HomeMy WebLinkAbout2016-05-25 CC Minutes - Approved CITY OF CENTERVILLE CITY COUNCIL MEETING May 25, 2016 6:30 p.m. Pursuant to due call and notice thereof, the City of Centerville held their regularly scheduled meeting of May 25, 2016 at City Hall, 1880 Main Street. PRESENT: Acting Mayor Jeff Paar Council Member Ben Fehrenbacher Council Member Steve King Council Member D. Love ABSENT: Mayor Tom Wilharber STAFF: City Administrator Mike Ericson City Attorney Kurt Glaser City Engineer Mark Statz I. CALL TO ORDER Acting Mayor Paar called the meeting to order at 6:30 p.m. II. PLEDGE OF ALLEGIANCE III. PUBLIC HEARING/COMMENT 1.None. IV. APPOINTMENTS/PRESENTATIONS 1.None. V. APPROVAL OF AGENDA Acting Mayor Paar added Check #30241-30249 under Item #1, Consent Agenda, and stated that pages 26a-26c where in front of Council Members for Item #5 under New Business. Acting Mayor Paar also discussed upcoming meetings stating that the P & Z Commission would be holding a public hearing on Preliminary/Final Plat, 1721 Westview Street on June 7, 2016 at 6:30 p.m. and that the P & R Committee would be holding its regularly scheduled meeting on June 1, 2016 at 6:30 p.m. Acting Mayor Paar also reported that the Centennial Fire District held training exercise on Saturday, May 21, 2016 at 7124 Centerville Road and 1709 Main Street. Motion by Council Member Fehrenbacher, seconded by Council Member Love to approve the Agenda as presented. All in favor. Motion carried. City of Centerville Council Meeting Minutes May 25, 2016 VI. APPROVAL OF MINUTES 1. May 11, 2016 City Council Meeting Minutes Acting Mayor Paar provided an opportunity for Council Members to modify the minutes. Motion by Council Member Fehrenbacher, seconded by Council Member King to approve the May 11, 2016 City Council Meeting Minutes as presented. All in favor. Motion carried. VII. CONSENT AGENDA 1.City of Centerville May 12, 2016 through May 25, 2016 Claims (Check #30217- 30240) w/Voided Check #30239 & (Check #30241-30249) 2.Centennial Lakes Police Claims through May 19, 2016 (Check #10878-10907) 3.Centennial Fire District Claims through May 17, 2016 (Check #7456-7468) w/Check #7452-7455 Payroll Acting Mayor Paar provided an opportunity to Council Members for removal of any items of concern. Motion by Council Member Love, seconded by Council Member Fehrenbacher to Approve Consent Agenda as presented. All in favor. Motion carried. VIII. OLD BUSINESS 1.None. IX. NEW BUSINESS Review Met. Council Preliminary Population & Household Estimates April 1, 2015 1. Administrator Ericson stated that the City recently received their annual preliminary population and household estimate for April 1, 2015 from the Metropolitan Council. Administrator Ericson stated that their estimates show a population of 4,005 and 1,345 households. He also stated that Staff has found these numbers to be consistent and that they would become a part of the City’s official numbers for additional reporting throughout the year. Information only item. 2.Planning & Zoning Commission Recommendation to Solicit RFPs for Comprehensive Plan Update Administrator Ericson stated that the Planning & Zoning Commission has been discussing the Met. Council’s System Statement and has recommended to Council to solicit Requests for Proposals (RFPs) for the City’s required Comprehensive Plan update. Administrator Ericson stated that he has spoken with Engineer Statz regarding this option and he stated that it would be Page 2 of 5 City of Centerville Council Meeting Minutes May 25, 2016 good for the City and Stantec would be submitting a proposal for the work. Administrator Ericson stated that Staff would be working with the Engineer to provide a comprehensive RFP and define the scope of work requested. Lengthy discussion ensued regarding the possibility of utilizing Request for Qualifications (RFQs) rather than the RFP process. Council discussed the downtown redevelopment plan and its viability or just portions of the plan and redevelopment of certain parcels within the downtown area that might be placed on the market shortly. Engineerr Statz stated that the water supply plan would incorporated into the Comprehensive Plan, inclusion of the school in discussions, demographics, senior housing, restaurant, medical office, coffee shop or dental office. Motion by Council Member Love, seconded by Council Member Fehrenbacher to Authorize Staff to Prepare a Draft for Receiving RFPs for the City’s Comprehensive Plan Update to P & Z and Recommendation to Council. All in favor. Motion carried. 