PARKS AND RECREATION COMMITTEE
Wednesday, February 3, 2016 ~ 6:30 p.m.
Pursuant to due call and notice thereof, the Parks & Recreation Committee of the City of
Centerville held a scheduled meeting on February 3, 2016 at the City Hall location.

I. CALL TO ORDER
Chairperson Grahek called the February 3, 2016 Meeting of the Parks & Recreation
Committee to order at 6:34 p.m. in the Council Chambers at City Hall.
Roll Call – see above
II. SET AGENDA
Motion was made by Committee Member Peterson, seconded by Committee Member Seeley
to add the following under Committee Business: #5. Family Skate Night & Hayride and #6.
Status of Planning Commission vacancies. All in favor. Motion carried.
III. APPEARANCES ~ Mr. Tom Lee - Mr. Lee was unavailable this evening
Ms. Kerri Kolstad - (see 4 under Committee Business)

IV. CONSIDERATION OF MINUTES
Motion was made by Committee Member Seeley, seconded by Committee Member
Peterson to approve the January 6, 2015 minutes as amended: Under Committee
Business #6 – change Mr. & Mrs. to Mel & Joyce. All in favor. Motion carried
V. COMMITTEE BUSINESS
1.Bike MN event

This organization is seeking schools and communities interested in hosting a
Walk! Bike! Fun! Pedestrian and Bicycle Safe Curriculum training session in
Spring, 2016. Administrator Ericsen met with Centerville Elementary to discuss a
bike inspection and rodeo. This will be further discussed at the March meeting.
2.Election of 2016 Chair & Vice-Chair for the P & R Committee
Motion was made by Committee Member Bettinger, seconded by Committee
Member Seeley to elect Jon Grahek as Committee Chair for the ensuing
year. All in Favor. Motion carried.
Motion was made by Committee Member Peterson, seconded by Committee
Member Amundsen to elect Kevin Weghe as Committee Vice-Chair for the
ensuing year, upon his acceptance. All in Favor. Motion carried.
3.2016 Tour de Hugo Bike Ride
This event, scheduled for September 24, 2016 is comprised of 4 separate races –
6, 20, 32 & 65 miles, utilizing city streets, county roads and country trails.
4.2016 Fete des Lacs – August 5, 6 &7
The 2016 Centerville Fete Des Lacs Festival is scheduled for the first weekend in
August, 2016. City Administrator Ericson has been coordinating & chairing the
monthly meetings of the 2016 Centerville Fete des Lacs Festival Committee
consisting of representatives from area businesses, organizations, Staff and
Committee Members. Sub-committees are being organized and additional
participants/volunteers are being sought.
In an update from the January 25, 2016 Committee meeting, the following items
were presented/discussed:
Ms Kerri Kolstad was introduced and provided some information on her
business, Wahoo! Adventures.
Circus: the circus contacted was unavailable for 2016
Placemats: this will list all of the individual activities during the 3 days of the
festival including the weekly Music in the Park on Tuesday evenings and the
Water Ski Show on Thursday evenings and be placed in area restaurants.
Approximate size 13.5 x 10.5 and Committee Member Amundsen will get
prices on 1 – 4 color printing;
Parade: suggested the parade go to the Laurie LaMotte Park from the school
& not block off Centerville Road;
Fireworks: joint effort with City & Lions – would prefer to schedule them for
Saturday since there are more activities going on during the day & could keep
people in the city longer;
Bingo: Lions may hold Bingo on both Saturday and Sunday, but will need
additional volunteers to help, possibly the Boy Scouts;

Other: discussed possibility of gathering together police, fire, CERT team and
K-9 units by the City Hall for the kids to experience seeing them up close,
learning about the each of these and to provide great examples that these
people are working to protect them and to keep them safe. Other possibilities
are the water patrol, SWAT team & a helicopter.
There was also discussion regarding sponsors and possibly having a Petting Zoo
& Inflatables during the festival.
City Administrator Ericson also suggested the possibility of having a booth at the
NE Metro Expo, a community business expo, on May 1, 2016 from 11 a.m. to 4
p.m. The cost would be $250
Ms. Kerri Kolstad of Wahoo! Adventures has been hired as the Fete des Lacs
Race Director for the 8k/5k/Fun Run/Walk to be held on August 6, 2016 for
$2,100 based on 60 hours at the rate of $35 per hour. She will work with the
Festival Committee and City of Centerville. She is working on the following:
has developed a website for the festival (fetedeslacs.org), which is not yet
live, and it is hoped that any websites, events and links can be tied in to this
new one so there will be one main source of information. This would include
the ability to download the race courses and the registration form (waiver);
is in the process of developing a new logo for the back of the race day shirts,
listing the sponsors, adding verbiage as “Strong Parks/Strong Community” &
keeping the stick person, for continuity from past events, but updating it;
suggested providing a sapling to plant by the participants;
simplify pricing tiers;
provide some kids activities such as face painting, etc. while the parents are
registering for the race;
obtain the support of the White Bear Lake Area Chamber of Commerce, Lino
Lakes & Hugo Business Associations.
In addition, the following items need to be started/completed in January/February:
online registration set up, park permit applications with Anoka County and City
of Centerville, advertising in Running Magazines, etc.
5.Family Skate Night & Hayride
This event will be held on Saturday, February 6, 2016 at Laurie LaMotte
Memorial Park. The hayride and skating begins at 6:30pm with the hayride
ending at 8:30 p.m. & skating ending at 9:00 p.m. These activities will also
include a bonfire, popcorn and hot cocoa. Committee Member Amundsen
requested a key for the warming house.

Council Member King stated that the Council would be interviewing two (2)
candidates at their next meeting.
VI. UPDATES
1. Council Updates – Council Member Steve King
Council Member King reported that Council has approved Franchise Agreements
& Fees for electrical and gas utility companies that service Centerville allowing
the City to place a $4/month fee on residential customers’ bills and a $8/month fee
on commercial customers. The funds generated from this action will be placed in a
dedicated Roadway Maintenance Fund.
2016 Council Goal Setting Session with Short & Long Term Planning

This has been scheduled on February 10, 2016 and will include participation from
the P & R Committee member(s).
Due to the cancellation of the Planning & Zoning Commission meeting on
February 2, 2016 due to snow, the Joint Work Session with Council has been
rescheduled for March 9, 2016.
MN DNR Hunter & Angler Grant

Administrator Ericson desired to place this item in the packet for the Committee’s
review and he stated that the purpose of the grant is for groups to help to recruit
and retain hunters and anglers. Eligible projects could be fishing and hunting
education programs, clinics, workshops and camps and funding for fishing and
hunting equipment and transportation.
Minnesota Twins Community Fund

Administrator Ericson desired to place this item in the packet for the Committee’s
review and stated that the purpose of this group is to get more kids playing
baseball and softball. Upon learning that youth associations are struggling with
resources to promote their programs to kids in their communities. Recruiting,
retention and coaching were major areas that were barriers in growing the
participation. MTCF is announcing a new program starting in 2016 called “Junior
Twins”.
There is up to $5,000 in grant money to be used over a three year period. There
are specific criteria for non-profit or educational organizations or local government
units to be met.

VII. OTHER ITEMS
1.A copy of the five (5) year plan for Park Improvement Projects and a copy of the P &
R 2015 December financials were provided to the Committee.
