Pursuant to due call and notice thereof, the Parks & Recreation Committee of the City of
Centerville held a scheduled meeting on December 2, 2015 at the City Hall location.

I. CALL TO ORDER
Chairperson Grahek called the December 2, 2015 Meeting of the Parks & Recreation Committee
to order at 6:40 p.m. in the Council Chambers at City Hall.
Roll Call—see above
II. SET AGENDA
Motion was made by Committee Member Peterson,seconded by Committee Member Seeley
to add #6 under Committee Business: Shake your Shamrock. All in favor. Motion
Carried.
III. APPEARANCES
Two high school students, Joy and Marie, were present at this meeting to observe a
government meeting in progress as an assignment for their government class.
IV. CONSIDERATION OF MINUTES
Motion was made by Committee Member Peterson, seconded by Committee Member
Amundsen to approve the November 2, 2015 minutes as written. All in favor. Motion
Carried.

1. Popcorn Machine
A commercial grade popcorn machine has been purchased at a cost of$580 on
behalf of the Parks and Recreation,by Chris Bettinger.
2. 2016 Fete de Lacs
This event is scheduled for the first weekend in August, 2016.
The Chain of Lakes Rotary is looking for a project to donate to. Initially the
Committee discussed renovating or replacing the Warming House, but it would
not be cost effective to do a renovation.
It was suggested to erect a permanent pole barn style roof cover for the skating
rink, possibly with partial siding half way down from the roof. The rink is 90' x
150' and it would need to be at least 8' or higher. Also discussed was to change
the lighting from incandescent to LED spotlights. In addition to donations, it was
suggested to also look at obtaining sponsors and/or applying for grants.
3. Purchase of Supplies
Additional hot cocoa mix, popcorn and cups will be purchased by Committee
Member Peterson by the end of December. He and Tedd Peterson will conduct an
inventory of current supplies.
4. Purchase of Coffee Urns
Two, 40 cup coffee urns have been purchased at a cost of$89.96.
5. Donation Request(s)
A letter was sent to the Dead Broke Saddle Club, by Administrator Ericson,
requesting a donation that could be used for the proposed"Sledding Hill".
6. Shake Your Shamrock
An application was received to hold the Shake Your Shamrock event on March
12, 2016. This event will include 5k& 8K runs and a 1/3k kids walk.
It was moved by Committee Member Grahek, seconded by Committee
Member Bettinger to recommend to Council to approved this permit pending
receipt of insurance information. All in favor. Motion Carried.

2. City Owned Property Along Lake
The Committee would like to find out who owns access to this lake (privately
owned driveway or city owned park road?) It was also discussed that having food
trucks available during the water ski shows would be an asset.
VII. OTHER ITEMS
1. Short/Long Term Planning(5 year plan for Park Improvement Projects)
The Committee reviewed and modified this list by adding permanent roof cover
and new LED lighting for ice rink in 2016.
2. Family Skate Nights at Laurie LaMotte Park
The first Family Skate Night will be held on January 9, 2016 from 6:30 p.m. to
9:00 p.m. If the weather is cold enough, then the making of ice needs to begin on
the first of the month. There is a concern that the weather might not be cold
enough in January to hold this skating event and that it may have to be canceled;
if that is the case, then information will be distributed in the schools via the Friday
Flash the day before the event stating "weather permitting".
The second Family Skate Night and Hayride is scheduled for February 6, 2016
from 6:30 p.m. to 9:00 p.m. with the hayride ending at 8:30 p.m. Both events will
also include a bonfire,popcorn and hot cocoa.
It was suggested that the popcorn maker & coffee urns should be pre-heated just
prior to these events.

I wanted to follow-up with you regarding Pat Branch's note below about the 2016 Festival of Lakes Race Director
Position. Wahoo!Adventure has organized runs, bike rides, and a variety of organized outdoor events for the last seven
years and would be very interested in talking to you more about your thoughts on the race for 2016.
Pat was on our Headwaters to Hills seven day bicycle ride this summer which was collaboration with MnDOT, Bicycle
Alliance of MN, and Wahoo! Adventures.

