Consent genda Items 1-4 as presented. All in favor. Motion carried.
Attorney Glaser stated that the two resolutions allow for information to be obtained from the
Bureau of Criminal Apprehension and provide him with capabilities to provide information to
the courts system. Attorney Glaser stated that the Council signed similar agreements two years
ago and this is renewal of those agreements. He also stated that the cost for the agreement
associated with the BCA is $360 and would be split among the three entities that he provides
services to.
Council Member iwehrenbacher questioned whether this would provide Attorney Glaser with
more efficiency in completing his work and he concurred,

the lake is one of several options to eliminate or reduce weed growth and a drastic measure
has worked with other lakes.

Administrator Ericson reported that the proposed budget is an increase of $31,180 over last
year's budget along with an anticipated increase of franchise fees of $25,000. Mayor Wilharber
questioned the necessity of purchasing a new track and Council Liaison King stated that the
truck is experiencing mechanical issues along with the new high definition technology. Council
Member Love questioned the substantial increases in salary and associated benefits.
Administrator Ericson stated that upon completion of a comprehensive pay scale, it was
determined that several members of North Metro TV staff were being underpaid.

a. Credentialed by International Local Government Management Organization — (ICMA)
Administrator Ericson stated that he has completed years of professional development and
obtained professional designation and recognition from ICMA, he has forwarded the press
release to the paper and the accreditation is good for the City.
Administrator Ericson reported that he worked the City-wide Cleanup Day on Saturday, June 18,
2016, approximately 250 vehicles dropped off items and 50 mattresses/box springs were
accepted for recycling. Administrator Ericson stated that this was the first year of offering
mattress/box spring recycling and there was an excellent turnout for that. Mayor Wilharber
questioned the ability of the City to provide more opportunities for recycling of goods and
Administrator Ericson stated that he continues to work to secure such agreements.
Council Member King stated that the North Metro Telecommunications Committee meeting
centered around the 2017 proposed budget.
Mayor Wilharber stated that the Centennial Lakes Police Commission meeting would be held on
July 11, 2016, the Centennial Fire District Steering Committee would be held on July 7, 2016
and the Rush Line Corridor meeting was scheduled for July 21, 2016.
Council Member Paar reported that the Centennial Fire Steering meeting would be held on July
7, 2016.
Administrator Ericson reported that both the Centennial Lakes Police Department and Centennial
Fire District budgets have been completed and would be forthcoming for Council consideration.
Mayor Wilharber stated that the City of Circle Pines is well into their search for a new City
Administrator.
Lead Project Coordinator, Mr. Greg Burmeister stated that he desired to present Council with
two proposals due to his upcoming vacation and contractor's scheduling. Mr. Burmeister stated
that he had just received these proposals and apologized for the short notice for Council
consideration.
He stated that one project, 7216 Mill Road (Olson Sewer & LeRoux Execavating) for sanitary
sewer work associated with a sewer service. Mr. Burmeister stated that he had not had an
opportunity to speak with the homeowner regarding whether he desired to have sod installed or
seed but desired for Council to consider the proposal in an amount not to exceed $9,000. Mr.
Burmeister stated that due to the construction of a new home on 7212 Mill Road it was assumed
that both properties had sewer stubs, however, 7212 Mill Road did not and through the
construction disconnected 7216 Mill Road and connected their sewer line to the stub that crossed
their property (7216's).
Lead Project Coordinator, Mr. Burmeister reviewed a proposal from L'Allier Concrete, Inc. for
sidewalk panel repairs which would be in addition to the curb and gutter work associated with
n
the 2016 Mill & Overlay Project. Mr. Burmeister again apologized for the short notice. Greg
Burmeister stated that the proposal was for $6,280 and could either become a part of the original
contract or a change order at Council's discre4ion. Mr. Burmeister reported that he received two
bids with one from L'Allier Concrete and another bidder for $7,215.
Discussion ensued regarding the amount needed for required bidding, the City's compliance with
receiving two bids, change order versus two (2) separate contracts and within the City's
budgeted

Mike,
The appeal process surrounding the City's 2016 pay 2017 property tax assessment was finalized last Monday with the
County Board of Equalization.
Of the concerned taxpayers that appeared at the June 11th meeting which I was unable to attend, all of their issues have
been resolved. That said, none of these taxpayers sought to appeal at the County level.
The quintile inspection process in the City has begun. This years area of revaluation will be section 23 QQ41 thru section
26 & section 23 townhomes.
Also, please let me know if the City has any questions surrounding my system of Assessing in the City. Id be happy to
answer any questions you might have........

