PARKS AND RECREATION COMMITTEE
Wednesday, March 2, 2016 ~ 6:30 p.m.
Pursuant to due call and notice thereof, the Parks & Recreation Committee of the City of
Centerville held a scheduled meeting on March 2, 2016 at the City Hall location.

I. CALL TO ORDER
Chairperson Grahek called the March 2, 2016 Meeting of the Parks & Recreation
Committee to order at 6:36p.m. in the Council Chambers at City Hall.
Roll Call – see above
II. SET AGENDA
Motion was made by Committee Member Seeley, seconded by Committee Member Peterson
to add the following under Updates: #6. Safety Bases. All in favor. MOTION CARRIED.
III. APPEARANCES ~ Mr. Tom Lee - Music in the Park
Ms. Kerri Kolstad – Fete des Lacs Runs
Music in the Park – Mr. Tom Lee
Mr. Lee provided the Committee Members with a roster of the bands scheduled for the
Music in the Park on Tuesdays from June 7 through July 26, 2016. The location will be
under the pavilion in Hidden Springs Park beginning at 6:30 p.m. No rain dates are
scheduled.
There will not be a band on July 5 but there was discussion to schedule one additional
show on August 2and include it as part of the Fete des Lacs celebration, possibly in a
more central location. The following could be included as part of the festival: Tuesday,

8-2 Music in the Park; Wednesday, 8-3 Public Safety Day; Thursday, 8-4 Water Ski
Show with the remainder of the events occurring on Friday, 8-5 through Sunday, 8-7.
The proposed expenses for the 2016 Music in the Park are $2,380 which includes the
band fees and the ASCAP fee, but no additional expenses.
Motion was made by Committee Member Waeghe, seconded by Committee
Member Peterson to recommend to the City Council to approve these expenditures,
but not to exceed $2500. All in favor. Motion carried.
The entire Music in the Park dates could be included on the placemats promoting the Fete
des Lacs which will be placed at the end of May or the beginning of June. There was
discussion of providing popcorn and ice cream at one or two of the events.
Mr. Lee would like to see some participation from members of the Planning Commission.
All contracts have been forwarded to scheduled musical groups with two (2) being fully
secured to date (March 28, 2016).
Fete des Lacs 5K/8K/Kids Runs – Ms. Kerri Kolstad
Ms. Kolstad gave the Committee an update on the status of this event. It will be held on
Saturday, August 6, with registration beginning at 7:00 a.m. and awards being presented
between 9:30 a.m. and 10:00 a.m. She presented an Action Items List pertaining to all
the specifics of the races. The FaceBook page – “Fete des Lacs 8K/5K/Kids Run” and
the Website – www.fetedeslacs.org are finished and available to peruse.
Ms. Kolstad presented two proposed letters – one for previous donors and sponsors and
the other to obtain donations, sponsorships and volunteers. She also presented some
options for the adult shirts. The Committee discussed trying to utilize an updated
“running man”, which was designed by Savannah Lee, on the front of the shirt.
The Committee also discussed the merits of water bottles vs cups of water for the
runners, more room for spectators in the parking lot and any issues with ball players
arriving for their morning games.
IV. CONSIDERATION OF MINUTES
Motion was made by Committee Member Seeley, seconded by Committee Member
Peterson to approve the February 3, 2015 minutes as amended: Under Set Agenda
add names of Committee Members who made the motion, Peterson, and seconded
the motion, Seeley. All in favor. Motion carried.
V. COMMITTEE BUSINESS
1.Special Event Permit

Motion was made by Committee Member Seeley, seconded by Committee
Member Waeghe to recommend to the City Council to approve the Special
Event Permit Application for the August 6, 2016 Fete des Lacs 8K/5K
Walk/Run and Kids Fun Run which was submitted by Ms. Kerri Kolstad,
the Fete des Lacs Race Coordinator. All in favor. Motion carried.
2.Tour de Hugo Bike Ride
This event is scheduled for Saturday, September 24, 2016 in Hugo. A copy of the
specifics of this event and the registration form was provided to the Committee.
3.Fete des Lacs Committee Meeting Update
This Committee is comprised of volunteers who are working to make this entire
event a success. City Administrator, Mike Ericson is the Coordinator. The
following Committees have been developed: 8K/5K Walk/Run and Kids run, All-
Star Softball Game, Bingo, Fireworks, Food, Music, Parade, Publicity, Security,
Sponsors, Thank You’s & Volunteers. A monthly update will be provided to the
Committee.
4.City Owned/Park Properties
a.Dupre Memorial – Park Bench
The City Council approved placement of a park bench as a memorial to
Mel & Joyce Dupre. The family has requested it be placed in Trailside
Park.
The family has requested that the bench be placed in between the
Lakeland Circle roadways along Main Street facing Centerville Lake.
This location is within the Anoka County road right-of-way and not on
City owned property. The family’s request was forwarded to
Commissioner Rhonda Sivarajah and the City has been contacted by
Anoka County Parks Director John VonDeLinde who reported that they
would take the lead regarding purchasing, installation, etc. associated
with the bench. Mr. VonDeLinde anticipated the cost to be approximately
$1,000. The family has been contacted and they are very enthusiastic and
awaiting additional details.
b.Recycling/Trash Receptacles (Score Funds)
SCORE funds are available to subsidize recycling/trash receptacles. The
Committee would like City Staff to inform them exactly what projects
SCORE funds can and cannot be used for.

The purpose of SCORE funds is to educate individuals regarding the
purpose of recycling, appropriate items to recycle, thinking ahead
regarding purchases, reuse and proper disposal of items.
(Trash/recycling receptacles), recycling/incentive programs, educational
programs (Tricia & Toons, Climb, etc.), educational mailings, collection
events, etc.
c.Centerville Road Properties
There were two (2) aerial photos showing Trailside Park and a property
adjacent to Centerville Road that the Committee thought might be an
outlot. Regarding Trailside Park, it was stated that this park extends as far
as the church and would like staff to provide a complete photo showing
the boundaries. They also discussed adding a trail connection, a fishing
pier and providing shore erosion stability/prevention. This item was tabled
to the April meeting.
VI. UPDATES
1. Council Updates – Council Member Steve King
Mr. King provided information regarding several items on the agenda.
2.2016 Council Goal Setting Session with Short & Long Term Planning
This was rescheduled for March 9th and will include participation from those P &
R Committee member(s) who will be available.
3.Family Skate Night Wrap Up
This was determined to be another successful event. Inventory of supplies was
taken and entered in Drop Box for easy accessibility.
4.Vacancy – Planning & Zoning Commission
One vacancy has been filled on the Planning Commission and one seat remains
vacant.
5.Waterworks Location – Concept Plan for Development
The Committee was provided copies of Concept Plan for an 108 unit, 4 story
apartment complex with 1, 2 & 3 bedroom options, to be located on 7265 & 7281
Main Street. The Committee had concerns regarding entrances, turn lane/bypass
lanes along Main Street and other items.