Mike and Jon, I assume that you have not yet found a race director for next summers Fete events. If that
assumption is still correct, I recommend that you contact Kern Kolstad. Her address is on the Cc line.
Kerri is a professional event organizer with a lot of experience and a whole lot of talent. Her company is wahoo
adventures. She is the company with part time assistants.
On behalf of the Minnesota Bicycle Alliance, Kerri organized and managed the Headwaters to Hills (H2H)ride
That I did this summer. The H2H ride started in Itaska State Park and ended in Iowa following the Mississippi
River Trail. I have done at least 15 organized ride and this ride was top notch from every aspect.For that
reason, I have no reservation about recommending Kerri as the new Festival of the Lakes Race Director.

I would gladly volunteer to work with Kerri (or who you select)to make this a smooth transition.

Thanks for thinking of me for the Centerville MN Festival of Lakes running event. I would appreciate it if
you'd toss my name into the ring as a possible Race Director. I have participated in fun runs to
marathons and organized many bicycle tours, runs,and snowshoe events. It looks like the event would
be Saturday,August 61h. I've penciled that in pending interviewing for the role. Dorian has
recommended me for a run/ride in Anoka for next year as well. I love coordinating these types of
events and feel I have great experience. (especially if you've laid all the ground work). Let me know
what the next step would be.

Kerri.
The last line in your note mentioned being a race director. Would you be interested in being the
race director for a 5K/8K/Kids Run event? For the past 7 years I have been the race director for
the Centerville MN Festival of the Lakes running event. It draws about 135 runners. I have told
the city that I am not going to do that anymore. I was the chair of the Centerville Parks and Rec
Committee for those years. On race day the committee members all volunteer and do a great job,
but ALL of the prep work was done by myself and frankly, I am burned out. The committee

wants to continue the event and is looking for a professional race director. The day is the first
Saturday in Aug( I think-this is a slight change from their traditional date).
I know that Mike Sterling suggest that you would be an excellent host/group leader for an
organization called Road Scholar(former Elder Hostile). Mike and I were for different Defense
Contractors but we both were contractor support government agencies. Our subject matter was
different from yours,but the business model was very much the same. What I am getting to is
that we are very familiar with the balance you as a supporting contractor must maintain between
keeping a good relationship with your current client and gaining new business. We have no
relationship or interest in Road Scholar other than having gone on some of their tours. If you
might be interested is approaching Road Scholar I would be happy to write a recommendation.
I am always interested in the next bike ride. If you put together a "H2H reunion" I would
certainly be interested in that.
BTW, I did see you at the St Paul Classic. You were rather busy. My son, granddaughter and I
did the ride for our third year. Next year it should be with two granddaughters. The girls have
very strong legs and are good riders. One is a dancer the other a figure skater.

Wow Pat—thanks for taking the time to put together this wonderful email. With the
survey and people sending in some pictures....we didn't get a lot of personal emails
afterwards, so it is greatly appreciated. This is all great feedback too! Funny that when
you try and think of meals,that the do-it-yourself breakfast in camp is a favorite—as you
said, keep it simple.
Also nice to hear that you've gotten your family out to pedal your favorite part of the
trail! I hope that someday you can reach your goal of making it all the way to New
Orleans along the MRT. Maybe you should touch base with Bob Robinson(the MRT
book you received on the trip) and see if he has any plans in the near future to ride parts
of it. He sure was helpful and excited when we put the trip together. You also inspired
Mike in Texas to get on his bike again—you are a good friend.
Glad you liked some of the hidden surprises as you mention the museums in Winona
and Brainerd—you never know what people are going to like/not like, but I like that you
find these little hidden treasures along the way that maybe we wouldn't have stopped
at normally. The people along the way are sure so pleasantly friendly and helpful. Like
the ladies at Brainerd and LeDuc. Totally agree on the Coon Rapids Dam area—thanks
for the plug. Duly noted.
Lastly,thanks also for becoming a BikeMN supporter. It's a great organization,doing
great things around the state.
I'm hoping we can put a H2H Reunion together this spring—maybe a 50/60 mile ride
and a bbq afterwards? Would you be interested in something like that?

