Present were Mayor Mary Capra, Council members Michelle Lakso, Richard Terway,
JetrPaar and Tom Lee. Also ,... was Dallas Larson and Rhonda Sivarajah.
1. The Council discussed the status of the CSAH 14 project and the downtown
streetscape improveDleDts that would be part of the project. The City et9"W is
womng-cmt1lepIan sheetS~ th8t would be included in the county bid documents.
Dallas reviewed the status of the 21 III Avenue-Backage Road project as it related to
CSAH 14.
2. County Commissioner Sivarajah discussed the status of the city's application for
Community Development Block Grant funds to assist with the downtown
redevelopment. Board Chair Margaret Langfeld bas used her authority to make
sure the city will not be included in the grant awards. All of the funds that were
recommended by staff to be awarded to Centerville are being reallocated to other
communities. The Council requested that Commissioner Sivarajah make a
statement at the next County Board meeting to bring to light the clearly punitive
action that has been initiated by Langfeld and participated in by other Board
members. She will make a motion to restore the funding, although everyone agreed
it likely will do no good.

Mayor Capra called the April 12, 2006, City Council meeting to order at 6:30 p.m.
U. PUBLIC HEARINGS

Mayor Capra opened the public hearing at 6:35 p.m.
Ms. Haas explained that this hearing is for valuation and not for tax purposes. She then
said that the Department of Revenue will be monitoring parcels owned by board
members or relatives or if anyone bas financial in.tenm and will be keeping record of that
and will call random. surveys who attended the Boards to see public perception and see if
the requirements.are met with the traini"IJ. She then outlined the increases in residential.
commercial and multiple housing valuations.
Ms. Haas noted that the State requires them to be at l000,{) of market value and they are at
96% for Centerville.
run Van Houdt of 1748 Ojibway Drive thanked Council for fixing the drainage in JUs
area. He then said he replaJOnts the Twin Town Homes of Eagle Pass and, as an
Association, they do not understand this process.

Mr. Van Houdt indicated they took 10 homes in twin homes with original owners and
compared new values and the average cost of a home was $152,000 or a 40.3% increase
from: 1998 to present.
Mr. Van Houdt indicated that they do not understand why their prices keep going up.
Ms. Haas said that it is c1ifficult to compare the twin homes to the deteched homes as they
are different properties and evaluated differently. She then explained that when they do
their sales ratios they look per neighborhood, all sales in Anoka County and the different
structure types.
Mr. Van Houdt indicated the 12 homes on Ojibway are all the same value but the
purchase prices were all different.
Mr. Haas indicated that it does not matter what the purchase prices were but now they are
all exactly the same with beds, baths and fireplace so they are in the ~e value.
Mr. Van Houdt indicated that there are two types offirep1aces in these homes.
Mr. Leone indicated that if there is an issue with the overall value in 2007 he then
~ that this is not the venue to pick apart values this is estJ'l'JIted market value.
He then said that the assessor should come out and check each one.
Mr. Van Houdt indicated that he feels his value is too high for 2007.
Mr. Leone suggested doing a real estate appraisal for sale price.
Mayor Capra indicated that this is about the fifth year in brittgj1l8 things up to market
value.
Mr. Van Houdt said he is concerned with the homes in Phase I of this development and
comparing his twin home to the deteched townhome values and those are going home.
Council Member Pear indicated that this is spread out over all Anoka County.
Council Member Paar indicated his value went up $45,000 but his neighbors all went up
more than that.
Mr. Van HoudtexpJained that some of the detached townhomes are going down in value
and then gave one specific address of 6960 Dupre Road.
Peterson of 7065 Dupre Road filled out form for assessor to contest value.

City Administrator Larson explained that this matter was considered and
continued while the property owner and the Church worked through some issues
and the Planning ConvniS$ion has now recoDimended approval with (iOnditions

Council Member Paar indicated that Parks has put a lot of time and effort into this'
and this is their recommendation and the amount i&1udes instaHation and tax with
exception of flow drain tile system to be installed by the City.
Ms. Stephan said that parks do not want to include wood fibers with this purchase
agreement as they are looking at recycled materials. The estimate includes the
shredded materials - $5,880 for the wood fiber.
Council Member Terway cautioned that the American Playground Institute has
~ for depths and surfaces and the City wants to make sure that those are
met.

$9,800 and $11,900 and the .engineer made the recommendation for $9,200.

City Admini$f:ratOr Larson explained that Public Works has asked Council to hire
Arcade Asphalt for repairs identified as 1 and 2 for $4,620.
Council Member Lee suggested moving this road up in the schedule for
reconstruction.
Council discussed the condition of the road and agreed that some work is needed
to eliminAte the hazard.
Council Member Lee indicated that he thinks that this would be throwing money
into a hole.
Mayor Capra indicated she would like to do a mill and overlay for Sections 1 and
2 and have a patch done at Section 5.
Council Member Paar indicated this seems like a bit of a waste but a 1arger
project would be costly so patches need to be done to make things safer while
waiting until this is reconstructed.
City Administrator Larson said that the City's Staff could do it this spring and
again next year but this proposal would probably give you more than one season.

