HomeMy WebLinkAbout2016-07-13 CC & WS Minutes - Approved CITY OF CENTERVILLE CITY COUNCIL & WORK SESSION MEETING MINUTES July 13, 2016 6:30 p.m. Pursuant to due call and notice thereof, the City of Centerville held their regularly scheduled meeting of July 13, 2016 at City Hall, 1880 Main Street. PRESENT: Mayor Tom Wilharber Council Member Jeff Paar Council Member Ben Fehrenbacher Council Member Steve King Council Member D. Love ABSENT: None. STAFF: City Administrator Mike Ericson City Attorney Kurt Glaser City Engineer Mark Statz I. CALL TO ORDER Mayor Wilharber called the meeting to order at 6:30 p.m. II. PLEDGE OF ALLEGIANCE III. APPOINTMENTS/PRESENTATIONS 1.Mr. Kyle Meyers, CenterPoint Energy Presentation of Partnership Grant – CFD Fire Chief Harlan Lundstrom stated that the submittal of the grant was with the intention of purchasing a software program and equipment that would provide firefighters with the capability of responding to a call regarding their availability (in route, unable to attend, etc.) via a video screen installed within the Fire Station allowing other responders to wait for appropriate personnel, ensure proper staffing, etc. prior to leaving the station assisting in efficiency and response time. Mr. Meyers stated that CenterPoint Energy is pleased to participate in the community and presented Centennial Fire with a check in the amount of $975. Chief Lundstrom thanked Mr. Meyers and CenterPoint Energy. Motion by Council Member King, seconded by Council Member Fehrenbacher to Accept CenterPoint Energy’s Grant Award of $975 to the Centennial Fire District for the Purchase of Equipment Allowing Monitoring of Staff Response to Calls. All in favor. Motion carried. IV. APPROVAL OF AGENDA City of Centerville Council Meeting Minutes July 13, 2016 Mayor Wilharber added Voided Check #29779, Checks #30350-30359 and stated that the dates were modified to June 23 through July 13 under Item #1, Consent Agenda and stated there are replacement pages 6 and 17. Motion by Council Member Love, seconded by Council Member King to approve the Agenda as presented. All in favor. Motion carried. V. APPROVAL OF MINUTES 1. June 8, 2016 City Council Meeting Minutes Mayor Wilharber provided an opportunity for Council Members to modify the minutes. Mayor Wilharber requested that the minutes show that Council Member Paar was present for the Closed Executive Session Roll Call. Motion by Council Member Fehrenbacher, seconded by Council Member Paar to approve the June 22, 2016 City Council Meeting Minutes as presented. All in favor. Motion carried. VI. Motion by Council Member Love, seconded by Council Member King to Approve Consent Agenda as presented. All in favor. Motion carried. VII. OLD BUSINESS 1.None. VIII. NEW BUSINESS 1. None. IX. COUNCIL & ADMINISTRATION ANNOUNCEMENT 1.Administrator Ericson Administrator Ericson stated that Staff is working hard to ensure that the Fete des Lacs Festival event is successful and he appreciates the involvement of all that are volunteering. Engineer Statz stated that the Centerville Elementary School Parking Lot Project is on schedule. Council Member Love stated that he attended a Centennial Fire Steering meeting on July 7, 2016 where discussions took place regarding types of calls, standby pay for volunteer fire fighters, physical criteria of a volunteer fire fighter following medical leave and the budget. Mayor Wilharber stated that it is anticipated that there will be a 10.2% increase in the Fire District Budget for 2017 with Centerville’s portion increasing by $57,756. Mayor Wilharber reported that the complete proposed budget would be forwarded to Council for consideration shortly. Council Member Love also reported that he had attended a Police Governing Board meeting on July 11, 2016 where discussions were held regarding the proposed 2017 budget, personnel changes and a new towing contract with Twin Cities Transport & Recovery out of Blaine. Mayor Wilharber stated that the Police Department is joining the majority of other enforcement agencies in purchasing body cameras and $16,000 is budgeted in 2017 with $17,000 for replacement of the outdated telephone system. Mayor Wilharber also reported that it is anticipated that there will be a 2.6% increase in the Centennial Lakes Police Department budget for 2017 with Centerville’s portion increasing by approximately $66,500. Discussion ensued regarding the costs of storing data and whether that was above and beyond the $17,000, Council Member Love stated that the equipment (cameras) was $15,000 and the remainder was storage for the first year. Council Member King stated he believed that the Department was not interested in the body cameras and Council Member Fehrenbacher stated that the Department has modified its thought process due to not being the first department to utilize the equipment, regulations and data retention have changed since first proposed/incepted. Page 3 of 4 City of Centerville Council Meeting Minutes July 13, 2016 Mayor Wilharber stated that he and Administrator Ericson attended the RCWD meeting of July 7, 2016 regarding the proposal to drawdown Peltier Lake by approximately 3’ commencing in September until April of 2017. He also stated that a log stop system would be installed to prevent the drawdown of Centerville Lake, that RCWD reported that 38% of the pollution in the lake comes from Clearwater Creek and 62% comes from surrounding homeowners and farms. Mayor Wilharber reported that 75% of the lakeshore property owners must approve the draw down. RCWD Staff stated that they will be aerating the lake and it is not anticipated that fish will be affected. Administrator Ericson stated that he anticipates that RCWD Lake & Stream Specialist Matt Kocian will attend Council’s next meeting to provide a full report. Motion Council Member Fehrenbacher, seconded by Council Member Paar to Adjourn the Council Meeting of July 13, 2016 at 6:48 p.m. All in favor. Motion carried. X. URBAN LAND INSTITUTE (ULI) WORK SESSION Roll Call Mayor Wilharber, Council Members Paar, Fehrenbacher, King and Love; Planning & Zoning Commission Members Matt Montain, Russ Koski and Mark Haiden; Mr. John Chirhart, Gaughan Companies, Mr. Paul Burke and Mr. Rich DeFoe where also in attendance. Mr. Gordon Hughes opened the Work Session by introducing himself and Ms. Cathy Bennett from ULI. The panelists (Nick Andersen, Dominium, Brandon Champeau, United Properties, Stacie Kvilvang, Ehlers, and John Shardlow, Stantec) also introduced themselves. ULI has presented the City with a summary of the meeting. (See attached and made a part of these minutes). Mr. Gordon Hughes thanked attendees.
