PARKS AND RECREATION COMMITTEE
Wednesday, September 7, 2016 ~ 6:30 p.m.
Pursuant to due call and notice thereof, the Parks & Recreation Committee of the City of
Centerville held a scheduled meeting on September 7, 2016 at the City Hall location.

I. CALL TO ORDER
Chairperson Grahek called the September 7, 2016 Meeting of the Parks & Recreation
Committee to order at 6:37 p.m. in the City Council Chambers.
Roll Call – see above
II. SET AGENDA
Motion was made by Committee Member Peterson, seconded by Committee
Member Grahek to use the agenda format for Unfinished Business, New Business
and Updates as printed on pages 4 & 5 of the August 10, 2016 minutes, adding #2
Use of Laurie LaMotte Park, Cub Scout Rocket Launch & # 3 Use of Acorn Creek
Park, Soccer under New Business. All in favor. MOTION CARRIED.
III. APPEARANCES ~ None
IV. APPROVAL OF MINUTES
The minutes of the July 13, 2016 were still unable to be approved as an incomplete
copy of the minutes were provided (missing pages 2 & 4). Tabled to October
meeting.
Motion was made by Committee Member Seeley, seconded by Committee Member
Peterson to approve the minutes of the August 10, 2016 meeting as written. All in
favor with Committee Member Amundsen abstaining. MOTION CARRIED.

V. UNFINISHED BUSINESS
1.2016 Fete des Lacs ~ 5k/8k Runs Updates – Tabled
Upon approval of any remaining expenses, a final financial report will be provided
to the P & R Committee members at the October meeting, if ready.
2.2016 Fete des Lacs – Committee Updates – Tabled
3.2016 Tour de Hugo Bike Ride – Tabled
4.2016 Bike Minnesota – Tabled
NOTE: Items 1 through 4 were tabled due to the absence of Administrator Ericson
5. Sledding Hill (AI #15-040)
Mr. Palzer stated that an updated bid needs to be obtained and the work would
commence after the first frost.
6.Restore Natural Spring in Hidden Spring Park (AI #16-020)
Mr. Palzer provided the committee a few options with the best and least expensive
option utilizing city water and electric pump with a timer. This item was tabled
to the Spring, 2017 and has been added to the 5 year Park Improvement Projects,
with a possible installation in Spring, 2017.

7. Movie in the Park – Saturday, September 10, 7:30pm
Committee Member Peterson provided an update for this activity: the movie
“Peanuts” has been ordered and the projector has been reserved. He provided an
inventory of items which are on hand and noted additional items to be purchased,
including cocoa mix, stir spoons, napkins, paper towels & cleaning supplies.
Committee Member Waeghe has provided information to be included in the
weekly “Flash Friday” and a flyer for distribution as well as information on the
City Hall sign. Committee volunteers should meet at the park at 5:30pm.
8. Financials – from City & P &R for December, 2015 through July, 2016
Committee again discussed what funds are currently available and funds that will
be needed to pay for upcoming P & R projects. Committee would like copies of
the 2015/2016 financials/budget that show when the $15,000, from 2015, was
carried over to the P & R budget from the City. To be requested from staff.
VI. NEW BUSINESS

1. Status of LaMotte Trails committee review (5:30pm on 9-7-16)
The committee members met at 5:30pm (one hour prior to the official committee

meeting on September 7) at Laurie LaMotte Park to look at the current race course
and suggest alternate race routes. This item is tabled to the October committee
meeting. To be added to the Action Items list.
2.Cub Scout Rocket Launch – Laurie LaMotte Park
Motion was made by Committee Member Amundsen, seconded by Committee
Member Peterson to recommend to the City Council members to approve the
Park Facility Permit application for Cub Scout Pack 232 to use LaMotte fields
3,4 & 5 to launch small hobby rockets with the local MASA rocketry club on

Saturday, October 1 or October 8 from 8:00am to 5:00pm All in Favor.
Motion carried.
3.Soccer – Acorn Creek Park
Motion was made by Committee Member Amundsen, seconded by Committee
Member Peterson to recommend to the City Council members to approve the
Park Facility Permit application for Lino Lakes Park & Rec, first/second grace
soccer practice on Tuesdays, August 23 through October 11 from 6:00 to
7:00pm. All in Favor. Motion carried.
VII. UPDATES/OTHER
1. Council Updates – Council Member Steve King
Council Member King informed the committee members that the council has
been discussing options to replace the reader sign in front of city hall. There was
committee discussion to recycle the current sign, if it is replaced, and to place it
at a location to be determined per Council Member King’s recommendation.
Motion was made by Committee Member Amundsen, seconded by
Committee Member Seeley to support Council Member King’s
recommendation to recycle the existing sign if a replacement is purchased.
All in Favor. Motion carried.
2. Playground Ladder Replacement in Acorn Creek Park
Mr. Palzer informed the committee that the playground ladder has been ordered,
but has not yet arrived. It will be installed upon delivery.
3. Review 5 year P & R Projects List

This will be reviewed at the October meeting.
4. Status of P & R committee member vacancy
There is currently one vacancy on this committee.
VIII. OTHER ITEMS
1.Revised Agenda
The committee had asked the recorder to review Robert’s Rules of Order and also to
provide a revised agenda format.
Motion made by Committee Member Grahek, seconded by Committee Member
Peterson to accept the Recorder’s recommendation of a revised agenda format.
The following month’s agenda will be listed as part of the current months’
minutes. All in favor. Motion carried
2.Park & Recreation Page on the City Website
A copy of the web page for each park was provided to the committee members by
staff. The members would like to provide ideas regarding the content of the P & R
page for each park. Tabled to the October meeting.
3.Wild Parsnips – Committee Member Amundsen
Committee Member Amundsen informed the committee members that wild parsnips
have been discovered in some ditches in the city. This is a nasty weed that can cause
severe burning of skin & may cause some to have lifelong effects from it. He wanted
to be sure that Mr. Palzer and his staff were aware of this.
IX. ACTION ITEMS REVIEW
Items that have been completed will be removed; some are still open and additional items
discussed at this meeting will be added. A revised Action Item List, as of the October 5,
2016 meeting will be included with the minutes to be approved.

Member Grahek to adjourn the meeting. All in favor. Motion carried. Meeting was