Mayor Capra asked that City staff work on section 5.

Mayor Capra indicated that the BRA Committee has stated that they are not
recommending $250,000 to Centerville as it was reallocated to other projects and
Centerville has 30 days for an appeal. She then said that she would like Staff to
gather information and send in an appeal to ask for the $250,000.

City Administrator Larson explained that Barna Oozy will finish started projects
but all new projects will be given to Bernstein and Glaser.
Mayor Capra indicated that this matter came up as a way to stfeIlmline services
for the Centennial Lakes Police Department so there would be one firm
representing the police department and the City has decided to move legal
services over to the new firm.

Mayor Capra thanked Staff for staying over time to meet with the Council to go
over the goals and objectives.
3. ~ of Minnf'M\ta - Municipal Delegation Agreement
City Administrator Larson indicated that this would allow the City's building
official to inspect public buildings.
Motion by Council Member Lakso, seconded by Council Member Paar, to
authorize Staff to submit the Municipal Delegation Agreement to the state of
Minnesota dated July 8, 2004. All in favor. Motion carried unanimously.

City Administrator Larson indicated that be received a call from the developer of
Pheasant Marsh and they will be brining over fees and developer's agreement and
they have asked the City to consider on Outlot E being deeded to the City splitting
the taxes on that piece.

portion usually is.
Council Member Paar indicated that he does not feel that the City should be
negotiating this with this developer.

Council Member Lee agreed.
Mayor Capra said she WOtfld be open to paying the City portion but there was no
agreement and she would not negotiate anything else.
Council Member Terway said that he would be amenable to pay the City's share
of whatever would be required in a normal real estate traosaction but asked if the
City would normally pay taxes. He then said he would like the legal statfto look
at this.
City Administrator Larson indicated that the Police Chief would like to schedule
an open house for the public on June 1, 2006.
Council agreed.
City Administrator Larson suggested calling the building the Centennial Lakes
Law Enforcement Center.
Council liked it.
City Administrator Larson informed Council that staff is working on updating the
fee schedule for consideration.
City Administrator Larson indicated there is draft for Fairview Avenue street
coostruction as the developer wants to build the project using the City's engineer
for design and turn it over to the City when it is done.
City Administrator Larson indicated he met with representatives from Sheehy to
discuss easements on the bac1c~ge road to get right of entry to start building the
street but they will not sign the document until they know what the special
assessments ate. He then indicated that Staff informed them of the proposed
amount and they feel it is too high.
City Administrator Larson indicated that Staffwill meet with him again to discuss
the matter. He then said that Staff will begin the condemnation process as quickly
as posstDle while trying to work this out.
Council Member Lee said the County bas, been hinting that they may pull the
project all together and the City does not need the backage road if that happeDs.
City Administrator Larson said that he bas not.gotten feedback on that but Staff is
meeting with the project management team tomorrow.

Mayor Capra said that she believes that the scope of the project cannot change at
this point so the project is what it is and if they ~ the decide not to proceed they
would turn back federal funds.
Council Member Terway suggested the City should do the backage road even if
County Road 14 does not go through.
Council Member Lakso agreed that it needs to move forward.

Mayor Capra asked if Council wanted to take nominations for this person and
have the Council make the decision.
Mayor Capra indicated that the lifetime achievement is more work and she would
like to delay that right now.
Mayor Capra asked whether Council wishes to form an EDA.
Council is taking nominations for business person of the year.
City Administrator Larson suggested moving out the fire trucks and having the
event in the fire bay.
Council set June 13t 2006 set for the Business Appreciation Dinner.

Mr. Larson indicated tbat Ms. Bender went through three years worth of training
and the process of sUbmitting ~ and certificates and recoJmnendations

Council commended her for doing so.
Mayor Capra indicated she received a thank you letter from the Governorts Chief
of Staff tban1ci1'\g those tbat went to visit him last week.

Mayor Capra indicated there will be two Memorial Day services one in Coon
Rapids and one at Bunker Hills Park.
Council Member Terway provided an update on the Planning and Zoning
Commismon meeting.
Council Member Lee indicated that the Police Depadment will be doing some
training on emergency preparedness. He also indicated that an emergency
genemtor was purchased for the Police building as that will be the detUWWed
emergency rostn~ement center.
Council Member Paar indicated that he missed the Park and Recreation meeting
but minutes were provided and asked Council to review them.
Ms. Stephan provided information on the Circus event coming to town.

