CITY OF CENTERVILLE
CITY COUNCIL MEETING
November 24, 2015
6:30 p.m.
Pursuant to due call and notice thereof, the City of Centerville held their regularly scheduled
meeting of November 24, 2015 at City Hall, 1880 Main Street.

I. CALL TO ORDER
Mayor Wilharber called the meeting to order at 6:30 p.m.
II. PLEDGE OF ALLEGIANCE
III. PUBLIC HEARING – DELINQUENT UTILITIES/NUISANCES
The Mayor opened the public hearing at 6:32 p.m.
Mr. Paul Quale, 11568 Fetterly Lane, Minnetonka, Minnesota stated that he and his wife are
owners of lots at 7333 and 7329 Peltier Circle that are being assessed maintenance charges for
grass mowing services in the amount of $930. Mr. Quale stated that he and his wife have owned
the property for approximately eight (8) years and recently encountered an error on their property
tax statements. Anoka County refunded the overages for only three (3) years. He further stated
the lots provided open space and they allow individuals to utilize their property for fishing
without complaint and have never received a complaint from neighboring property owners. Mr.
Quale questioned the policing of the property due to illegal dumping of construction materials,
grass clipping and garbage. Mr. Quale reported that his wife has written a letter requesting that
the City forgive the charges for the reasons he has stated and that they were unaware of the
City’s requirements to maintain the property. The letter is part of the public record.
Council Member Fehrenbacher stated that he lives across the street and has maintained one of
the lots for most of the year. He noted complaints from neighbors who desire the same
requirements with this development as similar developments within the City, has worked with
Mr. Quale in the past with numerous issues regarding the property and concurs that the property
should follow City Code requirements.

City Clerk Bender stated that the Quale’s have received letters from the City, certified and
uncertified, regarding the maintenance of the grass/weeds on these lots. They were sent a
registered letter prior to the cutting this year and that they would be assessed $580 not $930 in
2016 and the remainder ($350) in 2017 due to noticing requirements and timing unless they
desired to pay. Ms. Bender also stated that she attempted to work with the Quale’s realtor to
have the property maintained and was informed that Mr. Quale had recent undergone surgery.
Mr. Quale confirmed that both he and his wife had undergone surgery in the past year.
Discussion ensued regarding maintenance requirements, lack of responses received from the
Quale’s subsequent to notification of intent to maintain grass at their expense or ceasing City
grass maintenance.
Both Mr. Quale and Ms. Bender stated that there had been no contact following any mailings,
billing or services being provided.
Motion by Council Member Love, seconded by Council Member Fehrenbacher to close the
public hearing at 6:50 p.m. All in favor. Motion carried.
IV. PUBLIC INPUT
1. None.
V. NEW BUSINESS
1. Res. #15-0XX – Adopting Delinquent Municipal Utilities, Garbage & Nuisance/City
Abatement Services
Motion by Council Member Fehrenbacher, seconded by Council Member King to adopt
Res. #15-037 – Adopting Delinquent Municipal Utilities, Garbage & Nuisance/City
Abatement Services as presented. All in favor. Motion carried.
VI. COUNCIL & ADMINISTRATION ANNOUNCEMENT
Administrator Ericson stated that they recently held a 2016 Fete des Lacs Festival Committee
meeting, several local business owners were present along with several Centerville Lion
members and several parade committee members. Administrator Ericson stated that he is
confident that with the leadership and experience of individuals willing to participate the
upcoming celebrations will be excellent.
Council Member Love stated that he received notification that the League of Minnesota Cities
Insurance Trust would be disbursing dividends shortly and the City is slated to receive $7,689,
the Centennial Fire District is slated to receive $11,097, Centennial Lakes Police Department
$4,523, Rush Line Corridor Task Force $462 and the Anoka County Fire Protection Council $24.
Council Member Love commended staff from all organizations for keeping expenditures, safety
and pro-activity in mind during the past year equating to the distribution of dividends.

Council Member Fehrenbacher stated that the Police Commission authorized the Centennial
Police Department to promote Sergeants Pat Aldrich and Russ Blanck to Lieutenants and Office
Bill Jacobsen to Detective following the retirement of Captain Nelson. Council Member
Fehrenbacher stated that the Police Commission felt that they would be saving approximately
$1,000/year.
Mayor Wilharber stated that he attended a recent Rush Line Corridor (PAC) meeting and
discussion was had regarding the opening of the MN Pass Lane on I-35E. Mayor Wilharber also
stated that the recent issues of The Citizen and the Quad Community Press have had articles
regarding the new Fire Department for the City of Lino Lakes and their operations.
VII. ADJOURNMENT
Motion by Council Member King, seconded by Council Member Fehrenbacher, to Adjourn
the Council meeting of November 24, 2015 at 6:55 p.m. All in favor. Motion carried.
