HomeMy WebLinkAbout2016-04-06 P & R Minutes - Approved PARKS AND RECREATION COMMITTEE Wednesday, April 6, 2016 ~ 6:30 p.m. Pursuant to due call and notice thereof, the Parks & Recreation Committee of the City of Centerville held a scheduled meeting on April 6, 2016 at the City Hall location. Present: Chairperson Jon Grahek Vice Chairperson Kevin Waeghe Committee Member Brian Peterson Committee Member Suzanne Seeley Committee Member Kevin Amundsen Also Present: Council Member, Steve King Public Works, Paul Palzer City Administrator, Mike Ericson Absent: Committee Member Chris Bettinger Linda Neudecker, Recorder I. CALL TO ORDER Chairperson Grahek called the April 6, 2016 Meeting of the Parks & Recreation Committee to order at 6:36 p.m. in the Council Chambers at City Hall. II. SET AGENDA The Committee requested that two (2) items be added to the Agenda; Item #9., Spring Cleanup under New Business and Item #8., Dead Broke Saddle Club under Updates. Motion by Committee Member Peterson, seconded by Committee Member Seeley to to approve the Set Agenda as amended. All in favor. Motion carried. III. APPROVAL OF MINUTES Chairperson Grahek gave members an opportunity to review the presented minutes and make corrections. Motion by Committee Member Peterson, seconded by Committee Member Waeghe to approve the March 2, 2016 meetings as presented. All in favor. Motion carried. IV. NEW BUSINESS 1. Park Facility Permit Application – Centennial Youth Football Association (LaMotte Park Fields 1, 2 & 11) – August-September, 2016 City of Centerville Parks & Recreation Committee Meeting Minutes April 6, 2016 The Committee discussed the submission of several requests for use of fields in the past and organizations willingness to work with each other for scheduling, however, we have no received any applications from the Centennial Soccer Club for use of fields and Administrator Ericson stated that he would contact them to attempt to secure a request if that was their desire. Motion by Committee Member Grahek, seconded by Committee Member Amundsen to table this item until Administrator Ericson spoke with the Soccer Club to ascertain their usage of the fields. All in favor. Motion carried. 2. Midwest Events Thank You Chairperson Grahek read the Thank You card from Midwest Events for the Committee’s help with the Shake Your Shamrock 5K/8K runs. 3. Resignation of Mr. Charles Reinhardt Administrator Ericson stated that Mr. Reinhardt has submitted a resignation letter effective immediately and that this item would be forwarded to Council for their consideration. Administrator Ericson stated that staff will advertise for the vacancy on the City’s website and newsletter. Motion by Committee Member Grahek, seconded by Committee Member Amundsen to recommend to City Council their approval of this item. All in favor. Motion carried. 4. City Owned Property – Dedicated Park Land Public Works Director Palzer explained that the map included in the packet noted City- owned property versus park property including Trailside Park and Cornerstone Park. There was discussion on what is not vacated. 5. Movie in the Park Committee Member Peterson stated that the date that has been scheduled is Saturday, September 10, 2016. The movie is yet to be determined. 6. Music in the Park – Promotion Administrator Ericson reported thatMr. Tom Lee and Ms. Bender have forwarded all contracts for bands for the months of June and July. He also stated that he would take care of all promotion along with incorporation of the Music series in Fete des Lacs promotional materials. Warming House Overhang – Lighting Issues Committee Member Amundsen inquired as to why there is no lighting in the overhang of the warming house. Public Works Director Palzer stated that he would obtain an estimate for the installation of LED lighting for underneath the warming house overhang. 8. Bike Minnesota Event Idea City Administrator Ericson commented again how Centerville is a good bicycling community with its local and County trails. He shared the Bike Minnesota flyer as a future event idea. 9. Spring Cleanup of the Parks The Committee chose to clean the local parks on Saturday, April 23, 2016. The Committee discussed the annual cleanup of Laurie LaMotte Memorial Park by the Centennial Little League and stated that they would complete the remaining parks and meet at City Hall at 9:00 a.m. A local resident along with a group of children had contacted Ms. Bender and arranged to clean Tracie McBride and Acorn Creek Park for the same day and the Committee was made aware of this prior to their cleanup efforts. UPDATES 1.Council Updates – Council Member Steve King Mr. King provided information regarding a proposed construction of an apartment building on the Waterworks site along Main Street. He also provided information regarding Centennial School District’s proposal to expand the parking lot at Centerville Elementary School for the safety of the buses/students and parents dropping students off. 2.2016 Fete des Lacs Updates 5K/8K Runs Administrator Ericson stated that that Ms. Kolstad was unable to attend the meeting due to a family reunion. He noted the positive progress with obtaining sponsors, marketing and preparation for hosting a booth at the Hugo Kidz’n Biz Fest on April 30, 2016 in Hugo. 3.2016 Fete des Lacs Committee Updates Page 3 of 5 City of Centerville Parks & Recreation Committee Meeting Minutes April 6, 2016 Administrator Ericson stated that progress continues to be made on planning events, marketing, and participation. Administrator Ericson stated that if any members desired to participate in the meetings they take place on the last Monday of the month here at City Hall commencing at 6:30 p.m. The next Festival Committee meeting is Monday, April 25, 2016 at City Hall. 4.2016 Tour de Hugo Bike Ride Administrator Ericson stated that the Committee is planning the 2016 event with the long route of 70 miles to include a ride around Centerville Lake. The next meeting is April 28 and he would be attending. 5.Dupre Memorial Park Bench – Anoka County Administrator Ericson stated that Ms. Bender has been working closely with Anoka County regarding this item and it is slated for completion shortly, weather dependent. th The cement for the bench was installed the week of the 18 with the bench being installed April 27, 2016. The plaque has been approved by the family and should be installed by the end of the month. 6.Water Ski Shows Administrator Ericson stated that the Bald Eagle Water Ski Show has requested a letter from the City in support of placing their ski jump on Centerville Lake as in years past and we have complied. He also stated that their equipment has been placed at Trailside Park along with their dock being installed. The City received a telephone call from Mr. Havel requesting that some trees be trimmed and some be removed. Public Works Director Palzer obtained quotes, hired a contractor and had one large tree removed due to safety concerns. 7.Waterworks Nightclub Development Proposal Administrator Ericson reported about the public hearing held the previous evening by P & Z. He stated that many residents attended and voice opposition to the plan. Augusta Homes withdrew as the builder. 8.Deadbroke Saddle Club Administrator Ericson stated that a letter will be forward to them requesting additional funds for the sledding hill project. ACTION ITEMS REVIEW – Items that have been completed will be removed; some are still open and additional items discussed at this meeting will be added. A revised Action Item List, as of the April 6, 2016 meeting will be included with the minutes to be approved.
