rehbein will be asked to
provide/donate dirt for the Centerville Sledding Hill.

2. Council Resolution#15-034
The City Council adopted Resolution #15-034 supporting the development of the
Bunker Chain of Lakes Regional Trail on October 14th.
3. Bald Eagle Water Ski Shows, Inc.
A payment in the amount of$2500.00 was received by the Bald Eagle Water Ski
Shows, Inc. on October 15th per an agreement regarding Trailside Park abutting
the lakeshore. Additional items that were discussed were having the Lions sell
food during the water ski shows; adding signs on area roads stating location of
water ski shows; add cones on the trails for clarification; check with county
and/or state to determine if a grant might be applied for regarding terracing the
lakeshore bank.
4. P& R Equipment
Committee Member Bettinger will be making the purchase of a commercial
popcorn maker, not to exceed $600.00 & the purchase of two 40 cup coffee
makers, not to exceed $125.00 for both, for heating water for hot chocolate at
various P & R events. Both of these expenditures have been approved as
expenses from the P & R budget via prior motions. In addition he will be
purchasing popcorn kernels and hot cocoa mix for upcoming P & R events.
5. Hayride
The hayride has been confirmed for Saturday, February 6, 2016 from 6:30pm to
8:30pm.
VII. OTHER ITEMS
1. Kids Hangout/Hideout
It has been noted that there is an area adjacent to a park trail where kids have been
seen smoking (& possibly using illegal items as well.) The area is Sorel Street,
east of Progress Road to Dupre Road — on south side are bushes. Committee
would like to determine if this is privately owned property and perhaps trim back
the bushes and clean up the area and possibly install a city owned fence on the
property line. The Committee would like Mr. Palzer, and possibility a member of
the police department, to obtain this information.
VIII. ACTION ITEMS REVIEW—

discussed at this meeting will be added. A revised Action Item List, as of the September 2, 2015
meeting will be included with the minutes to be approved.

Dear Mr. Larson:
As you are aware for the past several years, the Centerville Parks and Recreation Committee has
requested funding and your organization's past generosity has been extremely appreciated by both the
community and the Committee.
In years past, your donations have been instrumental in assisting the City in providing amenities that
were out of the City's budgetary reach. (Sand Volleyball Court, Basketball Court, etc.) So again, we
look to you to assist in obtaining funding for a sledding hill to be constructed at Laurie LaMotte
Memorial Park. It is anticipated that the cost to construct the hill will be in excess of $8,500 with
signage, turf establishment and additional associated costs.
The Parks & Recreation Committee is requesting a donation of$5,000 to assist us in funding this project
with the Committee's reserve funds being applied to the remainder of the costs.
