Home My WebLink About2016-11-16 CC Agenda HandoutsTO: Honorable Mayor and Council Members FROM: Staff SUBJECT: 2016 Election DATE: November 15, 2016 I would like to inform Council that Staff processed 114 envelope absentee ballots from September 23 through October 31, 2016 and processed 196 direct absentee ballots (ability to run the voters ballot themselves through the voting machine) from November 1 through November 7, 2016. Without the assistance of Senior Account Clerk/Interim Deputy Clerk Ms. Kris Sweeney this would not have been achievable. Not only did she assist with this process but she also went above and beyond by assisting in set up of the polling place and reconciliations associated with the early/AB/DB voting process. Thank you Kris for going above and beyond during this extremely busy period. For the first time, the City of Centerville had a Centennial High School student, Ms. Ashley Hanson, be a Student Election Judge. Ms. Hanson may be in the audience this evening. Ms. Hanson also went above and beyond during the extremely busy Election Day by providing residents assistance by signing the Roaster Book, handing out "I Voted Stickers", straightening ballots and counting ballots. She assisted whenever requested and volunteered to stay to the end even though her parents were concerned for her school work load. Thank you Ashley, job well done! I would also like to take the opportunity to thank the fallowing judges who put in a long day of work on Election Day and provided residents with the opportunities to cast their votes ensuring that their rights were protected: Shirley Sundquist, Suzanne Seeley, Donald Ault, Marcia Bartels, Norma Essex, Janis Hackman, Ellen Paulseth, Beverly Stanko and John "J.T." Thill. We all had Mary Ann Thill with us in memory. A special thank you to Ms. Shirley Sundquist, her spouse Mark and Ms. Suzanne Seeley who assisted in set up of the polling place prior to Election Day. Also, a special thank you to all Anoka County Election Staff as they have shown a tremendous amount of patience, knowledge, accessibility and guidance during this election with municipal staff and judges. INIIII- 4 L f III DDI 20 1100 1018a IM) ZINC M t „ k4mil0, II WHEREAS, the City Council has received the tabulation as it relates to the Mayor's seat and two (2) Council seats which were voted on by the residents of the City of Centerville on November 8, 2016; and WHEREAS, the total votes cast for local offices were: 1,882 on the day of the elections NOW, THEREFORE, BE IT RESOLVED, by the City Council of the City of Centerville, Anoka County, Minnesota, does hereby canvass and declare the winners of the following local offices: Mayor Seat — Two (2) year term Jeff Paar received 1,288 in-person votes, Write-ins received 98 in-person votes, Over votes received 3 in-person votes, Under votes received 513 in-person votes, Write-ins received 14 AB & DB Two (2) Council Seats — Four (4) year terms Tom Wood received 575 in-person votes, Zachariah Nase received 219 in-person votes, Matthew Montain received 638 in-person votes, Russ Koski received 622 in-person votes, Charles A. Reinhardt received 442 in-person votes, Write-in received 22 in-person votes Write-in received 8 in-person votes Over votes received 12 in-person votes Under votes received 1,226 in-person votes, Write-ins received 1 AB & DIB The above terms will commence pursuant to M.S. 412.02 Subd 2 on the first Monday of January following the election. All officers chosen and qualified as such shall hold office until their successors qualify. Per M.S. 204C.33 and 205.185 the City Council acts as the canvassing board for their municipal election to examine and to declare the results. Res #16-OXX — Ordering Feasibility Study Engineer Statz stated that he provided Council with a handout which contained a new letter and adjusted dates for the 2017 schedule. He stated that he felt that with the proposed bid opening in the new year it would yield good results commencing the assessment process with benefiting property owners. He also stated that a large portion of the project is 2/3rds of the older trails in town (2008-2009). Discussion ensued regarding tree root intrusion and storm water runoff of trails. Engineer Statz stated that summer help would be assisting with remedies for storm water runoff with additional feathering, black dirt and sod. He also stated that assessment would not be associated with the trail mill and overlays. The Mayor requested the Engineer review the trail that runs north of Beaver Pond Way as rain pools in that area for a length of time. Mayor Wilharber reported that the City has processed 75 absentee ballots to date. He noted the November 9, 2016 regularly scheduled Council meeting had been rescheduled to November 16, 2016 due to canvassing of the election results. The November 23, 2016 regularly scheduled Council meeting has been cancelled due to the Thanksgiving Holiday. He also noted that the Parks & Recreation Committee has had a vacancy for quite some time and Council is looking forward to filling it. The Mayor noted that the City's old sign is currently being replaced with a new, LED programmable sign. Administrator Ericson stated that he has received numerous suggestions for the old sign's use. Council Member King stated that he attended a recent Fire Protection Council Meeting and reported that the budget would be forthcoming shortly. Our adjacent neighborhood (Revoir St) is R5, we would share back yard borders with part of the potential development this means putting in smaller lots/smaller homes will negatively impact our home values. Our neighborhood is the only R5 neighborhood in the city, to keep with the more Rural spread out nature of our specific development it would make more sense to continue with an R5 development. Plus this would limit additional traffic around a highly used park and keep the area safer for the many children that use it. I understand the city may have a prior position to maximize density to increase revenue in the city, but maximizing density next to a more rural setting that creates a non-contiguous neighborhood. It is also not in line with components of the 2010-2030 comp plan. Pages 39/40 have a few key points I would like to share with council: Promote and emphasize a small town atmosphere (high density housing near rural areas does not promote this) Prohibit non-contiguous residential development, while there are R2 areas near us, no R2 would be adjacent to this area and our small R5 development would be sandwiched in between them. We respect the rights of the home owner to request a rezone however we kindly ask the city council to ensure they do what is best for the neighborhood that will see the greatest impact if this property is sold and developed.