This note is a bit late-but i wanted to send the three of you a note telling
you how much I enjoyed the H2H ride. Thank You for your hard work and attention to
detail. Congratulations on pulling off the seemly impossible task of a well coordinated complex
multi-day operations involving multiple state,local,and federal(U.S.Park Rangers)agencies.
I have participated in at least 15 multi-day bicycle trips. I tend to favor the annual Bike
Virginia and MS-150 rides because they are so well coordinated. If they set the standard-you
exceeded it. I know that you made some adjustments on the fly with,from my perspective,
completely successful. That is one of the main benefits of hundreds of hours of planning and great
attention to detail.
On my dream list is to complete the MRT from Minneapolis to New Orleans. I will
probably never do it,but it gives me cause to read accounts of others who have. They all report
that the best of the MRT is in Minnesota. Liz,you and the Bicycle Alliance should take great
satisfaction in what you have accomplished.
I did complete the survey;so my survey answers already capture these following
comments. When I ask my grandson what he like best about a fun filled day is answer is
frequently"EVERYTHING".That captures how I feel about the H2H. But to be a bit more
specific,the biggest factor is the high degree of organization that when into planning the
event. The event was a success before the bus left Century Community College in White
Bear. The planning that when into this event is a direct reflection on the professionalism of all
three of you. The degree of planning was evident in the communications that when out on your
website and via e-mail to each of the riders,before,during and after the ride.
A couple of weeks ago my family and I rode the section of the MRT between Brainerd
and the Crow Wing State Park. That is the best section of the trail.
The best meal was the food truck in Minneapolis. First of all the food truck came to us-
that is a good start. The food was excellent and healthy. The worst meal? Where were no bad
meals. The food was excellent. Food came make or break a trip like this. Of the 15 multi-day
rides I have done,the food on the H2H was at the top of the list.
The only think I did not appreciate were the two lunch stops at 10:30 in the morning-
and the long wait for food. Specifically,Bits Bar and Grill in Pine River. The food was good,but

we were there for over two hours. There was also a long wait for breakfast in Red Wing.We don't
like waiting.
The advice I would offer regarding lunches and breakfast is to keep it simple. The stops
with box lunches and breakfast in camp were excellent. The best breakfast was the last day. Kerri
did it herself and the breakfast was what I would have fixed for myself at home.
The big surprises on this trip were the museums in Brainerd and Winona. They were
both very impressive. I also highly enjoyed the ride through the Twin Cities. Maybe it is because
it is my home town, Maybe because I have been away from the Twin Cities for over 45 years,but
probably because it is a beautiful place to ride a bike.
Kerri,you did a very good job of picking locations for lunches and rest stops. But if
there is a second annual H2H,my suggestion is to make the Coon Rapids Dam a rest stop. Most
of the riders missed that attraction. After seeing the river at it's source,the power of the river is
very impressive and very obvious at the dam.
Congratulation again on all you have accomplished. If there is a second 112H,I will not
be on it. I will be looking for something I have not done before. I am now a member of the
Bicycle Alliance and intend to keep that membership.

Park for the summer months of 2016 beginning April 1St, 2016 through August 1St, 2016; Monday
through Friday,from 4:00pm until dark. These fields will be assigned as home fields for the children
who live in Centerville and Lino Lakes that are served by the Centennial Lakes Little League. We will

FROM THE DIVISION MANAGER :
My friends and relatives sometimes say, "I'll bet things really slow down in the park system
during the winter months." My short answer is, "I hear that a lot, but it's really not the
case."
Surprising to many, about half of our annual park use occurs between Labor Day and
Memorial Day That's about 1 9 million out of the 3.8 million visits to the Anoka County
Park System each year
While the summer is an obvious busy time with swimming, biking, camping and other warm
weather pursuits, so too are the non-summer months - referred to in the business as the
"shoulder seasons." Let me explain.
The autumn months are filled with a variety of cooler season activities. This is the busiest
time of the year at the Bunker Park Riding Stables. Over 3,000 children attend the award
winning Outdoor Heritage Lab at the Wargo Nature Center The Bunker Archery Center fills
with outdoor enthusiasts readying their skills for fall hunting. And, if you're into camping,
there is no better time of the year.
Winter is close upon us, as evidenced by the driving snow outside my office window today.
Those who enjoy ice fishing are probably getting on their favorite lake through one of 13
access points maintained by the Anoka County parks staff. Cross country skiing is available
at four locations, snowshoeing is growing in popularity, and winter walking is enjoyed by
visitors on 25 miles of cleared trails
By early spring our staff is finishing up the removal of oak wilt infection sites scattered
across the 11,500 acre park system The Chomonix Golf Course normally opens the first
week of April, as folks work out the hooks and slices in their drives. This is also a time when
the two County campgrounds get going and the visitor centers are back in gear. And, the
last of the 300 presentations are made to 20,000 elementary students in Anoka County
schools.
Behind all of this activity we best not forget that the County Parks System is also host to
10 indoor rental facilities popular for weddings, family reunions, and church gatherings
throughout the year. Not to be overlooked are the year round programs offered at the
Banfill Locke Center for the Arts, Wargo Nature Center, and the Coon Rapids Dam
Interpretive Center.
I hope this helped to answer the question of "what exactly goes on in the parks in the off-
season." If you're ever asked, lust say "a whole lot more than I ever thought."