WIIEREAs, th~ legislature of the State of Minnesota has been redi.~cted; and
WHEREAS, the voting precincts in the City must be established after the legislature has been
redistricted;
NOW, THEREFORE BE IT RESOLVED THAT THE CITY COUNCIL OF THE CITY OF

interfere with City's use 'ofthe easement or it may cause upstream problems or property damage
or 'if Landowner has failed to comply with any' city requirements assoCiated with the
encroachment. If the removal is not completed by Landowner within the time prescribed, the
City may remove the encroachment at Landowner's expense and Landowner agrees that the City

may collect the' costs of such removal as' a special assesSment against the property; Landowner

Tail Easement
Good Morning All,
I would like to have the Zeigler's bridge issue on the agenda for our next meeting. I did meet with Andrea and
Lama last evening regarding the location of a foot bridge on their property. I will be requesting the council
srant a 90 day extension on removal of the bridge to this property owner due to the following:
1. Clarification needs to occur on what appears to be a City Trail easement over the utility easement of
the property.
. 2. The Zeigler's did not put up the bridge it was put in place by the
previous owners of the property due to the neighborhood children being told
the trail easement was their for them to use to get to the bus stop located
the Mill Road city park property.
3. The Zeigler's are more than happy to remove the bridge or have the City
remove the bridge, but have concerns with kids who Iatow of the trail and
use the trail of putting logs and other items in the ditch to get across.
Thus the bridge was built by the previous owners of the property in an
effort to both gain access to their property across the ditch for
maintenance and prevent debris from being place in the ditch for foot travel
by students using the city trail.
4. Per Dallas in today's plmmittg the City would never put a trail
easement over a utility easement Development in this area of the City was
in the late 1980's early 1990's, dwing that tUne all residents building
here had been told that was a trail easement The easement appears to be
20 feet and appears as a trail easement on some of the City maps.
5. The Zeigler's appear to be willing to work with the City to resolve
this issue and I feel the City Park and Rec Committee as well as the City
attorney needs to provide us with and opinion on this situation.

RESOLUfION AUTHORIZING THE ISSUANCE, ESTABUSHlNG THE
TERMS AND PROVIDING FOR THE SALE OF 12,475,000 GENERAL
OBLIGATION IMPROVEMENT BONDS OF 2006A
Member
introduced the following resolution and moved in adoption:
BE IT RESOLVED, by the City Council of the City ofCenterville, Minnesota (the
"City"), as follows:
1. Authorimtion of Bonds. It is hereby fou.nd, determined, and declared to be
necessary, and in the best interests of the City and its residents, that the City should issue
$2,475,000 General Obligation Improvement Bonds of2006A (the "Bonds"), pursuant to
Minnesota Statutes, Section 475.52, Subdivision 1, for the purpose of providing funds for
the construction of public improvements (Hunters Crossing 3M &; Backage R0ad/21st
Avenue).
2. Term and Conditions of the Bonds. The terms and conditions of the Bonds
and the sale thereof are set forth in the otlicial Terms of Offering, a copy of which is
attached hereto as Exhibit A Each and all of the terms and conditions set forth in the
otlicial Terms of Offering are adopted and confirmed as the terms and conditions of the
Bonds and the sale thereot: and the City Council shall meet at the time and place fixed
therein to consider the bids for the ~chase of the Bonds.
3. Sale of the BondA, John W. Meyer is authorized and directed to sell the
Bonds as ~ by Minnesota S~ Section 475.60.

REGARD TO CONDEMNATION OF PRIVATE PROPERTY FOR PUBLIC
IMPROVEMENT
WBEBEAS, Resolution #06-020 adopted on February 22, 2006, authorized the
commencement of proceeding.4l to aequire certain property rights in conjunction with the
21st AvenuelBackage Road Improvement, and
WBEBEAS, such resolution identified the use of the acquired property for utility and
drainage purposes, and
WBEBEAS, the property would also be used for the purpose of street construction.
NOW TKEKEFORE BE IT RESOLVED BY THE CITY COUNCIL OF
CENTERvn.T .1i'.,ANOKA COUNTY, MINNESOTA, that the City hereby clarifies its
intentions that the condemnation proceedi"W' authorized by Resolution 06-020 are

Dear Paul:
We met at Anoka County last week to continue to firm up plans for the CSAH 14 (Main
Street) project and related work. As you know, they have some plans to continue down
CSAH 54 (20th Avenue) toward your property, ending roughly at the north property line
of the city parcel. We had initially gotten a response from them that they would be
willing include your turn lane in their project along with a change to an urban design if
you provided the money that you would have otherwise spent.
Unfortunately it now appears that they have changed their position. The County found
that they would have to redo their environmental study to incorpQrate a larger area and
they were not prepared to reopen that door for risk that it could cause delays in outside
approvals. Thus, it appears that we are back to where we started and that you will need to
continue with your original plan to build the turn lane. While it still makes the most .
sense to do this work with the County road project, that is clearly not poSSlole. Please
make arrangements to implement the plan that was approved by Anoka County.
We are sony that this could not work out, but thank you for your willingness to work