ULI Minnesota initiated the Navigating the New Normal (now called "Navigating Your
Competitive Future') workshop series in the Fall of 2011. The underlying purpose of these
workshops is to foster a meaningful dialogue between public and private sector leaders with
respect to the challenges and opportunities of development and redevelopment created by today's
economic realities. In particular, NNN workshops endeavor to:
• Connect a city's demographic trends, market preferences and future growth patterns with
the realities of the market place.
• Emphasize the critical importance of communication and partnerships between cities and
the development community.
Identify strategies to position cities to be competitive and sustainable by attracting the
best possible (re)development.
Navigating Your Competitive Future workshops are two hour, interactive dialogues with city
leaders and a panel of ULI Minnesota real estate industry professionals. City participants are
typically the City Council, the Planning Commission and Community Development staff.
Depending on the city's structure, other participants included Housing and Redevelopment
Authority boards, Economic Development Authority boards, Port Authorities, mortgage
assistance boards, housing, parks and environmental sustainability committees. Since 2011, ULI
Minnesota has conducted nearly 50 workshops in Minnesota communities including
Minneapolis, St. Paul, Duluth and Rochester.

A workshop might, for example, help city leaders understand
why a new housing development has failed to fit the current
market, or why a certain street corner remains undeveloped
despite persistent efforts.
Of special interest is the profound shift in the housing market in
recent years. Changing demographics, new market preferences
and economic uncertainty have altered the housing landscape in
ways that have left some cities unprepared. The Advisory
Services programs give cities the tools they need to grapple with
these challenges.

A review of the workshop series included conversations with a dozen past participants illuminating a
number of insights, among them:
Understand and respond to changing markets. The workshops are beneficial to cities and counties
as they plan complex projects. For example, drawing on information from its workshop in September
2015, Bloomington adopted a new strategy for reviving failing neighborhood commercial nodes by adding
housing and new types of businesses.
Regarding the Southwest Corridor TAP:

Support a full range of housing choices. Cities need to consider a wider variety of housing options,
styI es, price points and rental -ownership ratios to match the shifting market. This means accommodating
aging populations, a shrinking middle class and the preferences of younger mill ennials and boomers for
more proximity, walkability, affordability and variety in their neighborhoods and less auto dependence in
their lives.

Invest In public Infrastructure. The importance of good streets, streetscapes, transit service, utilities,
parks and trails can't be underestimated. After a'Navigating' session in 2012, Coon Rapids learned there
was an economic reason to provide funding to build trails to connect its park system and successfully
passed a Park Bond in 2013. Columbia Heights realized that to attract better redevelopment along Central
Avenue, stricter design guidelines and nuisance codes out have to be enacted and enforced.

Be Inclusive. loomington and Coon Rapids named their school systems as important development
tools, saying school representatives should be involved in future workshops. Maplewood wants to find a
way to involve Somali, limon g and other ethnic populations in city affairs.

Get out of your bubble. Too often cities fail to realize that they can learn from their neighbors.
Columbia Heights has identified Robbinsdale as a model for human -scale development; Bloomington
admires Hopkins' success in developing a community gathering place.
Collaborate. The workshops provide an opportunity for real estate professionals to use their expertise,
learn from each other and collaborate to provide impactful information that moves plans forward to
development. After a TAP at two specific station areas along the Southwest Corridor:
Ol was most impressed with how we collectively dove into each station and tackled a big ask in a short
amount of time. I think it speaks to the talent/experience of everyone and our passion/commitment to
our respective crafts. I look forward to the next opportunity to collaborate with all of you again in the

Be patient. Council members sometimes want to impress voters quickly within their terms, but
development moves at its own pace and responds to a market that politicians don't always understand.
Often, new development has to be staged gradually in order to match a city's optimal long-term vision.

Follow up. To accommodate frequent turnover on city councils and appointed boards, participants were
unanimous in calling for an updated workshop every two to three years for every city that wants one.

Promote your City. Drawing from the Columbia Heights workshop, the city launched a branding
campaign that's drawing fresh attention from developers.

These workshops have also benefited more than 66 private sector volunteers who have donated thousands
of hours of their time and talent. ULI MN Governance Chair John Breitinger notes, "It is an opportunity for
senior real estate professionals to volunteer - giving valuable advice and insight and in the process
improving their communities. These are experts who are generally not available for hire - a unique and
very important source of market information for Cities who participate."