MAINTENANCE AND RESTORATION
PROJECTS
The Maintenance Unit has been able to take advantage of the beautiful weather this fall to complete
additional maintenance and development projects. Typically, Maintenance would have "run out of weather"
by this time of the year and not been able to address these type of projects.
The projects include-
• Renovation of Rice Creek Chain of Lake gatehouse exterior.
• Installation of a new service drive at Wargo Nature Center.
• Removal and site restoration of the Kordiak County Park tennis court.
• Comprehensive ski trail preparation, including tree removals, pruning, mowing, and signage
placement.
• Painting the exterior of park buildings.
• Trail and roadway stabilization work.
• County wide bituminous trail, tree, and understory pruning.
• Irrigation repairs
These are a sampling of projects the Maintenance Unit, with assistance from the Conservation Corps
Minnesota crew, has been able to complete Looks like the good weather may be coming to a close but many
thanks to our staff for all their hard work and timely completion of all projects.
SOCIALIZATION
Dog parks are a place where dogs of all breeds and sizes gather

y for a social time with their owners The fenced in area is a perfect
environment for dogs to run leash free in a large and safe space.
In addition to furry friends getting exercise and socialization, a
dog park is an awesome place for owners to meet and discuss all
aspects of dog ownership with one and another
Anoka County has two beautiful dog parks One is located
at Locke County Park in Fridley, and the other at Bunker Hills
Regional Park in Coon Rapids. These dog parks are open year
round from 6 00 AM til 30 minutes after sunset. For more

COON LAKE COUNTY PARK • SEE IMillilROVEMENTS
Coon Lake County Park is a gem located on Coon Lake in the City of Columbus. The park receives many visitors
during the summer and throughout the fishing season. To provide a more pleasant experience at Coon Lake, the
County will be making improvements in the next year The County has recently hired HCM Architects to design a
new restroom building. The new restroom building will sit opposite of the comfort station and have three family
restrooms The existing comfort station will be converted into changing rooms and a vending area In addition,
the County also plans on expanding one of the beach parking lots to accommodate 30 additional stalls That will
bring the total stalls to 110. Construction is anticipated to begin spring of 2016 and will be completed by fall of
2016.
ORGANICS COLLECTION AT COMMUNITY
EVENTS
In 2015, Recycling & Resource Solutions staff provided direct assistance
to 19 community events held in Anoka County. Working with event I
coordinators and vendors, staff shared knowledge on how to set up 1
a successful waste reduction program at their community event. Staff
assisted with providing public information, vendor outreach, on-site
assistance, and coordination of station monitoring volunteers. In
addition, Recycling & Resource Solutions provided containers, signage,
and bags at several events. Targeting community events to increase
recycling and adding organics where feasible provides many benefits:
• Helps achieve county state mandated recycling and organics goals.
• Provides more places for residents to recycle in their community.
• Introduces the concept of organics collection for composting.
• Provides educational opportunities to answer questions.
Watch for organics collection containers at events, most containers
have signs to identify types of items accepted. Several schools and
restaurants in Anoka County have started organics collection programs.
Organics collection is also happening at community events and high
traffic destinations such as the 3M Championship Golf Tournament
and Bunker Beach Water Park. Anoka County is working with public and private partners to offer more organics
recycling opportunities for residents Stay tuned for more information on local organics collection opportunities.
