HomeMy WebLinkAbout2016-08-08 P & Z Minutes - (Approved) CITY OF CENTERVILLE PLANNING AND ZONING COMMISSION Pursuant to due call and notice thereof, the Planning and Zoning Commission held its regular meeting on Monday, August 8, 2016 at 6:30 p.m. PRESENT: Chairperson Darrin Mosher Vice-Chairperson Russ Koski Commissioner Kim Ganzel Commissioner Matthew Montain Commissioner Mark Haden Commissioner Nick Twohy Commissioner Kimberly Ganzel ABSENT: Commissioner Pete Johnson STAFF: City Administrator Mike Ericson OTHERS PRESENT: Council Member D. Love I. CALL TO ORDER. The meeting was called to order at 6:30 p.m. by Chair Mosher. 1.Roll Call II. APPEARANCES/PRESENTATION 1.None. III. PUBLIC HEARING(S) 1.None. IV. OLD BUSINESS 1. City Code, Chapter 116: Tobacco Regulations; Sales (Hookahs, Sale of Paraphernalia, Sampling, Vaping & Etc.) The Commission continued discussions regarding hookahs, hookah bar/lounges, sale of paraphernalia, sampling, vaping and other associated activities that potentially could take place in tobacco establishments. The Commission viewed YouTube videos on hookahs to better understand how they operate. After extensive discussion the Commission decided to take no further action on the City’s existing tobacco regulations. 2.2016 Fete des Lacs Festival Report Page 1 of 3 City of Centerville Planning and Zoning Commission August 8, 2016 Administrator Ericson reported that thanks to the hard work of the Centerville Lions and many volunteers the festival was a success. He reported on the weeklong festival which started on Tuesday, August 2 with Night to Unite and Music in the Park. The Commission agreed that the fireworks were outstanding. Mike thanked everyone that was involved including Council Member Love and his wife Susan who were parade announcers along with North Metro TV who cablecast the event. 3.Rice Creek Watershed District – Peltier Lake Temporary Drawdown Administrator Ericson reported that the lake would be drawn down by 3 feet in September and then allowed to refill (a day or two) in the spring with the snow and lake thaw. It was anticipated that with the 75% of abutting property owners in favor of the drawdown, the practice of drawing down lakes in the past, no citizen complaints would be received and water quality, clarity and diminished invasive aquatic plant life would be achieved. Administrator Ericson stated that the Mayor was very impressed with the DNR and engineers that were involved in the project. Administrator Ericson noted that Matt Kocian, Rice Creek Watershed District stated that additional maintenance/drawdowns would need to occur in the future. 4.ULI Minnesota – Council Work Session Summary Administrator Ericson stated that two (2) members of the Council attended the Work Session (Commissioners Koski and Montain). Administrator Ericson stated that he has included a summary provided by ULI Minnesota for the Commission’s review and felt that the work session went well. Administrator Ericson reported that the economic development workshop entitled “Navigating Your Competitive Future” engaged the Council and development. Professionals Gordon Hughes and Cathy Bennett from ULI facilitated. 5.2016 City Council Goals Administrator Ericson stated that the presented goals were only for review. V. NEW BUSINESS 1.Temporary Family Health Care Dwellings Administrator Ericson stated that most other cities are choosing to “Opt Out” of this new State Statute. Administrator Ericson stated that the intended purpose of the law was good and would provide transitional housing for seniors; however, the statute does not include age restrictions so anyone certified with needing assistance with two or more “instrumental activities of daily life” for mental or physical reasons may reside in a qualified temporary dwelling on the property where the “caregiver” or a “relative” resides. Administrator Ericson felt that the City could chose to include similar temporary housing within its code with minimal requirements for types of housing, age, disability, caregiver, relative and/or other requirements clearly defined if a need arose. Following discussion about the intent of the State Legislature, the Commission agreed that the City should “Opt Out”. Page 2 of 3 City of Centerville Planning and Zoning Commission August 8, 2016 Motion by Commissioner Haiden, seconded by Commissioner Mosher to Recommend to Council to “Opt Out” of the Temporary Family Health Care Dwellings Statute. All in favor. Motion carried. th 2.Rollo’s Paving, LLC – 6867 – 20 Avenue South (CUP, Rezone/Comp. Plan Amendment, Spot Zoning) Mr. Mike Brass, Colliers was present to discuss with the Commission the intent of Rollo’s Paving to purchase the former Reel Manufacturing building owned by Bob’s Auto Ranch. The property is zoned B-1 (Commercial) and R-3 (High-Density, Multi-Family Residential. The owners were not able to attend. Rollo’s Paving anticipated remodeling of the building, installing a sprinkler system, paving the parking lot and connecting to municipal services. Lengthy discussion took place regarding Conditional Use Permit versus rezoning of the property along with the associated Comprehensive Plan Amendment. The Commission took no formal action. They agreed that the business would be a good fit for the area. VI. CONSIDERATION OF MINUTES 1.June 7, 2016 Planning & Zoning Commission Meeting Minutes The Chair provided Commissioners with an opportunity to provide feedback regarding the minutes. Motion by Commissioner Koski seconded by Commissioner Montain to approve minutes from the June 7, 2016 meeting as presented. All in favor. Motion carried. VIII. ADJOURNMENT Motion by Commissioner Koski, seconded by Commissioner Twohy to adjourn the meeting at 8:21 p.m. All in favor. Motion carried. Respectfully submitted, Michael A.