3.Request to Submit Grant for Up To $10,000 from Met. Council to Assist w/Comprehensive Plan Update & Planning Projects Administrator Ericson stated that the Met. Council is providing opportunities for funding of Comprehensive Planning Efforts through grants. He also stated that Met. Council has a small cities grant of $10,000 for the City’s application and that the application is not currently available for completion on-line but anticipated shortly. Administrator Ericson is looking for direction from the Council. Motion by Council Member Love, seconded by Council Member Fehrenbacher to Authorize Submission of a Grant to Met Council in the Amount of Up To $10,000 to Assist w/the City’s Comprehensive Plan Update. Council Member King commented that he agrees with applying for the grant as it is taxpayer dollars and would be a good use of the funding. All in favor. Motion carried. 4.Schedule Work Session with Urban Land Institute (ULI) to Conduct Navigating your Competitive Future Administrator Ericson stated that he believes that scheduling a free session with Urban Land Institute would provide the Council and Committee/Commissions with tools to market and promote the City for development and redevelopment. ULI will discuss economic development which is a priority of Council and it would be best to invite Mr. Jon Rausch, Mr. Mike Brass and Mr. Lou Suski as these are major realtors within the community and neighboring communities. Administrator Ericson stated that he was looking for direction from the Council as to whether they desired to invite Urban Land Institute and others to an upcoming Work Session. Page 3 of 5 City of Centerville Council Meeting Minutes May 25, 2016 Motion by Council Member Fehrenbacher, seconded by Council Member Love to incorporate Urban Land Institute in the regularly scheduled Council Meeting of July 13, 2016 commencing at 6:30 p.m. in Council Chambers. All in favor. Motion carried. 5.2016 Supplemental Street Work Administrator Ericson stated that Staff removed the concrete work from the original bid for the 2016 Mill & Overlay Project anticipating that there would be a cost saving if bid on its own. He stated that Staff believes they saved 50% of the anticipated cost by doing this work separately and the City received three (3) bids (L’Allier Concrete - $12,875, Olson’s Sewer Service, Inc. - $18,548.55 and Knife River Corporation - $29,665). He also stated that the work to be completed would be minimal curb and gutter replacement, catch basin restoration and manhole adjustments. Discussion ensued regarding manholes along Meadow Lane from a previous mill and overlay project and anticipated repairs as these areas are fairly deep and apparent. Engineer Statz stated that staff would look into this reported area and make arrangements for repairs. Council also discussed the condition of trails and sidewalks which have cracked. Administrator Ericson stated that the Public Works Director Palzer will research and get quotes for this. Motion by Council Member Fehrenbacher, seconded by Council Member King to Approve L’Allier Concrete’s Bid of $12,875 for the 2016 Supplemental Street Work as presented. All in favor. Motion carried. X. COUNCIL & ADMINISTRATION ANNOUNCEMENT a. Anoka County Recycling Recognition Ceremony on May 18, 2016 Administrator Ericson stated that he attended the Anoka County Recycling Recognition Ceremony of May 18, 2016. The City of Centerville received two (2) certificates of recognition for their Tri-City (Centerville, Circle Pines & Lexington) Recycling Day and the residents of Centerville recycling 200,225 tons of material in 2015. Administrator Ericson stated that he felt there was room for improvement and he would be working with Staff on additional recycling efforts to increase recycled materials. Administrator Ericson reported that the Centennial Fire District had completed a fire training exercise on the house and garage the school purchased at 7124 Centerville Road and 1709 Main Street. He reported that many local agencies participated in training and the School District provided a stipend to the District for its services. Staff worked diligently to ensure safety of both fire personnel and residents while providing important training opportunities for firefighters. Council Member King stated that North Metro Telecommunication Commission does own a drone that member cities can utilize for no fee. Council Member King stated that a member of their Staff is a licensed pilot. Page 4 of 5 City of Centerville Council Meeting Minutes May 25, 2016 Council Member Fehrenbacher questioned whether the City is continuing to replace broken or elevated sidewalks as he is aware of numerous areas that need the City’s attention and whether trails have been incorporated into the Mill & Overlay Project plans. Administrator Ericson stated that staff is reviewing areas within the City and he would be discussing budget levels with the Finance Director and report back to Council. Administrator Ericson stated that he recently met with two (2) members of the Festival Committee who are working with a design firm for a poster and are pleased with the work and sponsorship from the firm. Acting Mayor Paar stated that residents/businesses can register for the parade on-line or at City Hall and that events would be taking place throughout the entire week of August 2-7, 2016 from Music In the Park-ing Lot to a kiddie carnival.
